Comparative Analysis on Author's Property Right Limitation in North & South Korea (남북한 저작재산권 권리제한에 관한 비교 분석)

  • The objective of this study was to investigate and analyze the problems on 'System for Author's Property Right Limitation' in the North Korean Copyright Law. The NK Copyright Law had applied the international standards superficially, it may not be considered to get out of the grand frame of NK system. Especially, it is different that there is lack or short of contents on transfer, disposition, succession, trust, and so on for Author's Property Right. For example, free usages of Literary Works upon the NK law of Author's Property Right were described as 9 cases including copy and translation for personal purpose; copy in the library, etc. However, there are many insufficient items in view of international standards among the cases, showing omissions of critical terminology such as publications of literary works, purpose of usage, scope of usage, etc. Therefore, the NK law of Author's Property Right is interpreted not to be satisfied with the requirements for the law of Author's Property Right but to be legalized in terms of external announcement, and it seems not to be considered as the Author's Property Right Law with general standards enough to demonstrate the creativity freely.

Promoting Resource Sharing among Government-Sponsored Economic and Social Research Institutes Focusing on IKIS (Institute Knowledge Inventory System) (경제사회 분야 정부 출연 기관의 오픈 액세스 기반 지식 공유 활성화 연구 - IKIS를 중심으로 -)

  • Motivated by the open access movement, research institutions are building Institutional repositories for a nation-wide knowledge distribution infrastructure. IKIS (Institute Knowledge Inventory System) was proposed to integrate materials produced by government-sponsored 23 institutions of the economic, social and human fields, to contribute for policy-making in national agenda and to proffer services to a people. As IKIS project goes on. the project turns out to be slower than planned especially In terms of building up content and improving system functions. This study aims to investigate the methods for promoting the system in terms of management and system developments using multiple research methods such as surveys and interviews. Five issues including budgets and marketing are proposed for the management strategies, whereas three ones Including content and system performance improvements are suggested for the system development. The study results can be utilized as guidelines for managing university and school repositories as well as IKIS.

Authority Control in the Digital Age: A Study of japanese Journal Titles and Corporate Names in the OPACs in Korea (디지털 정보시대의 전거통제 (II): 국내 목록 데이터 베이스의 일본 학술지명과 단체명 연구)

  • The purpose of this study is to examine how the titles and corporate names of Japanese scholarly journals are treated, and how well the authority control is implemented to assist the access with various names and forms of names to the OPACS. Without the help of either references or internal links among those names and forms of names in the DBs, users are likely to fail in getting the right results. In this study, the cataloging records for serials from the National Assembly Library, KISTI, Yonsei University and the KERIS were examined, and the comparison was made with the records from the NACIS-WebCat of the National Institute of Informatics in Japan. Major findings include (1) the lack of consistency in applying cataloging rules, (2) the lack of proper authority control in treating corporate names, and (3) the lack of references or links among names and variant forms of names. The overall improvement of cataloging practices and application of authority control is strongly recommended for enabling users to access better to those DBs of interest.

A Study on the Design and Implementation of Metadata for Archival and Manuscripts Control (기록물정보 관리를 위한 메타데이터 설계와 구현에 관한 연구)

  • The study designs and implements a metadata management system for archival and manuscripts control. It has two purposes. First purpose is to organize the collection that the Institution of Korean Church History holds by using the proposed metadata format. Second purpose is to suggest the model and framework for managing the collection. The proposed metadata is designed based on ISAD(G), USMARC AMC, EAD and Ebind, By using the proposed metadata, the collection management system, which allows an integrated retrieval, is implemented. In order to evaluate the efficiency of the proposed system as well as to gain the basic data for the improvement of the proposed system, a questionnaire survey through e-mail is conducted. The evaluation results will be utilized for improving and upgrading the proposed system, and the phrased implementation of applying the system to digital libraries is suggested.

A Study on University Students' Use and Assesment with Digital Devices and Services for Realizing Smart Campus (스마트 캠퍼스 실현을 위한 대학생의 디지털 기기/서비스 활용성 및 유용성 조사)

  • To grasp the current status of smart campus and look for future directions, this study investigated the usage rate and perceived usefulness of digital devices and services by conducting online survey of 580 university students. The main results are as follows. First, smartphones have the highest ownership rate, followed by laptops, desktops, and digital cameras. Purchase intention of virtual reality devices is highest followed by smart watches/bands, and tablets. Second, mobilization in campus life is almost realized, however the usage of desktops is still high in education and administration context. Digital devices have been perceived particularly useful when searching and sharing information. Third, students use digital services such as search engines, messengers, and online libraries in their learning, and they use messengers, music and video services in their lives. Service usage rate and perceived usefulness are not proportional.

  • Cataloging principles, cataloging rules, and encoding formats should considered LRM acceptance because LRM replaced FRBR as the conceptual model. This study identifies considerations for BIBFRAME acceptance of expression and representative expression attributes in LRM by using literature reviews and expert interviews. Primarily, work in BIBFRAME without expression as entity could map to work and expression of LRM and sustain expression by linking 2 works (work and expression). Second, BIBFRAME must consider association between representative expression attributes and specific expressions whose values can be transferred to the representative expression attributes. Third, representative expression attributes are different according to work types in LRM, and language, media, intended audience, and scale, that can be used as representative expression attributes in BIBFRAME, should be changed in class. Fourth, relation properties should be articulated for expanding networks between expressions originated from work in BIBFRAME. This study analyzes LRM and BIBFRAME by focusing on expression entity and representative expression attributes. More LRM study is needed on cataloging principles and cataloging rules.

Current Trends for National Bibliography through Analyzing the Status of Representative National Bibliographies (주요국 국가서지 현황조사를 통한 국가서지의 최신 경향 분석)

  • This paper is to grasp the current trends of national bibliographies through analyzing representative national bibliographies using literature review, analysis of national bibliographies' web pages and survey. First, in order to conform to the definition of a national bibliography as a record of a national publication, it attempts to include a variety of materials from print to electronic resources, but in reality it cannot contain all the materials, so there are exceptions. It is impossible to create a general selection guide for national bibliography coverage, and a plan that reflects the national characteristics and prepares a valid and comprehensive coverage based on analysis is needed. Second, cooperation with publishers and libraries is being made to efficiently generate national bibliography. For the efficiency of national bibliography generation, changes should be sought such as the standardization and consistency, the collection level metadata description for digital resources, and the creation of national bibliography using linked data. Third, national bibliography is published through the national bibliographic online search system, linked data search, MARC download using PDF, OAI-PMH, SRU, Z39.50, and mass download in RDF/XML format, and is integrated with the online public access catalog or also built separately. Above all, national bibliographies and online public access catalogs need to be built in a way of data reuse through an integrated library system. Fourth, as a differentiated function for national bibliography, various services such as user tagging and national bibliographic statistics are provided along with various browsing functions. In addition, services of analysis of national bibliographic big data, links to electronic publications, and mass download of linked data should be provided, and it is necessary to identify users' needs and provide open services that reflect them in order to develop differentiated services. Through the current trends and considerations of the national bibliographies analyzed in this study, it will be possible to explore changes in national and international national bibliography.

Degree Programs in Data Science at the School of Information in the States (미국 정보 대학의 데이터사이언스 학위 현황 연구)

  • This preliminary study examined the degree programs in data science at the School of Information in the States. The focus of this study was the data science degrees offered at the School of Information awarded by the 64 Library and Information Science (LIS) programs accredited by the American Library Association (ALA) in 2022. In addition, this study examined the degrees, majors, minors, specialized tracks, and certificates in data science, as well as the potential careers after earning a data science degree. Overall, eight Schools of Information (iSchools) offered 12 data science degrees. Data science courses at the School of Information focus on topics such as introduction to data science, information retrieval, data mining, database, data and humanities, machine learning, metadata, research methods, data analysis and visualization, internship/capstone, ethics and security, user, policy, and curation and management. Most schools did not offer traditional LIS courses. After earning the data science degree in the School of Information, the potential careers included data scientists, data engineers and data analysts. The researcher hopes the findings of this study can be used as a starting point to discuss the directions of data science programs from the perspectives of the information field, specifically the degrees, majors, minors, specialized tracks and certificates in data science.

A research on the Construction and Sharing of Authority Record-focusing on the Case of Social Networks and Archival Context Project (전거레코드 구축 및 공유에 관한 연구 SNAC 프로젝트 사례를 중심으로)

  • This study suggests the necessity and domestic application plan a national authority database that promotes an integrated access, richer search, and understanding of historical information sources and archival resources distributed among cultural heritage institutions through the "Social Networks and Archive Context" project case. As the SNAC project was transformed into an international cooperative organization led by NARA, it was possible to secure a sustainable operating system and realize cooperative authority control. In addition, SNAC authority records have the characteristics of providing richer contextual information about life and history and social and intellectual network information compared to libraries. Through case analysis, First, like SNAC, a cooperative body led by the National Archives and having joint ownership of the National Library of Korea should lead the development and expand the scope of participating institutions. Second, in the cooperative method, take a structure in which divisions are made for each field with special strengths, but the main decision-making is made through the administrative team in which the two organizations participate. Third, development of scalable open source software that can collect technical information in various formats when constructing authority data, designing with the structure and elements of archival authority records, designing functions to control the quality of authority records, and building user-friendly interfaces and the need for a platform design reflecting content elements.

A Study on the Online Newspaper Archive : Focusing on Domestic and International Case Studies (온라인 신문 아카이브 연구 국내외 구축 사례를 중심으로)

  • Aside from serving as a body that monitors and criticizes the government through reviews and comments on public issues, newspapers can also form and spread public opinion. Metadata contains certain picture records and, in the case of local newspapers, the former is an important means of obtaining locality. Furthermore, advertising in newspapers and the way of editing in newspapers can be viewed as a representation of the times. For the value of archiving in newspapers when a documentation strategy is established, the newspaper is considered as a top priority that should be collected. A newspaper archive that will handle preservation and management carries huge significance in many ways. Journalists use them to write articles while scholars can use a newspaper archive for academic purposes. Also, the NIE is a type of a practical usage of such an archive. In the digital age, the newspaper archive has an important position because it is located in the core of MAM, which integrates and manages the media asset. With this, there are prospects that an online archive will perform a new role in the production of newspapers and the management of publishing companies. Korea Integrated News Database System (KINDS), an integrated article database, began its service in 1991, whereas Naver operates an online newspaper archive called "News Library." Initially, KINDS received an enthusiastic response, but nowadays, the utilization ratio continues to decrease because of the omission of some major newspapers, such as Chosun Ilbo and JoongAng Ilbo, and the numerous user interface problems it poses. Despite these, however, the system still presents several advantages. For example, it is easy to access freely because there is a set budget for the public, and accessibility to local papers is simple. A national library consistently carries out the digitalization of time-honored newspapers. In addition, individual newspaper companies have also started the service, but it is not enough for such to be labeled an archive. In the United States (US), "Chronicling America"-led by the Library of Congress with funding from the National Endowment for the Humanities-is in the process of digitalizing historic newspapers. The universities of each state and historical association provide funds to their public library for the digitalization of local papers. In the United Kingdom, the British Library is constructing an online newspaper archive called "The British Newspaper Archive," but unlike the one in the US, this service charges a usage fee. The Joint Information Systems Committee has also invested in "The British Newspaper Archive," and its construction is still ongoing. ProQuest Archiver and Gale NewsVault are the representative platforms because of their efficiency and how they have established the standardization of newspapers. Now, it is time to change the way we understand things, and a drastic investment is required to improve the domestic and international online newspaper archive.
