A Systematic Framework for Evaluating the Competitiveness Index based on Industry Characteristics : A Case Study in IT Service Business (평가자 속성과 산업별 특성이 반영된 프레임워크를 이용한 IT서비스 사업 평가방안 연구)

  • Increasing number of business and technology expansion has sparked a growing interest in IT service business evaluation. However, it is not an easy task to come up with a fair and objective evaluation of IT service business due to the difficulties involved in the definition performance assets (marketing, human resources etc.) and knowledge assets with respect to its industry. Several public organizations in Korea are developing a "standardized evaluation protocol" based on qualitative method. But the standard evaluation protocol does not provide suitable guidelines on how to construct and evaluate the key index of IT service business. The main objective of this study is in the development of a systematic approach for the evaluation of IT service business competitiveness by emphasizing the qualitative and quantitative index to be evaluated in the framework. Application of the developed framework and guideline format showed that the used of the framework in this study provided relatively more efficient evaluation results in IT service industry.

  • The destructive power of cyber threat arrived to until the phase which it threatens to direct and seriously in national security undergoes an important national institutuin hacking event of 2004 and Internet paralysis accidents of 2003. 1. 25. So Cyber terror and Cyber warfare is not the hypothetical enemy situation. It is more actual security situation and identify as magnification of warfare concept of incapacitation national important ability include military command system of the adversary, communication, energy, finance and transportation system. consequently, with the progress of cyber threat, it is necessary that looking at a number of general plan to make up for the weak points in cyber warfare operation system. Thus, the focus of this study is to examine new ways of developing a comprehensive cyber security management system.

  • Despite steady economic growth of e-learning industry, manpower is lacking in e-learning industry. In this study, We developed a new e-learning business model including open market portal system to solve this problem. The existing e-learning business models required complicated procedure for creating contents. Therefore it took long time and great expense. But in this study we developed the business model with open market portal system, it can support to make easily for e-learning contents. We analysed usefulness our program and other popular programs with thirty lecturers. As a result of survey, usefulness of our system is presented. The study suggests differently the student-centered business model and the lecturer-centered business model than existing e-learning business model had the manufacturing company-centered business model and the services-centered business model. We anticipate the new business model invigorate the e-learning industry.

  • This study examined the relative industry competence of Kyunggi regional area. The LQ index was applied to estimate the competence of 11 culture contents. In the case of the amount of revenue, cartoon, characters, knowledge information, and publishing showed a relative high competence over LQ 1.0. Regarding the number of companies, cartoon, music, game, character, and knowledge information showed LQ of more than 1.0. The criteria of the number of employees indicated publishing, cartoon, game, character industry to be significant. The common LQ index result of 3 criteria suggested cartoon and character industry to be influential. This indicates that the flow among knowledge, information and person in a regional industry cluster are most important for promoting industry core competence.

  • Land Generated Waste Load Unit(LGWLU) estimation based on land use data is required to understand the impact of land use on water quality. The method of estimating LGWLU based on the monitoring data requires a lot of time and manpower. In this study, we propose a method of land pollution unit load estimation based on land use data with LP optimization. Optimization is the process to obtain the best possible optimal solution in a given condition. This study carried out optimization by using excel solver in Microsoft Excel. This study derived LGWLU of BOD, T-N, T-P in Gongju-Si and Seocheon-Gun by using the 2012 land use map made by ministry of environment based on 2010 satellite image. This study about LGWLU estimation is expected to be able to determine more clearly the water pollution caused by land use changes.

A Study on Awareness of Cultural Welfare Worker on Empowerment (문화복지 실천가의 역량강화 인식에 대한 연구)

  • This study profoundly analyzed cultural welfare workers to find out how they command a strategy of empowerment according to types of action. The analysis result shows that cultural welfare workers perceive cultural welfare as an unstable human service job. Activity types of cultural welfare workers can largely be categorized into professional workers and vocational workers, and they are two extremes and continuum at the same time. On this account, a strategy of empowerment depends on types of action conducted by cultural welfare workers. There are accelerative elements that boost empowerment strategies positively and there are impediment elements that work adversely. These cultural welfare workers are making suggestion to prepare an official requirement for them to be acknowledged as a specialized worker and to increase various types of educational spectrum to meet their level. This study has significance for providing basic data for education, supervision, and policy for training human resources in future.

  • There has not been any scientific analysis on appropriate size of workforce and salary for civilian workers in military so far. Thus, this paper conducted analysis on propriety in employment size of military doctrine researchers using system dynamic methodology based on annual military doctrine workload. Vensim software was mainly used to measure complement of the research group based on data from job analysis. Secondly, a multiple regression analysis was performed to study an appropriate wage for researchers based on their expertise and working condition. The data from twenty public research institutions and twenty eight job positions that are performing similar duty with military doctrine researchers was obtained and utilized to create a salary-estimation regression equation in the analysis. Finally, with cost-benefit analysis method this paper studied financial effectiveness of hiring military doctrine researchers. Contingent valuation method, which has been recognized as one of the most effective methodologies in cost-benefit analysis on intangible value, was utilized to measure benefit of hiring the researchers. The methodology presented in this paper can be applied to measure and improve the efficiency of military organization not only in military doctrine research area but also in several military functional area (military training, logistics, administration, combat development, and combat support).

A study on factors associated with job stress and drinking levels in emergency room nurses (응급실 간호사의 직무스트레스와 음주 관계 연구)

  • The objective of this study was to examine the degree of job stress and drinking levels among emergency room nurses and to investigate the association between these variables. Data were collected using self-reported questionnaires completed by 106 nurses working in emergency room of hospitals from 3 different cities. The collected data were analyzed using SPSS 21.0 program. The results showed that the mean job stress score was 45.93±6.81 points, while 18.9% of the subjects were in the disordered alcohol use group. Differences in drinking levels were found according to the work experience of the nurses (χ2=8.249, p=.041), while significant differences in job stress scores were found according to marital status (t=-2.72, p=.008) and desire to continue working (t=-2.272, p=.025). There was a significant correlation between job stress and drinking level (r=-.147, p= .000). Measures to lower job stress among emergency room nurses are need based on the findings in the study and it is expected that decreasing the drinking level of nurse would contribute to this.

  • As the network composed of numerous sensor nodes, sensor network conducts the function of sensing the surrounding information by sensor and of the sensed information. The concept of the battlefield is also changing to one that includes not only physical spaces but all areas including the networks of the nation's key industries and military facilities, energy facilities, transportation, and communication networks. In light of the changing warfare in terms of how it is conducted and what form it takes, the Korea military has to seek ways to effectively respond to threats of cyber warfare. In the past, although partial strategies on cyber warfare were studied, no research was done through the overall system flow. In this paper, key variables related to cyber warfare security are classified into personnel, management, and technology. A simple model and an extended model are suggested for each area, and based on the technology area of the extended model, formal methods are used to verify the validity and a detailed response strategy is suggested according to the identified leverage.

  • The importance of SW quality is also rising as the usage of SW is increased in the areas of society. The development of SW quality competency of the human resource is essential for ensuring the quality of SW product, and the details of it should be reflected firstly in the demands of industrial sites. In this paper, the needs assessment and the training priorities were identified by IT Test and IT Quality Assurance based on National Competency Standards(NCS). T-test, Borich's need assessment model, and the Locus for Focus Model were conducted for determining training priorities. As a result, top and post training priorities were drawn from the redundancy check and some related implications were suggested.
