A Case Study on Nara Repository's Archival Culture Programs and Developmental Directions (국가기록원 나라기록관의 기록문화프로그램 운영 사례와 발전방안)

  • Since the opening of the Nara Archives in 2008, we have been operating the Archival Culture Programs. Before the Presidential Archive's relocation to Sejong, the Presidential Archives and the Nara Archives jointly operated the Archival Culture Programs. The Archival Culture Programs is operated not only by the National Archives, but also by Administration Archives, History Archives, and Presidential Archives. The operation frequency, planning, and composition are slightly different depending on the institution. Here, I would like to find out the current status of Programs composition and contents operated by Seongnam Nara Archives, and suggest the direction of the Archival Cultural Programs of the archive that should be pursued in the future based on the analysis of the existing operation status.

A study on the Heritage Documentation Programs of the United States (미국 문화유산 기록화 프로그램에 관한 연구)

  • A modern architectural building is a cultural heritage, which is also part of our history until the present. Documentation is thus considered an irreplaceable method to preserve our cultural heritage as it may be the last resort of preservation. The study analyzed the Historic American Buildings Survey (HABS) on the Heritage Documentation Programs of the National Park Service. Based on the analysis of the comparison and documentation of the modern architectural building implemented by the Cultural Heritage Administration, the study suggested improvement plans from three different perspectives. First, specifically detailed regulations of the legal system are supposed to be used for the implementation of the documentation of modern architectural buildings. Second, it is suggested that a general plan for continuous documentation be made. Last, by setting up a collection method, an information service needs to be provided for the public.

A Study on the Roles and Operations of Public Programs in Archives (영구기록물관리기관 공공프로그램의 역할과 운영방안 연구)

  • The use of records has been regarded as the ultimate goal of preserving records, and reference services are considered key tasks in records management. Particularly in Korea where the importance of archives and records management is not recognized sufficiently, we need to help the public recognize the importance of institutions, managing archives, and archives kept in the archives, and create new uses. In order for archives to notify archives, institutions and managing archives to potential users, they can use publications, exhibitions and education programs. In foreign countries, services such as public programs and outreach services have already been being executed by archives in order to publicize the archives actively to the public, and various supports are provided so that people can use archives in educational activities. What is more, publishing and exhibition programs are also linked to education, which can increase the use of archives and promote archives culture. Thus, archives play important cultural and educational roles. As archives' roles are being expanded and local archives are being established compulsorily in Korea, archives should play their roles not just as administrative agencies collecting official documents but also as cultural and educational institutions providing various forms of information and education. Creating new demands for important archives by notifying such archives through public programs approaching users, they should find ways for laying the ground for their existence. The objectives of this study are to look for the method of public program operation suitable for the Korean situation, to define abilities and roles required to archives as program planners, and ultimately to increase the use of archives and contribute to the settlement of archives culture.

Toward a Revitalization of the Children's Education Programs at the National Archives of Korea (국가기록원의 어린이 교육 프로그램 활성화 방안)

  • The goal of this study is to suggest a scheme to vitalize the National Archives of Korea's education programs for children. For this we researched the cases in Korea and abroad operating education programs for children actively. Through analysis we suggested a course of improvement to vitalize the National Archives of Korea's education programs, policy, organization, staff for children. For an area of policy we suggested a stipulation of education program and an exclusive organization and staff placement for an area of organization and staff, an education program which is different from other cultural organization for a program.

A Study on Ontology Design to Improve Record Service of a Cultural Heritage: Focused on Hwangnyongsa Temple Records (문화재 중심 기록물 서비스 개선을 위한 온톨로지 설계: 황룡사 관련 기록물 중심으로)

  • Records related to a certain cultural heritage are concrete evidence that prove the value of the cultural heritage and become a criterion for long-term preservation of its records. The value of the records is as important as cultural heritage value. In the case of specific cultural heritage with national or socially important values, various studies are conducted on cultural heritage as one theme, and various programs about cultural heritage are developed. However, it is difficult to grasp the scope, record types, and contents of the records because they have been distributed and managed in many institutes. They also appear in various forms. As a solution to these problems, this study collected records of a major cultural heritage with social and historical values such as Hwangnyongsa from 11 public institutions and web services and analyzed the types of records, activities related to the records, and metadata. Through data analysis, an ontology that can understand the range and relationship of the entire record was suggested so that the record can be understood with a focus on specific cultural heritage.

A Study on Development of Education Program Using Presidential Archives for the Free Learning Semester (자유학기제에 적용가능한 대통령기록물 활용 교육프로그램 개발)

  • The presidential records reflect the era of the times, and it has valuable evidence to support the administrative transparency and accountability of government operations. People's interest in the presidential records increased in response to its recent leak. The presidential archives were moved to Sejong in line with its desire to provide public-friendly services. This study will help users access the archives and utilize archiving information. The Ministry of Education introduced the free learning semester, which all middle schools have began conducting since 2016. The free learning semester provides an environment where education can be provided by external organizations. As middle school students are still unfamiliar with archives, the free learning semester provides a good environment for accessing archives and records. Although it serves as an opportunity to publicize archives, existing related studies are insufficient. This study aims to develop the free learning semester program using the presidential archives and records for middle school students during the free learning semester based on the analysis of the domestic and foreign archives education program. This study shows a development of the education program using presidential archives and records through literature research, domestic and foreign case analysis, and expert interview. First, through literature research, this research understood the definition of the free learning semester as well as its types. In addition, this research identified the four types of the free learning semester education program that can be linked to the presidential archives. Second, through website analysis and the information disclosure system, this research investigated domestic and foreign cases of the education program. A total of 46 education programs of institutions were analyzed, focusing on student-led education programs in the foreign archives as well as the education programs of the free learning semester in domestic libraries and archives. Third, based on these results, This study proposed four types of free learning semester education programs using the presidential archives and records, and provided concrete examples.

  • The National Assembly Library and its institutions need an integrated exhibition and education programs in order to provide all types of information resources which they produce, manage and preserve as part of history and evidence of democracy. This study aims to present the exhibition and education programs for National Assembly Library based on Larchiveum model. an integrated concept of library, archive, and museum. This study analyzed exhibits and education programs of various national libraries, archives, and related institutions and suggested exhibition and education programs for National Assembly Library based on Larchiveum model.

Improvement Methods for Archival Continuing Education through Analysis of English/American Continuing Education Programs for Archivists (영미의 기록전문직 계속교육 프로그램 분석을 통한 국내 계속교육 개선방안 연구)

  • In the era of electronic records management, today's record management environment is rapidly evolving. Therefore, this study aims to suggest improvement plans for continuing education that allows archivists to acquire knowledge and skills in the dynamic records management environment. Thus, this study analyzed an archivist's work characteristics and proved the necessity of continuing education in a changing record management environment. Furthermore, the United States' continuing education curriculum and the United Kingdom's Archives and Records Association (ARA) were analyzed. Based on this, the researchers compared and analyzed the curriculum of continuing education locally and abroad and suggested ways to improve continuing education suitable for local records professionals.

Development of Elementary Record Education Program to Raise Awareness of the Importance of Records : Focusing on UNESCO Memory of the World In Korea (기록 중요성 인식 제고를 위한 초등 기록교육 프로그램 개발 국내 유네스코 세계기록유산을 중심으로)

  • Compared to the word "memory" in general, the word "record" can be unfamiliar. This study addressed the problem that elementary school students do not have enough learning opportunities due to the lack of content on records in the curriculum. An educational program using Korea's UNESCO Memory of the world was conducted for three classes of 6th graders at J Elementary School, and the effect of the program was analyzed by administering pre- and post-surveys to students and in-depth interviews to teachers. The results of the student survey showed a significant improvement in their understanding, knowledge, satisfaction with the lessons, and need for records and Korean UNESCO Memory of the world. Teacher interviews confirmed the effect of the program, but suggested that it should be adjusted to fit the limited time available. Based on this, we verified the effect of the developed program and suggested directions for improvement of future record education programs.

Adoption Plans of a Citizen-Participating Programs to Domestic Archives (시민참여형 프로그램의 국내 기록관 도입방안 제언)

  • In contemporary society, the importance of 'Citizen Participation' has been recognized and actively used in various fields. Archives are also planning citizen participation activities according to the trend, but there is a limit to taking the form of passive participation activities such as participation in contests and donation of records. The ultimate purpose of this study is to prepare issues and specific action plans to induce more active citizen participation in domestic archives. To this end, first, previous studies related to citizen participation in the field of records management were reviewed, and terms and concepts were established. Next, advanced cases that are stably operating overseas were selected and analyzed from various aspects, and through this, specific program operation elements and pros and cons were identified. After that, the current status of domestic archives that have or are planning to engage in citizen participation activities was investigated to derive factors to be considered from a practical point of view when introducing the actual program. Based on this study, it is hoped that it will contribute to the establishment of a participating recording culture by designing and operating Citizen-Participating Programs suitable for individual archives.
