This article estimates the scale of impact of expanding governmental fiscal expenditure for R&D investment on the private business enterprise's investment for R&D, and the relationship between business enterprise and university for expanding investment of R&D. According to my results, first, an expanding fiscal expenditure from government for R&D investment leads to increase R&D investment from business enterprise. However, an expanding expenditure from university rather leads to decrease R&D investment from business enterprise. Secondly, the crowding-out effect of expanding R&D investment from University on business enterprise's is very strong, and it is affected by structural changes such as the country's economic power, fiscal stance and cyclical volatility. Third, the more governmental expenditure on university expansive is, the stronger asymmetric relationship between business enterprise and university is, and investment sources of university from business enterprise is the main factor of this relationship. Finally, it is not easy to solve out this asymmetric relationship even through the governmental subsidy.

Under the knowledge-based economy, the function of university as an institution to create and diffuse new knowledge and technology is emphasized than ever before. Today, universities around the world find themselves going beyond the traditional roles of research and teaching to drive the development of local economies through collaborations with industry. This study aims to examine the university-industry collaboration and identify the aspects of knowledge transfer and exchange between university and external agencies and intends to explain in particular how the knowledge transfer of the university affects the innovation and competitive advantage of regional businesses. The analysis on the case study of Chonnam National University focusing on the knowledge transfer, in particular examined through the contracted or commissioned researches suggests that only a small portion of the knowledge generated by the university is transferred to Gwangju and Jeonnam region, thus it can be seen that knowledge transfer of Chonnam National University partially affects the development of the regional economy. However, it is analyzed that this knowledge transfer differs somewhat depending on the client's sectors and the contents of research contracts.

The purpose of this study is to present the factors needed to introduce knowledge management systems to university libraries in Korea, to suggest various methods needed to offer much more improved services of a library than now by investigating the current situations about introducing such factors in national and pubic university libraries in Korea. Almost all of the 33 university libraries selected the subject of investigation have offered the on-line reference service, e-mail pushing service, and full text constructions out of the 11 knowledge management system elements presented in this study, but the other services else have been offered by less than half the number of the libraries. The findings suggest to greatly improve the current services of libraries such as information education and selective dissemination of information, and immediately to introduce new systems including e-book and wireless service systems in order to the university competitiveness. The study implies that each library has already introduced the knowledge management systems, in proportion to a budget of the library, ifs librarian number, and a degree restructuring organization, and that an introduction of knowledge management systems such as policy and culture of organization, its librarian number, and its related security of budget takes the most important role in improving services of a library.

우리가 어떠한 상황에서 불안해진다는 것은 다가올 미래에 대해 확실하게 준비할 수 없다는 사실에 근거합니다. 수많은 선각자와 학자들은 모두들 이러한 불확실성으로 인한 위험 요소들을 확실하게 밝히고자하며 이로 인해 우리로 하여금 더욱 과학적으로 상황을 대처하고 극복하게 하려 합니다. 아시아 지역의 호텔관광시장에 대해 이곳에서 논의되는 것은 과거와 현재 그리고 미래를 넘나들며 현재 이 시장에서 벌어지는 새로운 경향을 파악하고 파악된 자료를 통해 도전과 위험요소를 인지케하는 내용들입니다. 과거는 현재의 원인이 될 수 있고 과거의 흔적은 내일의 같은 형태의 현상이 될 수 있다고 보기에 우리는 미래의 시장을 예측하려 할 때 과거를 검증하고 현재를 숙독해야 하는 것입니다. 과거 속에서 우리는 한때 우리 시장의 고객들이 사회적 성공의 표시로 여행을 즐겼으며, 그것이 전쟁 등과 같은 힘든 시절을 보내면서 휴식과 교육을 목표로 여행을 즐기던 시절이 있었고, 이것이 다시 최근에 들어 고객들의 자기충족과 자아실현의 방법으로 여행을 즐기고 있음을 감지할 수 있습니다. 이러한 경향들의 연장선상에서 우리의 호텔시장은 호텔이 고도로 품격화된 개인적인 서비스를 제공하게 될 것이고, 발달된 정보기술력으로 인해 편리하게 자산관리를 할 수 있고, 쉽게 접근이 가능한 투자자본으로 인해 소유주의 형태가 다국적으로 다각화되는 결과를 낳게 될 것이고, 수많은 패턴들이 존재하지만 기술력의 혁신으로 인해 이를 통한 새로운 상품과 서비스의 개발이 가장 두드러지는 시장이 될 것이 분명합니다. 관광시장에서는 크게 두 영역으로 분리해서 본다면, 하나는 새로운 형태의 고객이고 또 하나는 관광이란 것이 거리를 요하는 것이기에 이를 극복하고자 하는 기술력을 동원한 새로운 형태의 관광체험이라 할 수 있습니다. 새로운 형태의 고객은 보다 자유롭고 의사표현이 열려있는 고객이며 이들은 각자의 자아실현과 충족을 위해 끊임없이 새로운 여행 목적지를 찾는 고객이며, 복잡하지 않고 단순한 형태의 상품과 서비스를 요하며 그들은 또한 시작에서 마무리까지 완성된 서비스를 추구하는 고객이 될 것입니다. 거리를 초월하는 기술력의 발달로 고객은 원거리에서 자기자신의 여행 진행 전부를 쉽게 컨트롤 할 수 있게 되고 특히 가상 현실실현에 대한 기술력은 멀리서도 원거리의 여행 체험을 실제와 버금가게, 그리고 현실에서 겪어야 하는 일체의 장애 없이 체득할 수 있게되는 상황을 고객 앞에 내놓게 될 것입니다. 우리는 지금 새로이 중흥하려 노력하는 아시아의 주요 국가의 호텔관광산업을 의미 있게 짚어보고 내일을 함께 준비하고 있습니다. 여기에 논의되어진 이슈가 아니더라도 우리는 그것들을 새로운 시각에서 검증하고 분석하여 새로이 전개되는 미래의 아시아 호텔관광산업을 함께 준비해야 할 줄 믿습니다.

In addition, the company is to survive through the creation and unceasing. Performance of firms in contemporary globalization, which is still more sensitive. In this study, based on the fusion needs of the enterprise and explores how this convergence competencies affect to business performance. Results showed that the fusion capacity is affecting the financial performance and non-financial performance. That fusion technology education learning capability and convergence capabilities appeared to affect the financial performance and non-financial performance.

South Korea has experienced various social problems during rapid economic development, and now attempts to address them through social economy and advanced technologies. This approach, however, requires comprehensive research on not only phenomenal issues but also their fundamental causes and regional/cultural contexts as Design Thinking Process does. This study aims to draw implications for applying Design Thinking Process into the entire process of solving social problems, from field research, idea refinement, and solution design. Limitations of Design Thinking-based social problem solving are also drawn through comparative analysis on various cases. In conclusion, the process of refining ideas and developing product/service can be utilized by social enterprises, ventures, NGOs, etc. as a guideline in addressing social problems.

The whole world is making a variety of efforts to cope with the revolutionary changes in the economy and society that are emerging from intelligent information technology. Therefore, this study defined national public officials' intelligence information competency in the intelligent information society, and tried to derive competency clusters and sub-elements. To achieve this objective, this study explores literature research about bloom's digital taxonomy, information competency, and national ICT policies and national public officials' intelligence information competency was defined based on bloom's digital taxonomy perspective was modified and supplemented with this study and provisional constituent elements of competency were derived. In addition, 5 experts verified the content validity. As a result, 7 competency clusters and 22 sub-elements are finally derived. The findings of this study are expected to be useful as the basis for the national intelligence information human resource development.

Prior to the introduction of automated systems such as jewelry CAD and CAM, the jewelry manufacturing industry had many originals made by hand. However, after the introduction of the automated system, original craftsmen with high technology have disappeared, and computer designers and 3D printing print engineers are taking their place. The introduction of automated systems such as CAD and CAM in the existing hand-made production line has resulted in diversification of designs and cutting-edge and specialization of jewelry manufacturing. In the domestic jewelry industry, the dependence of automation systems such as CAD and CAM in the manufacturing process continues to increase, and the situation is taking up more and more parts in the jewelry design curriculum of universities. From these results, the CAD/CAM automation system field in the jewelry manufacturing industry becomes an essential and important field in the future.

This study aimed at learning the effect of farmers' individual competency on the performance of agricultural organization, and providing the preliminary data about strengthening the competitiveness of agriculture of the country by showing the effect of farmers' individual competency on the performance of agricultural organization. According to the results of our study, among 11 individual competencies, the ability to manage, customer satisfaction, marketing, and getting information have the positive relationship with the performance of agricultural organization, but strategic thinking has the negative relationship with the performance. The relationship between the performance and abstract competencies like teamwork, creativity, innovation, feasibility, and flexibility is not statistically significant. However, the abstract competencies are the core competencies within farmers, so farmers should be educated continuously in the long run in order to raise the performance.

The start-up program of service company is able to give the positive effect to the job creation and growth but actually the rate of success for start-up program in service industry low and thus the effective support program is required. Recently, it is required that entrepreneurial spirit for success of start-up program in service industry. We examined entrepreneurial spirit between participation motivation in service industry. The results are as follows. As a result of survey for education program participant, it was found that 4 causes of Entrepreneurial Spirit such as innovation thought, market-oriented thought and art-oriented thought, management thought are all significant and especially, the effect of management thought showed somewhat high level in entrepreneurial spirit. Hereafter, this study may help to guide the motivation of preliminary entrepreneurs as food & beverage, restaurant business, retailer, other service industry.
