인적자본(人的資本)과 제조업(製造業) 무역구조변화(貿易構造變化): 헥셔올린 구축가설(驅逐假說)을 중심으로

  • 본고에서는 한 국가가 요소부존도의 독특성을 상실함으로써 교역조건의 악화 및 후생손실을 겪을 수 있다는 '헥셔올린 구축가설'을 이론적 토대로 지난 20년간 우리나라 제조업의 구조변화를 분석함으로써 당면하고 있는 구조적인 문제점이 무엇인가를 살펴보려 하였다. 그 결과 그간 중고등교육 노동력의 급속한 양적 팽창에도 불구하고 이러한 요소를 집약적으로 사용하는 부문(전기 전자, 기계 등 일본가 같은 선진국과 경쟁관계에 있는 부문)의 비교우위 획득속도가 매우 더디었을 뿐 아니라, 이 부문의 상대가격이 중장기적으로 하락하여온 것으로 나타났다. 이러한 현상이 요소부존도의 독특성 상실에 기인하는 한 이는 헥셔올린 구축가설과 일맥상통한다고 볼 수 있다. 또한 비숙련산업(섬유 의류 등)은 중국 및 동남아의 등장 이후 비교우위를 급속히 상실하고 있는 것으로 나타났다. 하지만 이 부문에서 수입물가대비 수출물가가 오히려 지속적으로 상승한 것은 헥셔올린 구축가설이 의미하는 것과는 정반대의 현상이라고 할 수 있겠다. 종합적으로 반숙련 및 숙련(화학 등)산업에서의 상대가격 및 교역조건(수출물가/수입물가) 하락현상이 두드러져 제조업 전체로는 80년대 후반 이후 교역조건 악화현상이 일어났다고 판단된다. 교역조건의 악화현상은 우리가 만든 물건을 값싸게 수출하고 값비싼 물건을 수입하여야 한다는 점에서 후생의 손실을 의미한다. 동태적으로도 반숙련 및 숙련산업에서의 상대가격 및 교역조건 악화는 중등 및 고등교육인력의 상대임금을 하락시켜 인적자본의 축적을 저해하는 방향으로 작용할 것이다. 이러한 현상이 일어난 원인이 본고에서 주장한 바와 같이 요소부존도의 독특성 상실에 있다면 이에 대한 대책은 차별화 및 혁신능력을 보유한 양질의 인력양성과 같은 것이 될 것이다. 그러나 본고가 물적자본이나 기술과 같은 요소들을 고려하지 못한 한 구체적 정책적 함의의 도출에는 보다 신중을 기해야 할 것이다.

  • The purpose of this study is to present a stabilized supporting plan of the special high-school in Gwangju area. For this, It is to analysis the general present situation and explore the supporting plan in Gwangju area. Based on the findings, the study showed the future supporting plan and the current events of the special high-school in Gwangju area.

Teacher's Emotional Leadership Practices and Policy Implication (교사의 감성적 리더십의 실제와 정책적 시사점)

  • The purpose of this study was to examine teacher's emotional leadership practices and to suggest their educational policy implication. To do so, a survey was conducted on Chinese-Korean students in Yanbian area. Data samples were 605 students at three high schools. The major results are summarized as follows: First, the teacher's emotional leadership is an important variable to improve student's self-directed learning. Second, it is suggestive that the teacher should focus on developing students personal competences such as self awareness and self management rather than social competences. Lastly, the teacher should focus on and improve satisfaction of student's school life first, and try to increase student's self-directed learning. However, various variables that may influence teacher's emotional leadership should be included in the further study.

An Exploratory Study on differential item functioning of multicultural and North Korea migrant families students, through National Assessment Educational Achievement of mathematics (수학과 국가수준 학업성취도 평가 결과를 통한 다문화.탈북 가정 학생 차별기능문항 분석)

  • As part of the education in the pursuit of equity, in this study, we have analyzed the differential item functioning on mathematics assessment through the result of 2011 National Assessment Educational Achievement. For this we used SIBTEST method and M-H method to extract differential item functioning on multicultural and North Korea migrant families students. As a result, 10 items that has the differential functioning were extracted by both methods in three school levels from Elementary, Middle and High School. The result of a exploratory for potential causes of differential functioning on multicultural and North Korea migrant families students through a qualitative analysis of each items that has been extracted, language ability, the complexity of computation and problem-solving process, the curriculum, the problem situation have been discussed. These results will be able to contribute to establishing education policy and designing teaching and learning methods for the multicultural and North Korea migrant families students.

National Assessment of Educational Achievement in 2002 - The Result Analysis of Achievement Levels in Mathematics - (2002년 국가수준 학업성취도 평가 결과 분석(I) -수학과의 성취수준 비율을 중심으로-)

  • The aim of the National Assessment of Educational Achievement (NAEA) is to produce specific and reliable resources required for the diagnosis and quality control of teaching and learning by measuring the level of students achievement based on the national curriculum. In 2002, we introduced ‘modified Angoff Method’ to obtain more systematic and rational results about the achievement levels. The result indicated the differences of achievement level according to the differences of sexes. Female students achieved higher scores than male students in Grade 6. Male students achieved higher scores than female students in Grade 9 and 10. Furthermore it disclosed a problematic phenomenon that students in small towns and rural areas showed significantly lower scores in all six sub-areas of Mathematics compared with students in metropolitan and cities. The results from the NAEA listed above could be used as the authentic data for improving national curriculum and teaching and learning methods, the establishment of educational policies, and many other areas.

제주도(濟州道) 연근해어업(沿近海漁業)의 구조개선(構造改善)에 관한 연구(硏究)

  • 한국(韓國)의 연근해어업(沿近海漁業)은 국내외 여건의 변화로 경쟁력(競爭力)을 잃어가고 있다. 따라서 구조개선(構造改善)을 통한 활로개척의 필요성이 강하게 대두되고 있으나, 중앙정부(中央政府) 차원의 어업여건(漁業與件) 개선은 장기간이 소요될 것으로 예상된다. 따라서 지방화시대(地方化時代)를 맞이하여 수산정책(水産政策)도 지방정책(地方政策)에 의한 지역적 특성을 가진 정책으로 발전시켜나갈 필요가 있다. 여기에서는 그런 차원에서 본토(本土)와는 지리적(地理的), 사회적(社會的), 경제적(經濟的)으로 상당히 독립된 특성을 가지고 있는 제주도(濟州道)에 있어서의 연근해어업(沿近海漁業)에 관한 각종 자료를 이용하여 어업의 현황을 분석하고, 나아가 생산성(生産性)을 보다 향상시킬 수 있는 어업구조(漁業構造)의 개선방향(改善方向)에 관하여 연구하였다. 그 연구결과(硏究結果)는 다음과 같다. 1. 제주도(濟州道) 연근해어업(沿近海漁業)의 실태(實態) 1) 어업인구(漁業人口)는 계속 감소하고 있으며 부녀자(婦女子) 비율이 뚜렷하게 높다. 2) 어선세력(漁船勢力)은 10톤이하의 소형선(小型船)이 꾸준히 증가되고 있으며, 10~50톤급의 증가률(增加率)도 매우 높다. 3) 어항(漁港)은 107개가 있으나 그중 80%는 비법정(非法定)의 소규모(小規模) 어항(漁港)이었다. 4) 어선어업(漁船漁業)은 연승(延繩) 유자망(流刺網) 채낚기 분기초망어업(焚寄抄網漁業) 등을 중심으로 이루어지고 있다. 5) 생산물(生産物)의 종류는 어류(魚類)가 주축을 이루고 있고, 대부분 고급(高級) 어종(魚種)이며, 가격은 상당히 높다. 6) 어선어업(漁船漁業)의 한어기(閑漁期)에 관광산업(觀光産業)과 연계하여 운영하고 있는 유어어업(遊漁漁業)은 상당히 발전할 소지를 가지 고 있다. 2. 문제점(問題點) 1) 어업인구(漁業人口)는 감소하는 반면 부녀자(婦女子)의 참여율은 높아 어선어업(漁船漁業)에 종사할 인력의 수급이 어려우며, 이것이 조업규모(操業規模)를 지속적으로 확대하지 못하는 요인이 되고 있다. 2) 어항시설(漁港施設)이 미비하여 어선어업(漁船漁業)의 규모를 확대시키기가 곤란하다. 3) 연근해어업(沿近海漁業) 어획물(漁獲物)의 판매를 위한 제도 및 시설이 소비환경(消費環境) 및 기호변화(嗜好變化)에 적절히 대응하지 못하고 있다. 4) 유어어선(遊漁漁船)의 운영기반(運營基盤)이 취약하여 활성화되지 못하고 있다. 5) 어업의 경쟁력 확보를 위한 기술교육(技術敎育) 및 연구(硏究) 지도체제(指導體制)가 취약하다. 3. 구조개선(構造改善)의 방향(方向) 1) 어업인력(漁業人力)의 안정적인 수급(需給)을 위하여 어민(漁民)의 정주환경(定住環境)을 개선하고, 어민후계자(漁民後繼者) 육성사업(育成事業)의 자금지원 수준을 향상시켜야 하며, 수산고등학교(水産高等學校) 졸업자(卒業者)를 수산계대학(水産系大學)에 일정 비율 정원외(定員外) 특예입학(特例入學) 시킴으로써 기술(技術)의 고도화(高度化)와 어촌 정착 동기를 높여 주어야 한다. 2) 어업인력(漁業人力) 감소에 대비하여 어선의 장비를 현대화, 생력화(省力化)하여 적은 인력으로도 운영이 가능하도록 유도하여야 한다. 3) 어업의 경쟁력 확보를 위해 어항시설(漁港施設)을 확충하고, 소비자(消費者)의 기호변화(嗜好變化)에 대응하여 위탁판매(委託販賣) 장소를 중심으로 종합어시장(綜合魚市場)을 개설해야 하며, 이와는 별도로 활어위판장(活魚委販場)을 시설하여 어획물(漁獲物) 부가가치제고(附加價値提高) 및 유통개선(流通改善)을 이루어야 할 것이다. 4) 유어어선(遊漁漁船)의 운영도 편의시설(便宜施設)을 확충하고 인공어장(人工漁場)의 조성을 추진하여 안정적인 부업으로 정착될 수 있도록 하는 노력이 필요하다. 5) 연구(硏究) 지도(指導)의 강화를 위하여 제주도(濟州道)에 소재하고 있는 연구(硏究) 지도기관(指導機關)을 적극적으로 활용함은 물론, 필요하다면 기관을 개편 증설하고, 어업인력(漁業人力)의 질적 향상을 위한 어민교육원(漁民敎育院)의 설립도 검토해 볼 필요가 있다.

  • In this paper, we analyzed the factors influencing the size of Korea Polytechnic as a public vocational education and training institution through analysis of demand, region, industry, and demand with established existing campus and new campus in Korea Polytechnic. By analyzing data on admission, training, and employment for 3 years out of 37 campuses, we have sampled 5 campuses by type of Korea Polytechnic, fused with the results derived from the literature analysis and in-depth analysis results, so that the regional campus will play a leading role and the direction of development. The selection of five campuses by type is a precedent study to analyze 37 campuses in the future. As a result of the study, the demand analysis through objective indicators such as the number of high school graduates, the number of employed persons, the presence of nearby industrial complexes, and policy variables is very important and reflects the reality well. Therefore, it is necessary to analyze the demand through the objective indicators in decision making related to the new campus at the pre-analysis stage. In addition to the general data proposed in this paper, that is, common variables in all regions, it is important to consider the factors that can reflect local demand characteristics when considering specific locations.

An Efficiency Analysis of Science and Technology Budget in Provinces and Autonomous Regions in China (중국 성시 및 자치구 과학기술 예산활용 효율성 분석에 관한 연구)

  • The purpose of this study is to analyze the efficiency of budget utilization of science and technology by the Chinese autonomous province and to present the direction of improvement. Data were obtained from the 2013-2017 statistical yearbook of higher education published by the Ministry of Education of China, and efficiency was analyzed using the malmquist analysis method. The analysis found that the low technological progress caused changes in the productivity MPI index, and that cities affected by technological efficiency needed to improve internal factors such as internal coordination and restructuring of universities in the region to increase efficiency. And it was found that areas affected by technological change needed proper response to external factors such as government policy, economic environment, social environment or technological development. This study is meaningful in that it presented reference data in enhancing efficiency of budget utilization of science and technology by autonomy of China, and it is necessary to establish strategies and study essential factors to increase efficiency of inefficient areas in the future.

A Survey on Added Sugar Intakes from Snacks and Participation Behaviors of Special Event Days Sharing Sweet Foods among Adolescents in Korea (청소년의 간식을 통한 첨가당섭취량 및 고당류식품 관련 이벤트 데이 참여행동에 대한 조사)

  • This study was performed to investigate added sugar intakes from processed food-snacks and participation behaviors of special event days sharing sweet foods among adolescents in Korea. Questionnaire survey (n = 959), dietary survey (n = 71) by food record method for 3 days, and snack survey (n = 230) for 3 days were carried out, and subjects were overlapped among three surveys. As a result, middle school students (MS) preferred milks and fermented milks while high school students (HS) preferred breads and fast foods as a snack (p < 0.01). MS and HS took snacks three to six times a week, and HS took snacks more frequently than MS (p < 0.05). Most subjects participated in special event days sharing sweet foods such as friend's birthday (68.4%), Peppro's day (61.5%) and Valentine's day (42.6%). As for merits of these events, MS said ‘they could get along with their friends' and ‘relieve stress', while HS said ‘they could enjoy their own events' and ‘confess their affection to whom they like' (p < 0.01). A group of cookies, biscuits, breads and, cakes was major source of added sugars followed by beverages, sweet jellies of red bean, chocolates and candies for subjects. For MS and HS, daily total added sugar intakes from whole processed food-snacks were $30.5{\pm}23.5g/d$ (3.0-137.9 g/d) and $31.7{\pm}23.2g/d$ (1.2-126.1 g/d), and ratios of daily total energy taken from added sugars of whole processed food-snacks in proportion to daily total energy taken from diet (energy percent of added sugars from snacks) were $6.3{\pm}4.7%$ (0.6-26.1%) and $6.3{\pm}4.4%$ (0.3-23.9%), respectively. These results showed that subjects frequently participated in special event days sharing sweet foods. In addition, energy percent of added sugars from snacks was more than the UL suggested by WHO/FAO for some subjects. Therefore, it is highly critical to monitor adolescents' sugar intakes on a long-term basis and to take nutritional management on their high sugar intakes.

Analysis of Press Articles and Research Trends related to 'University Core Competencies' using Big Data Analysis Methods

  • The purpose of this study is to check the trend of press articles and research trends in journal papers in the last 10 years, which dealt with the subject of 'university core competencies' with a big data analysis method. The main research methodology of this study applied the BigKinds analysis system and the semantic network analysis methodology. The results are as follows: First, the number of press articles related to university core competencies showed a keyword trend that rapidly increased in December 2014 and the second half of 2020. Related keywords were curriculum, specialization, project group, Ministry of Education, ACE, and competitiveness. Second, the semantic network value between keywords of related research papers showed 554 degree, 18,467 avg. degree, and 0.637 density. The degree of centrality of connection was analyzed in the order of university(1606), competency(1481), core(1349), and core competency(1301). Betweenness centrality was analyzed as core competencies(13.101), university students(13.101), university(13.101), and competencies(13.101). The results of this research are expected to give implications to future research and policy-making, educational program planning and operation, etc. to members of higher education institutions, experts in education policy, and educational scholars.
