This study analysed the components and characters of welfare rights through discussions of the concepts and types of universal rights, and discussions of human rights and citizenship rights. Welfare rights is claims rights which requires somewhat, and it is positive rights. And it is generally passive rights, but it contains collective participation rights which is active rights. The result of total discussions of rights, human rights, and citizenship rights led us to know the components and characters of welfare rights. Welfare rights contains social rights, economic rights, and cultural environmental rights. Social rights are composed of the right of social security, social welfare service, health, education, and residency. Economic rights are composed of the right of labor, intervension of labor market, job security, and capital control. cultural environmental rights are composed of the right of culture and environment. And welfare rights has several characters. First, it is natural rights which is bestowed on the citizens or people in modern civil societies. it is samely characterised as liberties and political rights. second, it has the same values like other rights such as lberties and political rights. Or it is more important, because it is necessary for other rights. Third, it is not the objective being which is constant, but it is changed, formed and constructed as total rights with human rights and citizenship rights. Fourth, it is truely rights, but is simultaniously accompanied by obligations. But the obligations is unconditional like as other rights. Endly, levels of welfare on the welfare rights must be modicum rather than minimum. The meaning of modicum level is uncertain, but it aims to the entire participation of peoples as citizen and social integration. And it has to aim to the prevention of heridity and continuity of inequality.

This study was an exploratory study for the development of a competency-based social welfare curriculum. This study was conducted through a literature review focused on guidelines for social welfare published by the KCSWE (Korean Council for Social Welfare Education). The purpose of this study was to explore social welfare professional competencies, subject goals, teaching methods, and the participatory learning environment for the development of a competency-based social welfare curriculum. The findings are as follows. First, each university had been researching professional competencies individually. Second, the social welfare subjects tended to include all elements of knowledge, skills, and attitudes, and these goals were matched with professional competencies set by each university. Third, the guidelines for social welfare subjects provided various teaching methods to achieve the goals of the subject as well as a participatory learning environment based on discussion. However, it was difficult to determine whether the various teaching methods were effective in achieving core and professional competencies. Therefore, it is necessary for KCSWE to set up a standardized competency-based curriculum and research professional competencies based on social welfare, a curriculum and subjects according to their competencies, effective teaching methods, and a method for evaluating educational outcomes.

The purpose of this study is to identify increasing needs for training students as managers in social service agencies and to suggest ways to develop the education of social welfare administration. Agency evaluations and performance management has increased demands for effectiveness and accountability of social service agencies, which also has increased the roles of managers in social service agencies. Using 'Korean Social Worker Survey' conducted by Korean Association of Social Workers, this study examines job characteristics of 2,479 social workers. The results show that administration/management activities take about 40% of social workers' daily activities. Community organization, human resource management, and planning/financial management are regarded as more important and difficult than other tasks. However, sufficient education for preparing students as social service managers is not provided in undergraduate and graduate level of college education. In addition, social workers make their life long careers as managers. Thus, the education of social welfare administration needs to refocus on the provision of knowledge and skills required for competent social service managers. This study suggests future directions for developing education of social welfare administration in undergraduate and graduate level of college education including field practice.
The purpose of this study is to examine whether the enhancement of convergent job competence of social worker working in a social welfare facility affects the quality of life. In order to achieve the purpose of the study, we surveyed 20 social welfare workers working in 20 social welfare facilities in Gyeonggi area and used 188 pieces collected. The random sampling method was used for the sampling method. As a result, there was a positive correlation between personal competence and satisfaction, environmental competence and dissatisfaction, relationship competence and satisfaction in social workers' competence enhancement and quality of life. And social competence's individual competence and environmental competence play a positive role in dissatisfaction. Also, it can be seen that the relationship competency plays a negative role in dissatisfaction. The degree of individual competence, the ability to control the mind to turnover, and the relationship capacity play a positive role in satisfaction. Therefore, in order to improve the quality of life of the social welfare workers, it is expected that there will be a positive effect in implementing the job capacity enhancement education program for the social welfare workers.
Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.
The purposes of this study were to investigate the research utilization in social work practice and to examine the factors associated with research utilization. The subjects of this study were social workers participating in social work practice in Korea. The sampling methods used in this study was a multistage sampling strategy. Data were collected by sending mails and follow-up mails to the social workers. Data from 569 of social workers were finally analyzed by ordered regression analysis. The results showed that the level of research utilization by social workers in Korea was very low, but their attitude toward research was positive. The variables affecting research utilization were related to the research ability of social workers, but the variables of research related environment except type of organization were not significant. The variables for research ability of social workers are experiences of utilizing journal articles, experiences of re-education for research methodology, gender, attitude about research usefulness. The variables for research related environment are characteristics of agency setting. The implications of social work research are discussed.
The purpose of this study is to analyze informal learning cases including learning work and being skillful of social workers in the workplace. In addition, it is to examine the promotion plan of informal learning to reinforce competences of social workers in the development of human resources and managemental way. This is a qualitative case study that was involved 20 social workers working in social welfare centers in Jeju. Face to face in-depth interviews were used for collected data. Nvivo10, qualitative data analysis program, was used for analyzing data. According to the findings, the most normal informal learning method in their workplace was to get feedback from the boss including adapting the system of a workplace senior, participating in the meetings, reviewing various media and etc. In addition, feedback from the boss and contacting with acquaintances were used the most as the informal learning method in the learning work and being skillful process of social workers and focused on communication with human resources. Therefore, social welfare centers need to create working environments to promote informal activities such as supporting individual learning, informal meetings, mentoring, supervision, interacting with colleagues and etc as well as supporting institutional formal learning including refresher training to reinforce the capabilities for social workers.
The purpose of this paper is to analyze the structure and characteristics of the utilization support systems(USS), which has been institutionalized to aid the use of social welfare services in Japan's social welfare systems recently. In order to conduct such purposes, this paper made the process as follows. Firstly, this paper examined the developmental processes of social welfare systems, and the back ground of institutionalization of USS in Japan. Secondly, this paper formulated at ideal dimension the analytic model which was to explain the structure and characteristics of the USS. To build this model, this paper used two factors which were the connective dependency to the welfare support systems and the feasible-satisfying alternative setting for user. Thirdly, this paper analyzed the characteristics of the user-driven support facilities which has already activated in social welfare systems in Japan. According to the result of analyzing such model, this paper explained that USS in Japan has possessed the structure and characteristics, such as to aid self actualization and human right of user, to compose the inner coalition organization with supply systems, to emphasize the employee to train care management's skill, and to keep up bounded openness to USS's participation. Therefore, oligopoly market is formulated owing to bounded openness in the field of USS and the role of social worker such as a care manager is emphasized on making care plan.
This study was performed to test the influence of older people's satisfaction factors (safety and convenience) of housing environment on their quality of life and the mediating effect of self-esteem and depression. In this study, from 386 older people over the age of 60 in senior welfare center and senior club of Cheongju region, the data were collected by questionnaire during October, 2012. The findings of this study are as follows: First, safety had not any significant influence on older people's quality of life, while convenience had a significant positive influence on their quality of life. Second, safety had not any significant influence on older people's self-esteem and depression, while convenience had a significant positive influence on older people's self-esteem and it had a significant negative influence on their depression Third, older people's self-esteem had a significant positive influence on their quality of life, while older people's depression had a significant negative influence on their quality of life. Fourth, between safety and older people's quality of life, the indirect effects of older people's self-esteem and depression as mediating variables were not found. However, between convenience and older people's quality of life, the indirect effects of older people's self-esteem and depression as mediating variables were found. This study shows that various measures for convenience of housing environment need to be prepared to increase older people's quality of life and self-esteem and to lessen their depression.
The purpose of this study is to improve the private utilization of military welfare facilities that are aging or underutilized in urban areas. It also aims to develop ways to strengthen cooperative win-win strategies between the military and local communities. The use of military welfare facilities by the private sector refers to activities where the private sector generates additional benefits or added value by allowing the use of these facilities, including both private use and improvements to facilities or development of land through private sector involvement. From the perspective of the city and the locals, military welfare facilities are perceived as resident-friendly and excellent urban resources that can promote reciprocal satisfaction between the military and local communities. From the perspective of the military, military welfare facilities are important for enhancing the welfare of military personnel. However, they often face limitations in providing various welfare services due to the aging of facilities and limited operations with a single purpose. The improvement of private utilization of military welfare facilities will bring diverse reciprocal benefits to the military, the city, and the locals. Above all, improving the private utilization of military welfare facilities can help the military and local communities jointly address diverse urban issues. To establish cooperative governance and find flexible and diverse development strategies that can promote the welfare of the military and enhance the quality of life for the locals, it is important that both the military and local communities make continuous efforts.
