공공공사 입낙찰제도의 현황과 효율적 운영 방안 -최저가낙찰제를 중심 으로-

  • 입낙찰제도의 효율적 운영은 건설산업의 발전과 산업구조 선진화를 위한 정부 정책의지 실현에 있어 핵심적인 요소가 된다. 본고에서는 현행 입낙찰제도 중 가장 큰 논란이 되고 있는 최저가낙찰제도를 대상으로 그 시행성과와 실태를 짚어보고, 그 개선방향과 효율적 운영방안을 제시하였다. 실태분석 결과, 현행 최저가낙찰제도의 핵심적인 문제는 지나친 저가낙찰로 인한 건설업체의 수익성 악화와 부실공사의 우려이며, 이는 건설업계의 차원을 넘어 국가와 공공의 이익에 있어서도 위험요소로 적용할 가능성이 크다. 그러나 건설산업의 선진화 관점에서 볼 때, 최저가낙찰제라는 제도 자체는 많은 긍정적인 가능성을 가지고 있는 제도이다. 따라서, 최저가낙찰제가 정착되기 위해서는 단기적으로는 실효성 있는 저가낙찰 방지대책의 조속한 수렵이 필요하며, 장기적으로는 최저가낙찰제가 제 기능을 발휘할 수 있도록 보증제도 개선, 발주자의 역량 강화 등 건설산업 전반에 걸친 제반 여건들을 정비해 나가야 할 것이다.

Suggestions on Efficient Cost Management for Public Construction Projects - Focused on Total Project Cost Management System- (공공건설사업 사업비 관리의 문제점 및 개선방안 - 총사업비관리제도를 중심으로-)

  • Total Project Cost Management System(TPCMS) was introduced with the purpose of increasing the efficiency of cost control for public construction project in 1994. In this paper, general perception of participants of the public construction project on the TPCMS was examined, and the problems in implementing the TPCMS was figured out through expert interviews and survey. Then better ways to implement the system were drawn based on the problems. To effectively manage the cost of public construction project, basically project cost should be estimated accurately in planning stage and managed based on it to have a project complete within the budget. In addition, the cost need to be managed in more systematic ways in terms of data collection and analysis, and the autonomy in managing the project cost given to the project owner needs to be expanded. Most of all, proper budget should be provided to prevent a project from delay through setting the priority of projects and proper budget allocation based on the priority.

  • Occasionally an owner of public construction work pays financial costs in addition to progress payments. However, the overall scale of financial costs are not known. This research examines, based on a case study, the financial cost incurred in public construction works and the following issues: the overall scale of financial costs, the impact on financial costs on the owner, and the impact of timing on the overall sum of the financial costs. Annually, more than 2.3 trillion KRW are paid as progress payments for public construction work; yet, there is no research data showing the scale of financial costs thus incurred. The purpose of this research is to illustrate the scale of financial costs incurred due to progress payments for public construction works, and to suggest alternatives that would improve relevant regulations.

  • 각 관공서나 공공기관에서 발생되는 각종 공사현황정보와 기술정보를 시설물 전체 수명주기동안 제대로 활용하기 위해서는 시설공사관리 업무를 전자처리체계로 전환하는 것이 시급하며, 사업계획에서 준공까지 일련의 과정에서 발생하는 문서들의 보관이 비체계적이므로 이를 잘 보관하고 재 사용하기 위한 관리체계가 필요하다. 따라서 본 연구는 공공건설분야를 담당하고 있는 지방국토관리청을 대상으로 사업단위별로 업무를 7가지로 세분화하고. 그 중에서도 핵심부분인 공공건설사업에 대한 체계적이고 효과적인 관리체계를 유지할 수 있는 웹 기반의 공사현황 정보시스템을 제안한다.

Improvement scheme of utilization of the results of the post-construction evaluation system (건설공사 사후평가 수행결과 활용도 개선 방안)

  • Post-evaluation system reflects the results of performing a public construction project in the future similar public construction projects to be utilized in the planning. However, the current system simply compares the expected values, such as demand, B/C ratio, cost of construction, construction period, with the actual values after the completion of construction. In addition, most public owner does not actively conduct the post-construction evaluation tasks, so that the evaluation results has not been returned to early stage of a construction project. In this study, status of the post-construction evaluation system is investigated by a survey of the public owner and the construction project evaluation system of the United States and Japan was analyzed. This paper presents the improvement scheme of utilization of the results of the post-construction evaluation system. Through improving the post-construction evaluation system, it is expected that public agencies would easily utilize the post-construction evaluation.

  • Domestic construction industry accounts about 15% of Gross Domestic Product(GDP) and Korean government spends approximately 50 trillion won per year for public infrastructure projects. Effective management of public construction projects would result in cost saving and enhance financial stability of the government. In doing so, the government promoted a new budgeting system, Continual Budget Method(CBM) as a part of public project performance enhancement program published in 1999. This research mainly attempted to investigate and analyze the impact of new budgeting in term of cost and schedule performance. Based on the analysis result of n2 projects. The new budgeting system could save project cost by 9.83y. Due to the saving of indirect costs from reduction. Although limited government budget cannot allow all the projects to be excuted with the new budgeting system, the new budgeting system should be more-widely utilized in the public sector because of its proven benefits from this research.

이슈 & 이슈 - 대규모 공공공사 분리발주 법제화 추진

  • 대통령직 인수위원회가 지난 2월 19일 중소기업중앙회 강당에서 열린 '중소기업 손톱 및 가시 힐링캠프'에서 대규모의 공공공사 분리발주 등 총 94건을 수용 개선키로 했다고 발표했다. 대통령직 인수위원회는 중소기업계가 꼽은 299건(공익과 상충하는 41건 제외)의 건의사항 가운데 총 94건을 수용 개선키로 한 것이다. 주요 개선과제는 ${\triangle}$정부조달 판로 확대 ${\triangle}$창업 기술규제 현실화 ${\triangle}$대 중소기업 상생 정착 등 총 7개 분야로, 이 가운데 조달부문에서는 전문건설사의 정부 공공공사 직접 참여 활성화를 고려해 대규모 공공공사 분리발주 원칙을 법제화 하는 한편 분할계약 금지 원칙이 담긴 국가계약법 시행령 제68조의 규정을 폐지키로 했다. 인수위의 이같은 결정은 지난 1월 24일 '중소기업 소상공인 현장의 목소리를 듣겠습니다' 간담회에서 대한설비건설협회가 건의한 분리발주 법제화 내용이 반영된 것이다.

A Study on the Selection Method of Construction Management based on Public Construction Projects (공공건설사업의 건설사업관리방식 선정 방법에 관한 연구)

  • Even though the construction management (CM) system was introduced for the purpose of increasing the efficiency of the domestic construction industry along with the establishment of construction industry fundamental laws in December of 1996, now it is very difficult that the public institutions can judge their application of construction management methods due to the lack of clear guidelines or directions to select construction management methods when the public institutions were executing public construction projects. Therefore, this study was executed to prepare for the selection criteria which could be referred in reviewing the application of construction management ordering methods according to public institution's competences and project characteristics. It is expected that future domestic demand of construction management will be gradually increasing both in public and private construction sectors. However under the current construction management systems, it is judged to be difficult that the construction projects that apply the construction management methods will be activated with full-scale. Therefore, it could be said that active efforts in domestic sectors are required in order that the construction management systems of developed countries levels could be activated. Additionally in order to vitalize the construction management systems, it is expected that public institutions could use this study results as the review data for feasibility of construction projects for the consignment of construction management in selecting the ordering methods.

  • In the construction project, construction supervisor influences greatly the construction managements such as process management, quality management, safety management, and cost management. Therefore, from the first stage of the project, the managing activities of the supervisor are consistently needed. But the assesment of supervisor's work and cost has not been made enough in the public construction project. And there have been doubts as to whether a supervisor can take a consistent managing activity from the early stage of the project. Accordingly, the works between Korean supervisor and foreign supervisor in their public corporations are analyzed and compared in this paper. And the evaluation is made each of the cost for supervisor and the cost for engineer as a substitute of supervisor in construction project. This study is believed to contribute to improving the supervisor's work and reducing the personnel expenses and construction indirect cost.

Development of the Space Cost Breakdown Structure(CBS) for Multi-Family Housing Projects (공공아파트 건설공사의 공간별 공사비분류체계 개발)

  • As the government has enforced recently the policies on the distribution of the housing, the construction cost of multi-family housing projects has increasingly become very sensitive and political issue. However, it is difficult to predict the construction cost in planning and design phase of the project because the Bill of Quantity of the multi-family housing projects was composed of breakdown structure based on each work package. To predict the construction cost in planning and design phase for multi-family housing projects in more effective and reasonable way, this study developed the cost breakdown structure based on spaces using Delphi method. The Cost Breakdown Structure (CBS) based on spaces for multi-family housing projects basically consists of three parts: (i) Building part; (ii) Non-building part; and (iii) Additional part. The characteristics of spaces in multi-family housing projects are fully taken into consideration. Then these three parts were subdivided into work packages in terms of work tasks. Additionally, the usefulness and effectiveness of Space CBS in this paper were validated by analyzing the BOQs of several collected sample projects and matching with Space CBS afterwards.
