A Study on Service Strategies of Individual Presidential Archives (우리나라 개별대통령기록관 서비스 방안 연구)

  • This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.

A Study on Research Services of Presidential Archives in Korea (대통령기록관의 검색, 열람 및 연구지원 서비스에 관한 연구)

  • This study aims to investigate services of presidential archives in Korea for users who utilize holdings of the archives for scholarly purposes, as well as to examine users' perception of the services. For these purposes, the study analyzed the content of 13 U.S. presidential libraries' Web sites in terms of their research services. In addition, it examined the content of a Korean presidential archives' Web site regarding its research services. Telephone interviews of three staff members of the presidential archives were conducted to better understand the services. With this, three users who have written research papers by using presidential records were interviewed by telephone. It was found that federated search services, access by subjects, and related records of search results were considered necessary by users. A variety of digitized records should be provided online and the services needed should be changed from mere processing of FOIA requests to archival reference services to meet users' needs. Congruently, the presidential archives should provide specialized services to offer records relevant to users' research interests and to provide the compilation of selected records crucial for research.

  • This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country's presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.

  • The Presidential Archive of Korea provides archival information services in various forms. This study evaluated web-archival information services provided in The Presidential Archive of Korea using DigQUAL. To perform the study, this study conducted a descriptive statistic and confidence tests. The evaluation method was accomplished user survey. And the evaluation territory was classified with archives and information search, archives use service, expansion service. As a result, a general satisfaction was low, and this study suggested improvement method for web archival service in the Presidential Archive of Korea.

  • The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

A Study on the Methods to Improve the Research Support Service in Presidential Archives (대통령기록관의 연구지원서비스 개선방안에 관한 연구)

  • The study aims to identify the problems of the research support service in presidential archives for users who use archives for scholarly purposes. For these purposes, the study conducted a literature survey. Moreover, this study compared and analyzed the content of presidential archives' Web sites between the U.S. and Korea. In addition, we examined the interviews via e-mail with an archivist working in the presidential archives in the U.S. and gained the materials from the presidential archives in Korea through a request of information disclosure. It was found that six improvements were considered by academic users to meet their needs. Consequently, based on the analysis, a research support services framework consisting of a service category was developed. With the proposed services, the academic utilization of presidential archives can be facilitated.

  • Presidential records which have produced during a presidency as a national center are the evidence of the presidency and main historical records. We have the responsibility to establish fundamental systems to produce such main historical records and to manage such main historical records which could help people and history to judge the presidency based upon the evidence of their activities. The historical appraisal could be achieved not by memory but by evidence. A draft of a proposed law on the management of presidential records which includes the establishment of presidential libraries for the presidential records Mecca is being moored at the National Assembly now. The presidential library is to be considered as a multi-functional national institution which is carrying out the role as an Archives, Museums and Center for the education. In addition, it is imperative for a presidential library to provide user-oriented services to enrich the usability and the value of records, recognizing the change of administration paradigm from a supplier-oriented system to a customer-oriented system. This dissertation, in order to develop presidential library service programs focusing on customers rather than the convenience of administration, reviewed programs of the U.S. presidential libraries as a developed case and proposes guidelines and applicable samples for the development of the Korean presidential library service programs.

  • This study raises the need to establish a 'Presidential Digital Archive Platform' that actively shares and opens related information and data by linking and integrating the presidential knowledge infrastructure. The Presidential Digital Archive Platform can promote the quality and value of presidential records as a "Governance Platform" where "Presidential Archives", "Presidential Archives-related Institutions" and "users" can interact through presidential records. And it will provide an opportunity to create a new paradigm. For this purpose, 'Presidential archives portal analysis' and 'Presidential Archives-related Institutions analysis' will be conducted to identify improvements and requirements when establishing the Presidential Digital Archive Platform. In addition to deriving implications through 'Digital Archive Platform case analysis' at home and abroad, measures to strengthen presidential archival reference services were discussed. Finally, based on the results, a step-by-step implementation strategy for platform construction was presented.

  • This study aims to identify the problems of services for the disabled in Presidential archives and to propose methods to solve those problem. To achieve the goal this study conducted literature surveys such as existing researches, laws and surveys on people with disabilities, and conducted case studies on domestic institutions that provide similar services with archives and US Presidential Archives. Also, information disclosure request was made to the service representatives in Presidential Archives and we analyed the current status of offline services for the disabled who visited Presidential Archives based on the results of literature review, case studies and information disclosure request. As a result, the problems were found in terms of space and facilities, assistive devices, programs and manpower and we proposed the methods to improve the services for the disabled.

  • The Kim Dae-jung Library is Asia's first presidential library and is a private presidential archive with over 250,000 historical materials. It mainly collects records related to the life of former President Kim Dae-jung, modern and contemporary history, and democratization, While most of the private presidential archives in Korea are operated by memorial foundations, the Kim Dae-jung Library is unique in that a higher education institution operates it. Accordingly, it aims to take an educational role in history and democracy based on records, providing free research space for researchers, and supporting research through records. This report introduces examples of the Kim Dae-jung Library's representative archival information service, an affiliated institution of educational institutions and private presidential archives, and presents the future tasks of the presidential archives.
