Analysis on the Effect of the Urban Park Development on Change of Urban Spatial Structures - Focused on Gentrification around Seoul Forestry Park in Seongdong-gu - (도시공원 조성이 도시공간구조 변화에 미치는 영향 분석 - 성동구 서울숲 젠트리피케이션 현상을 중심으로 -)

  • The urban park plays important roles in protecting the urban landscape and improving citizens' health, recreation, and the emotional life. Above and beyond these roles, the urban park is expected to rearrange urban spatial structures as a kind of urban system. The purpose of this paper is to identify empirically to change urban spatial structures by construction of the urban park. This study regards gentrification around the urban park as a process to change urban spatial structures. The gentrification means the regeneration and upgrading of deteriorated urban property by the middle class or commercial developers. The site of case analysis is the Seoul Forestry Park in Sungdong-gu, Seoul. The Seoul Forestry Park is regarded as a representative urban park of Seoul, and caused gentrification around park after the 2005 opening. This study operationally defines the gentrification index and the accessibility index from an urban park and offers an empirical analysis of relation among the urban park, the gentrification and urban spatial structure in a statistic district which is the minimum unit of Korean statistic data in 2000, 2005, and 2010, using Difference-in-Difference method and linear probability model. The results of this empirical study show that the Seoul Forestry Park changes urban spatial structures by gentrification. It reverses a trend of migration of gentrifiers before and after construction of the Seoul Forestry Park. It suggests urban park construction as an alternative method for urban regeneration by inducing the middle class into the inner city of Seoul.

  • With the spread of COVID-19, the role of parks has been emphasized. Under the quarantine guidelines, including social distancing, people are visiting parks as a safe place. In line with these changes, parks need to be studied as pandemic adaptation measures according to their physical and location characteristics. This study aims to explore the potential of linear parks with accessibility and pass way functions based on the characteristics of surrounding land uses. The case study area was selected from Yeonnam-dong to Yeomni-dong of the Gyeongui Line Forest Park, and the area was divided into 4 sections based on the administrative boundary and surrounding land uses. Multiple regression models were adopted in each section using the total number of de facto population as a dependent variable and factors affecting external activities including COVID-19 as independent variables. The results show that first, the more diverse the interaction between commercial facilities and linear parks, the greater the impact of the pandemic. Second, where various commercial facilities are concentrated people respond more sensitively to short-term weather changes than seasonal ones. This study indicates that there are differences in the use of linear parks according to the surrounding land uses. In addition, it suggests that the linear park has potential as a means to overcome the Pandemic crisis of the city and to increase equity in access to green areas.

A Study on the Optimal City Park Planning by Using Social Welfare function (사회후생함수를 이용한 최적 도시공단 계획에 관한 연구)

  • The current linear programming model as for city park planning has the following intrinsic constraints. First of all, it cannot explicity consider choice behaviors of people. Secondly, the objective function of linear programming model cannot sufficiently intergrate satisfactions of people. In order to overcome these weak points of linear programming model, the following extensions have been made in this paper. First of all, bionominal and multinominal logit models based upon logit models, utility maximization of people have been constructed, Secondly, based upon logit models, social welfare function has been constructed in order to aggregate satisfactions of people. By doing this, intrinsic oonstraints of linear programming model have been successfully overcome. In the future research, empirical study of the model developed in this paper will be necessary. By doing this, the construction of optimal investment plan for city parks will be possible.

  • This study focused on the changes of residential area around the linear park. The goal of this study is to determine the value of linear park at the view of residents and discover the interaction between the linear park and the residential area around it. To investigate this goal, the researcher chose case sites, the regenerated linear park and the uncovered stream park. This study analyzed the site around the linear parks with four points of view, the organization of urban Fabric, architecture, the economic value of the site and the behavior of residents. This research adopted several research methodologies like aerial photograph analysis, road-view analysis, paper research, and field study, observation, and expert interview to approach as both quantitative and qualitative analysis. With that variation characteristic, the researcher determines the influence of linear park through the residential area around them. As the result, linear park gives positive effects of running sustainable residential area around them and acting as the pivot for the residential area. Also for the future, designers must consider this interactive relation between the linear park and residential area with the wide point of view.

Citizen Satisfaction Model for Urban Parks and Greens - A Transactional Approach in the Case of Anyang City, Korea - (도시공원.녹지의 시민만족도 모형 - 안양시를 사례로 한 교류적 접근 -)

  • This study aims to examine what factors citizens value in urban parks and green spaces in terms of usage and aesthetic value and to find ways to deal with the changing patterns of user satisfaction for these various green elements. To achieve this, the study developed a dynamic model employing a transactional approach to evaluate environmental quality for 1999 and 2007 in Anyang City as well as a conceptual model of parks and greens satisfaction. This study relied on an empirical study method including the 1999 and 2007 green conditional survey and citizen questionnaires totaling 573 in the year 1999 and 982 in the year 2007. As a result, first, the factor 'urban parks' is the most important factor and 'cityscape' is the second most important factor in parks and greens satisfaction(PGS). Second, PGS in turn causes environmental quality satisfaction(EQS), which is related to two items--'urban livability' and 'aesthetic quality'--in the model. This means that PGS is the intervening variable of urban livability. Third, the factor analysis resulted in six factors: cityscape, urban green, linear facilities, urban parks, riverside green, and urban forest. 'Riverside green' emerged as a factor in 2007 as a result of public participation in the 'Anyang River Revitalization Project'. Fourth, through a transactional view, the environmental changes result in either a change in or stability of public attitude. The levels of satisfaction were elevated but patterns of satisfied-unsatisfied items remained unchanged for most factors. The perception of riverside a greenway and linear surface facilities(pedestrian walkways, biking and jogging trails, etc.) have changed positively. PGS changed significantly in 2007, as a result of urban events and development, including parks, rivers and greenways which were built through the joint effort of the local government and civic participation.

Measuring Benefits of Developing a Linear Park in the Gyeongin Expressway Downgrade Project by Applying CVM (CVM을 적용한 경인고속도로 일반화 및 선형공원 조성사업의 편익 측정)

  • This study applied the contingent valuation method (CVM) to measure the benefits from an urban liner park that will be created as part of the Gyeongin Expressway downgrade project by Inchon metropolitan city government. The Incheon city government plans to create a liner park (10.5 km) in the middle of the downgraded road to provide leisure and recreation services to residents, and plans to remove retaining walls and soundproof walls to improve the urban residential environment. Considering the characteristics of a liner park that spans several districts in Incheon city and the downgraded road that will be passed by residents of nearby cities as well as Incheon residents, the target population included residents of part of Seoul and several cities surrounding Incheon. In a CVM survey of 1,000 respondents conducted in April 2018, about 70% of the respondents perceived this project positively. About 50% of 757 respondents, excluding protest bids respondents, were willing to pay additional taxes for this project. The more the respondents favored the creation of a linear park and the more they thought that this project would improve the surrounding residential environment, the more positively they evaluated the additional tax payment. The average annual willingness to pay for this project was about 15,300 won for Incheon residents and 6,800 won for residents of Seoul metropolitan area. It is interesting to observe that residents of Seoul metropolitan area, who are not directly affected by this project, were willing to pay a considerable amount for this project.

Effect of Satisfaction in Neighborhood Park Environments on Physical Activity and Health - The Case of Seongsan-gu and Uichang-gu in Changwon City - (근린공원 환경의 만족도가 신체활동과 건강에 미치는 영향 - 창원시 성산구와 의창구를 대상으로 -)

  • The purpose of this study is to analyze the effects of satisfaction in neighborhood park environments located in the Changwon-si of Gyeongsangnam-do, South Korea, on physical activity, the number of parks used for health improvement, and health levels based on Body Mass Index(BMI). Accordingly, a survey was conducted of 429 nearby residents and users of eight neighborhood parks located in urban areas of Seongsan-gu and Uichang-gu in the Changwon-si. The correlation between the environmental perception of neighborhood parks and physical activity and health, which was observed in the survey results, was analyzed using one-by-one linear regression analysis. By summarizing the study results, it was found that the primary reasons for avoiding park use were lack of time, time and effort required to reach the park(i.e., distance from the park), and lack of facilities within the park. Conversely, the primary reasons for using the park included accessibility, walking or strolling, leisure facilities, trees or shade, and diversity in exercise areas. In the case of park users, walking or strolling was the most common activity in the park. On average, park users walked to the parks for 10 minutes and exercised for an hour at least twice per week. With respect to the physical environment of the parks and surrounding areas, park users showed a high level of satisfaction with the distance between their houses and parks and the street environment. On the contrary, they exhibited low levels of satisfaction with water spaces and sightseeing within the parks. Subsequently, it was shown that the number of people using the parks for physical activities and health improvement was positively influenced(within a 5% significance level) by the intent to use the park for exercise, time spent in the park, satisfaction with park use and health improvement, distance to the park, and the convenience of using the park for the elderly. However, only the health improvement gained from park use was found to exhibit a correlation with BMI at the 10% significance level. Continuous accumulation of practical case studies on physical activities in parks and their health improvement effects is required. Through this, park spaces that are under the threat of reduction or elimination owing to various development plans can be conserved and expanded. Furthermore, such case studies can be used to provide data as the basis for deriving park plans and designs that improve parks' functions as sites of physical activity and health improvement.

Analysis of Urban Heat Island (UHI) Alleviating Effect of Urban Parks and Green Space in Seoul Using Deep Neural Network (DNN) Model (심층신경망 모형을 이용한 서울시 도시공원 및 녹지공간의 열섬저감효과 분석)

  • The Urban Heat Island (UHI) Effect has intensified due to urbanization and heat management at the urban level is treated as an important issue. Green space improvement projects and environmental policies are being implemented as a way to alleviate Urban Heat Islands. Several studies have been conducted to analyze the correlation between urban green areas and heat with linear regression models. However, linear regression models have limitations explaining the correlation between heat and the multitude of variables as heat is a result of a combination of non-linear factors. This study evaluated the Heat Island alleviating effects in Seoul during the summer by using a deep neural network model methodology, which has strengths in areas where it is difficult to analyze data with existing statistical analysis methods due to variable factors and a large amount of data. Wide-area data was acquired using Landsat 8. Seoul was divided into a grid (30m × 30m) and the heat island reduction variables were enter in each grid space to create a data structure that is needed for the construction of a deep neural network using ArcGIS 10.7 and Python3.7 with Keras. This deep neural network was used to analyze the correlation between land surface temperature and the variables. We confirmed that the deep neural network model has high explanatory accuracy. It was found that the cooling effect by NDVI was the greatest, and cooling effects due to the park size and green space proximity were also shown. Previous studies showed that the cooling effects related to park size was 2℃-3℃, and the proximity effect was found to lower the temperature 0.3℃-2.3℃. There is a possibility of overestimation of the results of previous studies. The results of this study can provide objective information for the justification and more effective formation of new urban green areas to alleviate the Urban Heat Island phenomenon in the future.

A Study on Improvement of Crime Prevention Environment Design in Gyeongui Line Forest Park - In Case of Changjeon-dong section - (경의선 숲길공원의 범죄예방 환경디자인 개선점 연구 - 창전동 구간을 중심으로 -)

  • The purpose of this study is to suggest an improvement for the CPTED(Crime Prevention Through Environmental Design) guidelines for the urban linear park. We analysed the Changjeon-dong section of Gyeongui Line Forest Park into 12 sub-areas and evaluated CPTED design applied on the park based on analysis framework derived from 15 precedent studies by conducting on-site observations. Both surveys and in-depth interviews on users of the park were conducted and the results of analysis on the evaluation from users and the on-site observation were compared. We found that the lighting condition and the height of wall and trees at the park boundaries are very important to insure natural surveillance since the adjacent areas are easy to be hidden from passers-by and subject to invasion and threat of crime while protecting the privacy of residents on the boundary. There should be improvement on management facilities and crime prevention facilities for more safe and convenient use of the linear park and the adjacent commercial use during nighttime also need to be managed for conflicts between various type of users.
