The national base map of Korea has become more useful as the spatial information industry has developed rapidly. Beyond the simple application of the past paper map era, the role as important spatial information in the smart city and digital twin era is required with the IT (Information Technology) revolution. Therefore, the concepts of seamless, multi scale, object-oriented, customized production and real-time updating have emerged, and innovations in the distribution process through the internet are also taking place. Although the concept and definition in the law that is corresponds to the status of the national base map must be supported, the concept and definition of the paper map introduced from the surveying law in 1980 still exist. The definition of the national base map cannot meet current technological developments and social needs and does not reflect the perceptions of the majority of the people as well as the practical capacity of government organizations that manage it. Therefore, it is necessary to establish the concept of national base map in accordance with the current situation and to define it in the law. In this study, the concept of national base map was established and defined by comprehensive analysis of the development process of the national base map, the changes in the times and cases of the United States, the United Kingdom and Japan.

The purpose of this study was to ascertain high school student ideas on the motion of the Earth and moon by cognitive level. For this study, five students determined to be of high, middle and low cognitive level selected from 73 10th-grade students at a high school located in Suwon, Gyeonggido. The results of this study were as follows: first, students at the high cognitive level had comparatively more logical and scientific conception on the revolution and rotation of the Earth and moon. second, students at the middle cognitive level, generally had a passive learning attitude to unconditionally memorize learned contents, so they were apt to forget learned contents, also their recognized conception was not enlarged. In addition, they had native theories, intuitive ideas and misconceptions as well as made logical errors in the course of explanation for the motion of the Earth and moon. In the course of explanation for the phases of the moon and the cause of change of season, because of their scientific conception, the students made more and more errors in conception. finally students at the low cognitive level were not willing to think logically and positively and were very passive in the attitude to recognize conception. In addition, they have learned helplessness on the grounds that they have low scholastic achievement specially in science.

The 4th industrial revolution is coming. In order to prepare for the new learning environment with it, we may need digital mathematics textbooks that fully utilize all possible technologies. So various attempts have been made in elementary and middle school mathematics education. However, despite the importance of higher mathematics, we haven't seen a best possible math digital textbooks yet in Korea. In this paper, we introduce our new model of interactive math digital textbook about Linear Algebra/ Calculus/ Differential Equations/ Statistics/ Engineering Math. Especially, this manuscript focuses on our experience of using digital contents and interactive labs for developing a new model for linear algebra digital textbook. We introduce our works on linear algebra digital textbooks which include pdf e-book, web contents, video clips of lectures, interactive lab. Using this linear algebra digital textbook, students can freely use any mobile devices to access diverse learning materials, lessons, and hands-on exercises without any limitations. Also, times saved in the computation, coding, and typing process can be used to have more discussions for deeper understanding of mathematical concepts. This type of linear algebra digital textbook, which contains all interactive free cyber-lab with codes and all lectures for each sections, can be considered as a new model for the next generation of math digital textbook.

Displayed result that handle particle contaminant and hydrospace organism included in number of ballast that is happened in ship using automatic bade washing filter. Reason that remove first contaminant that is included in number of ballast is that heighten processing effect of after processing process. of the filter. Another advantage is to drop off the solids with controlling revolution of drum screen in pretreatment filtration process. The fact that it is easy to attach and detach a several type of screen for getting the expected water quality is another advantage. Filter rotation speed at 1.0rpm is filter resistance 3.0bar and 3.0rpm is filter resistance 2.8bar. Filter out impurities from ballast water over 6.0rpm is filter resistance 26bar and 10rpm is filter resistance 2.5bar. Filtration system removal aquatic organism over $80{\mu}m$ in ballast water. This study shows that the filtration treatment system has a potential for the treatment of ballast water.

This study examined the effects of management consultant competency (ability, professionalism) and consulting service quality (reliability, assurance) on organizational creativity and innovation. The research target was companies with experience in consulting, and sample data from 62 surveyed companies (80 persons) were analyzed using SPSS 25.0 and Smart PLS 2.0 based on statistics to perform frequency analysis, reliability, and feasibility analysis. The summary of the research results is as follows. First, it has been verified that consultant competency (ability, professionalism) and consulting service quality (reliability, assurance) had positive impacts. Second, service reliability and assurance, which are components of consulting service quality, significantly affected consulting performance (organizational creativity, innovation). Taken together, management consulting has a positive effect on creativity and innovation in an organization and ultimately contributes to improvement of the business performance of the company, depending on the competency of the consultant and quality of the services provided. Based on the results of this study, we intend to improve the quality of SME consulting by providing theoretical and practical implications as well as contribute to the growth of SMEs requiring innovation in the era of the 4th Industrial Revolution.

This study was an exploratory study for the development of a competency-based social welfare curriculum. This study was conducted through a literature review focused on guidelines for social welfare published by the KCSWE (Korean Council for Social Welfare Education). The purpose of this study was to explore social welfare professional competencies, subject goals, teaching methods, and the participatory learning environment for the development of a competency-based social welfare curriculum. The findings are as follows. First, each university had been researching professional competencies individually. Second, the social welfare subjects tended to include all elements of knowledge, skills, and attitudes, and these goals were matched with professional competencies set by each university. Third, the guidelines for social welfare subjects provided various teaching methods to achieve the goals of the subject as well as a participatory learning environment based on discussion. However, it was difficult to determine whether the various teaching methods were effective in achieving core and professional competencies. Therefore, it is necessary for KCSWE to set up a standardized competency-based curriculum and research professional competencies based on social welfare, a curriculum and subjects according to their competencies, effective teaching methods, and a method for evaluating educational outcomes.

Purpose: The purpose of this study is, in the situation where rapid response to the rapidly changing environment is required due to the development of the fourth industrial revolution such as artificial intelligence, virtual reality, and the internet of things, robotics, big data, additive manufacturing, bio-health, sharing economy and in the organizational culture aspiring toward the innovation of a major company, small business and a public institution, to analyze what influence a job-engagement and stress make, and what influence individual's self-efficacy as a moderator mediator makes, and to offer basic data for improving job-engagement and lowering job-stress. Research design, data, and methodology: For doing this, the literature and the empirical studies were combined. Deriving innovation-oriented organizational culture as factors affecting the job engagement and job stress through the literature, and have established hypotheses to verify them. We have collected data of 281 from ex,ecutives and staff-members working in areas including major company, small business and officials (the central government, a local public service, the prosecution, the police, and school). And these data were analyzed by SPSS 23 version. Results: Based on these data, the results of analysis were as follows; First, the innovation-oriented organizational culture which was recognized by organizational members had effect on job-stress. Second, the innovation-oriented organizational culture which was recognized by organizational members influenced job-stress. Third, in the relationship between the innovation-oriented organizational culture and job-engagement, self-efficacy did not influenced job-engagement. Finally, in the relationship between the innovation-oriented organizational culture and job-stress, self-efficacy influenced job-stress. Conclusions: Innovation-oriented organizational culture places importance on the organization's adaptability and flexibility in the external environment, so companies need to establish an innovation-oriented organizational culture favorable to achieving survival and successful innovation, and to develop and disseminate programs of positive and continuous organizations to improve task enthusiasm, reduce task stress, and enhance organizational performance. In the future, it will be necessary to verify the effectiveness of various organizational culture types through comparative analysis with companies that actively maintain an innovation-oriented organizational culture (Google, Kakao, etc.) and companies that prefer hierarchy-oriented organizational culture, relationship-oriented organizational culture, and market-oriented organizational culture.

Purpose - The purpose of this study is to explore the introduction and activation of smart training for the effective training of vocational ability development of companies in the 4th industrial revolution era, we analyze the present status of smart training introduction and related difficulties and propose concrete activation plan. Research design, data, and methodology - Through the online survey, we tried to confirm the recognition of corporate about smart training. Questionnaires include what are the benefits, expectations, and difficulties of smart training, etc. The survey was conducted from August 21, 2017 to September 4, 2017. A total of 69 companies participated in the questionnaire. The questionnaire results were analyzed through frequency analysis and contents analysis. Based on the results of the questionnaire, we found out the cause of inhibition of smart training activation and suggested activation strategies. Results - The main reason for the provision of smart training is the expectation of the training performance and the recognition that it is possible to provide training in a flexible manner. The effectiveness of smart training operation was evaluated as a high level of contribution to the development of creative training course and the capacity of training institute. As a result of checking factors that hinders the activation of smart training, the most important reason is that the time and cost burden of the training institutes is excessive. The lack of expertise in the design of smart training courses and the burden of employers and trainees. Conclusions - In order to activate smart training, it is necessary to find solutions to the obstacles at the internal or external level of training institutions. The internal barriers to the training organization are lack of internal competence for preparation and course management. In this regard, we need to consider providing consulting, best practices or guidance in the process of designing and operating smart training. On the other hand, as an external obstacle factor, it is necessary to provide incentives to participate in smart training. In addition, further research is needed on strategies that can lead to participation in smart training from the viewpoint of employers and learners.

The value of Big-Data which is a main factor of the fourth Industrial Revolution enhances industrial productivity in private sector and provides administrative services for nations and corporates in public sector. ICT-developed countries are coming up with Big-Data application in public sector rapidly. Especially, when it comes to social crisis management, they are equipped with pre-forcasting system. Korean Government also emphasizes Big-Data application in public sector for the social crisis management. But the reality where the overall infrastructure vulnerability reveals requires preparation and operation of measurement for social problems. Accordingly, we need to analyze Big-Data application problem and benchmark the precedented cases, thereby, direct policy diversity. Hence, this paper proposes the roles and rules of E-government analyzing problems from Big-Data application. The following policy proposes open Information and legal&institutional improvement, Big-Data service considerations threatening privacy issues in Big-Data ecosystem, necessity of operational and analytical technology for Big-Data and related technology in technical implication of Big-Data.

Based on the successful use of chatbot technology, this study examined what business values each company is creating. The chatbot service contributes to improving the productivity of the company by helping to answer or respond to the questions of employees inside the company or customers. And in the field of education, Instead of instructor, AI technology responds the questions and feedback of the students to reduce the work of the instructor. In the field of commerce, offline stores provide convenient and new purchasing experiences to customers by providing product purchasing services through artificial intelligence speakers and personalization service. Although chatbot service is creating business value in some business cases, it is still limited to the process of a specific company, and the spread rate is still slowing because the service scope, convenience, and usefulness are not greater than expected. Therefore, some chatbot development service providers is providing an integrated development platform to improve usability, Chatbots have the features and advantages of providing convenience instead of answering human questions. However, there is a disadvantage that the level of communication can be lowered by reducing various human subjective views and giving mainly objective answers. Through this study, we will discuss the characteristics, advantages and disadvantages of chatbot services by comparing them.
