지역건축탐방(15) - 신도시(상)

  • 신도시는 수도권 주택문제 해결을 위하여 1980년대부터 건설되어 왔다. 행정기관의 분산정책과 함께 개발된 과천 신도시와, 주택 200만호 건설을 위하여 급조된 분당, 일산 등 신도시들이 건설되면서 건설업계는 한동안 호황과 함께 자재, 인력 부족이라는 몸살을 앓기도 하였다. 고층 고밀 아파트 단지를 중심으로 구성된 신도시는 주택 보급률 향상에는 도움을 주었지만 주거의 질에 대한 문제의 심각성을 부각시키기도 하였다. 또한 가장 빠른 기간에 거대한 신도시 건설은 세계 도시사에 신기록으로 남을 것이다. 그러나 지금은 건설배경이나 건설과정의 어려움을 잊고 이제는 위성도시로 자리잡아 가면서 나름대로의 지역문화를 형성하고 있다. 대부분 수도권에 위치한 신도시의 주민은 수도권 주변에서 떠돌다 모여들었고, 서울을 생활기반으로 삼고 있다. 낯선 곳에 낯선 사람들이 모여 새로운 도시설계 기법으로 설계된 낯선 도시에서 만나 살아가는 그들은 그들 나름대로의 새로운 도시 문화를 구축하고 있다. 그들은 급변하는 우리 현실에서 신도시에 대한 적용을 어떻게 하고 있는가? 신도시, 그곳에도 지역성은 있는가? 각 지역별로 새롭게 형성된 신 문화지형은 어떠한 모습으로 형성되고 있는가? 그리고 그곳에서 새롭게 자라나고 있는 도시건축문화는 무엇인가? 라는 의문은 건설 후 지금까지 그리고 앞으로 건설이 완성될 때까지, 또 계속 팽창되어 가는 신도시에 던져질 화두이다. 지역건축탐방은 인천을 시작으로 전국을 돌아 이제 신도시와 북한 편으로 마감을 하게 되었다. 이 연제를 계기로 지역건축에 대한 이해와 관심이 고조되었고, 또 지역건축에 관심이 있었던 건축사(가)나 학자들의 모임이 활성화 되기도 하였다. 지역성에 대한 문제는 지역주민의 꾸준한 관심에서 출발되고 그 지역을 만들어나가는 건축사(가)들의 의식속에서 자라나게 된다. 또한 지역건축의 활성화는 지역문화형성의 밑거름이 되고 나아가 우리문화의 원천이 될 것이다. 지역성에 대한 문제는 앞으로 더욱 논의가 되어야할 영원한 과제이다. 신도시 편은 이번호에 상편을 싣고, 하편은 2000년 2월호에 게제될 예정이다.

Korean Mathematics Textbook Analysis: Focusing on a Context of Yungbokhap and on Ways of Integration (중학교 1학년 수학교과서의 실세계 기반 과제 분석: 융복합교육의 맥락과 방식을 중심으로)

  • This study is based on the perspective that tasks in local and global contexts are important to raise students' ability to mathematically analyze and solve diverse phenomena and social issues as members of future civil society. Therefore, this study analyzes 880 real world tasks from 13 types of 7th grade textbook based on 2009 revised Curriculum. As a result of analyzing tasks by using 3 types of context category and 9 types of ways as analysis framework and allowing repetitive coding, personal context was most frequent in the context of Younbokhap. In level of Integrated ways of Yungbokhap, sequential model in which other subjects' topics were not directly related to mathematics problem or presented in simple description is most frequent. The result shows that the textbooks are too limited to develop learner's competencies. Through such analysis result, we discuss about the necessity and methods of developing tasks which allow learners to study further in future society and global context and which connect other subjects' knowledge and social issue with mathematics in deeper level.

Schema Integration Methodology and Toolkit for Heterogeneous and Distributed Geographic Databases

  • Schema integration is one of the most difficult issues in the heterogeneous and distributed geographic database systems (GDSs). As the use of spatial information in various application areas becomes increasingly popular, the integration of geographic information has become a crucial task for decision makers. Most existing schema integration techniques described in the database literature, however, do not address the problems of managing heterogeneities among complex objects that contain visual data and/or spatial and temporal information. The difficulties arise not only from the semantic conflicts, but also from the different representations of spatial models. Consequently, it is much more complex to achieve interoperability in the area of geographic databases. This research attempts to provide a solution to such problems. The research reported in this paper describes a schema integration methodology and a prototype toolkit developed to assist in schema integration activities for GDSs.

An Exploratory Study of the Competence of Computational Thinking: for Software Developer (컴퓨팅사고력의 역량 탐색 연구: 소프트웨어개발자를 중심으로)

  • Due to increase in software-based new technologies, software developers are being required to creative problem solving. Especially, for a successful business change of software developers into a new industrial field, software analysis phase and design phase are important and it is an important task to strengthen these competences. In this study, two independent researches were conducted. First, a survey with 300 software developers was conducted and it was explored that uniform thinking of software developers caused by application of "standard software development methodology" made it difficult to approach creative problem solving. Based on this finding, the influences of 9 competences of computational thinking on software developers were analyzed after selecting 111 software developers with over 10 years of experience in the IT industry. As a result, it was revealed that abstraction was an important competence. The study finding demonstrates that software developers recognized design phase as the most important thing and abstraction of CT is the basics of other competences.

  • This paper is being established in Sungkyunkwan University based on a new lecture, "Scientific and Technical Writing and Presentation". The course feature and core educational goal is mainly to focus on challenging students to be able to learn scientific engineering communication, recognizing problem and solving it which involve a basic process of formulating thinking and expression skills. Basically, Scientific and Technical Writing and Presentation lecture is a blended learning that will put students in various type of problem based learning (PBL) in order to distinctively build their problem solving skills and emphasizing self-leadership skills in their profession. Through group activity participants in this learning area will be exposed to more specific problems to ensure more individual participation and in the same time they will be able to actively review the objective of their own activity which are part of this course objectives.

A Study on Taxation Issues in Electronic Commerce (전자상거래관련 조세문제 연구)

  • Electronic commerce creates serious problems for tax administration because of difficulties associated with the identification of traders, coding of trade activities and so on. The core issue with respect to resolving tax-related problems in electronic commerce is first, the identification of individual transactions through internet and their contents as well as traders. Secondly, it is the ability of tax authorities to secure effectively such data and information as identifying taxpayers, taxable amount and tax evasion on time. The tax authorities are studying the way to resolve tax evasion associated with electronic commerce by using payment system. Above of all, it is imperative to establish a systematic international cooperation in collecting value added taxes for electronic commerce. In order to enhance the effectiveness of tax system, the authorities of different nations should make joint efforts to collect taxes by exchanging such information as identification and registration of business as well as details of transactions among nations of production and consumption.

Comparative Analysis on Learning Strategies, Motivation, Beliefs in Ability, and Problem Solving Patterns of the Gifted Achievers and the Gifted Underachievers in Elementary School (성취영재와 미성취영재는 어떻게 다른가?: 학습전략, 동기, 능력신념, 그리고 문제해결성향의 차이분석)

  • The purpose of this study was to examine whether gifted achievers and gifted underachievers differ in their learning strategies, motivation, beliefs in ability, and problem solving patterns. The sample for the study consisted of 68 gifted achievers and 34 gifted underachievers who were in 5th and 6th grades in elementary schools in the metropolitan area. Gifted achievers and gifted underachievers showed statistically significant differences in all aspects using the independent sample t-test. In addition, the discriminant analysis correctly classified over 77.5% of the sample as either gifted achievers or gifted underachievers using the variables used in the study, indicating factors related to learning strategies can be effective measures to identify gifted achievers and underachievers. Especially, extrinsic motivation and problem solving patterns were the most discriminant factors in these two groups. The implications of the study related to the identification and education of the gifted underachievers were discussed in depth.

Analyzing Tasks in the Statistics Area of Korean and Singaporean Textbooks from the Perspective of Mathematical Modeling: Focusing on 7th Grade (수학적 모델링 관점에 따른 한국과 싱가포르의 통계영역 과제 분석: 중학교 1학년 교과서를 중심으로)

  • This study aims to analyze statistical tasks in Korean and Singaporean textbooks with the mathematical modeling perspective and compare the learning contents and experiences of students from both countries. I analyzed mathematical modeling tasks in the textbooks based on five aspects: (1) the mathematical modeling process, (2) the data type, (3) the expression type, (4) the context, and (5) the mathematical activity. The results of this study show that Korean and Singaporean textbooks provide the highest percentage of the "working-with-mathematics" task, the highest percentage of the "matching task," and the highest percentage of the "picture" task. The real-world context and mathematical activities used in Korean and Singaporean textbooks differed in percentage. This study provides implications for the development of textbook tasks to support future mathematical modeling activities. This includes providing a balanced experience in mathematical modeling processes and presenting tasks in various forms of expression to raise students' cognitive level and expand the opportunity to experience meaningful mathematizing. In addition, it is necessary to present a contextually realistic task for students' interest in mathematical modeling activities or motivation for learning.

이슈 & 이슈 - 공공공사 분리발주 법제화 효과

  • 건설공사 분리발주가 공공의 이익이 매우 큰 것으로 분석됐다. 또 분리발주로 인한 공사지연, 하자분쟁 등 효율성 저하는 철저한 공사관리와 발주자 보호장치 활용으로 해결, 일부의 우려는 기우에 불과하다는 분석자료가 나왔다. 대한건설정책연구원(원장 노재화)은 박근혜 정부의 주요 국정과제 중의 하나인 공공공사 분리발주 법제화의 효과를 분석하고 향후 도입방향을 제안한 '공공공사 분리발주 법제화의 효과와 도입방향' 보고서를 발간했다. 홍성호 연구위원이 발표한 이 보고서에 따르면 공공공사의 20% 수준으로 분리발주 적용범위 결정 시 4,693억원의 공공예산 절감과 4,198억원의 부가가치, 2만6,048명의 고용이 증진되는 등 공공의 이익이 매우 큰 것으로 밝혀졌다. 또한 발주자 선택권과 자유계약 원칙을 중요시하는 미국, 일본, 독일 등 선진국도 분리발주의 법제화 또는 적극적인 활용을 통해 공공예산 절감, 부가가치 및 고용창출효과를 거두고 있을 뿐만 아니라 통합발주의 문제점도 해결하고 있다고 밝혔다. 선진국은 또 전기 소방 통신 설비공종 뿐만 아니라 건축 및 토목공종에 해당되는 여러 개의 공종을 분리발주하는 다공종 분리발주 방식을 많이 활용하고 있는 것으로 나타났다. 연구원은 또 일부에서 우려하는 다수의 공종 패키지로 인한 효율성 저하는 통합발주에서도 동일하게 발생하는 현상이며 철저한 공사관리와 발주자 보호장치 활용으로 해결 가능하므로 이같은 우려는 현실성 없는 기우에 불과하다고 밝혔다. 이와 함께 분리발주로 인해 발주자 관리업무는 일부 증가하지만 건축 및 토목공종의 일부만 분리된다면 그 증가폭은 크지 않아 크게 문제되지 않고 있으며 향후 CM용역을 통해 충분히 해소 가능할 뿐만 아니라 오히려 건설산업 발전에 필요한 'Smat 발주자 육성'이 가능하다고 전망했다. 본지는 지면관계 상 연구논문 중 공공공사 분리발주 도입에 따른 효과와 공공공사 분리발주의 도입 방향 부문만 게재한다.

Students' Perception of Scratch Program using High School Science Class (스크래치를 활용한 고등학교 과학 수업에 대한 학생 인식)

  • This research was performed of high school science classes. These science classes progressed by using Scratch, and surveyed students' perception after finishing each class. This research was conducted of male students who want to choose department of natural science in the next grade. Those classes are consisted of four classes. This study produced a journal, and contained expressions of their thinking and feeling based on experiences during attending classes and projects. Consequently, that journal was analyzed in view of understanding and perception of Scratch using science classes, and it was also included of utilizing Scratch program. Research shows following three conclusions. First, students preferred Scratch using class to general one. They attend more active with high interest, and they felt senses of accomplishment while they make output by themselves. Second, their studies passed through three stages. These are problem perception, problem solving, and producing. Problem solving stage is especially complicated and difficult stage to students. This stage is consisted of Scratch side and Science side. Scratch side has Design and applying process, and Science side has data gathering and analyzing. Students' comprehension of scientific knowledge is increased and is preserved long time through this stage. Last, students had a hard time using Scratch. Because, it is the first time to them to use that program. Therefore, we deemed that they needed to start this kind of experience at lower grade than they are now, such as middle school stage. It is expected that this type of classes are getting more expanded and more populated as a part of students' core ability.
