The human voice is one of the easiest methods for the information transmission between human beings. The characteristics of voice can vary from person to person and include the speed of speech, the form and function of the vocal organ, the pitch tone, speech habits, and gender. The human voice is a key element of human communication. In the days of the Fourth Industrial Revolution, voices are also a major means of communication between humans and humans, between humans and machines, machines and machines. And for that reason, people are trying to communicate their intentions to others clearly. And in the process, it contains various additional information along with the linguistic information. The Information such as emotional status, health status, part of trust, presence of a lie, change due to drinking, etc. These linguistic and non-linguistic information can be used as a device for evaluating the individual's credit worthiness by appearing in various parameters through voice analysis. Especially, it can be obtained by analyzing the relationship between the characteristics of the fundamental frequency(basic tonality) of the vocal cords, and the characteristics of the resonance frequency of the vocal track. In the previous research, the necessity of various methods of credit evaluation and the characteristic change of the voice according to the change of credit status were studied. In this study, we propose a personal credit discriminator by machine learning through parameters extracted through voice.

In the era of the Fourth Industrial Revolution, the future battlefield will carry out multi-area operations with hyper-connected, high-speed and mobile systems. In order to prepare for changes in the future, the Korean military intends to develop various weapons systems and form a multi-layer tactical network to support On The Move communication. However, current tactical networks are limited in support of On The Move communications. In other words, the operation of multi-beam antennas is necessary to efficiently construct a multi-layer tactical network in future warfare. Therefore, in this paper, we look at the need for multi-beam antennas through the operational scenario of a multi-layer tactical network. In addition, based on development consideration factors, features of rotary-wing and fixed-wing aircraft, we present the location and operation of airborne relay drone installations of multi-beam antennas.

The amount of data is increasing through various IT devices in a hyper-connected society where the 4th revolution is progressing, and new value can be created by analyzing that data. This paper was collected total 1,526 articles from 2017 to 2019 in central magazines, economic magazines, regional associations, and major broadcasting companies with the keyword "(East Coast Tourism or East Coast Travel) and Gangwon-do" through Bigkinds. It was performed the topic modeling using LDA algorithm implemented in the R language to analyze the collected 1,526 articles. It was extracted keywords for each year from 2017 to 2019, and classified and compared keywords with high frequency for each year. It was setted the optimal number of topics to 8 using Log Likelihood and Perplexity, and then inferred 8 topics using the Gibbs Sampling method. The inferred topics were Gangneung and Beach, Goseong and Mt.Geumgang, KTX and Donghae-Bukbu line, weekend sea tour, Sokcho and Unification Observatory, Yangyang and Surfing, experience tour, and transportation network infra. The changes of articles on East coast tourism was was analyzed using the proportion of the inferred eight topics. As the result, the proportion of Unification Observatory and Mt. Geumgang showed no significant change, the proportion of KTX and experience tour increased, and the proportion of other topics decreased in 2018 compared to 2017. In 2019, the proportion of KTX and experience tour decreased, but the proportion of other topics showed no significant change.

For the safe operation of autonomous vehicles, the representative technology of the 4th industrial revolution era, a combination of various technologies such as sensor technology, software technology and car technology is required. An autonomous vehicle is a vehicle that recognizes current location and situation by using the various sensors, and makes its own decisions without depending on the driver. Perfect recognition technology is required for fully autonomous driving. Since the precise road maps provide various road information including lanes, stop lines, traffic lights and crosswalks, it is possible to minimize the cognitive errors that occur in autonomous vehicles by using the precise road maps with location information of the road facilities. In this study, the definition, necessity and technical trends of the precise road map have been analyzed, and the HD(High Definition) map prototype based on the web GIS has been built in the autonomous driving-specialized areas of Daegu Metropolitan City(Suseong Medical District, about 24km), the Happy City of Sejong Special Self-Governing City(about 33km), and the FMTC(Future Mobility Technical Center) PG(Proving Ground) of Seoul National University Siheung Campus using the MMS(Mobile Mapping System) surveying results given by the National Geographic Information Institute. In future research, the built-in precise road map service will be installed in the autonomous vehicles and control systems to verify the real-time locations and its location correction algorithm.

In preparation for the future society, the educational curriculum is changing according to the trend of the times, and with the advent of the era of the 4th Industrial Revolution, the purpose of the new 2015 revised curriculum was suggested to foster the convergence creativity of students. The purpose of software education is to promote creativity and further develop problem-solving skills in connection with real life. In addition, flow in learning leads to outstanding educational achievement. However, in elementary school computer education, there is still a lack of development of a convergence class model for students to easily immerse themselves and promote creative problem-solving skills. Therefore, in this study, we designed convergence computer education using Novel Engineering, which is a convergence class model suitable for these educational conditions and applied it to classes. Further, to measure the effect on the improvement of learning flow and creative problem-solving ability. the Novel Engineering-based computer class was applied to the experimental group for 6th graders, and the general computer class was applied to the control group. As a result of the pre-post test between groups, it was found that computer classes using Novel Engineering had a positive effect on learning flow and creative problem-solving ability.

This study analyzes the entrepreneurship policies of the previous Korean administrations from the perspective of the Policy Paradigm by Hall(1993). A total of 195 newspaper articles and 202 government documents were examined to identify policy paradigm shifts through an analysis of policy objectives, policy instruments, and changing quality of policy instruments by each administration. The first paradigm was built during the 5th and 6th Republic, where 'Support for Small and Medium Enterprise Establishment Act' was enacted in 1986 to promote and support start-ups in the manufacturing sector. Next is the so-called 'people's government' period where 'Act on Special Measures for the Promotion of Venture Businesses' was enacted to tackle the challenges posed during the 1997 Asian financial crisis. A new policy goal was set to promote and nurture venture companies seeking subsequent means to achieve it. The third paradigm shift took place during President Moon's administration in order to effectively respond to the issues stemming from the fourth industrial revolution and the COVID-19 pandemic. Through the overall revision of the 'Support for Small and Medium Enterprise Establishment Act', the scope of startups were expanded, new industries and technology startups were supported and promoted, and venture investment-related laws were streamlined. In addition, the Small and Medium Business Administration was promoted as the Ministry of SMEs and Startups, enabling them to take initiative in implementing startup policies. Particularly, this study focuses on examining the low survival rate of startup companies and the revitalization of private investment as rising policy issues for recent startups, and suggests the improvement direction due to startup policy paradigm shift.

With the advent of the 4th Industrial Revolution, interest in AI education is increasing. In order to cultivate talented people with AI competencies who will lead the future, AI education must be conducted in a sound manner at the school site. Although AI education is being conducted at home and abroad, it was determined that the role of the AI education platform is important to implement better AI education, so this study investigated the perception of experts on the AI education platform. A perception survey was conducted based on five criteria: teaching and learning management, educational contents, accessibility, performance of AI education platform, and level suitability of elementary school students. As a results, the number of 103 educational experts selected 'Entry' as the most proper platform among the eight platforms - 'Machine learning for Kids', 'Teachable Machine', 'AI Oceans(code.org)', 'Entry', 'Genie Block', 'Elice', 'mBlock' and etc. Analysis shows that this is because 'Entry' provides quality educational content, has convenient accessibility, is easy to manage teaching and learning, as well as an AI education platform suitable for the level of elementary school. In order to apply various AI education platforms to the school field, it is necessary to train teachers in AI-related training to train them as AI education experts, and to continuously provide opportunities to experience AI education platforms. In this study, there are limitations to what is called 'a population perception survey'. because only 103 people were surveyed, and most of the experts are working in a specific area(Gyeonggi-do). In the future, it is judged that research targeting experts at the national level should be conducted to supplement these limitations.

Companion animals are physically, mentally, and socially beneficial to humans, giving us great comfort in living in the Corona19 (COVID-19) era. It is also an era of the Fourth Industrial Revolution, featuring the convergence of information and communication technology. Korea, which is facing a super-aged society, has the highest suicide rate among OECD countries, and companion animals that are effective in emotional stability can be the answer. This study is about companion animals that are effective in stabilizing the emotions of the elderly, one of the major problems in the Republic of Korea, which is about to solve in a super-aged society with more than 20 percent of the elderly aged 65 or older, needs to solve. The impact of knowledge of raising companion animals on the satisfaction level of the elderly was investigated through the management and awareness of infectious diseases. Although the level of care of companion animals had a very significant (p<0.001) effect on the satisfaction of the companion animals, the recognition of infectious diseases has no statistical significance (p>0.05). Raising companion animals with knowledge of rearing increases the satisfaction level and can lead to a happier life. While personal learning is important, it is also believed that supporting education will be necessary as a policy consideration.
