  • Government has propelled strongly the Agricultural - cum - Industrial region development project in the nation wide. This project will not only provide employment opportunity for rural inhabitants, but also be designed to activate the rural economy. In addition, it will lead to a balanced development between the urban and rural areas. Under this project, building sites of 3 to 30 hactres will be established in the rural area in order to settle factories which are suitable to the rural condition. In this report, the researches which relating to the achievement conditions of planning, design and constructions of the building sites and the contribution conditions of Agri. - cum - Industrial Region development projects, activated to the rural economy and regional development in the Kyungpook regional areas, were surveyed and studied. On the average evaluation studies the results are as follows : 1. The achievement conditions of the planning, design and construction of the building sites. Very good 27.0 % Good 47.0 % Fair 24.0 % Poor 2.0 % 2. The contribution conditions of the Agri - cum - Industrial factories managements. Very good 17.0 % Good 41.0 % Fair 32.0 % Poor 10.0 %

Comparative Sustainability Analysis of Two Asian Cities: A Multidimensional Assessment of Taipei and Almaty

  • The article compares economic and environmental performance of Taipei and Almaty from the point of view of "green" economy, which is able to act as a key tool to ensure sustainable development of the region. As the comparison of the parameters of ecological and economic development of the Taipei and Almaty cities shows, they are similar in population size, but demonstrate completely different trends of sustainable development. Economic performance of the Taipei city is achieved with a decrease in the consumption of natural resources and the production of pollution, while the situation in Almaty is the opposite. Almaty maintains a high level of air pollution due to the use of coal in electricity production, as well as increased traffic and density of construction, including the southern part of the city, which is a zone for the transit of mountain air flows. The article discusses the activities jointly conducted by the Government of Taiwan and non-governmental organizations on environmental issues, as well as environmental NGOs, which resulted in significant improvements in the environmental field. Measures to stimulate the development and implementation of environmental innovations applied in the field of sustainable development in the city of Taipei can be adapted for the city of Almaty, where the environmental situation deteriorates year by year.

An Analysis of the Status of Local Currency (Daedeok e-Loom) for the Vitality of Local Commercial Areas and an Empirical Study on the Direction of Development

  • Purpose: In a situation where the local economy and alley economy are stagnant, efforts to revitalize the role of small business owners need a virtuous cycle system through consumers' consumption power, not just cash support. Research design, data, and methodology: The study site focuses on Daedeok-gu, the first to introduce local currency as a policy. In the case of the store survey, 254 stores out of 300 stores registered with local currency were analyzed, and the consumer survey was conducted on 1,394 out of 1,500 local people using local currency. Statistical analysis was performed using the SPSS. Result: As a result of time-series checking whether local economic activities are carried out smoothly due to the nature of the local currency, the average daily sales of Daedeok-gu increased by 388,980won compared to 2019. This proved through empirical research in the region that local currency played a priming role in bringing opportunities and rehabilitation to the local commercial districts and small business owners. Conclusions: In the monetary function of simply buying and selling value through payment, points supported as incentives can be used as local currency while inducing direct participation in solving social problems, and the concurrent effect of causing problem-solving and regional economic vitality began to sprout.

The Spatial and Temporal Analysis of Landscape Structure in Daegu Metropolitan Sphere (대구광역도시권의 시·공간적 경관구조 변화패턴 분석)

  • Governmental authorities have been trying to develop our city in respect to the growth of economy and it is true that their developmental policies have negative effects on ecosystem without doubt. To estimate these negative effects, this study is mainly focused on analysing the usage of the land according to the urban growth, and the temporal and spatial patterns between the elements which consist of the landscape of Daegu Metropolitan Sphere, by using the GIS method and the landscape indices. The results of the this study are as follow; the urban areas widened for $193.4km^2$ due to the shift of the urban function, and the forest areas were encroached for $455.6km^2$ into other landcover patterns. It was the shift of the agriculture areas that are given the most influence in those procedures since those developmental conditions are relatively satisfactory. Moreover the forest areas are structurally fragmented into the complicated form, and also the patterns of adjacent patches are become complex. These transitions are regarded as causes of increased external interventions to the forest areas, and these could possibly deteriorate the soundness of forest areas by reducing the core areas which are habitats of species. In conclusion, the results of this study evaluate the influence of much broader urban development on environment structure around urban and mutual relationship between them. In addition, it can provide methods and basic informations for the establishment of metropolitan urban plan after due considerations of the landscape ecological principle.

Possibilities and Challenges of the Citizen Participation in Regional Planning : Case of Jecheon Citizen Group for Urban Planning (시민참여형 지역계획 수립의 가능성과 과제 - 제천시 시민계획단 운영 사례를 중심으로 -)

  • The purpose of this paper is to review the process of collaborative planning from the case of the Jecheon Citizen Group for Urban Planning(JCGUP). The JCGUP was composed of 4 subdivisions including industry/economy, urban regeneration/infra, health/welfare, and environment/tourism. The operation period was from October 16 to November 30, 2012, and the 67 citizens and 25 staffs participated in the JCGUP. The plenary sessions were scheduled to be held three times. Topics of 1st, 2nd, and 3rd sessions were pending issues of Jecheon, vision and goals for 2025, and strategies for accomplishing those vision and goals, respectively. Policy implications of the JCGUP was as follows. It functions as a tool to bring interests in civic planning and policies, and be an effective way to collect public opinions. Moreover, those opinions could be used as strategies and action plans in regional planning of Jecheon. This study can offer insights into how to manage and develop the citizen group for urban planning to help promote collaborative planning process in practice.

Indicators and Planning Features of Ecologically Based Urban Regeneration -Cases from Hamburg, Germany and Copenhagen, Denmark (생태기반형 도시재생의 계획지표 및 특성에 관한 연구 -독일 함부르크와 덴마크 코펜하겐 사례를 중심으로)

  • Contrary to urban development, urban regeneration is a process of land development through conservation, restoration, and management. In particular, ecologically based urban regeneration is an attempt to improve the quality of life in an area, establish a stable settlement space, and revitalize the local economy by considering the ecological environment. In this regard, the objectives of this study were to establish theoretical concepts and analyze the successful foreign cases of ecologically based urban regeneration, and propose a direction of socio-economic regeneration along with the physical-environmental regeneration of urban areas in Korea. The study results suggest the following. First, strategies must be developed to coordinate public transportation, such as buses and subways, by considering the importance of bicycle riders, along with the sustainable-commuting system. Second, both the importance of planning parks and trails around water systems in various scales while maintaining the existing natural environment as well as using natural elements, such as electric vehicles and wind-power generation systems, were emphasized. Third, urban regeneration for increased energy efficiency requires specific architectural planning and facilities. Fourth, education and research for easy access by the public, as well as public-private partnership, will be needed in the regeneration process.

Analysis of City Size Distribution and Spatial Structure - with Korean Metroplitan Statistical Areas (MSA) (한국 도시의 규모분포와 도시공간구조 분석 - 광역도시통계권을 중심으로)

  • The purpose of this research is to identify the urban structure in Korea. Though there is research regarding urbanization, there is little regarding the urban structure of the Korean economy. In this paper, two issues will be discussed: the measurements of inter-city and intra-city structure in Korean Metropolitan Statistical Areas (MSAs), which is newly defined. First, the city size rank rule, widely known as Zipf’s Law, will illustrate Korean the inter-city structure. The city size rank rule gives an idea whether Korean MSAs are balanced or not. In general, Korea has a heavy concentration in the Seoul MSA in terms of population. It could be either that the Seoul MSA is too big or that the Busan MSA is too small or both. If this is the primacy problem, a decentralization policy is necessary. On the other hand, if it is a second city problem, development policies for the Busan MSA and Daegu MSA are more important. Next, the Korean intra-city structure will be discussed. The evolutions of the MSAs explain intra-city structure by analyzing population density function and the housing price function. Some large MSAs such as Seoul and Busan have experienced urban sprawl, while other MSAs have experienced urban concentration. The population density gradient by the distance from the ARC GIS shows the growth rate of a city. According to the Spatial Mismatch Index between population and employment, the Ulsan MSA, Gwangju MSA, and Suwon-Hwaseong-Osan MSA are more mismatched, while the Daejeon MSA and Incheon MSA are less mismatched. Therefore, these analyses of Korean urban structure are meaningful in developing regional policy.

  • This research has been shown the strategic disaster prevention and safety management's methodology that minimize the demage and loss from environmental disaster: it is made the renewable energy using the urban wastes causing the main environmental disaster, it minimize the generating cost from the environmental disaster, it gain the energy source for preparing the large-scale shutdown electricity, it gain the profit from the continuous electric power and heat energy's generating, it gain the renewal energy source from the old urban wastes' landfill, it give back the citizen the clean environment, the construction cost is able to be solved form the profit which the power plant is made the plasma gasification generation of the urban wastes, it create the new related jobs in the local government, it base to be invested the local industrial zone's commercialization due to the renewal energy power plant. Especially, in happen to the large-scale natural disaster's typhoon and earthquake, in the result generating the large-scale urban wastes, it is shown the prepared and robust model which contribute the preventing recovery of the local economy using the renewal energy of the urban wastes, and the strategic disaster prevention and safety management's method in the future city.

Development of Indicators to Assess the Quality of Ubiquitous-Ecological Cities (유비쿼터스 에코시티 평가지표 개발 및 적용 연구)

  • A Ubiquitous-Ecological City (U-Eco City) is the new urban paradigm integrated with ubiquitous-city (U-City) connecting the high-tech IT technology to the urvan space with the concept of the sustainable eco-city. As a U-Eco City is attempted for the first time domestically and internationally, there is insufficient discussions for its develoment goal, planned design proposal, technology and service element and others. Even if there are plans to build up it, policy and technology, service structuring business and others, it is difficult to assess how it would bring the efficacy. Therefore, the purpose of this study is to present the indicators system to assess a U-Eco City. The results of this study revealed the following; First, the conceptual framework, which was established to achieve sustainable urban quality, can be suggested by establishing its notion of the U-Eco City. The concept of a U-Eco City as established in this study suggests that the economic development in growth-oriented level has to be conducted not only quality of urban environment but also in terms of sustainable to consider the complex impact of various development; Secondly, the developed assessment system has heightened the completeness as the evaluation index through the attitude survey. As a result of questionnaire survey with the subject of specialists and interested party of this study, the urban qualitative aspect is formulated for the stability as a relatively important aspect. For the urban continuity aspect, society, environment and economy have all similar importance, but the environment element was shown to be highest. And finally, subject area was selected on the basis of the evaluation system and the analysis was made on the basis of the implementation design plan of the area. As a result of the assessment, safety and economy have shown to be high. This is indirectly indicated for the priority in economic growth driven development plan unlike the importance of environmental continuity obtained through the attitude survey. When planning on urban development, there is a need for supplementing the environment part and it has to present the connection plan between the economic growth and environmental continuity.

World-Systems Analysis on the Changing Characteristics of the Kumi Region (구미(龜尾)의 지역성 변화에 대한 세계체제론적 접근)

  • This paper aims to understand the changing characteristics of the Kumi region as a locality in Korea through the regional geography of the world-system approach. To illustrate the changing regional characteristics, we analyzed the economic characteristics or position of the Kumi region within the world-economy and its spatial structure with three divisions of Korean capitalist periods: the Japanese colonial period ($1910{\sim}1945$), the social chaos period ($1945{\sim}1960$), and the economic development period ($1960{\sim}$present). In the Japanese colonial and social chaos periods, as Korean society was incorporated into the peripheral zone within the world-System (world-economy), Kumi also was made into a peripheral agricultural area. As a result, the Kumi region shaped the rural spatial structure without an urban center or regional dominant center. In the development period, influenced by the manufacturing-centered economic policy which boosted Korea as a semi-periphery within world-economy, Kumi also was developed into an industrial region(or semi-periphery) with the establishment of the Kumi electronic and textile industrial complex. This industrialization transformed the rural spatial structure of Kumi into a core (urban center)-periphery (rural area) structure. As we identified above, the regional geography of the world-system approach turned out to be a useful methodology to study a locality or internal region. Therefore we should make efforts to study such regions through the regional geography of the world-system approach.
