Specialized Industries and Industrial Connectivity of Cities in Yeongnam area: Analysis on the Basis of Network City Theory (영남권 도시들의 특화산업과 산업연계: 네트워크도시이론에 바탕을 둔 분석)

  • The capitalist economic process of glocalization and development of transportation and communication technology have led us to the significance of network city as well as concepts of global city, megacity region, etc. Network city theory pursues development of both individual cities and of the region of those cities through strengthening of mutual connectivity among them with specialized industries. On the basis of network city theory, this paper is to analyze specialized industries of cities and connectivity among them in the Youngnam region in S. Korea. It uses the methods of locational quotient, locational Gini coefficient, and shift-share method to analyze specialized industries of cities, and correspondence analysis, global and local Moran's I to examine connectivity among cities. As results, it can be identified that each city in the Youngnam region has its own specialized industries different from each others, but it seems not easy to grasp the overall extent of connectivity among them, partly because of the limitations of applied analysis methods and partly because of a lack of connectivity among cities themselves.

  • The City-to-City cooperation(C2C) in Korea has been made by economic needs based on industrial conditions. However, now it is necessary to cover environmental and social aspects as well as economic in order to respond to the realization of the international value, the domestic demands, and the changing comprehensive conditions. In particular, inter city cooperation is important because the efforts for solving environmental problems are impossible individually in each local government. In Korea, C2C have promoted in various ways by complex interests between cities. C2C build a creative environment by catalysis in the process of exchanges between different cities. And its purpose and the process and results appeared in environmental, social and economic sustainability of the green city. Therefore, this study analyze the C2C cases in Korea by pursuing value types. The purpose of this study is awaken to the importance of C2C and seek a direction for its successful realization and activation. The result of this study can be a guide for the success of C2C.

Inter-city Flight Connectivity and Polycentricity in the Yeongnam Region (영남권 도시 간 화물 연계성과 다중심성)

  • This paper reviews literature on urban connectivity, and reconsiders the concept of polycentric urban region and its analysis methods, and then, applying them, explores the inter-city flight connectivity and polycentricity in the Yeongnam Region. As results of analysis, it has been identified that the entropy index shows a relatively dispersing pattern of the urban network of the region, and that the dominance index reveals a more polycentric (that is, less hierarchic) character of the region than that of the Capital Region, while some differences are found among individual cities in the symmetry of connectivity and the dominance and/or dependence index. Even though flows of products in textile, basic metals, and automobile industries in sub-divisions of manufacture appear a pattern of concentring into the first central city, the urban network of the Yeongnam Region in general can be characterized as a polycentrism, and policy for polycentric regional development would be suggested.

Theory of Network city and perspective on development of the Yeongnam region (네트워크도시 이론과 영남권 지역의 발전 전망)

  • This paper is to provide some suggestions to complement and extend theory of network city, and to consider preliminarily its applicability for development of the Yeongnam region, exploring its normative implications for urban and regional policy and its significance of empirical research. In order to resolve some limitations and problems of network city theory and of empirical research, we need to reconsider systematically analysis methods, to extend indices of connectivity, to reconfirm normative characters inherent in network city theory, to suggest the constitution of cooperative governance, and to develop policies for embedding functional connectivity into internal community. In a preliminary analysis of Yeongnam region on the basis of network city theory, it is not clear whether the urban system of the region is entirely a type of network city, even though it seems to be close to network city. However, in order for the Yeongnam region to orient towards network city, we can point out importance of policy issues such as expansion of transportation and communication infrastructure, strengthening of economic connectivity, constitution of cooperative governance, and local embeddedness of functional network within the region.

  • Ubiquitous city which was appeared since 2006 is defined as "The city provided the ubiquitous city service anytime and anywhere using ubiquitous urban infrastructure to improve the city's competitiveness and quality of life" under ubiquitous city construction law. To realize the ubiquitous city, the city has to be constructed efficiently based on the spatial information. And connection of information achieve effective synergy. In this study, applied multilateral analysis to spatial information and administrative information to implement u-service focused on MACCA(Multifunctional Administrative City Construction Agency). Study about main function and product data with connection process of Korean Land Spatialization System and administrative information System was performed. Also, details of u-service and method of acquiring necessary data were derived. In Addition, the information connection possibility for efficient u-service realization was suggested by linkage analysis method to utilize the related information infrastructure jointly.

A Nexus Study on the SEA and the Meta-urban Planning (MUP) (광역도시계획과 전략환경평가 연계방안)

  • 광역도시계획은 전략계획, 정책계획, 지침계획의 성격을 지니는 공간계획으로 청사진 계획으로 운용되어 온 기존의 광역개발계획 및 도시기본계획과 구분된다. 광역도시계획이 정하는 사항은 도시기본계획 및 관련 하위계획에서 기본적 취지를 검토하여 집행됨으로써 이들 계획에 대하여 지침 (guideline)적 성격을 가지나, 직접적으로 개별 개발행위나 토지이용행위를 구속하지는 않는다. 행정중심복합도시 광역도시계획에 대한 전략환경평가는 국토해양부 시행지침에서 제시한 절차를 준용하되, 계획수립 여건을 고려하여 평가계획 수립, 항목과 범위 설정(scoping), 환경성평가, 보고서 작성, 보고서 검토, 모니터링 및 사후평가의 6단계로 진행하였다. 전략환경평가 시 구체적인 항목과 범위, 평가방법 등은 계획의 범위와 성격, 내용 등에 대해 대안의 비교 검토가 가능하도록 4가지 사항을 중점적으로 고려하였다. 즉, 정책목표 달성방법의 환경 적 적정성, 대안의 설정, 자원과 에너지 이용의 효율성, 계획이 지구환경에 미치는 영향 등이다. 계획의 환경성 제고를 위해 설정한 항목은 인구, 토지이용계획, 교통계획, 녹지관리 등 4가지이며, 평가과정에서 반복 및 환류를 통하여 계획과 평가간의 연계성을 도모하였다. 이 과정에서 공간구조 변화는 행정중심복합도시를 정점으로 하고 주변 연결거점을 3개로 늘려 조정하였다.

The Boundary Delimitation of Busan Metropolitan Area using Network Analysis (네트워크 분석기법을 이용한 광역도시권 설정방안 - 부산광역권 설정사례를 중심으로 -)

  • This paper proposes a modified way to delimit the boundary of Busan metropolitan area and compares the empirical analysis with the existing metropolitan area boundary. More specifically, the present state of the metropolitan transportation network is reflected by service area analysis in our study area. The analysis of the linkage between the central city and its fringes considers various travel behaviors as well as commuting to work and school, based on origin-destination trip information. In addition, more diverse indices are applied to the analysis of urban characteristics, and the land cover map is used as well. Compared with the current Busan metropolitan area boundary, our empirical analysis captures the status quo of the undergoing spatial dynamics such as the newly form ed homogeneous sphere of living in our study area.

  • 기후변화로 태풍, 집중호우 등의 발생빈도가 높아져 도시지역에서 홍수범람으로 인한 인명피해와 재산상의 손실이 반복되고 있으며, 이로 인한 사회기반시설에 대한 피해가 급증하고 있다. 따라서 이를 효과적으로 방어할 수 있는 구조적, 비구조적 내배수 홍수방어 대책의 수립이 시급한 실정이다. 도시유역에서의 침수피해는 내부배제 불량에 따른 내수침수가 대부분을 차지하고 있으며 효과적인 내수침수예측 및 홍수피해 저감을 위한 방재시스템 구축을 위해서는 내외수를 연계한 침수 예측 선진화 기술개발이 필요하다. 따라서 본 섹션에서는 레이더 및 위성 정보를 활용한 초단기 또는 단기 강우예측 기술개발, 하수관망 단순화 자동화 기술 개발, 베이지안 모형과 연계한 SWMM모형의 매개변수최적화, 내수침수 대응을 위한 동적의사결정 모형 등의 핵심기술을 통합한 내외수를 연계한 도시홍수예보시스템 개발내용과 실강우사상에 대한 적용성 검토 결과를 소개하고자 한다. 본 연구의 성과는 실시간 또는 예측강우분석을 통하여 돌발홍수로 인한 내수침수피해에 대한 골들타임을 확보하고 대피지구 선정 및 주민의 대피이동 정보제공 등 도시홍수로부터 발생하는 피해에 대한 최적화된 선제적 대응체계 구축에 활용도가 높을 것으로 기대된다.

The Study on the Delineation of the Busan Metropolitan Region, Korea (부산광역도시권 설정에 관한 연구)

  • The newly adopted Korea Geodetic Datum (a.k.a. KGD2002) calls for massive reengineering work on geospatial dataset. The main focus of our study is placed on the strategy and system implementations of the required data reengineering with a keen attention to integrated approaches to interoperability, standardization, and database utilization. Our reengineering strategy includes file-to-file, file-to-DB, DB-to-file, and DB-to-DB conversion for the coordinate transformation of KGD2002. In addition to the map formats of existing standards such as DXF and Shapefile, the newly recommended standards such as GML and SVG are also accommodated in our reengineering environment. These four types of standard format may be imported into and exported from spatial database via KGD2002 transformation component. The DB-to-DB conversion, in particular, includes not only intra-database conversion but also inter-database conversion between SDE/Oracle and Oracle Spatial. All these implementations were carried out in multiple computing environments: desktop and the Web. The feasibility test of our system shows that the coordinate differences between Bessel and GRS80 ellipsoid agree with the criteria presented in the existing researches.

Assessment of Low Impact Development (LID) Integrated in Local Comprehensive Plans for Improving Urban Water Cycle (도시 물순환 개선을 위한 도시기본계획과 저영향 개발(LID) 연계성 분석)

  • Recently, Low Impact Development (LID) has been emphasized as a critical strategy for improving urban water cycle and adapting to climate change. LID is needed to be incorporated in urban planning and development process for effective implementation in the real world. However, little research has examined the relationship between urban planning and LID in Korea. This study addresses this critical gap by 1) examining whether current urban planning institutional system considers LID or not and 2) assessing the extent to which local comprehensive plans integrate LID in seven large cities. Study results show that a few planning guidelines declaratively mention the need of LID but they don't include specific LID strategies. In addition, we found that 7 local comprehensive plans in the sample received a mean score of 11.71, which represents 19.52% of the total possible points and there are wide variations among cities. These findings indicate that there is still considerable room for improvement of local governments on LID. We propose the revision of planning guideline by incorporating LID principles and non-structural and structural LID technologies.
