Cost Estimating for Public Facilities at Early Stage Using Functional Area Cost - Focusing on Army Barracks - (공공건축물 계획단계에서의 용도별 공사비 예측에 관한 연구 - 육군 병영생활관을 대상으로 -)

  • The purpose of this research is to develop a conceptual model that establishes a new approach for functional area cost estimating in the schematic design phase. A cost estimating model should consider not only the estimate accuracy, but also the flexibility to the design alternatives and user-oriented serviceability. Therefore, this research uses the method that classifies various facilities of a building according to its functions by analyzing historical data. After setting the functional area as cost parameter, a formula which can estimate functional area cost is derived from statistical analysis. Finally, to validate the proposed conceptual model, it is applied to historical data of a military barrack project. It enables customized space planning reflecting client's needs and compares the cost of various design alternatives as well as improves estimate accuracy.

  • Predicting accurately the construction cost budget in the early stages of construction projects is crucial to support the client's decision-making and achieve the objectives of the construction project. This holds true for public construction projects as well. However, the current methods for predicting construction cost budgets in the early stages of public construction projects are not sophisticated enough in terms of accuracy and reliability, indicating a need for improvement. The objective of this study is to develop a construction cost budget prediction model that can be utilized in the early stages of public building projects using an artificial neural network (ANN). In this study, an artificial neural network model was developed using the SPSS Statistics program and the data provided by the Public Procurement Service. The level of construction cost budget prediction was analyzed, and the accuracy of the model was validated through additional testing. The validation results demonstrated that the developed artificial neural network model exhibited an error range for estimates that can be utilized in the early stages of projects, indicating the potential to predict construction cost budgets more accurately by incorporating various project conditions.

  • A construction process involves many designers, engineers, contractors, consulting engineers and government officials. Thus, it is essential to promote collaboration among such participants through of effective document exchange. There have been efforts to Improve efficiency of document exchange through Web. Also XML/EDI is recommended by its method. So the purpose of the research was to establish the data model for document information management in document exchange for construction participants using web-based XML/EDI. This research proposed a method of modeling document information for systemic management of document information that exchanged by XML/EDI in central and explained concept of application document information that stored in database. This research classified construction document according to its information relation.

  • As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

  • Since the cases of time extension have continuously transpired in the public construction project, the potential of economical loss and claims is increasing because the concerned parties such as an owner or a contractor have not properly performed their own responsibility for time extension. One of the main reasons is that the present planning and scheduling do not support the method to apportion the proper responsibility to the right party. This problem has repeatedly led to time extension and made it difficult for the concerned parties to perform the responsibility for time extension. In order to overcome this problem, a framework of delay administration is required as the method to apportion the proper responsibility to the right party. To solve this problem, this paper aimed to develop the conceptual model and prototype system as the practical method to administrate delay causation. Furthermore, the verification result for the reliability and applicability throughout the case studies on real construction projects shows that the conceptual model and prototype system developed would help efficiently to administrate the delay causation.

  • The purpose of this study is to derive basic data of the Guaranteed Maximum Price(GMP) process and to present specimens that can be used at the time of execution of CM at Risk project in South Korea. CM at Risk project is issued in South Korea, but the actual data is lack. On the other hand, CM at Risk project is universalized and the market of the CM at Risk is steadily growing. Because of that, in this study, The United States cases was selected as a sample. GMP consists of CM's fee, CM contingency, project direct cost, project indirect cost, allowance. GMP negotiations are performed before the end of design completion, and after 3 rounds of estimation comparison, preliminary GMP is confirmed. GMP can be multiple contract and it is useful for Procurement of long lead materials and early construction. If the actual cost is lower than expected GMP, sharing of the saving is an option since the conflict of interests between the client and the contractor can occur.

  • For construction projects, it is required to estimate the Environmental Management Cost(EMC) for pollution prevention, using the calculation standards prescribed in the Construction Technology Management Law(CTML). However, the EMC standards are difficult to utilize without definite site information. Therefore, it is needed a new calculation method reflecting project site information. According to the definition of EMC in the CTML, this study identifies the EMC items and classifies them into the pollution types such as air, water, noise, waste and others. With this EMC classification, the stud:』 analyzes using the SPSS the EMC for the 78 new multi-housing projects, which were executed during the past three years, 2000-2002. And then an EMC estimating matrix is developed with simple information such as site location and size of area from historical data. The proposed matrix can be effectively used to check and control budgeting and estimating the EMC of the multi-housing projects. In addition, the proposed EMC matrix are validated through a case study.

  • 물산업 통계(2020)에 따르면 우리나라 물기업은 총 15,473개이며 매출규모는 43조원 수준으로 조사되었다. 그러나 국내 물기업은 소규모 영세기업 중심으로 구성되어 있어 시장경쟁력이 취약한 상황이다. 이러한 물산업의 구조를 개선하고 물산업을 육성하기 위해서는 국내 물기업들의 경쟁력 장애요인 및 시장상황에 대해 분석할 필요가 있다. 본 연구는 국내 물기업 1,023개를 대상으로 물산업 심층설문조사를 수행하였고 이를 분석하여 우리나라 물기업들의 육성방안을 모색하였다. 조사 결과 우리나라 물기업들은 정부, 지자체, 공공기관의 발주에 대한 의존도가 약 70%로 높은 시장구조를 형성하고 있었으며 공공부문이 수요처, 민간 물기업은 공급자로 시장관계가 형성되고 있었다. 또한 물기업들은 해외시장에 대한 진출에 대한 의향이 매우 낮게 평가되었으며 기술개발 동기로는 내수시장 점유율 확대유지가 48%로 나타났으며, 경쟁상대로는 국내중소기업이라고 대답한 비율이 88%로 나타나 국내 물시장의 과대경쟁이 심한 상황으로 조사되었다. 본 연구는 이러한 물시장의 현재 상황을 개선하기 위한 우리나라 물기업들의 해외진출의 애로사항 및 경쟁력 향상을 위한 성공요인들을 조사하여 향후 우리나라 물시장 성장을 위한 정책방향을 제시하고자 하였다.

  • This research has been Initiated to provide an effective management tool for budget control of the public projects using EVMS. Barriers to implementing the tool for the domestic public projects are identified : no PMB (Performance Measurement Baseline) for budget control, management by BOQ(bill of quantity), no systematic planning and control. To eliminate these barriers, an integrated cost and schedule management process model using EVMS is proposed. This model is composed of six sub processes : organizing, scheduling, budget allocating, establishing PMB, managerial analysis, change incorporation.

  • Construction work has character which claim or dispute is frequently raised. This means that each construction project has it's own contract documents due to the difference of environment and time. Therefore to overcome the associated risks, domestic contract rules and acts should be reformed. Several well-recognized contract documents developed by FIDIC, AlA, CMAA and general conditions of the contract is investigated and analyzed. Based on the research outcomes the direction of reformation is suggested.
