Local Adjustment and Geographical Knowledge of Foreign Immigrants in S. Korea (외국인 이주자의 지역사회 적응과 지리적 지식)

  • As foreign immigrants are rapidly increasing, how they without previous knowledge and experience adjust themselves to local circumstances where they come to live becomes a major social issue. In order to analyze their adjustment process, this paper suggests a model which consists of relationships with local environment and people on the one hand, and of geographical knowledge and imagination on the other. The analysis of questionnaire survey based on the conceptual model suggests some findings. As there are considerable differences in the extent of their local adjustment and felt difficulties among immigration types, nationalities, and dwelling regions, foreign immigrants‘ policies should be devised proper for their type and characters.

  • The disabled and elderly people have a wide variety of functional impairments. By disability and elderly user group definition identification of users needs and specification of emergency support system were studied. Existing technologies including location navigation and information exchange devise and communication systems were analyzed to design proper integrated system for emergency situations. There are two types of services considered in the project: assisted living services(ALS) including health and emergency needs and assisted mobility services(AMS) with transportation needs. To develop emergency support system, functional identification and requirements was studied through the analysis of existing emergency system and organization. The 4-step emergency management scheme was developed to preactive emergency service which include emergency detection identification, response and follow-up steps.

A Study of Influencing Factors for Job Stress in University Administrative Staff (대학 행정 직원의 직무스트레스 및 영향 요인에 관한 연구)

  • The aim of this research was to examine that the essence of university administrative staff's job stress and relevant characteristics that could influence their stress at work. For this research, we collected 250 samples of university administrative staffs in Seoul from March to April, 2017 and used 227 ones for final analyses. The results indicated that organizational characteristics (organizational commitment, organizational culture, perceived organizational support) and job characteristics (job satisfaction, job control, emotional labor) tended to be significantly associated to Job stress. These findings suggested that Employee Assistant Program (EAP) should be launched in order to provide integrated services for university staff. Second, diverse psycho-social services, such as consultation, leisure activities, and empowerment, should be provided by utilizing the resources of university. Lastly, the Korean Ministry of Education needs to support for enhancing the staff's work environments.

A Study on Determining the Optimal Amount of Labor Force for Cargo Handling in the Harbor (항만 하역 노동력의 최적 규모 결정에 관하여)

  • Today, about 99% of total import and export cargo in Korea is being transported through the port. The general trends of cargo handling show increases in capacity and speed, In order to cope with these trends, it is not only required to raise the efficiencies of port operation and function but also necessary to decide the optimal amount of the skilled labor force for cargo handling in the port. Cargo handling in the port is basically relied on the cargo handling facilities. Therefore, it is very important to reserve the amount of labor force for cargo handling system has been developed up to a certain level but the personnel management system which is the superior structure has not been followed well. In this study, therefore, we show a method to determine the required amount of labor force for cargo handling considering the amount of cargo and type of cargo handling work per each cargo, and the optimal amount labor force in cope with the fluctuation of the basic cargo handling labor force with respect to the time of in and out cargo flow in the viewpoint of minimizing the expences due to reservation of extra labor force than needed and firing employment of labor force using the Dynamic Programming. The derived algorithm is introduced into the computer simulation for Pusan port with the analyzed real data such as amount of cargo handling in the port with respect to working hour, cargo capacity, working step, the ratio of cargo handling facility and actual number of workers and we estimated the required labor force. As a result of analysis the labor force of Pusan port showed the over-employment such as maximum 21.4%, minimum 8.2% when we assumed that the averages of actual working hours and days were 8 hours in a day and 20 day in a month.

Childcare Policies In Korea (우리나라의 보육정책)

  • As a childcare program of TaeHwa Christian Women's Institution in 1921, the childcare system in Korea was incepted. Since then, the political foothold of childcare system has steadily been advancing to provide high quality services to young children. In almost a hundred-year-history of public childcare in Korea, depending on the changes enforced on the related laws and regulations and varying perspectives over time, the administration office accountable for childcare policies has been authorized to the Ministries of Health, Social Affairs, Education, Labor, Home Affairs, Rural Development Administration, and/or others. But as of 1991, under the enactment of Infant and Child Care Act, it was changed to be administered by the unified authority of the Health and Social Welfare Ministry. Then, in 2004 and 2007, its statutory authority, respectively, transferred to the Ministry of Gender Equality and Family and back to the Ministry of Health and Social Welfare. Staring of the Infant and Child Care Act in 1991, Korean childcare policies have been managed by the dual systems of the Education Ministry and the Health and Social Welfare Ministry each holding jurisdiction over kindergartens and childcare centers, respectively. Faced with the recent marked decline of birth rate, diverse childcare policies are currently implemented in the pursuit of finding means to enhance the quality of childcare and to develop policies for the restoration of the low birth rate. This study presented distinct features of current childcare policies and discussed about future directions and challenges of these policies.

Evaluation of Nutritional Safety for the Herbicide-Resistant Rice in Growing Male Rats (성장기 흰쥐에서 제초제 저항성 쌀의 급여에 대한 영양적 안전성 평가)

  • This study was conducted to evaluate the safety of herbicide-resistant rice, a genetically modified organism (GMO) developed by the Rural Development Administration, in Sprague-Dawley rats. The nutrient content of herbicide-resistant polished and brown cooked rice was compared with that of conventional Ilpum polished and brown cooked rice to assess composition equivalence. Compositional analysis was performed to measure proximates, fiber, and minerals before animal feeding. Growing male rats were fed one of the following four diets for six weeks: Ilpum polished cooked rice (IP) and Ilpum brown cooked rice (IB) as a non-GMO and herbicide-resistant polished cooked rice (GP) and brown cooked rice (GB) as a GMO. We checked clinical symptoms (anorexia, salivation, diarrhea, polyuria, anuria, fecal change) every day, food intake, change of body weight twice a week, and serum biochemistry and organ weights after 6 weeks of experimental feeding among the four groups. Nutrient content of the herbicide-resistant rice was similar to that of the non-transgenic control and was within the published range observed for non-transgenic rice. We could not find any significant difference in the above-mentioned items as the index to be checked in the animals fed the GMO. These results suggest that the nutrient content of genetically modified herbicide-resistant rice is compositionally equivalent to that of conventional Ilpum rice and that growing male rats fed herbicide-resistant rice are no different from those fed Ilpum rice, non-GMO for 6 weeks.

A Study on the Effectiveness of Risk Assessment for School Food Service Workers (학교 급식종사자를 대상으로 한 위험성평가의 실효성에 관한 연구)

  • Since 2017, the Occupational Safety and Health Act has been fully applied to school food services, and risk assessments have been implemented since 2019. The introduction was slow compared to other industries and was evaluated by non-professional nutritionists, so there was a limit to establishing the system. All schools under the Seoul Metropolitan Office of Education apply the KRAS every year in accordance with the OSH Act for school foodservice and a notice from the Ministry of Employment and Labor. A risk assessment is applied according to legal regulations. On the other hand, the effectiveness of risk assessment has been questioned because the frequency and intensity criteria of the risk are qualitative and subjective. Based on the accident statistics of catering workers, the frequency and intensity criteria of risk were presented quantitatively and objectively, and a risk assessment was conducted by applying a new calculation standard for some work during the catering service and compared with current risk assessment results. The risk was increased, and the improved effectiveness was confirmed by the specific suggestions for improvement. Thus, the pilot evaluation for the entire food service should be expanded, and the feasibility confirmed. The pilot evaluation should be applied to all schools to enhance the effectiveness and operability of the risk assessment.

An Analysis of Gender Mainstreaming in the Urban Policies of Mexico (멕시코 도시정책의 젠더주류화 전략분석)

  • This study examines the concepts and policy factors regarding gender-mainstreaming strategies and urban areas that have been discussed in the fields of international norms and development cooperation from the perspective of the Mexican government. It analyzes how gender-mainstreaming strategy is integrated and realized through Mexican law and key programs carried out by Mexico City. Through a literature review, this study builds upon previous research and theoretical discussions. In fact, Mexican federal government is considered to have successfully achieved "gender institutionalization." Within the framework of the law and institutions, the programs promoted by Mexico City aim to realize women's rights and meet their needs in the metropolis, while emphasizing a wider participation by citizens to realize these urban rights. In particular, the government of Mexico City is expanding on policies and programs that focus on strengthening the financial autonomy of women by understanding women's vulnerabilities as inequalities arising in the areas of the economy, space, and time.

3SLS Analysis of Technology Innovation, Employment, and Corporate Performance of South Korean Manufacturing Firms: A Quantity and Quality of Employment Perspective (한국 제조기업의 기술혁신, 고용, 기업성과 간 관계에 대한 3SLS 분석: 고용의 양적·질적 특성 관점에서)

  • This study analyzes the effects of firms' technology innovation(patent applications) on employment(number of workers and proportion of high-skilled workers) and corporate performance(sales per worker), while considering the two-way causal relationships between these variables. We used the three-stage least squares(3SLS) estimation to examine system of equations in which the dependent variables affect each other with a two-year lag wherever relevant, and applied it to firm-level panel data of Korean manufacturers with 100 or more workers. Our data covered the period of 2005-2017. Exogenous variables, such as firms' managerial and other characteristics, were controlled as explanatory variables. The identification variables for each equation included firms' R&D intensity, labor cost per worker(or operation of firms' own R&D center), and investment on worker training. We find that firms' patent applications increased number of workers, proportion of high-skilled workers, and sales per worker; the causal relationships in the opposite direction were also significant. Evidently, firms' technology innovation is critical to the growth and quality improvement of employment as well as sustainable corporate growth.

Industrial Policy as a Development Strategy: Cuba' s Experience and Policy Implications (개발전략으로서 산업정책: 쿠바의 경험과 정책적 시사점)

  • This paper analyzes Cuba's market-oriented reforms to alleviate essential problems with socialist countries such as soft budget constraints and incentive problems. It also discuss about effectiveness of industrial policy as a development strategy. The soft budget constraints and incentive problems resulted in the collapse of Soviet bloc and COMECON in early 1990s. After the collapse, Cuban economy suffered a steep dive, and national income tumbling down rapidly. Cuban faced serious shortages of food, gasoline, and other basic necessities of life. To halt and partially reverse economic downturn and dire austerity in the 1990's, the Cuban government made some partial reforms to the inherited Soviet system of cental planningand faced severe shortage in food, energy, and daily necessities. In response to the economic crisis. Cuba introduced economic reforms and implemented industrial policy as a development strategy as long as Cuba maintained a strong socialist country. Cuban government established the economic free zone law and attempted to induce foreign direct investment by implementing export-led industrial policy. Fiedel Castro approved the Law No. 165 "Free Zones and Industrial Parks", in 1996. However, Cuba's ESZ strategy seems to have failed because of the U.S. sanctions, but also because of Cuba's own policies, which do not allow foreign investors to hire workers directly and impose a high implicit tax on wages. By limiting advanced techniques of personnel and organization management, indirect employment can result in lowering work efforts and productivity of workers, and aggravating production efficiency in the ESZs. Another reason to fail comes from the double wage structure due to the double monetary-exchange rate system. Most of the high non-wage costs result from the double exchange rate system. Due to Cuba's imbalanced industry and production structures, concentrated labor force, and urbanization and centralization of agriculture production, the industrial transformation development model suggested by Lewis has not been successful unlike other Asian agriculture-led development model. Cuba has to overcome many difficulties in implementing industrial policy as a development strategy.
