Particularly in order to improve the efficiency of assistance, organization of a committee of expert advisors in each area has been indicated. For the guideline of assistant management, operation of preparation class for accreditation, security of assistant committee members, provision of systematic training and assistant manual, development of supervision program and financial support have been suggested.
