이슈 & 이슈 - 조달청, 국가기관 최초로 주계약자 공동도급 발주

  • 조달청이 지난해 12월 27일 국민건강보험공단본부 신사옥 건축공사(설계금액 1,496억원)와 진접-내촌 도로건설공사(설계금액 1,396억원)를 주계약자 공동도급으로 발주한다고 밝혔다. 국민건강보험공단 본부 신사옥 건립공사는 조달청이 맞춤형 서비스로 집행하는 사업으로 부계약자인 전문건설업체는 기계설비공사업체(덕트설비공사 약 57억원)를 적용하기로 했다. 이는 정부 발주공사에서 주계약자 공동도급에 의해 처음 발주된 것으로 앞으로 모든 공공공사에 주계약자 공동도급이 확대될 전망이다. 조달청의 이번 주계약자 공동도급 발주는 대한설비건설협회가 그동안 국민건강보험공단과 조달청에 기계설비공사를 주계약자 공동도급으로 발주해 줄 것을 건의한 결과이다.

  • The purposes of study is to propose a new method contract price adjustment in construction projects. The research method of this study includes a case analysis and questionnaire survey. The results of this study are as follows: 1) For improvement method of contract amount adjustment, enactment for legislation pertaining to computation methods such as military's organization through total unit cost, and price flexibility computation at the point of design modification were presented. 2) Arithmetic formulas for cases in which volume is deleted or modified below the price flexibility exemption amount or in which there is no change to quantity, at the occurrence of design modification resulting from price flexibility, were proposed.

  • The domestic construction market started to expand steadily since 1970s. The building market which utilizes a sandwich panel with advantages of economical construction expenses and convenient construction has grown rapidly in recent years. However, the companies which specialize in constructing sandwich panels are relatively small or medium size, compared with other construction companies. As a result, studies on the improvement of productivity have not been conducted sufficiently. In this study, the construction sites of sandwich panel are investigated, and the work processes by each team are analyzed. Additionally, the productivity and the construction cost of each construction team are analyzed by constructing a model using the Web-Cyclone. It is expected that the results of this study can be applied to estimate the productivity and the construction cost of a sandwich panel construction that is appropriate for the on-site characteristics of small and medium sized construction companies in Korea. Also, similar processes can be simulated based on the modeling constructed in this study.

해외건설공사 수행절차(9) - Converted Lump Sum Turnkey 계약방식

  • 전통적으로 주요 EPC(설계, 구매, 시공) 공사는 최초의 엔지니어링 작업(FEED : Front End Engineering Design)을 한 후, 경쟁입찰을 하여 총액계약(Lamp Sum)으로 공사를 수행했다. 최근에 EPC시공자의 위험부담을 줄이는 한편, 발주자는 경쟁적인 시공자를 확보할 수 있는 기회를 확대하면서 협상기간을 단축하교 조기착공을 위해, Lump Sum 가격을 늦게 결정하는 방법을 고려한다. CLST(Converted Lump Sum Turnkey)계약방식은 최초의 엔지니어링 작업을 한 후 경쟁입찰을 통해 1차 계약을 맺고(설계 및 특별 자재 공급에 대한) 공사를 수행하다 설계가 충분히 진행되고 핵심자재에 대한 견적이 입수되어 발주 가능한 시점 및 하도급사를 선정할 준비가 된 시점에서 1차 계약을 변경해 2차 계약을 맺는다. 2차 계약 시 1차 시 맺은 계약조건(직접공사비, 일반관리비 및 이윤, 최대한도 금액이 포함됨)을 기준으로 하되, 발주자가 Open Book 형식으로 공사비를 평가하고 재협상하여 Lump Sum 금액으로 전환해 합의한다. 이후 Lump Sum Tumkey 계약과 동일한 형식으로 공사를 수행한다.

Productivity and Economic Analysis of Sandwich Panel Construction Work by Shop Fabrication (공장가공에 따른 샌드위치 패널공사의 생산성 및 경제성 분석)

  • The domestic construction market started to expand steadily since 1970s. The building market which utilizes a sandwich panel with advantages of economical construction expenses and convenient construction has grown rapidly in recent years. However, the companies which specialize in constructing sandwich panels are relatively small or medium size, compared with other construction companies. As a result, studies on the improvement of productivity have not been conducted sufficiently. In this study, the construction sites of sandwich panel are investigated, and the work processes by each team are analyzed. Additionally, the productivity and the construction cost of each work group are analyzed by constructing a model using the Web-Cyclone. It analyzed sensitivities about change of productivity and work costs following in processing place of the panel which is one of the productivity effect factors, so it assayed the optimized productivity by each work group and work costs. Analysis showed that 30% of productivity has improved compared with the factory processing work group, and analysis of work costs showed that about 15% of work costs was increased. Also sensitivity analysis of opening ratio showed that the work costs optimization will be accomplished when about 20% of opening was processed from the factory.

  • 1996년도 건설공사 수주규모는 작년대비 $12.7{\%}$ 늘어난 67조 3,890억원으로 예측되었으나 증가세는 다소 둔화될 것으로 보이며 물가상승분을 제외한 실질성장률은 경제성장률보다 낮을것으로 추정된다. 건설공사 기성액은 작년보다 $19.6{\%}$ 늘어난 69조 8,100억원으로 추정되었으나 이월된 공사량의 변수가 매우 불안하여 동 금액보다 확대될 가능성이 크다 하겠다.

가스공사 발주계획 - 2012년 가스공사 발주계획

  • 한국가스공사(사장 주강수)는 본사 및 사업소의 올해 공사 및 용역, 구매 등 1조 1,771억원의 발주계획을 발표했다. 이는 지난해 계약실적 1조2,487억원 보다 5.7% 감소한 금액이다. 분기별로는 1분기에 약 4,083억원, 2분기에 약2,573억원, 3분기에 약 2,129억원, 4분기에 약 2,987억원 등 상반기에 56.5%를 집행할 계획이다.

Analysis of the Work Breakdown Structure and Cost-Rate for Small Interior Works in Apartment (아파트 소규모 인테리어공사의 공종별 분류와 보할의 분석)

  • The research, based on 200 cases of small interior works in6 different floor area types of apartment in Busan, intended to compare the architectural work with the breakdown structure and analyze the cost of general small-scale interior work, by work type. The outcome of the research is outlined as follows. (1) Given the cost of small interior works for apartmentsranges from 10 million to 15 million won, which correspond to apartments ranging in size from $79.2m^2$ (24PY) to $105.6m^2$, it is necessary to implement a cost analysis for material cost and labor cost for these two types. (2) Given that small interior work for apartments comprises mostly finishing work, unlike the categoriesof general architectural work, it is more reasonable to classify the works into 9 categories,which include embellishment, wood, tile, paint, metal, toilet, sink & furniture, electric & mechanical and other works, instead of the 22 divisions stipulated in the Korean Architectural Standard Specification. (3) After reviewing the average cost of small interior work and rate by floor area, it was found thatthe average cost of 24PY was 10.5 million won, of which metal work accounts for 12.8%, embellishment work 17.8%, and toilet 19.7%, while sink & furniture appeared to be the highest with 22.1%, while for 32PY, average cost was 12.5 million won,which comprises 7.4% wood work, sink & furniture 20.2%, toilet 23.4% and embellishment work the highest at 28.6%, indicating that embellishment work accounts for the greater portion.

Study on introduction of 'Pre-Agreement system for Additional Incidental Cost' related to construction time extension (공사기간 연장에 따른 추가간접비 사전합의 제도 도입 방안 연구)

  • This study is as to payment improvement method of additional incidental cost to be occurred upon extension of public construction time. According to the result of analysis about the cause of non-payment of additional incidental cost of construction time extension through site examples, it was found that difficulties exist in disputes & proofing over the scope of actual cost recognition, and in this regard the result of experts opinion indicated that a construction extension pre-agreement system can be executed which agrees the scope of recognition of additional incidental cost of construction time extension once the statistical standard is clear and accurate. Accordingly, in this study, by totalling multiple sites data, calculations were implemented in terms of type of construction projects, amount of constructions, period of constructions. According to the result of calculation, the element of type of construction project and construction period appears to have none direct effect to the occurrence of additional cost of construction time extension, but direct relationship was indicated related to the contract amount element. In view of above, in this study a standard additional incidental cost of construction time extension was proposed, and presented a system improvement plan to implement the construction extension pre-agreement system.
