Export control was first triggered by international export control system at US led COCOM in 1949. Numerous international efforts such as NPT in 1969, ZC in 1970, NSG in 1978, AG in 1985, MTCR in 1987, Wassenaar Arrangement(WA) establishment in 1995 with 1990's the fall of the Berlin Wall, have been made since. The concept of export control has been changed from weaponry and parts export control to preventing or blocking weaponry, respective goods and relevant technology from the hand of troubled regions and non-state actors as terrorist groups; and the new concept is described as Nonproliferation Control. Extent of control items is not only limited to conventional weaponry, but also includes weapons of mass destruction(WMD) and even dual use items which can be used for production, development, usage or storage. Control items include all items defined by NSG, MTCR, AG, WA, and CMC-Opec. The 9.11 terror had a strong influence on international society. Effort to prevent WMD proliferation has now become the most important issue for international security. This study aims to suggest improvement points for nonproliferation law and its effective implementation, based on problem and limitation identification along with analysis of nonproliferation law and implementation examples by type. Furthermore for the purpose of national and global security, export control system on strategic items which are considered to be a key issue in South and North Korea relationship needs to be effectively managed. Recently, North Korea's missile and nuclear tests have been criticized globally; and the global society including respective countries as China and South Korea is striving to urge export control in line with the UN resolution.

Science and technology(S&T) are not only advancing, but also the number of stakeholders in those fields are increasing, and so the demands of S&T strategy for a particular field are increasing. In Korea, especially, this tendency is remarkable, and is evidenced by the fact that more than one hundred of S&T strategies have been established and implemented. However, academic attempts to clarify scientific methodologies for establishing S&T strategy have so far been rare. In this paper, a methodology to establish S&T strategies in a particular field is proposed and examined through a case study to determine its usefulness. First, through an analysis of the literature, previous studies on the establishment of a national S&T strategy and its related concepts are reviewed. Also, a representative framework plans, in accordance with relevant legislation and regulations, are reviewed. Meanwhile, the methodology, PEST-SWOT-AHP, is proposed and the features and applications are identified. For the case study, the strategy establishment of a fusion research and development program is performed. In order to apply the PEST-SWOT-AHP tool, an environmental analysis based on the fusion R&D roadmap is conducted. To examine the usefulness of the proposed framework, a national fusion R&D strategy applying PEST-SWOT-AHP is derived. As a result of the case study, four strategies were derived. Those are be the first mover, promotion of basic research and cultivation of manpower, boost commercialization and public acceptance and reinforcing international cooperation.

Korean construction engineering firms want to pave the way for expansion of overseas markets through the World Bank's Official Development Assistance (ODA) projects as a way to improve their overseas project performance. However, since the World Bank project competes with global companies for limited projects, building partnerships with suitable business partners is essential to gain an upper hand in bidding competition and meet the institutional conditions of the recipient country. In this regard, many network studies have been conducted in the past through Social Network Analysis (SNA), but few have been analyzed based on the process of changes in the network. So, This study collected winning data from the three Southeast Asian countries that ended after the World Bank's ODA project performed smoothly, and established a learning-based link prediction model that reflected the dynamic nature of the network. As a result, the 11 main variables acting on building a cooperative relationship between winning companies were derived and the effect of each variables on the probability value of cooperation between individual links was identified.

Many consumption goods, most notably in network markets including the telecommunications industry, exhibit network externalities. For that reason, standardization is the tore Issue in network markets with powerful positive feedback. firms in the telecommunications industry compete intensively against one another to build on early lead due to w inertia and network externalities. Therefore, a firm's strategies err very important in standards competition. In this paper, we'll examine the patterns of standards competition and cooperation, anti a variety of firms' strategies in the telecommunications industry. And then, we'll examine the trend of the change from standard competition to standard cooperation. After that, we'll suggest the national policies for the preemption.

Medvedev administration has adopted new foreign policy line because of Obama administration's 'Reset' policy and Global economic crisis. The objectives of Medvedev's new foreign policy are the creation of a favorable external environment and the efficient use of external resources for Russia's economic modernization. To achieve these goals, Medvedev's government fleshed out such specific action plans as the avoidance of conflicts with other powers, the prevention of conflicts around Russia's borders, the activation of capital investment, and the introduction of advanced technology from the outside. This foreign policy line takes shape in the building of a foundation for strategic cooperation with the United States, the preparation for 'Modernization Alliance' with Europe, the management of cooperation and conflict with China and Japan, and the introduction of a dual strategy of strategic stability and economic integration in relations with post-soviet states. In Russia's new foreign policy line the strengthening of relations with the United States and Europe acquires highest priority. However, this does not mean a return to a 'pro-Western liberal line' in the early 1990s. The ultimate goal of Russia's 'modernization' program still lies in the rebuilding of a powerful Russia in accordance with the multipolar world order that was Putin administration's foreign policy line. In this context, foreign policy change under Medvedev administration could be defined as a 'program change at international level' that signifies a change in the means to achieve goals without changing them.
Space exploration is an area where international cooperation takes place more actively than any other space activities such as Earth observation, communication and navigation. This is because a country cannot afford a huge budget to have full infrastructure for deep space exploration, such as a heavy launch vehicle, communication and energy infrastructure, and human habitats, and has learned that it is not sustainable. Korea expressed its willingness to join humanity's epic exploration journey by signing the Artemis Accords in 2021 and launching Danuri lunar orbiter in 2022. The beginning of space exploration means that Korea's space activities have expanded beyond the stage of focusing only on technology development to set norms necessary to accompany other countries and cooperate diplomatically to solve exposed problems. This paper analyzed European space policy and space exploration, which are most actively participating in the Artemis Program and exerting diplomatic power in the space field, from the perspective of science and technology diplomacy. The suggestions for Korea's space exploration strategy from the perspective of science and technology diplomacy were drawn by examining the international cooperation strategies in Europe's space activities ranging from space policy, space strategy, and space exploration program to project units.
