오늘의 기업은 내부 조직, 업무 프로세스, 정보기술 측면에서 많은 문제점을 가지고 있고, 대외적인 기업 환경이 수시로 바뀌는 등 어려운 상황에 직면하고 있다. 이런 내부적인 문제를 해결하고, 외부 환경변화에 신속하게 대응할 뿐만 아니라 전사적 자원을 체계적으로 관리하고, 경영을 효율화하기 위하여 ERP 를 도입하고 있다. 이러한 도입 목적을 달성하기 위하여 모기업은 2004년 부터 협력사 경영관리력 향상 및 협력사와의 구매 SCM(Supply Chain Management) 연계를 통한 협업체계 구축을 목표로 협력사의 ERP 구축 및 5대 구축 자금 및 전문 인력을 지원하였다. 또한 시스템구축 지원 뿐만이 아니라 시스템 활용도 제고 활동을 위하여 ERP구축 및 SCM 연계가 완료된 업체를 대상으로 변화관리 컨설팅을 지원하였으며, 매년 정기적인 정보화평가를 수행하여, 문제점을 파악하고 문제점을 제거하기 위한 활동을 수행하게 되었다. 이와 같은 변화관리 컨설팅을 통한 시스템 활용도 제고활동이 정보시스템 전체에 미치는 영향 및 성과가 지대함을 인식하게 되었고, 이에 본 논문에서는 ERP 및 구매 SCM 시스템 구축 후 운영 안정화 및 변화관리 활동을 주요 연구대상으로 하여 변화관리 수행방안 및 수행내용, 변화관리 활동을 통한 성과에 대하여 중점적으로 연구하였다.

In recent years change in the business environment has become a way of life. Especially, the revolution of enterprises that utilizes information system is mainly considered as a representative change effort. However, the studies on the IT change management are not sufficient not only in the perspective of practitioners but also those of the scholars. In this study we deduce characteristics, scope, strategies and methods of IT change management from literature studies. And we analyze the change management efforts during the introduction of new information system in Supreme Court of Korea and find some implications. One of the findings is that finding out the right stakeholders of the change and their needs is crucial to the success of the project.

This study based on the 8-step strategy model for change management proposed by J. P. Kotter, tried to check the perception and experience about change management of the librarians at National Library of Korea. Also this study aimed to figure out the understanding of each 8-step strategy model. To this end, the concept and process of change management were presented through literature analysis, and survey was conducted targeting 58 librarians of the National Library of Korea. This study drews five results. First, the majority of librarians at National Library of Korea do not know about change management, and they do not have experience in using change management techniques. Second, the period required for the 8-step change management process is 5 years. Third, during the change management stage, librarians' awareness of the importance of stages 4 and 3 was high. Fourth, there is no difference in the librarians' perceptions of change management by gender, education, major, and tasks. Fifth, there is a significant difference in the age and service years of the librarian in the 3rd, 4th, and 7th stages of change management. Also there is a significant difference in the position of the librarian at the 1st and 3rd stage of change management, and between librarians' department and 1st stage of change management. The findings and results of this study can not only raise awareness of change management but also suggest organizational responses to change at individual or organizational level.

기후변화에의 대응을 위한 기회비용이 점차 커지고 있으며 이에 대한 적절한 대응의 확립은 곧 미래의 국가 경쟁력의 수립으로 이어질 수 있다. 이러한 대응은 기후변화 영향이 주는 시장실패를 최소화하며 주어진 조건하에서의 최적의 자원배분을 가능하게 하는 요건이라 하겠다. 기후변화의 영향이 미치는 자원배분의 효과를 고려하여 기후변화를 위한 예산의 적절한 확립이 필요할 수 있다. 극심한 기후변화의 진행과 더불어 물관리 재정은 그 규모의 증가가 요구되며 동시에 기후변화를 반영하는 구체적이고 새로운 체계를 요한다 하겠다. 그러나 이에 부응한 물관리 재정정책의 역할의 중요성에 비하여 기후변화를 위한 명확한 정책의 확립은 미흡한 현실이라 할 수 있다. 기후변화의 대응에 대한 비전과 전략의 확립이 물관리 재정에도 필요할 수 있으며 우리는 이전의 피상적인 부처별 예산배분의 정책에서 탈피하여 좀도 확고한 물관리 재정의 확립을 이룸이 필요하다 하겠다. 기후변화의 영향을 완화하고 또 그에 적응하고자 하는 제 정책의 결정과정은 현재의 수용력(capacity)을 변화시킬 수 있는 부존자원의 사용 여부와 직접적으로 연관되어 있음을 부인할 수 없다. 본 연구는 구체적인 예산의 활용방안에 관하여 기후변화 과정 속에서 적응하며 진화하는 물관리 재정의 형태 및 속성을 구분 점검한다. 나아가 우리의 지역별 유역별 시나리오의 변화의 과정 속에서의 기후변화대비 완화와 적응의 틀에서 정책적 조합의 모습을 진단한다. 현재의 예산 정책에 대한 확인으로 그 효과성을 점검하는 방법론의 제시 속에서 기후변화 대비 효과적인 재정정책은 지역별 사회경제시나리오와의 관계 속에서 확립됨을 보임으로써 정책제언이 가능함을 보인다.

Construction project become larger and more complicated. Korea go through government complex relocation Mega-size program including many sub-projects which were complicated, long-term, and need extensive funding. Effective change management is very important for this kind of mega-project since it has many stakeholders and can't avoid continual change of schedule, budget, etc. Especially, change management process and system is very important for program success. When each project have changes, program is impacted by these changes. So, Change management is very important for effective program budget and time management. This study try to develop change management process and framework considering continuous changes in project level for effective program management. In addition, this study developed change management system and applied it to new mega-size program and analyze the effectiveness.

국방 정보의 실시간 공유와 변화관리를 위해 자원관리분야 정보화사업 초기에 선행 사업으로 모든 국방정보화사업의 모체가 되었어야할 조직 및 정원관리체계를 이제야 그 중대함을 인식하여 소요제기 전력화 단계에서 분석과 설계, 시험 및 평가를 통해 전략적 변화관리와 SO 및 e-Business에 맞는 시스템 구현 결과를 토대로 게발시험과 운영시험평가 결과를 통해 실시간 변화관리와 비즈니스 통제의 가능성을 증명해 보기로 한다.

Currently, many organizations introduce ERP system as a key enabler of business strategic accomplishment and it can improve productivity and efficiency of organizations by integration and managing enterprise resources. Already many organizations have introduce ERP system and the number of introduced ERP system is increasing steadily. Unfortunately, even though organizations have invested much money, previous studies showed the ERP systems had not always turned in good result. It is easy to find studies that suggest successful implementing strategies for ERP systems. Even if the importance of ERP change management has been emphasized, studies for change management are seldom. This study reviewed the previous literature on strategic use of change management in enterprise. In order to establish a successful implementation of ERP, this paper suggests proper solutions to conduct change management according to implementation phase with activity and output, especially analyzing successful organizations in implementing ERP system through consistent change management.

In 1990s, many organizations recognized the ERR system as a key enabler of business strategic accomplishment and it can improve productivity and efficiency of organizations by integrating and managing enterprise resources. These organizations tried to implement the ERP system to hold the competitive advantage. And the ERP system leads to business process reengineering. So it is important to consider both organizational environmental characters and change management in the ERP implementation process. This study is examined in detail about organizational environmental characters and change management in the ERP implementation process, seeks how the difference of these factors related to the ERP success. The sampled companies implemented the ERP system by using the different ERP implementation approaches. This study provides that the ERP implementation approach differs from organizational environmental characters, and change management tactics are different according to the ERP implementation approaches. But, some change management factors are important regardless of the ERP implementation approaches. This study also provides the effects on EPR performance through the change management. The study is of service to the organizations implementing ERP and provides practical contribution for managing organizational changes.

기후변화는 지구 온난화와 같은 인위적인 변화와 기후 자체의 자연적인 변동성에 기인하고 있으며 기후변화의 영향으로 인해 물관리 분야에도 영향을 받고 있다. 이러한 기후변화의 영향은 가용 수자원량의 예측과 이를 관리하는 측면의 불확실성을 증가 시키고 있으며 미래 물관리가 더욱 어려울 것으로 전망되고 있다. 이에 본 연구에서는 기후변화에 대응한 수자원의 종합적인 관리 차원에서 시공간적 물수급 불균형 해소를 위한 방법론을 제시하고자 유역 물관리 모형인 KModSim을 이용하여 낙동강유역을 대상으로 수자원 네트워크를 구축하였다. 유역의 자연유량을 산정하기 위하여 SWAT 모형을 이용하였으며, 현실적으로 유역의 물관리 문제에 접근하기 위해서 낙동강 유역의 수리시설물, 생 공용수 및 농업용수, 댐용수 및 하천수 점용허가 등의 수리권 자료에 근거하여 KModSim을 구축하였다. 미래 기후변화 시나리오(온실가스 배출이 현 수준에서 지속될 것으로 가정한 균형적 발전 시나리오인 A1B 사용)를 적용하였으며 현재(1980~2009년)와 미래(2011~2100년)를 각각 30년씩 구분하여 기후변화에 대한 생활 공업 농업용수의 수요량 변화, 하천유지용수의 공급 변화, 다목적 댐 모의 운영 결과를 검토하였다. 낙동강 유역의 상류 다목적댐의 용수공급 능력은 2040년 초반부터 저류량이 감소 등 물공급에 심한 영향을 받을 것으로 전망되었다. 이와 같은 기후변화의 영향은 수요량에 대응하는 저수지의 공급능력에 영향을 주게 되어 물공급 시설의 운영에 어려움이 있을 것으로 전망되었다. 농업용수에 대한 기후변화의 영향평가 결과 또한 2041년부터 2070년의 기간에 부족이 발생하는 것으로 모의되었다. 생활과 공업용수의 물공급은 기존의 물공급 시설 투자 덕분으로 기후변화의 영향이 두드러지지 않은 것으로 나타났으나 일부 지역은 기후변화에 영향을 고려하지 않더라도 취약한 것으로 모의 되었다. 하천유지유량의 경우 지류가 본류에 비해 하천유지유량의 확보가 어려운 것으로 나타났지만 양적으로는 본류가 부족량이 더 많은 것으로 모의되었다.

For urban renewal projects progressing in large scale, it carries a characteristic that frequently changes the environment, subject, law, plan and the like by a demand from various participants and internal/external factors. As such large-scale urban renewal projects have a lot of possibilities of change, it requires setting a plan to recognize the possible variable factors by each project operation stage and to manage it systematically by defining the variable factors on the basis of working process of the entire project. Therefore this research has produced a factor of main variable management based on working process for systematic variable management on the projects that inherent various possibilities of change as urban environment refurbishment projects. And it also suggests the status of main variable factors characterized by project operation stages quantitatively through reflecting external and internal features for variable factors produced from utilizing ANP methodology.
