A Study on Analysis of Maritime Industry Structure on Chungnam Province (충남지역 해양산업 구조 분석 연구)

  • Maritime industry is recognized as a new value-adding and growth engine industry. It provides high value by creating clusters centering on ports. Advanced international ports are also clashing ahead to create clusters, boost profits, and strengthen competitiveness. The Korean government enacted policies for the establishment and upbringing of maritime industrial clusters in 2015. It is very important to understand which maritime industry has a comparative advantage in each region and to establish an integration strategy through maritime industrial clusters. This study analyzes the structure of the maritime industry in the Chungnam province, which is expected to deal with raw materials(mainly oil products), container throughput, and opening of ferry route with China's port. The study analyzed the existing literature on the maritime industry and classified the industry into 5 major categories, 21 sub-categories, and 84 sub-categories in shipping and logistics, shipbuilding, fishery, marine tourism industry, and other industries. Based on the reclassified maritime industry, the structure of the maritime industry in the Chungnam province was analyzed by using location quotient(LQ) and Shift-Share analysis. The study found that the fisheries industry showed the highest value(1.718) in the analysis of LQ, followed by the marine tourism industry(1.092), shipbuilding industry(0.823) and shipping and logistics industry(0.789). The total effect of the maritime industry in Chungnam province was 36,315 and the net growth effect, excluding the national growth effect, was estimated to be 21,321. Based on these results, we classify the maritime industry in the Chungnam province as comparative advantage and comparative disadvantage. The results of this study can be used as basic data for formulating strategies for the construction of the maritime industry cluster in the Chungnam province in the future.

A Study on the Structural Relationships among R&D Resources, R&D Collaboration, Policy Support, and Operational Performance - Focusing on Korean Health Industry Clusters - (R&D 자원, R&D 협력, 정책지원 및 운영성과의 구조적 관계에 대한 연구 -국내 보건산업 클러스터를 중심으로-)

  • It has been known that health industry clusters promote economy of a nation in a macro view and make growth and development of individual firm. As a result, Korean health industry has been grown to play a role of making a high value added in Kwangkyo, Daedeok, Wonju, and Songdo. Using 156 firms locating in health industry clusters such as Kwangkyo, Daedeok, Wonju, and Songdo in increasing value added, this study investigated the structural relationships among R&D resources, R&D collaboration, policy support, and operational performance. All hypotheses, except a hypothesis for the effect R&D resources on operational performance, are reported to be statistically significant. In other words, the positive effect of R&D resources on policy support is reported. And policy support and R&D collaboration positively affect operational performance, and also the positive effect of policy support on R&D collaboration is reported. From the empirical results, we can know that policy support and R&D collaboration are the crucial factors to promote operational performance of the firms locating in Korean health industry clusters. It is important that this study has been investigated with the firms of health industry developing economy of a nation.

A Study on the Differentiation of Policy Instruments According to the Characteristic Factors of Apparel Sewing Micro Manufacturers Clusters in Seoul (서울시 의류봉제 소공인클러스터의 특성요인에 따른 정책수단 차별화에 관한 연구)

  • In this study, we derived the characteristic factors of the cluster as measurable variables, and attempted to clarify the characteristics of the apparel sewing areas in Changsin-dong, Doksan-dong, and Jangwi-dong. Based on these results, a comparative analysis was conducted to see how the demand for the government's support policy differs for each agglomeration area. Materials were collected through face-to-face questionnaires targeting tenant companies in the three regions. As a result of the analysis, Changsin-dong was identified as an "innovative growth type," Doksan-dong as a "networking type," and Jangwi-dong as a "specialized localization type." As a result of the research on policy demands, the policy demands of the three agglomerations appeared different, but Changsin-dong preferred capacity building, Doksan-dong preferred information provision, and Jangwi-dong favored policy means of benefit. It was confirmed that even among clusters of the same apparel sewing industry, the formation process and characteristics are different, and as a result, the demand for policy instruments is also different. Policy recommendations include understanding the characteristics and policy demands of each agglomeration area through periodic fact-finding surveys, and recommending the establishment and implementation of differentiated support policies that match the characteristics of each agglomeration area.

Evaluating Local Economic Development Policy and Suggesting Some Policy Alternatives: the Case of Goryeong County, Korea (고령군의 지역경제 실태와 정책 과제)

  • This paper attempts to evaluate the local economy and the local economic development policy in Goryeong County and to propose some policy alternatives for local economic development. Goryeong County has a locational advantage, which is not just geographically proximate to Daegu, a large metropolis, but also connected directly to the national highway networks. This region can also be regarded as a rural area, in a sense that the primary industry still plays a more important role for the local economy than the secondary industry and the tertiary industry. However, it is problematic that the local economic development strategies of Goryeong are universal rather than strategic and systematic. In order to design an effective regional economic development policy, the policy makers are necessary to deliberately consider regional specificity and geo-political and geo-economic situations around the region. In addition, it is important to say that policy makers, particularly in rural regions, need to break from the fantasy of high-tech industries. In this context, I propose some region-specific and context-specific policy ideas, including the promotion of the agro-food cluster and the build-up of the em-industrial complexes specialized in mechatronics and transportation equipment manufacturing.

Does Geography Matter in Technological Partner Selection? (지식확산과 집적경제를 고려한 기업의 기술협력파트너 위치선정 행태)

  • This paper investigates what kind of technological partner firms want to cooperate with in terms of partner location. Two geographical factors are considered. One is geographical proximity, given the tradeoff between the effectiveness of knowledge spillovers in proximity and diverse knowledge absorption from geographically distant partners. The other is how many other firms are co-located with potential partners because it is known that clustering regions can create more technological outputs. Analysis on 2008 Korea Innovation Survey data finds that partner proximity is the single most important factor in choosing a cooperation partner. While firms that are located in a region crowded with related industries prefer proximate partners, others that are surrounded by unrelated industries are more likely to cooperate with distant partners. The findings suggest that geographical proximity matters in partner selection because it not only stimulates knowledge spillovers but also reduces costs involving R&D cooperation such as monitoring costs and information costs. Moreover, firms take into consideration both the benefits and risks of clustering regions. If there are so many unrelated firms that they create agglomeration diseconomies such as congestion costs and unintentional knowledge leakages, firms are more likely to try to find their cooperation partners in other regions.

  • The purposes of this research are to examine the theoretical background and industrial policy issues with regard to building a Innovation System for encouraging industrial competitiveness and fostering regional industry in Korea. Knowledge has become the driving force of economic growth and the primary source of competitiveness in the world market. So since 1990s, Innovation Systems have been put emphasis on as new industrial development strategy in a knowledge-based economy. It can be understood that Innovation System is composed of National Innovation System(NIS) and Regional Innovation System(RIS) and interrelated the concept of clusters and networks, which are contribute to industry development throughout boosting innovation. As for the Korean industrial policy, when the former centralized policy decision making process became decentralized through the implementation of local autonomy, the role of local or state government in relation to regional industrial promotion intensified. But with the impotance of for fostering strategic industry in the region. new industrial policy issues in Korea are needed as follows; $\circled1$ Building a market-oriented support system for industrial cluster through providing the resource of innovation. $\circled2$ Establishing agency for regional industrial development. $\circled3$ Making a evolutionary vision for broader region including 2 or 3 province, $\circled4$ Fostering strategic industry which is selected in term of specialization and potential of the region. The RIS model for industry development is outlined in this paper but policy initiatives for building a RIS have to be extracted from further case studies.

A Study on Revitalization of Gwangyang Port Marine Industry Cluster Through Attracting R&D Enterprises (입주기업 확대를 통한 광양항 해양산업클러스터 활성화 방안)

  • Gwangyang Port Marine Industry Cluster is the only marine industry cluster in Korea that is currently in operation, but despite the implementation of various revitalization policies since its opening, the occupancy rate has been low so far. Accordingly, this study aims to identify the constraints of the current system that hinder the inducement of tenant companies and to suggest revitalization measures. For this purpose, this study analyzed the current status of research and development(R&D) projects in the port, shipping and logistics sector, which is a core industry of the Gwangyang Port Marine Industry Cluster. And a survey was conducted on companies with potential to move in. As a result, the proportion of R&D in the core industry sectors is lower than in other sectors, and most of R&D projects are being carried out mainly by small and medium-sized enterprises. In addition, the low need for port facilities and low accessibility to Gwangyang Port were derived as constraints. Considering the results, this study suggests four revitalization measures to induce tenant companies as follows. First, it is necessary to expand the scope of core industries from the current shipping, ports, and logistics to the entire maritime and fisheries, so that companies performing R&D in the industry can move in. Second, the industry code currently specified as a qualification need to be revised to include both the industry of the enterprise carrying out R&D projects and the core industry. Therefore, this study suggests an expanded industry code list that can replace current list. Third, a transition of tenant recruitment system from the regular system(once or twice a year) to the occasional system is proposed so that companies can move in flexibly when demand arises. Finally, in order to overcome geographically low accessibility, technology development support projects specialized in R&D that prospective tenant companies actually need are needed rather than financial support.

Post-Fordist Economic Development and the New Urbanization Process (탈포드주의적 경제발전과 새로운 도시화)

  • The purpose of this paper is to review Post-Fordist urban economic theories that have tackled the recent changes of urban economies in large cities in the world since 1980s, so that we can conceptualise the changes of urban economies in Korean cities. In the perspective of the Post-Fordist urban economic theories, the recent changes of urban economies in the world are deeply related to the transformation of capitalist world economic system from Fordism to Post-Fordism. To see these changes which can be called as the new urbanization process in the economic aspect, we will focus especially such theories as new industrial space (district) theory based on the flexible specialization paradigm, informational city theory based on the information and communication mode paradigm, and cluster and regional innovation theory based on the institution and network paradigm. Also we will consider the social polarization process and dual city phenomena that have been observed for the most part of big cities in the world.

  • 본 연구는 대표적인 지식기반산업인 생명의료산업클러스터인 첨단의료복합단지 조성정책의 형성과정을 분석하고자 한다. 첨단의료복합단지는 미래첨단산업육성정책, 국가산업진흥정책 그리고 지역균형발전정책이 첨예하게 대립했던 첨단의료산업 발전정책과 그 산물로서 2005년부터 시작한 첨단의료복합단지의 건립과정에 대한 경과를 분석하여 그 과정, 절차 그리고 결과를 분석해 보고자 한다. 첨단의료복합단지를 둘러싼 정책형성과정에 대한 분석은 단지 하나의 이벤트나 사건으로 머물지 않고 우리나라의 미래첨단산업정책, 국가신성장동력육성정책, 및 지역균형발전정책 등과 밀접히 관련되어 있다는 데 그 의의를 두고자 한다. 분석결과 첨단 의료산업분야의 정책형성 과정은 여러 정책행위자들이 간여하였다. 특히 해당 정책형성과정은 경제발전과정에서 보여준 한국 산업정책 고유특성이 반영된 합리적 행위자로서의 정부역할이 강하게 나타났다. 아울러 분석결과 다양한 정책행위자의 역동적인 역할이 정책형성의 여러 지점에 반영되었다는 점을 조명하였다.

  • In this article, we discuss steering laws for control moment gyro cluster, which have been studied on the project, "Development of control moment gyro engineering model for middle-size spacecraft", supported by Ministry of Knowledge Economy, Korea. We compare performance of MP, SR, SR Escape/Avoidance steering laws and check each law's performance by simulations and experiments.
