To get over those problems, various plans to develop Korean farm villages are being pushed ahead. It has been also preceeding with a comprehensive development project of farm villages and a new vitalizations project, etc. All of these projects aim to reorganize and expand life environments, industrial bases, and convenience and welfare facilities. The existing studies on a comprehensive project to develop farm villages have been focusing on evaluation indexes, problems, investment priorities, etc. But in fact, studies on a comprehensive development project of farm villages are not thoroughgoing enough in aspects of residents' attitude and their recognition on the influence on tourist development. Thus, this study aims to present strategic schemes to allow residents to actively participate in a stage of promoting a comprehensive development project of farm villages, a stage of making the plan, and a stage of the implementation. For this, this study analyzes a comprehensive development project of farm villages and attempts to figure out which influence the tourist development in farm villages has on residents' attitude and recognition resulting from changes in economic, social cultural, and environmental aspects. Especially, this study previously examines what influential factors there exists are and what influences the development of farm villages has on residents. Based on the results from the above analysis, schemes to enable residents to actively a comprehensive development project of farm villages are presented as follows. First, it is necessary to raise our recognition on tourism and tourism development of farm villages. If the main theme of a comprehensive development project of farm villages intends farm village development, it is required to educate residents and let them clearly raise their recognition on tourism, and the effect of the project is guaranteed. Second, it is highly required to make a plan so that we can feel economic effects of revenues through project promotion and positive effects including the expansion of infrastructures and welfare facilities, etc. Third, it is necessary to bring into relief the positive recognition and attitude of a comprehensive development project of farm villages. As for the negative recognition and attitude, it is very important to change negative residents' recognition to the positive direction and to allow them to participate in and to take an interest in the project, so that the project can be effectively promoted.

  • This research had selected current rural village development projects with the representative meaning of rural regional development projects in order to analyze results of projects and various policies of the government to enhance the quality of resident life and to develop rural regions. For the analysis, this research had selected 2 districts of the case study in Gyeongnam-province and Jeonnam-province, respectively. In the result of the satisfaction analysis on the projects, it was considerably difficult to analyze satisfaction degree by using a clear distinction of each region type when promoting overall project. However, this research confirmed that there were some differences about residents' understanding of the project and satisfaction degree in the process of projects according to the regional characteristics (rural and mountain areas). In general, two districts' residents of rural areas expressed relatively more negative feedbacks in process of the project compared to two district residents of mountain areas. This research suggested that it is needed to have residents' understanding of the project, a restoration of village community spirit to help each other and to cooperate, fostering a desirable leader, establishing effective village regulations, transition into an open and inclusive attitude, promoting rural village development project, and realization of the operating method in order to have an amicable project process in the future.

Allowing for an analysis of the regional and annual classification of business contents as part of the master district implementation plan, this research presents amenity resource applications for the purpose of understanding the business contents and resource status reports. To analyze the utilization of amenity resources in the rural villages' overall development business, a content analysis of the business characteristics and resources of 299 districts was conducted for a seven-year period (2005-2011). Information that included district names, enterprise types, and specifications of a particular business, were coded in Excel, through exhaustive research of the 299 districts. Using this process, a more detailed categorization of seven years of business data, periodic, and regional business contents were defined. As a result of this research, it is apparent that the overall district's facility resources are optimized for the most, and that the environmental management of resources, including animal and plant resources, as well as water resources, is continuously decreasing, as was shown in the annual amenity resource usage transition. The annual amenity resource usage transition data denotes the highest rates in Jun-Ra-Buk-Do and Kyung-Sang-Buk-Do. In summary, this analysis verified the urgent need for diverse amenity resource utilization, research on practical alternatives, and the resource optimization of environmental controls for sustainable development in rural areas.

  • The purposes of study are to examine early appearance of rural village development that local administration firstly promoted through the 'Mobum Burak Development' promoted in environment change around the local government in 5 16 military government period and find implications of the current rural village development. During the military government period(1961~1963), rural administration showed lots of changes such as reorganization of administration system whose basic local government are si gun, introduction of national planning system and spread of si gun, reorganization of rural taxation system, diversification of extension caused by the establishment of rural facilities such as new Nong-hyup, RDA, etc. Thus, the main axis of development administration of counties was transferred from central government or American aid organization to local administration. According to the basic operation plan introduced after the 5 16 as a planning system, the Ministry of Home Affairs instructed to write and promote gun construction plan based on all conditions of gun as long-term general plan of rural development. Therefore, each do established general plans such as 'Nongdo Jeonbuk Geundaehwa Plan', 'Yakjin Gyeongbuk Plan', 'Jeonnam Miraesang', etc. and Mobum Burak Development was promoted by all kinds of titles such as 'Bogoganeun Maeul(Jeonbuk)', 'Bitnaneun Maeul(Chungnam)', 'Hyeokmyeong Chon(Gyeonggi)', 'Saemaeul geonseol(Gyeongnam)', etc. as a business of rural village development. But, business contents of gun's 'construction plan' couldn't be mutually connected although Mobum Burak Development and unit business contents were promoted by duplicated plan. It became useless general plan as times went by as business focusing on short-term outcomes rather than construction based on long-term region. Mobum Burak Development also borrowed contents community development business, but military government couldn't approach basic solution of village and regional agriculture by focusing on short-term outcome, without imitation of form and procedure. This study is judged to be utilized as basic data of following studies because rural village development companies focusing on national policies discovered unit rural companies and analyzed them by connecting to environment changes of rural administration.
