일본 대규모 노후주거단지의 재생 정책: 타마 뉴타운과 쿄호쿠 뉴타운을 중심으로 (Aging issues and revitalization policy in Japan's New Towns: Tama New Town and Kohoku New Town)

  • This study aims to investigate the urban regeneration policies in Japan especially focusing "New Town" regeneration. New Town projects were launched in major Japanese cities, aiming to form a designed urban housing area and a mass supply of quality housing, in order to solve the lack of housing and urban sprawl which became a serious issue due to the over-concentration of population and industries in the city during the period of rapid economic growth. Tama New Town and Kohoku New Town are well-known development projects in 1970s and 80s; They attract wide attention again as urban regeneration policies focusing on a Smart city as well as Private-Public Partnership.

  • Korea's housing polices, which have tended to be focused on quantity rather than quality, have since the 1970s given rise to a housing culture centered on apartment units. Such housing polices have resulted in urban sprawl in the metropolitan areas, and a growing polarization between urban and rural areas. In addition, the issue of "dehumanization" has emerged as a result of the interchangeable urban landscapes and the growing number of high-rise residential buildings. In short, the residential communities of the past, such as towns and villages, have disappeared and been replaced with societies that value individuality and anonymity. The purpose of this paper is to analyze urban structure Gyeongju traditional housing complex. This is to analyze the traditional Hanok residential complex of superiority and characteristics of Gyeongju. This enables future planning should be introduced in Gyeongju hanok.

An Assessment of Urbanization Using Historic Satellite Photography: Columbus Metropolitan Area, Ohio, 1965

  • We present an analysis of urban development and growth with reconnaissance satellite photographs of Columbus metropolitan area acquired by the Corona program in 1965. A two-dimensional polynomial linear transformation was used to rectify the photos against United State Geological Survey (USGS) Large-scale Digital Line Graph (DLG) data georeferenced to Universal Transverse Mercator (UTM) coordinates. The boundaries of the Columbus metropolitan area were extracted from the rectified Corona image mosaic using a Bayesian approach to image segmentation. The inferred 1965 urban boundaries were compared with 1976 USGS Land Use and Land Cover (LULC) data and boundaries derived from 1988 and 1994 Landsat TM images. The urban area in and around Columbus approximately doubled from 1965 to 1994 (${\sim}110%$) along with population growth from 1960 to 1998 (${\sim}50%$). Most of the urban expansion results from development of residential units.

도시공원 진화상의 비판적 고찰을 통한 도시농업공원의 발전 가능성 (The Consideration of Progressive Urban Park and The Possibility of Urban Agricultural Park)

  • Urban parks are progressing but are in chaos in the twenty-first century. Therefore the purposes of this study are to consider critically and classify the new paradigm of urban parks. Urban parks are one of the space products, and progressing aspects can be divided into three parts; supply, demand and market aspects. In the abstract, urban parks' progress represents process, openness or voidness, general and cultural ecology, productivity, experience program, identity or sense of place, carriers of urban regeneration, urban infrastructure, community space, multi-layered activity, active space, communication with urban space, tool of low carbon strategy and consilience. But urban parks have come under increased criticism about the long period development on trees growth, covering open space, limitation of general and cultural ecology, production, activity programs, identity and community space, visible urban regeneration, economic validity, urban sprawl, not using as the low carbon strategy, and finally negative consilience with contiguous fields. We collected these critical consideration about progressing urban parks, and proposed urban agricultural park as one of the alternative urban parks. This is closely connected with sustainable region development, low-carbon society, local food, well-being, Lohas paradigm and amenity of urban life.

도시확장과 원도심 쇠퇴에 관한 공간구문론적 고찰: 제주시 동(洞) 지역을 중심으로 (A Space Syntactic Study on Urban Expansion and Decline of the Old City Center: Focusing on Jeju City)

  • 본 연구는 도시확장이 원도심 쇠퇴의 원인으로 작용할 수 있을 것으로 가정하고, 그 가능성을 공간구문론(Space Syntax) 방법론으로 검토하고자 제주읍성 일대의 원도심을 대상으로 도시공간구조 분석을 수행하였다. 도시공간구조에 관한 종단적 분석의 시점은 일제강점기부터 현재 사이에 1914년, 1972년, 1982년, 1996년, 그리고 2021년 현재의 5개 시점으로 설정하였다. 도시공간구조 분석은 공간구문론의 ASA(Angular Segment Analysis)를 활용하였다. 분석결과, 제주시 동지역의 도시구조는 1914년에서 2021년 사이에 큰 변화를 겪어왔다. 도심은 단일핵 구조에서 다핵 구조로 변화하였으며, 원도심이 위치한 구제주 지역은 지리적으로 바다와 접하여, 도시확장이 한라산 자락의 남측으로 편중되어 도시중심부의 위치도 점차 남쪽으로 이동하였다. 이에 따라 제주시 원도심은 도시공간구조의 역동성에 의하여 도시중심부의 중심지에서 주변지역의 하나로 전락하였다. 이와 같이, 도시확장에 의한 도시공간구조 변화 과정에서 원도심의 도시중심부 이탈이 이루어졌다는 점에서, 원도심 쇠퇴의 한 요인으로서 도시확장의 가능성을 확인할 수 있었다.

지구환경보전을 위한 도시설계의 전개에 관한 연구 -건축가 피터 칼솝프의 어바니즘을 중심으로- (A Study on the Development of Urban Design and Preservation of the Earth Environment -Focused on Peter Calthorpe's Urbanism-)

  • The purpose of this study is to analyze and to grasp Peter Calthorpe's urbanism through the process that is compared with various developments of urban design field for the preservation of global environment. From this study, Peter Calthorpe's urbanism for global environment is comprehended according to design stages. As a design goal, He seeks a green urbanism that puts emphasis on land use and transportation. As a urban planning, he devises urban footprint for the tool of evaluation and urban planning, and proposes five place types toward mixed-use development, and advocates Transect for eco-friendly land use. As a urban design, he devises urban network model for transportation network based on accessibility, and devises TOD and TOC model for preventing urban sprawl and mitigating carbon emissions, and advocates TND model for pedestrian-friendly space and community life. He makes importance of urban design. Because he thinks that integrative solution is required to global environment and urban design of integrative characteristic is suitable to preserve global environment. The results of this study are summarized as the followings: First, type classification of urbanism for the preservation of global environment and grasping purposes, methods, characteristics according to the types. Second, grasping characteristics and location of Peter Calthorpe's urbanism as a green urbanism. Third, proposing the direction of improvement for our urban planning and design.

도시성장관리 지표설정에 관한 연구 -경기도 31개 시 군을 평가 대상으로- (Research on Index Configuration of Urban Growth Management -31 cities and Counties in Gyeonggi Province, Korea-)

  • 본 연구는 크게 도시성장관리 지표개발과 적용으로 구분하였고, 전문가 면담조사를 바탕으로 AHP기법을 적용하여 지표별 가중치를 산정하였다. 산정된 가중치를 바탕으로 도시성장관리가 필요한 대표적인 지역인 경기지역을 대상으로 예시적 평가를 한 뒤, 도시성장관리방안 수립시 적용가능한 시사점을 제언 하였다. 본 연구의 결과를 요약해보면, 도시성장관리 목표부문에서 '무질서한 도시확산 방지' 부문의 가중치가 가장 높았으며 다음으로 '납세자 보호', '효율적인 도시개발 유도', '삶의 질 향상)' 의 순이다. 이를 경기도 지역에 적용해 본 결과, '무질서한 도시확산 방지(11개 시 군)', '납세자 보호(11개 시 군)', '삶의 질 향상(5개 시 군)', '효율적인 도시개발 유도(4개 시 군)' 순으로 나타나, 가중치 산정 결과가 유의함을 알 수 있었다. 또한 균형잡힌 도시성장관리를 위해서는 삶의 질 향상 부문 및 효율적인 도시개발 유도 부문도 함께 고려되어야 함을 알 수 있었다. 각 시 군별 예시적 평가점수 결과를 통해 향후 도시성장관리방안 수립 시 개선 방향에 도움이 될 것으로 판단된다.

GIS Indicator on New Urbanist Communities in Southeastern US

  • New urbanism is a school of urban development that combines residential, commercial, and civic land uses in a dense urban fabric of carefully prescribed form. Its advocates claim that New Urbanist developments are superior to prevailing urban development patterns on social and environmental sustainability. Its critics, however, argue that New Urbanism developments do not measure up to the social and environmental ideals and are, in some cases, just another form of urban sprawl. The goal of this study is to evaluate various criticisms of New Urbanist communities. This paper used empirical evidence to determine the performance of New Urbanist developments on the broader spatial and social context as opposed to the internal characteristics of the communities using GIS indicators. The results showed that the communities did not meet conventional criteria for New Urbanist ideals.

UR농산물개방에 따른 도.농 토지전용의 공간적 파급효과 (An Urbanization Effect of Ruralto-Urban Land Conversion Under the Uruguay Round Agricultural Free Trade Policy : The Case of Korea)

  • This study begins with a question of what spatial impact international trade policy would have following the Uruguay Round, particularly focusing on agricultural trade liberalization in Korea. Based upon the neoclassical urban economic model, it first identifies the channel in which agricultural market opening can ultimately affect both rural and urban are as; $\circled1$ Free trade will depress domestic price of agricultural products, $\circled2$ which will in turn depreciate agricultural land price. $\circled3$ The decrease in marginal supply cost for urban land will then facilitate urban sprawl, provided that the government relaxes restrictions on urban-rural land conversion. Theoretical analysis is further refined by empirical considerations that distinguish agricultural land value solely for production purpose from that for future urban, uses, and that distinguish the urbanization effect caused by the fall in the supply cost of urban land from that caused by the existing high level of demand. Utilizing the estimate of bid-price for paddy field derived from the revenue-cost relationship of rice production, simulation results show that the urban-rural boundary under trade liberalization can expand outward up to 70-85km radius in the Seoul metropolitan area, suggesting the emergency of a metropolis or even a megalopolis which extends from Seoul to the central part of the country. Since the geographic extent of urbanization effect can vary depending upon the urban spatial structure, however, it is recommended that the redevelopment option in the built - up area should always be tied up with the issue of whether to deregulate rural-to-urban land conversion.

토지적성평가의 운용방법에 관한 실증적 연구 (An Experimental Study on the Applied Method for Land Suitability Assessment)

  • 본 연구에서는 도시관리계획 중 도시계획시설의 설치를 위한 평가체계 II를 중심으로 토지적성평가 제도를 보다효과적으로 수행할 수 있는 개선방안을 강구하기 위하여 사례연구를 수행하고 평가수행과정에서 나타나는 문제점의 합리적인 기술적 제도적 개선방안을 강구하였는데, 적성평가 결과인 종합적성 값은 개발적성등급으로 평가되어 도시관리계획을 입안할 수 있는 것으로 분석되었다. 현재의 토지적성평가 수행방식은 지역여건을 반영할 수 있다는 원칙은 있지만, 이에 대한 구체적인 평가방법이나 명확한 기준의 부재와 원자료의 전산화 및 전문인력이 부족한 상황으로, 지역적 특수상황을 반영할 수 있는 평가요인이 적성등급의 판정에 상당한 영향을 줄 수 있는 요인임을 감안하여 지역간 개발격차나 지역여건의 차이를 평가지표에 반영할 수 있는 실행적 방안의 마련이 필요하다.
