A Study on the Mission Engineering Applications for Improving the Defense Planning Management System -Focusing on the Requirement Planning and Acquisition - (국방기획관리체계 개선을 위한 임무공학 적용방안에 관한연구-소요기획과 획득체계를 중심으로-)

  • This study explores the application of Mission Engineering, a concept and methodology adopted by the U.S. Department of Defense, to the Republic of Korea's defense planning and management system in response to the rapidly changing security environment. Through literature review, analysis of prior research and case studies, and focus group interviews (FGI), key elements of Mission Engineering were derived. Based on these findings, improvements for the ROK military's requirements planning and rapid acquisition system were proposed. As a result, three critical elements for applying Mission Engineering were identified: operational concepts, required capabilities, and acquisition. Suggestions for improvement include transitioning to a mission-oriented requirements planning system, applying Mission Engineering methodology when formulating operational concepts, supporting decision-making to shorten acquisition timelines, allocating budgets for rapid acquisition, and strengthening the capabilities of requirement-setting units. This study confirms the necessity and applicability of Mission Engineering and is expected to serve as a foundation for the future development of the defense planning and management system.

  • 미래 전장에서 다수의 지상로봇들이 획득한 표적정보는 원격에 위치한 통제장치로 실시간 전송된다. 통제장치는 정찰영상과 디지털 지도위에 지상로봇들의 현재 동작 상태를 표시한다. 본 논문은 다수의 지상로봇들로부터 동일 표적에 대한 위치 정보가 수신될 경우 이에 대한 융합처리 방안을 제안한다. 이러한 융합처리를 통해 표적위치 정확도를 개선할 수 있으며, 이동 경로 추정을 통해 표적의 초기 탐지시간을 단축할 수 있다.

  • 우리의 경우 무기체계 관련 핵심기술의 확보는 국제적인 수준과 비교시 미흡한 실정이므로 대등한 연구개발비 투자라는 조건하에 첨단 무기체계에 대한 국제공동연구개발의 추진은 어렵다고 판단된다. 그러므로 미래전에 대비한 첨단핵심기술 소요를 선별하여 단계적으로 선진국 수준으로 도약시키는 정책을 지속적으로 추진하는 것이 필요하다. 국방과학기술 특히, 핵심기술은 단기적으로 획득될 수 있는 것이 아니므로 필요한 핵심기술을 확보하여 한국형 첨단무기 연구개발 능력을 확보하기 위한 미래지향적인 정책을 지속적으로 추진하는 것이 필요하다.

  • The current technological advances are changing the way people live. In the history of war in the past, nations or people with an edge in military science and technology have always been the victor. The emergence of new technologies not only alters war patterns drastically but also affects military operational concepts and organizational systems. As the paradigm of the security environment changes, developed countries are investing heavily in defense R & D for their security. Therefore, the importance of professionalism of the defense acquisition personnel who perform their tasks from the exploration and development of weapon systems to mass production, deployment, and logistics support cannot be overemphasized. In the United States, an advanced country in this field, to improve the work efficiency of acquisition personnel in the defense field, the Directive of Ministry of Defense issued a law on education and training career development for personnel in 1990. The present study refers to related materials, such as the Desk Guide for the main education requirements for the US acquisition personnel in the military field, which contributes to the improvement of the workforce of the acquired manpower after the systematic education system.

Research of Schedule Managing and Forecasting for Project Progress Method in Defense Research & Development using Earned Schedule Concept (Earned Schedule 개념을 활용한 국방 연구개발 사업진도 기법의 일정 관리 및 예측 기능 연구)

  • Traditional project progress method(PPM) has been used for Korean defense research and development project management for the last 20 years. However, it is difficult to intuitively understand the performance in terms of the project schedule, because the PPM does not provide the function of managing and forecasting project schedule. Therefore, this paper proposes new schedule managing and forecasting function for the PPM using earned schedule management concept. We verify the effectiveness of the proposed functions through several defense projects and prove that it is possible to reinforce the schedule management function of the PPM.

Improvement on performance management through quantitative evaluation method for technologies acquired from defense offset program (절충교역 획득기술 활용성과 정량화를 통한 성과관리 제고 방안)

  • This paper presents the quantitative evaluation method for technologies acquired from the defense offset program. We firstly deduced the consideration in development by gathering the opinions of 128 experts by conducting a survey. Next, we made up an additional 49 experts for developing a performance management system of the offset program. The management system covered 4 technology fields which are defense R&D, depot maintenance, performance improvement, and manufacturing. The development procedure was composed of 4 parts: setting-up of work process, defining performance indicators, calculating weighted values of each indicator, and devising quantitative method. The results of this research could be used for enhancing the effectiveness of the offset program in 3 ways: establishing a systematic work process after acquisition of technology in offset program, establishing the positive feedback architecture by providing incentives to superior institute or company which is appointed through quantitative performance evaluating, and publicizing and promoting quantified outstanding performances for contributing to advance the offset program.

Estimating Characteristic Data of Target Acquisition Systems for Simulation Analysis (모의 분석을 위한 표적 획득 체계의 특성 데이터 산출)

  • Under combat simulation environment when inputting the detection performance data of the real system into the simulated object the given data affects the simulation analysis result. ACQUIRE-Target Task Performance Metric (TTPM)-Target Angular Size (TAS) model is used as a target acquisition model to simulate the detection ability of entities in the main combat simulation tool. This model estimates the decomposition curve of the object sensor and output the detection distance according to the target type. However, it is not easy to apply the performance of the new detection object that the user wants to input to the target acquisition model. Users want to input the detection distance into the target acquisition model, but the target acquisition model requires sensor decomposition curve data according to encounter conditions. In this paper, we propose a method of inversely deriving the sensor decomposition curve data of the target acquisition model by taking the detection distance to the target as an input. Here, the sensor decomposition curve data simultaneously satisfies each detection distance for three types of targets: personnel, ground vehicles, and aircraft. Finally, the detection distance of various reconnaissance equipment is applied to the detection object, and the detection effect according to the reconnaissance equipment is analyzed.

Acquiring Precise Coordinates of Ground Targets through GCP Geometric Correction of Captured Images in UAS (무인 항공 시스템에서 촬영 영상의 GCP 기하보정을 통한 정밀한 지상 표적 좌표 획득 방법)

  • Acquiring precise coordinates of ground targets can be regarded as the key mission of the tactical-level military UAS(Unmanned Aerial System) operations. The coordinates deviations for the ground targets estimated from UAV (Unmanned Aerial Vehicle) images may depend on the sensor specifications and slant ranges between UAV and ground targets. It has an order of several tens to hundreds of meters for typical tactical UAV mission scenarios. In this paper, we propose a scheme that precisely acquires target coordinates from UAS by mapping image pixels to geographical coordinates based on GCP(Ground Control Points). This scheme was implemented and tested from ground control station for UAS. We took images of targets of which exact location is known and acquired the target coordinates using our proposed scheme. The experimental results showed that errors of the acquired coordinates remained within an order of several meters and the coordinates accuracy was significantly improved.

A Study on Analysis Model for Weapon Acquisition Alternatives (국방 무기체계 획득방안 연구 방법론 제안)

  • Recently, it is expected for requirement for more scientific research of weapon systems acquisition alternatives with reliability and objectivity. For these needs, study on methodology of weapon systems acquisition alternatives is but on-going, but it is still in its early stages and is unprofessional. We compared general decision making methods, government development program decision making methods, methodologies of weapon systems acquisition alternatives research such as AHP, ANP, KAAM and proposed AHP as weapon acquisition analysis. This study guarantees objectivity and derives scientific research results reliability by analyzing and comparing comprehensive elements such as cost, effectiveness, deployment schedule, program management risk. Further study on AHP weight and other decision making methods is needed considering category of weapon systems and program characteristics.
