우리나라 농촌의 현실인 저소득 문제와 공동화 문제 등이 서로 맞물려 상승작용을 하면서 문제가 더욱 심화되어가는 악순환 현상이 발생하고 있는 것이 현실이다. 이를 극복하기 위해 다양한 농촌개발사업이 추진되고 있으며, 1990년대 이후 부터 농어촌지역의 생활환경, 산업기반 및 편익 복지시설 등을 정비 확충하기 위해 정주권 개발과 문화마을조성사업, 신활력사업, 농촌마을종합개발사업 등을 추진되고 있다. 기존 연구동향을 살펴보면, 농촌마을종합개발사업에 대한 평가지표, 문제점 및 개선사항, 투자우선순위 등의 연구가 시행되어졌지만, 실제적으로 농촌마을종합개발사업이 지역개발에 대한 지역주민의 태도와 관광개발에 대한 영향인식에 대한 연구는 미흡한 실정이다. 이에 본 연구에서는 농촌마을종합개발사업을 통해 농촌지역 관광개발이 경제적, 사회문화적, 환경적 측면의 변화가 지역주민의 개발 태도와 인식에 어떠한 영향을 미치며, 특히 중요 영향요인이 무엇인지를 분석하고, 농촌지역 개발에 따른 영향지각이 지역주민 태도에 미치는 영향을 분석하여 향후 농촌마을종합개발사업 추진단계, 계획수립단계에서부터 실행단계까지 지역주민의 적극적인 참여를 유도할 수 있는 전략적 방안을 제시하고자 한다. 분석결과를 바탕으로 농촌마을종합개발을 위한 지역주민의 적극적인 참여를 유도할 수 있는 방안은 다음과 같다. 첫째, 농촌관광과 농촌관광개발에 대한 인식 제고가 이루어져야 할 것이다. 농촌마을종합개발사업의 주테마가 농촌관광개발의 경우에는 관광에 대한 지역주민 교육 및 인식이 명확하게 제고되어야 사업의 효과를 발휘할 수 있을 것이다. 둘째, 사업추진을 통한 경제적 수익 등의 경제적 영향, 기반시설 및 복지시설 확충 등의 긍정적인 효과를 느낄 수 있는 계획이 이루어져야 할 것이다. 셋째, 농촌마을종합개발사업의 긍정적 인식과 태도를 부각시키고, 부정적 인식과 태도에 대해서는 교육과 홍보를 통해 긍정적인 인식을 높여 사업에 대한 관심과 참여를 높여 효과적인 사업 추진을 이룰 수 있어야 할 것이다.

본 연구는 농촌지역 발전 및 주민의 삶의 질 향상을 위해 추진된 정부의 다양한 정책 및 사업의 성과를 분석하기 위해 현재 추진 중에 있는 농촌지역개발사업 중 대표성이 있다고 판단되는 농촌마을종합개발사업을 분석대상 사업으로 선정하였다. 분석을 위해 경남 2개 권역과 전남 2개 권역을 사례연구대상권역으로 선정하였다. 사업에 대한 만족도 분석결과, 전체적으로 사업추진에 있어서 각 지역유형별로 명확한 구분을 통해 만족도를 분석하는 것은 상당한 어려움이 있으나, 전반적으로 지역특성별(농촌지역, 중산간지역)로 주민들의 사업에 대한 이해 및 추진과정에서의 만족도 등은 다소 차이가 있음을 확인하였다. 또한, 전반적으로 농촌지역 2개 권역 주민들이 중산간지역 2개 권역 주민들에 비해 상대적으로 사업 추진 전반에 대해 부정적인 의견을 많이 표출하였다. 향후 원활한 사업추진을 위해서는 주민들의 사업에 대한 이해, 서로 돕고 협력하는 마을 공동체 의식의 복원, 바람직한 리더 육성, 실효성 있는 마을 규약 마련, 개방적 포용적 자세로의 전환과 농촌마을종합개발사업 추진 및 운영방법의 현실화가 필요할 것으로 판단된다.

본 연구는 농촌 활성화를 위한 국가 지원 사업 중 농촌 마을 종합 개발 사업을 대상으로 하였다. 기본계획 수립을 통해 실행되고 있는 권역의 사업내용에 대한 지역별, 연도별 분류를 통해 사업 내용을 분석함으로써 진행된 사업의 내용 및 자원현황을 파악하고 사업내용에 따른 어메니티 자원 활용 정도에 대한 연구를 실시하였다. 농촌마을종합개발 사업의 어메니티 자원 활용도 분석을 위하여 7년간(2005~2011) 229개 권역의 사업특성과 자원현황에 대한 내용분석(Contents Analysis)을 실시하였다. 전체 사업은 Excel로 권역명과 사업유형, 세부사업 등 229개 권역의 전수조사를 통해 코딩하는 과정을 거쳤다. 이러한 과정을 거쳐 7개년도의 사업내용과 지역별 사업내용 등 보다 세부적인 분류를 시도하였다. 연구 결과, 전체적인 권역의 시설물자원이 가장 많이 활용되고 있지만 전체적으로 환경관리와 관련된 자원의 활용도는 낮은 것으로 나타났다. 연도별 사업을 통한 어메니티 자원 활용에 대한 변화 추이를 살펴보면 환경관리 자원, 동식물 자원, 수자원을 활용한 사업은 지속적으로 감소하고 있는 것으로 나타나고 있었다. 지역별 사업을 통한 어메니티 자원 활용에 대한 변화 추이를 살펴보면 전라북도와 경상북도에서 가장 높은 비율을 나타내고 있었다. 이러한 결과를 통해 특정한 자원에 집중되어 활용되고 있는 어메니티 자원에 대한 다양한 활용의 필요성이 나타나고 있었고 특히 농촌의 지속가능한 개발을 위한 환경관리에 대한 자원 활용이 요구되어야 한다는 것을 알 수 있었다.

This study on the rational planning of water supply and sewage system for rural village development projects. Present, when establishment and standard about maintenance of water supply and sewage system were not presented in rural village synthesis development projects, it is real condition that service industry is depending on presenting simple plan in basis planning phase and business enforcement step. This study wishes to present basic data so that can be planned more rationally and enforce and contribute in rural village synthesis development projects water supply and sewage system that is enforced as part of rural village synthesis development projects.

For bottom-up business people recognize and understand the transition to a new seonjinji tour, the continued education of residents and leading to the village to town to put all my energy into education, including the leader of the residents of the town desperately needs strengthening and capacity. In addition, town residents also important for the development, awareness and active participation, residents and the local government, and established a partnership with a group of experts monitoring implementation of the main city in the shape of lack of food is the most important part is fill.

This paper was able to indicate to the results the following thing that attempted a required potential development demand, through the contents and cost analysis in Rural Community Development Project. Nowadays, Rural Areas comparatively have a lot of development demands related to improvements environmental of residence life and construction of Urban-Rural Exchange Facility, on the other and, there is comparatively a few facilities demands regarding agriculture production. Demand is cold storage facilities and agricultural products direct sale facilities expansion to be able to raise value added of agricultural products as facilities related comparatively a little agriculture production, and an improvement of residence life comparatively has a lot of repair environmental uninhabited house repair, river-front and the roadside, rest shelter creation demands. However, that should be forecasted so that aging of rural, population decrease and development demand is caused by a lot of issues such as maintenances operation of many Urban-Rural Exchange Facilities and a similar program and content has a lot of them in bilateral adjacent zones. Therefore, in the future plan shall attempt efficiency operating facilities and a program through characterization and network of zone so that facilities and program can have complementary relation in the adjacent zones. And item development and an investor are necessary regarding new labor force supply for continuous value maintenance of space and returning to the farm that there were the reverse agriculture production and Amenity which are an rural village. Furthermore, developmental plan of rural village is necessary through the demand analyses that a citizen wishing for things.

본 연구의 목적은 5 16 군정기 지방행정의 많은 환경변화 속에서 각 도가 추진한 '모범부락조성사업'을 통해 초기 농촌마을개발사업에 대한 모습, 특히 지방행정이 사업의 주체가 되기 위해 추진한 방법을 검토하여 시사점을 찾는데 있다. 군정기(1961~1963) 지방행정은 시군을 기초자치단체로 하는 행정체계 개편, 국가기획제도 도입, 지방세제 개편, 새로운 농촌기구 설립으로 인한 농촌지도 다원화 등의 여러 변화요인을 맞게 되었다. 이러한 환경 속에서 지역의 개발행정 주축은 지방자치단체로 옮겨져 갔고, 각 도는 '보고가는 마을(전북)', '빛나는 마을(충남)'등의 각종 명칭으로 모범부락조성사업을 추진하였다. 또한 내무부는 지역개발의 장기적인 종합계획으로서 군 건설계획의 작성과 추진을 지시하였다. 본 연구는 국가 정책을 중심으로 한 농촌지역개발사에서 도 단위의 지방사를 발굴하고 이를 지방행정 환경변화와 연계하여 분석하였다는 측면에서 향후 관련 연구의 기초자료로 활용될 수 있으리라 판단된다.
