Redesigning Archival Appraisal Policies for Improving Accountability of Public Bodies (공공기관의 책임성 강화를 위한 기록평가제도의 재설계)

  • Trust in government agencies is closely related to accountability. The key strategy to increase public accountability is to document the processes and outcomes of their key tasks and policies adequately. The purpose of this study is to suggest a redesign of the records appraisal policy to enhance the accountability of government agencies. Applying the newly introduced concept of appraisal in ISO 15489-1: 2016, the relationship between accountability and appraisal is articulated and the problems of records appraisal systems in terms of accountability are analyzed. Based on this analysis, it suggests the principles for reforming the appraisal policies well as the redesign of the current disposition authorities as a key tool for appraisal, and the introduction of records disposal freeze system.

A Study on the Meaning & Classification of Conventional Markets (전통시장 개념 및 분류체계 재정립에 관한 연구)

  • Conventional markets in Korea have played a pivotal role in the vitalization of local communities and economies along with the distribution of products. Although many people believe the markets to be disorderly, they are lively and provide local people with things to enjoy, watch and buy. However, superstores have undergone a mushrooming proliferation since Korea opened its gates to multinational superstores in 1996. This phenomenon has caused a crisis for Korea's conventional markets. They have lost their competitiveness because of this environmental change, inefficient management, and their outmoded facilities. Government efforts to revitalize the markets have centered on redevelopment of the facilities, a perspective that has caused not only the fall of the old business districts but also the decline of the distribution function. Under these conditions, the traditional market has re-entered into competition. The Korean government enacted a special law to revitalize the conventional markets and has been implementing many policies to support them since 2003. In 2009, the government amended the law and adopted the Business Improvement District System. The government also changed the official term from 'old markets' to 'Conventional markets'. Despite this legal amendment, though, we still need to re-establish the concept of the Conventional market. Historically, markets grew up spontaneously to dispose of surplus products. Some manmade markets were established through urban planning or as public facilities. Their businesses transactions have always been based on mutual trust between consumers and trades people, the traditional way of commercial dealing. Conventional markets can be defined, then, as creatures of societal necessity where transactions for services and products are based on mutual trust. Problematically, unlisted markets are left out of government support. Although unlisted markets have performed almost the same functions as listed markets, they exist only as a statistic as far as the special law is concerned. In some areas, there are more unlisted markets than unlisted ones. Therefore, it is necessary to establish systematic management methods for the unlisted markets. Some unlisted markets received support in the form of facility improvement from local governments' budgets in the early stage of the special law's enforcement. The current government also assists with safety issues involving unlisted markets; however, the current special law provides no legal framework for unlisted markets. Moreover, consumers cannot tell the difference between unlisted markets and listed ones. Finding a solution to this problemrequires new standards and a wider scope of support by which the efficiency of the market improvement support system might be enhanced.

Effects on the continuous use intention of AI-based voice assistant services: Focusing on the interaction between trust in AI and privacy concerns (인공지능 기반 음성비서 서비스의 지속이용 의도에 미치는 영향: 인공지능에 대한 신뢰와 프라이버시 염려의 상호작용을 중심으로)

  • In research on the use of AI-based voice assistant services, problems related to the user's trust and privacy protection arising from the experience of service use are constantly being raised. The purpose of this study was to investigate empirically the effects of individual trust in AI and online privacy concerns on the continued use of AI-based voice assistants, specifically the impact of their interaction. In this study, question items were constructed based on previous studies, with an online survey conducted among 405 respondents. The effect of the user's trust in AI and privacy concerns on the adoption and continuous use intention of AI-based voice assistant services was analyzed using the Heckman selection model. As the main findings of the study, first, AI-based voice assistant service usage behavior was positively influenced by factors that promote technology acceptance, such as perceived usefulness, perceived ease of use, and social influence. Second, trust in AI had no statistically significant effect on AI-based voice assistant service usage behavior but had a positive effect on continuous use intention. Third, the privacy concern level was confirmed to have the effect of suppressing continuous use intention through interaction with trust in AI. These research results suggest the need to strengthen user experience through user opinion collection and action to improve trust in technology and alleviate users' concerns about privacy as governance for realizing digital government. When introducing artificial intelligence-based policy services, it is necessary to disclose transparently the scope of application of artificial intelligence technology through a public deliberation process, and the development of a system that can track and evaluate privacy issues ex-post and an algorithm that considers privacy protection is required.

Analysis of Social Networks in the Management Organization of Seoul Forest Park (서울숲 공원관리조직의 사회 연결망 분석)

  • This study was intended to devise means to encourage participation for organizations taking part in "resident participation parks.", "Resident participation" has become increasingly recognized as an effective means of park management in Korea. To this end, this study analyzed the current status of social networks for civic organizations participating in park management with respect to their degree of participation, credibility and trust, and exchange of information. Among resident participation parks, "Seoul Forest Park" has been widely recognized as a model example; accordingly this study designated Seoul Forest Park as its primary research focus. Thirty core members of resident participation organizations were selected as test subjects. Members of the resident participation organizations under review came from various backgrounds, including government administrative organizations, citizens' groups, residents' groups, and private businesses. Surveys were used to provide data on credibility and trust between organizations, levels of participation, and exchange of information, as well as statistics on demographic affiliation. Results were examined through UCINET, a program designed to analyze social networks. Survey results indicated that 1) The "Seoul Forest Park Conservancy" and the "Seoul Forest Park Management Office" constituted a hub within their social networks that maintained significantly more relationships than other organizations with regard to levels of credibility and trust, participation, and exchange of information; 2) Social networks for organizations wishing to work together, or desiring active participation in the future tended to center on citizens' organizations in the environmental and arts fields; and 3) Women's associations and meetings of neighborhood("tong") leaders had very little significance as a center in the social networks of local residents groups, and indeed very few connections amongst themselves. The results of this research can be applied in the devising of proposals for encouraging participation in resident participation parks in consideration of the social networks between organizations engaging in park management activities for a diverse array of urban parks and other areas.

A Study on the Mutual Cooperation of Private Security and Local Government (지방자치단체와 민간경비의 상호협력에 관한 연구)

  • The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.

  • This study was implemented for the purpose of analyzing the effects of Engineering Education Accreditation. Now, 15 years has passed adopting the engineering education system. We need to analyze the effect that this system has changed on the ground of engineering education, and it cultivated the human resource. In order to achieve the purpose of this study, the survey were done on the professors, graduates, and workers. The results and conclusions of this study are summarized as follows: First, it is urgent need to change the system of accreditation, and to get the public trust on assessment. Second, it is necessary to make circumstance that engineering education accreditation is advertised to the industries, and the industry can join the development, consulting, evaluation of curriculum. Third, government needs to make the policy that gives the incentive to the industries, if they give some merits to the accreditation graduates. Fourth, certificate of program graduate is desired to spread the accreditation proliferation. Fifth, government should systemize that accreditation program can get advantage to be selected for the public finance business(e.g. BK, LINC).. It will impact the quality Improvement and accountability of engineering programs.

Current Status and Outlook of the Institute-Academia Collaboration in Aerospace field (항공우주 학연협력 현황과 전망)

  • Lee, Myung-bak Administration comprises the plan to foster the Universities as a world's research and development point, and to strengthen the Institute-Academia Collaboration for the knowledge based economy in the new plan of science and technology. In addition, by participating Universities into the medium-and long-term research business of government-supported institute, it is expected to strengthen the basic initiative research, revitalize the joint study conducted by the universities and government-supported institute, and to reshuffle the statutes to promote personnel exchanges between the universities and government-supported institute. Universities role as a principle of innovation in the field of Aerospace is getting its weight so that the necessity of the institute-academia collaboration is increasing. Types of the Institute-Academia Collaboration can be categorized into the Joint-Study, internships for the students in Masters and Ph. D. programs, Professor-Researcher Exchange, Joint Research Lab, and Joint Postgraduate Course, and those are the cases from the U.S., Brazil, Germany, France, Japan, and Korea. High mutual reliance on the research subject, mutual trust on the research capability, and abundant and flexible capabilities in sources are required to make a success in Institute-Academia Collaboration.

Housewives' Basic Knowledge, Recognition, and Willingness to buy GMO (유전자재조합에 대한 소비자의 기초지식과 정보인지에 따른 구매의사)

  • This study was pursued to examine the differences in housewives' willingness of buying genetically modified(GM) Food by the basic knowledge and recognition toward GMO. The results could provide a basic information for the consumer education and consumer policy about genetically modified food. The final 723 observations collected using a questionnaire were analysed by frequency, percentage. mean, standard deviation, t-test.$X^2$. ANOVA. and duncan-test using the SPSS/WIN 10.0 programs. The main results were following (1) Consumers' basic knowledge about GMO was too low to understand or interpretate information regarding GM food which was provided or would be provided. So consumers education for very basic biology should be offered for consumer to understand and interpretate various information about GM food is provided. (2) Consumers didn't trust GM food information provided by government. however they wanted government to provide information regarding GM food. (3) The more basic biology knowledge consumer has, the better recognition of GM food and the higher possibility that they eat consumer has.

  • This paper explores desirable status of block chain electronic government in relation to the prevention of cybercrimes and corruption. After the research, we suggest four measures to establish desirable status of block chain electronic government. Eventually, transparency is ensured thanks to the core concept of block chain technology, sharing, not only allowing all of the participants to share information and but also preventing them from forging or falsifying information. Furthermore, a wide variety of participants can play a role as monitors in the horizontal structure of governance system, which also assures credibility and reliability on electronic government through trust on block chain itself. Electronic government aims at virtue of expanded electronic democracy which strengthens information democracy. Also, establishment of electronic governance, that emphasizes networking and guarantees, is a desirable image of the future of the fourth industrial revolution. Therefore, the establishment of future electronic government according to the four principles drawn from this paper can be the most suitable model.

Toward Fintech Adoption Framework for Developing Countries -A Literature Review based on the Stakeholder Perspective

  • Due to the low usage level of traditional financial services in many developing countries, Fintech services that often substitute for such traditional services with greater convenience have great potential in these markets. However, there have thus far been relatively few attempts to examine Fintech adoption in developing countries. As financial services are a highly sensitive industry in terms of government regulation and consumer trust, it is critical for policymakers to understand how to foster a healthy Fintech marketplace in developing country environments. In this paper, we review the scholarly literature on Fintech adoption with respect to three stakeholder groups: customers, service providers, and policymakers. Adding with practitioner-oriented documentation relating to Fintech adoption in Vietnam, we derive propositions for Fintech adoption research in Vietnam and similar developing countries. We collect these propositions as a framework that suggests avenues for future research.
