지역특성에 따른 면소재지 공간계획수립에 관한 연구 (A Study on the Estiblishment of Space Planning on Myeon Center according to Regional Characteristics)

  • 농산어촌지역은 전체국토의 80%이상을 차지하고 있으나 대부분 낙후되고 생활환경이 불편하여 청년층의 도시로 이동 및 고령화로 인구가 감소하여 마을 공동화현상은 물론 지역사회의 침체가 가중되고 있다. 이 연구는 농산어촌지역 중하나인 충청남도 부여군 외산면 면소재지를 대상으로 면소재지 종합정비사업에 있어서 단순한 거점기능강화를 위한 계획이 아닌 지역특성을 고려한 복합적 개발계획의 방법론을 제시하였다. 읍면소재지 기능강화 측면에서 하드웨어 중심의 계획수립이 불가피하나, 대상지역 주민의 역량강화 역시 중요한 요소로 작용한다. 즉, 계획에 의해 추진된 각 사업은 지역주민이 중심이 되어 운영될 것이므로, 이에 대한 관리체계 확립이 필요하다. 수립된 계획의 성패는 대상지역에 대한 현안와 수요에 대한 정확한 조사가 바탕이 되며, 이는 대상지역 주민들의 참여와 호응에 달려있다. 즉, 계획수립지역의 주민참여효과를 높이기 위하여 '지역주민 연결망'분석과 같은 방안이 필요하다.

  • A diverse rural development projects are continuously increasing. However, in most villages, the business run by residents is not being operated normally. Followed by these problems, a follow-up management evaluation system has been created and utilized, but the existing evaluation system is only administratively approached and not suitable for application in reality. This research emphasizes that the perspective of community and re-startup support should be added to the evaluation system as these are projects that are carried out to improve the quality of life of local residents and enhance the rehabilitation of villages. Based on the evaluation system proposed in this study, field surveys and interview surveys were conducted targeting 10 villages in Taean-gun, Chungcheongnam-do in South Korea. As a result of the study, various types that have not been activated were derived, and they were presented by categoriz ing them. The purpose of this study is to help the rehabilitation of common rural villages by providing a updated post evaluation system and items that can be applied not only to Taean-gun but also to numerous villages in the entire villages in South Korea.

농어촌소규모학교 통폐합에 따른 충북지역 기숙형중학교 사용자 만족도 조사 연구 (A Survey Study on the User's Satisfaction at the Boarding Middle School following the Merger and Abolition of Small Schools)

  • According to the decrease in birth rate and reduction of population, many schools in rural area have brought about the r decrease of number of student, and environment of education have became deteriorated. Accordingly, small schools be required improvement, and it should be altered placement of schools because it change number of student, distance and time of attending school, and formation of school zone are changed by alternating of human and physical environment. Merger and abolition of small schools are inevitable for change of placement standard to school and qualitative improvement of environment of education in rural area. This study researches the user's satisfaction at the boarding middle school following the merge and abolition of small schools in rural area. Finally, it reports the results of satisfaction research: the users are generally satisfied with education and student school life in the unified dormitory school.

그린투어리즘을 위한 농산어촌 체험마을 현황 분석 - 농촌관광 인터넷 포털사이트 분석을 중심으로 - (Present State of Experiencing Villages for Green Tourism in Rural Area)

  • Recently, Environmentally friendliness and sustainability become the main concern of rural tourism. Green-tourism is the emerging and best alternative tourism development. This paper deals with the present state of experiencing villages for green-tourism in rural areas. Several internet portal sites for rural tourism were reviewed and analyzed. Totally, 863 village are designated for experiencing villages by several portal sites. There are 281 information oriented villages, 208 farm-stay villages, 122 green experiencing villages, 93 mountain villages, 93 fishing villages. Some villages were designated duplicately for each projects. In 'Green-tour' site, the distribution of experiencing villages by region were, 49 for Gangwon, 43 for Gyungbuk, 41 for Jeonnam, respectively. The types of experiencing villages were, green experiencing village, traditional theme village, mountain village, fishing village, information-oriented village, etc. Themes of experiencing activities were 6 types, experiencing agricultural life, fishing life, traditional foods, traditional culture, ecological nature, and health/leisure sports. The kinds of experiencing activities were abundant by agricultural life, traditional culture. Otherwise, fishing life experiencing activities were dull. Also, development of ecological nature experiencing programs are suggested.

농산어촌지역 교육의 특성과 문제점 분석 -세 학교에 대한 문화기술적 접근- (An Ethnography on Educational Activities of Three Middle Schools in Rural Area)

  • This paper was to study characteristics of school types based on classification of rural areas. This study tried to provide basic data for implementing the development of rural education policy for the community unit by classifying and analyzing administrative districts. For the purpose, the researcher carried out literature reviews and selected three schools considering the gaps in size and location of rural community. The researcher interviewed teachers and parents, to gather information about rural education, and conducted participant observation on educational activities. As a result, this study showed each rural school has its own distinct characteristics by the school types corresponding to each rural community. Characteristics with school types were influenced by school location, possible migration into the cities, possible opportunities of private tutoring, school size, social class distribution, socio-economic status, dwelling pattern of school teachers. In conclusion, it is important that the educational policies for rural area consider the different characteristics of rural schools.

효율적인 농산어촌지역개발사업을 위한 주민만족요인분석 -부여군 포괄보조금제도하에 지역개발사업을 중심으로- (A Factor Analysis on Resident's Satisfaction of the Efficient Rural Development Projects: Focusing on the Rural Development Projects under the Block Grants System in Buyeo)

  • 이 연구는 포괄보조금제도하에 효율적인 농산어촌지역개발사업의 추진을 위하여 지역개발사업의 수혜자이자 참여자로서 지역주민만족을 설명하기 위하여 요인분석을 수행하였다. 부여지역을 사례지역으로 부여읍과 13개의 면에 거주하는 353명을 대상으로 설문조사를 실시하였으며 분석에는 SPSSWIN을 사용하였다. 분석결과 부여군에서 지역개발사업의 만족도는 전체평균은 3.16 으로 비교적 만족하고 있는 것으로 나타나고 있으며 12개의 변수들은 3가지의 요인으로 묶여지는 것을 알 수 있었다. 요인 1은 '교통편의', '교육환경', '사회복지', '문화 및 여가활동', '정보통신', '보건 및 의료서비스'의 변수 즉, 편리한 삶, 안정된 삶, 즐기는 삶과 건강한 삶을 나타내는 변수가 공통된 범주로 묶이고, 요인 2는 '범죄 및 사고', '환경관리', '이웃관계 및 사회참여'의 변수 즉, 안전한 삶, 쾌적한 삶과 즐기는 삶을 나타내는 변수를 공통된 범주로 묶이고, 요인 3은 '소득 및 소비활동'과 '일자리창출'을 나타내는 경제적인 삶과 '주거환경'이 공통된 범주로 묶였다.

경상지역 농촌협약 특징 - 일반 농산어촌개발사업, 계층구조, 생활권 설정을 중심으로 - (A Study on the Characteristics of Rural Convention in Geongsang Region - Focused on the Rural Development Projects, Hierarchical Structure and Living Area -)

  • The purpose of this paper is to provide basic data to Si and Gun preparing for rural agreements in the future through consideration and case analysis for rural conventions, such things as living standards, hierarchical analysis methods, and general rural development projects. In the 1970s, sporadic and one-off projects focused on individual projects were repeatedly carried out in rural areas, which were undergoing dramatic changes in population movement, land use, landscape, economic growth and living. The keyword of the government's policy has changed to a way that existing rural development projects are planned and promoted by local governments themselves in conjunction with the issue of autonomy and decentralization. In addition, with the introduction of Rural Convention, the central and local governments are striving to achieve common policy goals. However, due to the lack of understanding of the Rural Convention introduced as a pilot project in 2020, the lack of living areas setting-standards, unclear classification of hierarchical structure, and excessive goal consciousness for general agricultural and fishing village development projects remain, fading the original purpose of the Rural Convention. Therefore, this study analyzed the seven reports of the Gyeongsang region selected in the 2021 Rural Convention to identify the characteristics of living area, hierarchical structure analysis, and detailed projects (rural center revitalization project, basic living base development project) and provided them as basic data. As a result of the study, first, according to the results of the hierarchical structure analysis, the first class was derived from 6 out of 7 Si and Gun. This is judged to be the result of the current rural population, social, and economic problems. Second, according to the results of the division of living areas, it was confirmed that except for one local government in seven cities and counties, the remaining six local governments were divided into three single living areas and three two living areas. This is the result obtained through a comprehensive review by overlapping the results of various analyses such as hierarchical analysis and resident surveys and OD data, and shows a different form from the existing upper or related plans. It is judged that this is the result of including qualitative contents such as residents' opinions along with various analyses when determining the living area. Third, the proportion of the budget for rural center revitalization and basic living base development projects to the total project cost subject to the Rural Convention was 59.6%, which was relatively higher than that of other general agricultural and fishing village development projects. It is judged that it is preferred because the unit project cost is relatively high in Si and Gun, and that quantitative results can be visually shown after the project is terminated.

지역 맞춤형 낙후지역 정책을 위한 지역 유형구분 및 특성 분석: 성장촉진지역 정책의 사례 연구 (Regional Classification and Analysis for Promoting Area-specific Policy of Deprived Regions: A Case Study of the Growth Promotion Area Policy)

  • 우리나라는 1960년대 이후 산업화 및 도시화 과정에서 발생한 낙후지역을 해소하기 위해 다양한 지원사업을 추진해 왔으나, 일부 성과에도 불구하고 적잖은 한계를 노정하였다. 이에 따라 최근 그간의 낙후지역 지원사업을 4개 지역(도시지역, 농산어촌, 성장촉진지역, 특수상황지역)으로 통폐합하고, 그 중에서도 낙후도가 심한 지역을 '성장촉진지역'으로 지정하여 육성하는 정책을 시행하게 되었다. 이 연구는 성장촉진지역 육성정책이 성공하기 위해서는 성장촉진지역을 유형화하고 그 특성을 분석 한 뒤, 지역 특성에 알맞은 차별화된 정책 및 사업의 추진이 중요하다는 인식에서 기 선정된 70개 성장촉진지역을 유형화하고 이에 따른 지역 맞춤형 낙후지역 정책을 모색하고자 하였다. 연구결과, 우리나라 성장촉진지역은 공간적 특성과 사회경제적 구조의 차이에 따라 4개 유형으로 구분할 수 있으며, 효과적인 육성을 위해서는 각 유형별로 차별적인 정책을 추진할 필요가 있음을 파악할 수 있었다.

통합도서관의 발전과 그 효과 (Joint-Use Libraries: Development and Effects)

  • 이 연구의 목적은 외국의 통합도서관에 대한 사례와 그 효과를 조사하여 우리나라 통합도서관 설치 방향을 제시하는데 있다. 통합도서관의 모델은 크게 두 가지로 구분할 수 있는데, 하나는 학교도서관/공공도서관 통합도서관이며, 다른 하나는 대학도서관/공공도서관 통합도서관이다. 통합도서관을 운영하면 얻을 수 있는 장점은 전문인력 활용, 장서의 증가, 다양한 프로그램 제공, 효율적인 시설활용 등이다. 반대로 단점은 학교에 위치한 통합도서관의 문제점, 협소한 공간, 소장 자료의 제한, 학교도서관 기능의 축소 등이다. 우리나라의 통합도서관이 성공적으로 설치되고 운영되기 위해서는 인구수, 주민들의 통합도서관 설치 의지, 시설, 법적 문서의 존재 등의 요소가 충족되어야 한다. 우리나라에 적용 가능한 모델로 농산어촌 지역에는 학교도서관/공공도서관 통합도서관과 소규모 시에는 대학도서관/공공도서관의 통합도서관의 두 가지 모델을 제시하였다.

Merger and abolition of primary school is inevitable for change of placement standard to primary school and qualitative improvement of environment of education in rural area. This study suggests the effective space planning methods for unified school and appropriate utilization alternatives for closed school following after the merger and abolition of small rural schools. In doing so, it explores the present models of merger and abolition through analysis of all sort of actual condition and the possibilities for various utilizations of the abolished schools. It proposes a classroom-operation type fused the comprehensive class and departmental class system for merged primary schools in rural area. It also suggests the re-use methods of closed school facilities for students and community. Finally, it emphasizes that in order to success the policy of the merger and abolition of small schools, it be attributed to the social-cultural environment based on local residents and community and required provision of a variety of utilization plans reflecting local specifics and guarantee of local residents' participation and selection.
