농업조사 통계의 작성 실태 분석 및 평가 : 이용자 만족도 분석을 중심으로 (The analysis on the effects of change of international grain price on the processed food price in Korea)

  • The 2009 Agricultural Survey is one of the most important official statistics about agricultural sector, which is mostly used by experts. However users have kept claiming about the problems of the 2009 Agricultural Survey, which need to be discussed in the academic area. The purpose of this paper is to analyze the 2009 Agricultural Survey and the level of satisfaction of users and to evaluate the 2009 Agricultural Survey. Then, the paper presents some suggestions to upgrade the 2009 Agricultural Survey. The results of studies present a few findings: First, the 2009 Agricultural Survey shows overall excellence but should focus on adding more various topics in agricultural sector, Second, the 2009 Agricultural Survey need to consider offering micro level data for experts such as data in the city or county level, Third, the 2009 Agricultural Survey had better to offer more specific examination and guide line for general users.

New Distribution Strategies of Korean SMEs in Post COVID-19 Pandemic Era: Focusing on the Innovation of Official Distribution Channels

  • Purpose - In this study, we aim to explore new distribution strategies for sustainable growth in the era of the 4th industrial revolution, focusing on SMEs (small and medium-sized enterprises) in Korea, and suggest ways to upgrade the government's official distribution channel to the next level. Design/methodology - First of all, this paper explored the prior research, the current status of sales support for SMEs, and the changes in the distribution industry due to COVID-19 pandemic. Based on Moon (2016)'s ABCD strategic model - Agility, Benchmarking, Convergence, and Dedication, the study then derived directions in which official distribution channels should move and the new distribution strategy for Korean SMEs to secure competitive advantage. Findings - First, in terms of 'Agility', in order to upgrade official distribution channels, which are currently at some competitive disadvantages compared to private distribution companies, we must quickly introduce technologies for the 4th industrial revolution, such as AI, Big Data, etc., and establish precise strategies to strengthen the capabilities of SMEs. Second, in terms of 'Benchmarking', the use of "Chamelezones" has been increasing to enhance the competitiveness of offline stores in line with recent ontact trends. Therefore, official distribution channels should also benchmark such cases, strengthening their competitiveness by utilizing offline spaces more efficiently and effectively. Third, in terms of 'Convergence', in line with the rapidly changing trend of the times, official distribution channels should also promote active partnerships with media commerce, e-commerce and ICT platforms, as well as cooperation with private retailers, and focus on creating synergy effects through them. Finally, from the perspective of 'Dedication', digitalization should be promoted step by step, finding the sector that can accelerate digital among the value chains of official distribution channels, and continuing to discuss how to digitize it realistically. Originality/value - Based on this analysis, we have presented strategies and implications for innovating official distribution channels for SMEs, which will contribute to enhancing the competitive advantage of official distribution channels in the post COVID-19 pandemic era.

중국 자율주행차 테스트베드 관련 표준 분석을 통한 K-City 고도화 방안 수립에 관한 연구 (Study on the Development of K-City Roadmap through the Standard Analysis of the Test-Bed for Automated Vehicles in China)

  • The Ministry of Land, Infrastructure and Transport (MoLIT) and the Korean Automobile Testing and Research Institute (KATRI) are supporting the development of Lv.3 automated vehicle (hereinafter, AV) technology by constructing an automated driving pilot city (as known as K-City) equipped with total 5 evaluation environments (urban, motorway, suburban, community road, and autonomous parking facility) which is a test bed exclusively for AV (2017~2018). An upgrade project is in a progress to materialize harsh environments such as bad weather (rain, fog, etc.) and reproduction of communication jamming (GPS blocking, etc.) with the purpose of supporting the development of Lv.4 connected & automated vehicle (hereinafter, CAV) technology (2019~2022). We intend to proactively establish a national level standard for CAV test-bed and test road requirements, test method, etc. for establishment of a road map for the construction of the test bed which is being promoted step by step and analyze and, when required, benchmark the case of China that has announced and is utilizing it. Through this, we plan to define standardized requirements (evaluation facility, evaluation system, etc.) on the test bed for the development of Lv.4/4+ CAV technology and utilize the same for the design and construction of a test bed, establishment of a road map for the construction of a real car-based test environment related to the support for autonomous driving service substantiation, etc. through provision of an evaluation environment utilizing K-City, and the establishment of a K-City upgrade strategies, etc.

충남지역 사회적 경제 조직의 활성화 방안에 관한 연구 (A study on the Activation Plan of Social Economic Organization in Chungnam Area)

  • 본 연구는 충남지역 사회적 경제 조직의 활성화 방안 연구로 선행연구를 기반으로 한 문헌 연구를 통해 다음과 같은 주요결과를 나타내었다. 첫째, 충남 사회적 경제 조직 추진체계 및 제도의 고도화가 필요하다. 둘째, 사회적 경제 조직에 대한 통합적 지원 시스템 구축으로 시·군의 다양한 사회적 경제 조직 활성화 방안을 고도화 할 필요성이 있다. 셋째, 사회적 경제 조직의 상품에 대한 공공구매의 확대가 필요하다. 넷째, 사회적 경제 조직의 사업역량 강화 및 교육 활성화가 필요하다. 다섯째, 사회적 경제 조직에 대한 네트워크 고도화와 차별화된 비즈니스 창출이 필요하다. 한편 본 연구를 통해 나타낸 충남지역의 사회적 경제 조직이 활성화 방안은 다음과 같다. 첫째 사회적 경제 조직은 지역 내 다양한 문제해결과 개선이라는 측면에서 충남 도정과 시·군의 정책 실행 의지가 공유되며, 이를 기반으로 사회적 경제 조직 영역의 고도화가 요구된다. 둘째, 충남지역의 특성상 산업기반의 취약성, 고령화에 따른 인구구조의 변화를 극복하기 위한 핵심요인인 사회적 경제 조직이란 인식의 전환이 필요하다. 셋째, 사회적 경제 조직에 대한 인식전환과 교육 강화를 통해 긍정적 인식전환이 요구된다. 이를 위해 공공교육 및 민관 합동교육 등을 통해 지역주민들의 인식수준의 향상이 필요하다.

영재 선발을 위한 초인지 사고 수준에 따른 학생들의 과학글쓰기 경향성 분석 (Differences of Science Writing Tendencies according to the Level of Meta-cognition Between General and Gifted Students)

  • 본 연구는 영재 선발의 자료로써 활용될 수 있는 학생들의 글쓰기 능력을 파악하기 위해 초인지 사고 수준에 따른 과학글쓰기의 경향성을 분석하는 데 목적을 둔다. 이를 위해 비판적 사고력과 문제해결력을 측정할 수 있는 서술형 초인지 검사도구를 개발하고, 이를 이용하여 학생들의 초인지 사고 수준을 측정하였다. 이후 예상하는 글, 설명하는 글, 주장하는 글, 비판하는 글, 상상하는 글 등의 과학글쓰기 과제를 통해 초인지 사고 수준에 따른 과학글쓰기 경향성을 분석하였다. 그 결과 초인지 사고수준에 따라 학생들의 글쓰기 능력에 차이가 있음을 밝혔다. 초인지 사고 수준이 낮은 학생들은 생각한 것을 잘 표현하지 못하였으며, 초인지 사고 수준이 높은 학생들은 집중도가 높아 자신의 표현상 약점을 깨닫고 글의 완성도를 높이려는 경향이 나타났다. 이로부터 영재 선발의 자료로써 과학글쓰기의 활용 가능성을 알 수 있었다.

국방분야 품질정책 고도화를 위한 군수품 생산업체 품질경영수준 조사 및 분석 (A Survey and Analysis of Defense Industry Quality Management Level for Advancement of Defense Quality Policy)

  • Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

휴대폰 단말기에 관한 消費者 滿足度 및 使用에 관한 理論的 考察 (A Study on Mobile Telecommunication Business and Satisfactio of Mobile-phone Users)

  • The purposes of this study were to explain consumer attitude, expenses and satisfaction of mobile-phone Users. The data of this study used from Pollever.com. This study was satisfaction of mobile-phone users in Korea. The users were consumers of Samsung, LG, SK-Telecom and Pantack. The critical success factor was on the subside for mobile-phone in the growth of mobile service, which we can analyze in its positive effects. Fifty percent of consumers were unsatisfaction with local companies without Samsung. Now most of local mobile-companies will developed music-phone, high-tec camera-phone, hi-slim phone, and health-phone. But, the results of this study are as fallow: Most of consumer' main issues were design, weight, and brand power. It was in that it played the driving force to upgrade the local mobile-phone services into international level with the explosive growth in business by providing cheap phones.

행정정보 공동 활용의 현황과 성과에 관한 연구 (An Analysis of Public Agencies' Sharing Administrative Information: Current Status and Future Prospects)

  • The development of IT has contributed a lot to enhancing administrative efficiency. In particular, it enabled administrative agencies to be able to upgrade the effects and efficiency of public services by saving unnecessary time, labor, and equipment that might surely occur in delivering routine services in repetition. As the concept of governance and knowledge-based administration assumes a pivotal value in the 21 century administrative innovation, sharing information among agencies is a key to building effective governance system. However, current extent of sharing information in public agencies is below the level of expectation and thus the need exists for the steps to making information shared more widely and effectively among public agencies. This paper gives a snap shot on the extant status of information sharing among public agencies and seeks ways to facilitate it from the perspective of electrical government.

눈높이와 후속관리로 성공한 지식경영: BACHE 사례 (Optimal Level and Follow-up Management as Success Factors from BACHE Company's Knowledge Management Experiences)

  • The purpose of this study is to survey what strategy BACHE, a bathtub manufacturing company, chooses to implement knowledge management. Generally speaking, the success factors of this case company is follow-up management. The first factor is to use linguistic metaphors for employees to understand difficult knowledge management terms easily. The second one is that CEO tries to set and lead pro-knowledge management corporate culture. The third one is based on the CKO's competence to read business circumstances and apply the theory of knowledge management to the workplace. The fourth one has something to do with a way of knowledge creation, for example, a suggestion system and QC circle. The fifth one depends upon CKO's mission to share knowledge invented from his own company's with the rivals and large companies which order bathtubs so that overall bathtub industry can upgrade knowledge management.

IT서비스 기업의 윤리 수준과 혁신 경영 성과 (The Business Ethics and Innovation Management Performance of IT Service Firm's in Korea)

  • This paper discussed about business ethics and innovation management performance of IT service firms in Korea. To prove empirically the research hypothesis, the statistical analysis was based on the response from the 92 IT Service firms in Korean. As analysis results, it was found that the business ethics of organizations were the effect factors of the innovation management performance. And the knowledge competency and creativity are confirmed as a mediator between the business ethics and innovation management performance. So this paper suggests that business ethics in organizations are the important factor for enhancement of IT service firm's innovation performance. Specially the mediation effects of knowledge competency and creativity variables were proved empirically for the relation between the business ethics and innovation management performance. So it is desirable that knowledge-based service firms, for example IT service firms, have to strive to upgrade their level of business ethics and to link with their creativity and knowledge competency.
