Evaluating the Safety Effects of Dynamic Message in a Work Zone: A Case Study (도로 공사구간 동적표지판 안전효과 평가: 사례 연구)

  • Generally speeding appeared to be the most contributing factor of fatalities occurred in work zones, and highway agencies in South Korea have concerned of the safety of workers and drivers in the poor circumstances. In this study, a portable variable message signs (PVMS) system as an alternative of control speeding in work zones was implemented. This study evaluated the safety effectiveness of the PVMS based on speeds and the compliance with the speed limit. Linear regression and logistic regression models were adopted to quantify the safety effect of the PVMS between the 'before' and 'after'. The results showed that most of points had statistically significant speeds reduction experience after PVMS installation. Also, the percentage of vehicle exceeding the speed limit by 10 km/h or more was decreased significantly between 50 and 80% in the 'after' periods compared to the 'before' periods. Therefore, the PVMS would be contributed to benefit safety in work zones which there is a difference in design speed of the adjacent normal section.

  • In this thesis, Traffic information which is provided to the VMS used a FM frequency and provides real-time traffic information about the mobile production unit system which designed and produced and a quality evaluated. Result of the research, we will be able to confirm converted audio and text information from traffic information is linked with VMS information, FM broadcast traffic information to motorists passing through it were found to be and as a result of this study, which sees raises the effectiveness of VMS users and using VMS to build low-cos transport infrastructure will be an opportunity.

  • In the worldwide, The issue comes up which is the danger of car accidents from climate-change effects. We are considering about various types of speed limit signs for setting restricts to high-speed vehicles. South Korea has 4 seasons in the land. At Summer or Winter seasons have heavy rains and fogs or snow, In these seasons need to enforce speed limit laws or methods to prevent car collision. But South korea is using stationary speed limiters that is not enough to proof against rear-end car accidents in these climates. In this paper shows the necessity of independent LED speed limits display to reduce car accidents. And explaining the prototype model which is a combination of rain sensor and wiper systems. This model is independently changed the speed limits to 50%, 80%, 100% of standards by raindrops and snowflake. Also it is freely setting speed limits on each places anywhere it settled in. Visual effects of the model as being speed-down of vehicles helps to prevent rear-ending car accidents and traffic beforehand.

  • The variable message sign(VMS) is a facility to smoothen traffic flows and enable safe passing by providing real-time necessary information on roads, weather, transportation, and traffic regulations. The VMS also solves a feeling of uneasiness and gives a sense of psychological security by providing information to drivers. However, the VMS has a strong character of being a non-market product but a public product, so it has not normally been evaluated for its value. This research has evaluated a value of satisfaction level for traffic information users, using a contingent valuation method(CVM). As a result of evaluating the value of satisfaction level for users through division into an urban roadway and an urban highway for the cities where an intelligent transportation system(ITS) has been established, the urban highway had a value of 96.7 won/system and the urban roadway had a value of 76.3 won/system.

  • As a part of the ITS, the traffic information system is more widely adopted to deliver traffic information to vehicle drivers via various types of media. As the ITS system establishment has been recognized as somewhat accomplished, the focus has shifted to the efficient operation and maintenance of the system. In this paper, we propose a method for evaluating a VMS traffic information service system from a user's perspective. In particular, relational expressions for the level of information provided and the level of user satisfaction are generated for the evaluation to take place from the user psychological satisfaction aspect of all other beneficial features of the system. As continuous flow facility is the one that has limited entry and exit, the traffic information of VMS plays a significant role for vehicle drivers to make their decisions. A method suggested in this paper could be used for evaluating an existing system as well as setting up the target service level of the system of a new system. If individual system properties are considered along with various VMS functions being as supplement of this research, more systematic evaluation method could be arranged.

  • The variable message sign(VMS) is a representative traffic information service medium which has the largest users and is provided and operated by a governmental agency. In this paper, we focused on psychological responses of individuals who use VMS traffic information in the light of the need for VMS to provide user-oriented service. A total of t재 scenarios were plotted to conduct our experiment on a virtual test track. A stress index analysis on VMS location, the first scenario, showed the lowest stress value at the point of 1.5 kilometers before the exit. A stress index analysis on the contents of VMS information (communication, time, and speed), the second scenario, showed the lowest stress value at time information.
