Preservation, Management and Use of Historic Urban Landscape through Government-Academy Cooperation - A Case Study on Historic District of St. Augustine, Florida, USA - (관학협력을 통한 역사도시경관의 보존, 관리 및 활용 사례연구 - 미국 플로리다 세인트오거스틴 역사지구 -)

  • A historic urban landscape has to be preserved wholly, not only as a cultural heritage site, but also as an environment and a neighborhood. However, cultural heritage sites have their own unique social-commercial environments, and these are not easy to integrate during the preservation process even though they are located in the same area. To examine ways of overcoming the difficulty in integrating the preservation of heritages, this study analyzes the historic urban landscape preservation of St. Augustine, Florida in the United States. The preservation of St. Augustine's historic urban landscape can be identified by its unique system of government-academy cooperation. For integrated preservation of the historic landscape of St. Augustine, Florida's state government owns the properties, which are not designated but have a heritage value, and are located next to the nationally designated heritage sites. The properties receive trust administration by the University of Florida. This cooperation between the government and the university can benefit both stakeholders. To the government, the relationship gives the benefit for professional, long-term management for the properties and their environments. To the university, the cooperation provides a place for practical education, funding, and opportunities for research and management. The government-academy cooperation model argued for this study can be applied to many Korean historic cities' urban landscape preservation planning.

A study on the Relationship between the Degree of Awareness on Low Carbon Green Growth and the Organizational Commitment Focused on the Traditional Retailers (전통시장 상인들의 저탄소 녹색성장에 대한 인식과 조직몰입의 관계에 대한 연구)

  • Since the Korean retail industry was made accessible to the big conglomerates and foreign retail companies, local traditional markets have faced serious problems. To sustain the local traditional markets' survival, the Korean government established various remedial policies for addressing, and many scholars published articles to suggest how to find solutions to, the problem. Unfortunately, the results have not been satisfactory. The purpose of this study is to find another way to help the Korean traditional retail market, from the view point of the Green Growth Policy, an initiative designed to address environmentally balanced economic growth in Korea. In order to survive and to maintain sustainable growth, it is incumbent upon retailers in the traditional market to understand the concept of the Green Growth Policy. A survey was conducted as a means of testing the degree of awareness of the Green Growth Policy, as well as determining the relationship between the degree of awareness and the degree of organizational commitment by the retailers in the local traditional markets. Interestingly, we were able to detect some of the features (e.g., they were distinguished by the elderly and the young, as well as low level of education and high level of education) in the traditional market retailers' demographic characteristics. We utilized the analysis of variance (ANOVA) statistical method to simultaneously compare the differences in retailers' demographic characteristics; the results were as follows: Overall, the results showed that the awareness of the Green Growth Policy, the degree of trust in the government's policy, levels of self-efficacy, and levels of organizational commitment were higher with the older traditional market retailers than the younger traditional market retailers. Specifically, the degree of trust in government policies (F=9.964,p < .05), levels of self-efficacy (F=5.532,p < .05), and levels of organizational commitment (F=5.697,p < .05) were statistically significant. Moreover, in the portion of the study that addressed the difference between education levels, all the variables were averaged in the higher education category of the traditional market retailers. Specifically, awareness levels of the Green Growth Policy (F=8.564,p < .005) and levels of self-efficacy (F=6.754,p < .005) were statistically significant. These results revealed that the traditional market retailers' demographic characteristics should be considered important factors in order to realize their policy. The results of the study showed the following: 1) The degree of awareness of the government's Green Growth Policy was statistically significant as it related to traditional market retailers' organizational commitment. 2) The degree of trust of the government's policy was significantly moderated between the awareness of the government's Green Growth Policy and the traditional market retailers' organizational commitment. This result demonstrates that the traditional market retailers' awareness of the government's Green Growth Policy will show more organizational commitment with higher levels of trust of the government's policy. 3) It also revealed that traditional market retailers' self-efficacy was fully mediated between the awareness of the Green Growth Policy of the government and traditional market retailers' organizational commitment. The results suggest that the government should show an interest in showing traditional market retailers how to enhance their traditional markets. Implications and future research directions are also discussed.

A Analysis on the Present State and Character of Game Regulation in Korea (게임 부문 규제 현황 및 특성 분석: 규제개혁위원회 등록 규제에 대한 게임 정책 신뢰에 대한 소고)

  • There are a lot of game regulations in Korea. Each scholar has invested a game regulation. But there is no research about all the game regulations. All regulations in government should be registered in Regulatory Reform Committee. So, this study researched the all game regulation in Regulatory Reform Committee and found the present state and character of game regulation in Korea. The registered game regulations are only 22. But actually, there are 44 regulations in game field. And according to legal context, there are over 60 regulations in game field. And a lot of game regulations focus on the game addiction and gambling. The differences of regulation would influence the policy trust and government trust. This result would contribute to reform the regulation of game in Korea.

  • In this article, I try to understand the changing patterns of 'politics of expertise' by looking at the change of the citizens' opinion on '4 Rivers Project', particularly the change of citizens' trust in expert, through data analysis on 'Citizen Opinion Survey on Science and Technology'. Findings are as follows: The reliability of government and the pros side experts downed, on the other hand, the reliability of the opposite side experts and environmental groups have maintained or slightly increased. This shows the fact that '4 Rivers Project' is the field of political confrontation surrounding the expertise. The government decision-making process on '4 Rivers Project' can be examined from the perspective of 'the politics of expertise', in the sense that the process is related to the utilization of scientific and technological expertise-power surrounding the project feasibility. The facts that citizens are interested in scientific-technological and ecological issues which are largely affected by expertise, and they think that the 4 Rivers Project affects the their daily lives, are the result of rising 'scientific-technological citizenship'.

  • As of September 2021, COVID-19 is still seriously impacting people globally. To better control the epidemic, the Chinese government adopted a nationwide quarantine policy at the early stage of the discovery of COVID-19, which has significantly changed people's production and life. China's Douyin app (International version: TikTok) is an extremely influential entertainment and social tool. During COVID-19, a large number of short videos about COVID-19 appeared. Publishers included government agencies, professionals, and self-media. The content released has made Douyin a tool for people to receive COVID-19 information in addition to entertainment and social functions. This is a quantitative study. By exploring the impact of the Douyin app on Chinese college students during COVID-19, this study provides suggestions from the level of social media such as TikTok to enable Korea's epidemic prevention to be more effective. This study established variable questions such as Douyin's information perceived value, information usage channels, information awareness, anti-epidemic policy attitude, trust of public institution and preventive behavioral intention, and conducted a questionnaire survey. Using SPSS to analyze the obtained data, this study found that: 1. The short video information usage channels about COVID-19 in Douyin have a positive impact on the audience's information awareness; 2. The information perceived value in Douyin has a positive impact on the audience's information awareness; 3. Information awareness and trust of public institution in Douyin have a positive impact on the audience's anti-epidemic policy attitude; 4. Information awareness and trust of public institutions in Douyin have a positive impact on the audience's preventive behavioral intention; 5. The audience's anti-epidemic policy attitude has a positive effect on preventive behavioral intention.

Factors Influencing Innovation Performance through Industry-Research Institute Cooperation of Researchers at Government-Funded Research Institutes in Daedeok Innopolis: An fsQCA Approach (대덕연구개발특구 정부출연연연구기관 연구자의 산연협력 혁신성과 결정요인 분석: 퍼지집합 질적 비교분석 접근)

  • The purpose of this study is to analyze the effects of determinants of innovation performance on innovation performance in industry-research institute(IR) cooperation for researchers of government-funded research institutes in Daedeok Innopolis. We reviewed the existing literature on the determinants of innovation performance through cooperation, and established a conceptual framework to analyze the combinatorial effect of the determinants of innovation performance on innovation performance in IR cooperation. Data for empirical analysis were collected through a questionnaire survey targeting researchers at a government-funded research institute in Daedeok Innopolis. The fuzzy-set qualitative comparative analysis (fsQCA) was used to analyze the combined effect of determinants of innovation performance. The fsQCA results show that the configuration of high motivation, high trust, high commitment and high satisfaction of researchers of government-funded research institutes improve innovation performance. On the other hand, it shows that the configuration of high motivation, high trust, low commitment and low satisfaction of the researcher improves innovation performance.

An Empirical Study on Knowledge Sharing among Individuals in Public Institutions : A Social Exchange Theory Approach (공공기관 내 구성원간의 지식공유에 관한 연구: 사회교환이론 관점에서)

  • Individual recognizes knowledge sharing as a transaction action. This transaction occurring in knowledge sharing is considered as a special and complicated transaction derived from employee's relationship rather than a economic transaction. In addition, It is important that knowledge sharing among individuals is established through a closed interrelationship with situation. In this point of view, knowledge sharing can be explained by a social exchange relationship. Therefore, there are two study's purpose as follows. First, The study draws factors affecting to knowledge sharing in the view of social exchange theory. The study reviews factors that are presented at previous social exchange theories and affecting to knowledge sharing focused on organization contingency traits, relationship traits, and individuals traits among individuals in an organization. Second, even though trust and organization involvement is resulted in above affecting factors, most previous studies are mainly examined as the same level to other factors affecting to knowledge sharing. Thus, this paper focused that the above factors affect to trust and organization involvement that affect to knowledge sharing intention. That is, this study presents that when affecting factors mediate trust and involvement, there is a knowledge sharing intention for creating organization knowledge. For the study, 160 government employees are administered for the survey so that the research model and hypothesis are developed. Empirical study shows that in public organizations knowledge sharing affects to relationship traits factors and individuals traits affects trust and organization involvement. Also, it is examined that trust and organization involvement affecting to knowledge sharing intention in such a sequence.

The current status and future directions of Korean inland freshwater aquaculture (우리나라 내수면 양식업의 현황 및 발전방향에 관한 소고)

  • In terms of the size of aquaculture farms and production volume, inland freshwater aquaculture is much smaller than marine aquaculture in Korea. However, freshwater aquaculture provides fish which is not produced in the sea. Freshwater aquaculture plays an important role in the efficient use of resources, development of local areas and economy vitalization in under - developed areas. freshwater aquaculture also helps ecosystem recovery by stocking farmed fry. As addressed above, inland freshwater aquaculture plays various roles and can not be ignored. However, freshwater aquaculture has been off the interest of fisheries authority. Considering a series of changes in the circumstances such as the government's disapproval of pen - raised aquaculture, higher standard for discharged water from aquaculture farms and a rapid increase in import of low price fish from other countries, it is difficult to expect the quantitative expansion of the freshwater aquaculture any more. Furthermore, freshwater aquaculture lost the trust of people because of the use of Malachite green, and the consumption of farmed product plummeted last year. Even though it would be difficult to expect the quantitative expansion, we could expect qualitative growth and let the inland freshwater aquaculture keep playing the own roles. In order to achieve competitive advantage and regain the trust by providing safer farmed product, the government's support and freshwater aquaculture industry's active and voluntary efforts are very important. This paper suggests several points for the future oriented inland freshwater aquaculture in Korea such as strategic intensive development of selected species, the technical improvement and its diffusion, increased cooperation among the government authority, industry and scientists.

The Influence of Convergence Characteristics of Social Economy Internet Shopping Malls on Customer Trust and Loyalty (사회적경제 인터넷 쇼핑몰의 융합 특성이 고객 신뢰도, 충성도에 미치는 영향)

  • Korea's social economy promotion policy is a government-led policy, and its success or failure depends on how well it is known to the residents. The Jeonnam Social Economy Internet Shopping Mall was also established as a government-led road, but its popularity is low. This study examines the influence between reliability and loyalty of the 'Jeonnam Social Economy Shopping Mall'. 267 samples were used and verified with the SPSS 22.0 program. As a result of the study, the characteristics of shopping malls had a significant effect on customer trust and loyalty, and played a mediating role between reliability and loyalty. The residential area and the purpose of purchase had a moderating effect. The limitation of research is that comparative research with other shopping malls is insufficient. In the future, comparative evaluation should be carried out in relation to research on social economy enterprise products by region.

A Study on the Effect of Trust in the Army Perceived by University Students on Perception of National Security (대학생이 지각하는 군 신뢰가 안보의식에 미치는 영향에 관한 연구)

  • The most important responsibility of a government is to protect citizen lives and its own territory from outside threats. Especially recent political changes surrounding the Korea Peninsula seriously threaten the korean national security. To copy the situation, perception of national security based on citizen's trust in the army is needed. Accordingly survey analysis on effect of trust in the army on perception of national security had been conducted on students of a university located in Ulsan. Result of the statistical analysis as follows. First, while social contribution and military abilities among trust in the army are highly evaluated, integrity and characteristics of organizational culture are low evaluated. Second, all the correlation coefficients among studying variables are significantly positive. But correlation coefficient between social contribution and perception of national security is relatively low. Third, integrity, characteristics, and military abilities has a significant and positive effect on perception of national security, but social contribution has no significant effect.
