  • The purpose of this study was to examine a mother's and her two son's 'practice of mutual respect rights' experiences, and to find a solution to inspire the practice of realizing rights of mutual respect within a family. From September 2012 to March 2013, qualitative research methods such as transcripts, observations, in-depth interviews, and analysis of records were applied to a mother and her two sons. As a result, the mother's experiences showed that she and her two sons had enough mutual respect, and the regression of the first child was a natural and positive part in that process. Also, conflicts between protection rights and participation rights were integrated into a practice of mutual respect, and the mother had an opportunity to think about positive discipline. With this practice, the mother and her two sons were able to reconcile their relationships and have deep respect for one another, and family members felt psychologically safe through this practice of rights. In addition, the practice of rights was transferred to other family members, and the mother came to have courage about being an adequate parent. The results of this study revealed that the following research could be used to propose concrete contents and to plan how to recognize and access the practice of rights among family members.

  • Recently, rights advocacy in disabled welfare centers is one of the most important estimation and also transition of paradigm. However it is difficult to define rights advocacy specifically, so each disabled welfare center goes to conceptualize rights advocacy based on practical experiences. Study of practical recognition of the advocacy rights of social workers in disabled welfare centers provides greater foundation to establishing specific concept and direction of rights advocacy. Method of this research is analysis of metaphors, figuring out concepts and perception of social workers through survey. Analysis of metaphors is a method of analyzing a person's perception in specific context and situation by providing a concrete explanation of new thing, that is, basis of metaphor and analyzing it later. As a result of this research, it is shown that ideological type(necessary thing) and practical type(being together) are the perceptions about rights advocacy of social workers, and rights advocacy is recognized as 'practical concept' which plan and provide direct service at fields. According to these results, policy and environment should be constructed to provide advocacy services at welfare fields, reflecting these perceptions of social workers. Also this should be reflected on practical fields for them to learn appropriately and practice rights advocacy.

To this end, data were collected through a structured survey on 302 social workers in Seoul, Gyeonggi, and Gangwon area to identify the importance and execution degree of self-determination components of the developmental disabled, and descriptive analysis, differences. analysis, matrix analysis was applied. As a result of the analysis, the importance and performance degree were evaluated at an absolute level lower than the positive level, and the overall average standard execution degree was found to be applied relatively later, and the difference between the two levels was statistically significant. Meanwhile, goal setting and achievement, self-management and regulation, branch recognition and perception, etc. were identified as under-action elements as disparity between importance and performance. Therefore, in order to improve the balanced positivity of social workers and people with developmental disabilities in consideration of the reciprocity of human rights protection, applied behavior analysis, positive behavior support, and individualized service plan based on the application of a person-centered program and self-determination improvement program are applied. Suggestions were made on detailed strategies such as accounting.

  • This study aims to explore how to improve students' rights based on their age and development stages. To this end, we analyzed a survey that had been carried out with 1,065 students from elementary, middle and high schools in 2 most populated counties in Korea, focusing on the differences in their perception with regard to the right to survive, develop, be protected and participate. The result of the analysis showed that high school students' sense of rights was at the lowest in general, while being particularly low in their sense of participation rights. However, when it comes to the development rights and protection rights, the level of recognition of middle school students were as low as those of high school students. Based on the results, we suggested that a proactive effort to guarantee adolescents' participation rights is required, and that education of human rights should be emphasized not only for children but also for their supporters. In the follow-up study, it is required to investigate the differences between development stages and regions by including participants with diverse ages and residential areas.

  • This study aims to review the implementation level of the Children's Participation Rights by analyzing the trend of researches as to the Children's Participation Rights, and to suggest implications for future researches and practices. To this end, twenty-seven articles that had been published in Korean journals during the period from the conclusion of the Convention of the Rights of the Children in 1989 to May 2017 were analyzed. The result of this analysis indicated that the concept of the Children's Participation Rights in the researchers' perspective was more expansive than the Convention of the Rights of the Children, and the context in which the Children's Participation Rights were exercised was important, Based on the analysis, this study proposed the following; first, it is necessary to study the implementation process of participation rights in various contexts, second, more emphasis needs to be placed on the right of participation in everyday life, and third,, a process to coordinate various opinions between children and adults should be included in designing the children's rights education.

  • Can job training be considered a social right? Who must bear the costs of individual job training? This paper studies these two issues by examining the Korean Individual Learning Accounts (ILA) revised in 2020 and proposes future policy directions. Although there is no explicit legal provision stipulating job training as a lawful right in Korea, such absence does not negate the government's role of providing vulnerable people, etc with necessary training. Korean ILA heavily depends on the Skills Development Scheme under the Employment Insurance System which succeeded the past mandatory training levy system and it becomes harder to maintain principle of insurance because of sizable volume of atypical workers who are not insured. For future policy directions, it is desirable to increase the burden of general budget and self-financing as they are below 30% combined and the coverage of the ILA needs to be steadily expanded to all economically active people. Also, labor-management should step up joint efforts to stimulate the use of already existing policies such as paid training leave and request for reduction of working hours.

  • Digital transformation calls for a new social contract that must transform the existing norms and paradigms of our society. Digital constitutionalism is a way of building new order through a new social contract and is an ideology that aims to establish and ensure a normative framework for the protection of fundamental rights and balance of power in the digital environment. The Internet/Digital Bill of Rights is a representative example of constitutionalization based on this ideology. Initially, it took the form of an informal, non-binding declaration led by civil society organizations or various stakeholders, setting forth normative principles adapted to the changing nature of digital society. More recently, they have taken the form of formal charters, declarations, or laws containing principles at the national or regional level. The "Digital Bill of Rights" proposed by the Korean government can be seen as an example of this trend, but it does not fully reflect the recent trend of Internet/Digital Bills of Rights in terms of substantive and procedural legitimacy. Even if the government provides a certain normative direction, it needs to be combined with a concrete action plan in each area to create a balance of norms with digital technologies and industries instead of simply being a "declaration".

  • The purposes of this study were to investigate the intensity of middle school students' consumer competency and to assess effectiveness of Home Economics education on consumer competency. One group pretest-posttest quasi experimental design was employed to assess the effectiveness of Home Economics education on 1st grade middle school students' consumer competency in Gyeonggi province and 154 data copies were used for analyses. The results obtained were as follows. First, the cognitive consumer competency of the middle school 1st grade students was lower than the median of 37.66 out of 100 points, and the practical consumer competency was slightly higher than the median of 3.26 out of 5 points. As for cognitive competency, citizen competency was higher than deal competency. As for practical competency, deal competency was higher than citizen competency. Second, quasi-experiment intervention statistically enhanced the middle school students' consumer competency including the cognitive and practical competency. Third, the middle school students' perceived helpfulness of Home Economics education, perceived importance of deal competency and citizen competency, the level of cognitive citizen competency were statistically influential to practical consumer competency(deal and citizen competency). However, gender, life satisfaction, and cognitive citizen competency were not influential to practical consumer competency(deal and citizen competency). The outcome offered the basic information of middle school students' consumer competency and confirmed the effectiveness of Home Economics education on the middle school students' consumer competency.
