The Study about the Policy of Teacher Recruitment and Quota in Finland (핀란드의 교원규모 결정 및 교원선발 정책 탐색)

  • This study aims to clarify background and peculiarity of teacher policy in Finland. Especially we focus on the historical changes of teacher policy, the way of decision for teacher quota and the recruitment of teacher. The following two points of the teacher policies were characterized. First, municipalities have the rights of teacher selection on their own. And the universities for teacher education have strict two phases to select the pre-teacher. The teacher quota was decided by managing the pre-teacher quota in advance. Second, universities and municipalities have a high degree of autonomy in designing their curricula and teacher policy. To date, Finnish teacher policy has not faced any problems in attracting applicants and managing quota. Some suggestions were obtained about the improvement of teacher policy in our country.

Evaluating Teacher Policy of Park Geun-hye Government (박근혜정부의 교원정책 평가)

  • This Study aims to evaluate teacher policy in the Park Administration and to suggest tasks based on the results. To attain the aim, it describes overall teacher policy process in Park Administration and evaluates teacher policy based on the criteria which was driven from the CIPP model. The conclusions are summarized as follows. First, the environmental suitability of the situation assessment was met in general. The reason for this was that the teacher policy of the Park Geun-hye government was introduced reflecting changes in the environment and demands of policy stakeholders. The validity and feasibility of the policy objective of the input evaluation were not satisfied. There were deficiencies in the objectives of the policy measures. The objectives of the measures were not linked to the policy objectives. The budget necessary for policy enforcement were not secured. In future policy design, efforts should be made to examine whether the policy goals are valid, to secure resources necessary for policy implementation and to increase the feasibility of policies. The procedural rationality of the process evaluation and the suitability of the means were not met. Discussion with the interest group was omitted, it was not clear whether the implementation of the policy was linked to the policy goal. In the future, it will be necessary to focus on procedures such as communication and collaboration with stakeholders, to make immediate revisions in case of problems. The effectiveness and satisfaction of the output evaluation were low. Because the validity of the policy objectives, the suitability of the means, and procedural rationality were not satisfied. In the future, it will be necessary to systematically design policies and communicate with stakeholders in the execution process to prevent policy failures and actively.

A Study of 'Policy Learning' as a Lesson of Education Policy Failure : Focusing on the case of Teacher Incentive Policy (교육정책 실패의 교훈으로서 '정책학습'에 관한 연구 : 교원성과급 정책사례를 중심으로)

  • This study analyzed the contents of changes in educational policy from the perspective of policy learning, based on the awareness of the lack of academic efforts to identify such phenomena despite repeated policy failures in educational policy. To this end, it has been more than 20 years since the policy was established, but it was analyzed using the policy analysis case of the teacher incentive policy, which still had severe conflicts between the government and teacher unions. As a result of the analysis, first, there were 11 changes in the policy content from the Kim Dae-jung administration to the Moon Jae-in administration. Whenever the government was newly launched, not only the contents of the policy for teacher incentives changed, but also the policy changes continued during the same government period. Second, when analyzing what kind of policy learning took place at the stage of change in each government's policy content, most of them were 'political policy learning' or 'instrumental policy learning'. Rather than a fundamental discussion about the goal of the policy, it has only repeated policy learning that adjusts only the ratio of differential payments to defend the teacher incentive policy. In order to recover from this current situation, this study suggests that it is necessary to present an alternative policy that can change the rigid society of teachers through 'social policy learning', which examines the basic values and strategies of teacher incentive policies.

Study on Reorganization of French Teacher Training System: Focusing on ESPE (프랑스 교원양성제도 개편에 관한 연구 : ESPE를 중심으로)

  • This study aims to draw implications by analyzing the direction of the reorganization of French teacher policy focusing on ESPE which was introduced in 2013 according to the flow of French education reform. When looking at the major changes in the French teacher training system, three revisions have been made over the last 25 years and starting from IUFM introduced in 1991 and through in 2009, ESPE, a new teacher training institute, has been introduced in 2013 and been running. ESPE is an independent professional teacher training institution for educating teachers (from kindergarten to university) as well as education specialists and the understanding of ESPE has a significance in that it can see the direction of reform of French teacher policy in the fact that all advantages of the former system is succeed at maximum and the disadvantages are complemented. When looking at the major reorganization direction of French teacher policy, first, it has strengthened its position as a research teacher by connecting teacher training with the master's degree program. Second, it pursued the balance between theoretical education and field training in teacher training. Third, eligibility criteria of teacher training become diversified and it's downgrading from master degree to bachelor degree. Fourth, teacher training, teacher recruitment exam, master degree in teaching and teacher certification are linked each other. Fifth, teacher training is made in two aspects, teachers as well as education specialists. In conclusion, French teacher policy has a great significance in terms of the fact that the will of reform improving the quality of education ultimately through establishing the status as research teacher and improving the quality of teachers can be seen.

The Characteristics and Implications of the Quality Management Policy through Teachers' Life in Japan (일본의 교원생애 질관리 정책의 특징과 시사)

  • The purpose of this study is to analyze the characteristics and implications of the quality management policy through teachers' entire life in Japan case study. This article composed of four chapters; Implication and problem situation, Backgrounds and streams of the japanese teacher reform policy, Characteristics of the main policies about managing the teacher's quality through their life, and Conclusion(Japanese characteristics and the suggestion for Korea). The main quality management policy means the various teacher recruitment and selection system, Merit system of personnel management, Effective management of a system for teachers performing unsatisfactorily, Professional development for teachers with new and 10 years' experience, and Teacher Certificate Renewal System every ten years. The method of study composed of the literature search and interview. The System Analysis[input-process-output-feedback] is used as a model of the analyze the policy process[backgrounds & T.O-quality management system-japanese teacher's reaction & implications to korea] The Central Council for Education(CCE;2012.8.28) has released "An Outline of Measures for Comprehensively Improving the Quality and Ability of Teachers throughout their career". This report can be regarded as a blueprint for the teacher reform policy in japan. As a conclusion, Ten lessons is proposed for the Korea policy improving the quality and ability of teachers(training, employment, and development).

The Case Analysis and It's Implications of Teacher Quality Management System in America (미국의 교원 질 관리체제에 관한 사례분석 및 시사점)

  • The purpose of the study was to analyze American teacher quality management system and provide it's implications. For this, the study analyzed the main traits of American teacher policy, Pennsylvania State University's teacher cultivation system, Pennsylvania State's teacher certification, selection, and recruit system, the master teacher system of New Jersey and New York State. The main results are as the followings. First, American teacher policy is variously operated by state government and school district based on variety and autonomy. Second, for teacher cultivation in American teacher policy, the evaluation on the teacher cultivation program of teacher cultivation institute(mainly university) is strictly administrated. Third, for teacher certification, various tests for gaining teacher certificate are administered and standardized tests are used for the tests. Fourth, for teacher selection and recruit, there is no special test for selection and teacher recruit is done by contract. Fifth, for quality management using excellent teacher, America is administering master teacher that is similar with master teacher system in Korea. Finally, the innovation of teacher cultivation institute by introducing Every Student Succeeds Act(ESSA) is anticipated. Based on these results, the implications for Korean teacher policy were provided.

Law Sociological Analysis on Decision Tendency of Appeals for Teachers (법사회학적 접근을 통한 교원소청심사 사건수 및 인용율 경향 분석)

  • This study seeks to use the law sociological system model, to define the internal and external environmental changes that influence decisions of teacher appeals, and to analyze time-series trends of teacher appeals. This study analyzed appeal cases for 21 years from 1991 to examine number of lawsuits and relief rates by year. As a result, overall, in the case of the 1990s, the relief rates changed irregularly. However, after 2000, overall relief rates declined. This result was discussed to come from the societal request for responsibility of teachers and schools. It was suggested that, to achieve the original objective of appeal system for teachers, there should be a change toward the legal stability.

The Restructuring of Elementary and Secondary Teacher Education System: An Analysis of Irish Case (아일랜드 교원양성체제 재구조화 사례 분석 및 시사점)

  • The reform of teacher policies to raise the quality of teachers has been one of the major priorities of countries around the world. Especially, the structure of elementary and secondary teacher education institutions has been the focus of international teacher policy reform agenda. Despite the problems faced by Korean teacher education system, the reform policy effort has not been actively pursued. Based on this problem recognition, this study seeks to analyze the case of Ireland to reveal the characteristics of teacher education system restructuring including background of restructuring, key strategies, and major contents. We found that the restructuring of Irish system was triggered by both domestic and international initiatives to tackle the problems of the system. The restructuring effort was led by the government and showed several distinctive features, such as reducing the number of institutions, combining elementary and secondary teacher education institutions, and strengthening research capacity of institutions. Base on the findings, a few policy recommendations were made to reignite the discussions on the reform of teacher education system in South Korea.

The effect of job stress on job exhaustion on Middle School teacher (중등교원의 직무스트레스가 직무소진에 미치는 영향)

  • Recently, honorary retirement is spreading like a fashion among teachers. This was due to rapid environmental changes and stress. Therefore, in this study, we examined the relationship between teachers' stress and job exhaustion. The study was conducted for middle school teachers in Changwon city. The results of this study were as follows: First, job stress of middle school teachers affected emotional exhaustion. Second, job stress of middle school teachers had an effect on impersonation. Finally, job stress of secondary teachers did not affect the reduced individual achievement. The results of this study suggest that job stress of middle school teachers is closely related to job exhaustion. Therefore, it is urgent to improve the administrative simplification based on the analysis of the teacher 's stress factors and the immersion into the class.

Human Resource Management Policy for University Faculty enhancing University-Industry Cooperation (산업현장친화형 대학교원 인사제도의 방향)

  • The practices and processes of HRM (Human Resource Management) for university faculty in Korea depend heavily on assessment of research and teaching rather than the UIC (University-Industry Cooperation) performance. In this regard, HRM of Korean universities is said to be far distant from UIC. Although policy initiatives by the Korean government, notably the MoE (Ministry of Education) have implemented in most universities, the desirable level of UIC could not be achieved yet. Moreover, the very notion of 'university' in Korea is much more to do with 'pure' education and research institution than with 'applied' and 'vocational' purpose. Considering upon HRM practices and organizational culture, for enhancing UIC in Korea, the government's policy should be linked to alter deep-rooted university culture. So the aims of the research are to describe the current state of HRM in Korean and foreign universities; to find out the critical factors of UIC in Korean universities; to analyze the gaps between university research and industrial commercialization based on a conceptual framework, the 'valley of the death'; and to recommend HRM policies fostering UIC for the MoE. For achieving these objectives, we deploy multiple methodologies, namely, in-depth interview, literature survey, and statistical data analysis with regard to UIC. Analyzing the data we have collected, the present research sheds light on all aspects of HRM processes and UICs. And the main policy implication is restricted to the Korean universities, even if we have collected and analyzed foreign universities, notably universities in the USA. The research findings are mainly two folds. Firstly, the HRM practices among Korean universities are very similar due to the legally institutionalized framework and the government's regulations. Secondly, the difficulties of UIC can be explained by notion of the 'valley of death' ways in which both parties of university and industry are looking for different purposes and directions. In order to overcome the gap in the valley of death, the HRM policy is better to be considered as leverage. Finally, the policy recommendations are as follows. Firstly, various kinds of UIC programs are able to enhance the performances of not only UIC, but also education and research outcome. Secondly, fostering organizational climate and culture for UIC, employing various UIC programs, and hiring industry-experienced faculty are all very important for enhancing the high performance of university. We recommend the HRM policies fostering UIC by means of indirect way rather than funding directly for university. The HRM policy of indirect support is more likely to have long-term effectiveness while the government's direct intervention to UIC will have likely short-term effectiveness as the previous policy initiatives have shown. The MEST's policy means of indirect support might vary from financial incentives to the universities practicing HRM for UIC voluntarily, to information disclosure for UIC. The benefits of the present research can be found in suggesting HRM policy for UIC, highlighting the significance of industry-experienced faculty for UIC, and providing statistical analysis and evidences of UIC in Korean universities.
