Amber Information Design for Supporting Safe-Driving Under Local Road in Small-scale Area (국지지역에서의 안전운전 지원을 위한 경보정보 설계)

  • Adverse weather (e.g. strong winds, snow and ice) will probably appear as a more serious and frequent threat to road traffic than in clear climate. Another consequence of climate change with a natural disastrous on road traffic is respond to traffic accident more the large and high-rise bridge zone, tunnel zone, inclined plane zone and de-icing zone than any other zone, which in turn calls for continuous adaption of monitoring procedures. Accident mitigating measures against this accident category may consist of intense winter maintenance, the use of road weather information systems for data collection and early warnings, road surveillance and traffic control. While hazard from reduced road friction due to snow and ice may be eliminated by snow removal and de-icing measures, the effect of strong winds on road traffic are not easily avoided. The purpose of the study described here, was to design of amber information the relationship between traffic safety, weather, user information on road weather and driving conditions in local-scale Geographic. The most applications are the optimization of the amber information definition, improvements to road surveillance, road weather monitoring and improved accuracy of user information delivery. Also, statistics on wind gust, surface condition, vehicle category and other relevant parameters for wind induced accidents provide basis for traffic control, early warning policies and driver education for improved road safety at bad weather-exposed locations.

The traffic accident factors and reduction method in the hazard zone of mountain sightseeing roads -focused on Jeju local roads- (산악관광도로 위험구간의 교통사고 요인분석 및 감소방안 -제주도의 지방도를 중심으로-)

  • In Jeju-Do, there is the 1100 Road, 516 Road, and Bijarimro, which are typical mountain sight-seeing roads in Jeju. These roads are local roads that have been the location for many traffic accidents. This study focused on these roads, categorized the type of traffic accident and analyzed the accident characteristics. The major accident factors were analyzed through trip AHP analysis, Comparative analysis of the velocity distribution and the factors affecting traffic accidents were analyzed. Tourists took many trips on these roads. The mixing rate of the rental cars was 36.70%~71.60% in 1100 road and Bijarimro. Currently, these local roads are regulated by a speed limit of 60km/h. However, it might be necessary to reduce the speed limit to 40km/h considering the geometric line form of the road and the climate in these areas. The speed limit of more than 40km/h is found 87.0% on 516 Roads, 88.57% on 1100 roads, and 93.1% on Bjarimro, In these roads, the speed ratio is higher as described above. Therefore, these roads have been found to have a higher risk of traffic accidents by overspeeding driving. The overspeed driving ratio of these roads was 87.0%~93.1%, The overspeed driving enforcement method at one spot has only the effect of reducing the speed at that enforcement place; the effect cannot be expected for the other places or sections. It is necessary to introduce a section overspeed driving enforcement system utilizing the average velocity in these areas to prevent traffic accidents.

Development of Optimum Traffic Safety Evaluation Model Using the Back-Propagation Algorithm (역전파 알고리즘을 이용한 최적의 교통안전 평가 모형개발)

  • The need to remove the cause of traffic accidents by improving the engineering system for a vehicle and the road in order to minimize the accident hazard. This is likely to cause traffic accident continue to take a large and significant social cost and time to improve the reliability and efficiency of this generally poor road, thereby generating a lot of damage to the national traffic accident caused by improper environmental factors. In order to minimize damage from traffic accidents, the cause of accidents must be eliminated through technological improvements of vehicles and road systems. Generally, it is highly probable that traffic accident occurs more often on roads that lack safety measures, and can only be improved with tremendous time and costs. In particular, traffic accidents at intersections are on the rise due to inappropriate environmental factors, and are causing great losses for the nation as a whole. This study aims to present safety countermeasures against the cause of accidents by developing an intersection Traffic safety evaluation model. It will also diagnose vulnerable traffic points through BPA (Back -propagation algorithm) among artificial neural networks recently investigated in the area of artificial intelligence. Furthermore, it aims to pursue a more efficient traffic safety improvement project in terms of operating signalized intersections and establishing traffic safety policies. As a result of conducting this study, the mean square error approximate between the predicted values and actual measured values of traffic accidents derived from the BPA is estimated to be 3.89. It appeared that the BPA appeared to have excellent traffic safety evaluating abilities compared to the multiple regression model. In other words, The BPA can be effectively utilized in diagnosing and practical establishing transportation policy in the safety of actual signalized intersections.

Effectiveness of Positive Guidance for Speed Reduction at Signalized Intersection by Using Driving Simulator (도로주행시뮬레이터를 활용한 신호교차로 속도저감에 대한 Positive Guidance 효과 연구)

  • It can prevent traffic accidents in a way as taking precautionary measures for road safety at signalized intersection in advance. Particularly, traffic accidents can be reduced at relatively low cost without redesigning alignments. That is 'Positive Guidance method' which can help prevent traffic accidents through improvement of road facilities at signalized intersection. In this study, potentially higher hazardous signalized intersection due to speeding was selected through site investigation. Field analysis at designated section was conducted and devised a plan for improvements of road facilities. Subjects drove in driving simulator in 3-D virtual reality of designated intersection. Based on data from simulator, statistical analysis(t-verification) was conducted for 'Before and After effectiveness' of speed reduction. As a result, it indicates that speed reduction was effective after improvements at each spot in driving simulator. In the future, hazardous signalized intersections which can be applied for PG method will be effective for road safety based on this research.

  • Hazardous volcanic activity will continue to occur in the ring of fire, a major area in the basin of the Pacific Ocean where a large number of earthquakes and volcanic eruptions occur. and, because of rising populations, development pressures, and expanding national and international air traffic over volcanic regions, risks to life and property through exposure to volcano hazards continue to increase. During an eruption, volcanic contamination can reach and exceed the cruising altitudes of turbine-powered aircraft, among others, within minutes and spread over vast geographical areas within a few days. Volcanic ash can affect the operation of aircraft at aerodromes. Volcanic ash deposition at an aerodrome, even in very small amounts, can result in the closure of the aerodrome until all the deposited ash has been removed. In this study, air traffic information framework is presented along with algorithms to define affected routes, waypoints and airports using GIS geometry analysis.

DEVELOPMENT OF SAFETY-BASED LEVEL-OF-SERVICE CRITERIA FOR ISOLATED SIGNALIZED INTERSECTIONS (독립신호 교차로에서의 교통안전을 위한 서비스수준 결정방법의 개발)

  • The Highway Capacity Manual specifies procedures for evaluating intersection performance in terms of delay per vehicle. What is lacking in the current methodology is a comparable quantitative procedure for ass~ssing the safety-based level of service provided to motorists. The objective of the research described herein was to develop a computational procedure for evaluating the safety-based level of service of signalized intersections based on the relative hazard of alternative intersection designs and signal timing plans. Conflict opportunity models were developed for those crossing, diverging, and stopping maneuvers which are associated with left-turn and rear-end accidents. Safety¬based level-of-service criteria were then developed based on the distribution of conflict opportunities computed from the developed models. A case study evaluation of the level of service analysis methodology revealed that the developed safety-based criteria were not as sensitive to changes in prevailing traffic, roadway, and signal timing conditions as the traditional delay-based measure. However, the methodology did permit a quantitative assessment of the trade-off between delay reduction and safety improvement. The Highway Capacity Manual (HCM) specifies procedures for evaluating intersection performance in terms of a wide variety of prevailing conditions such as traffic composition, intersection geometry, traffic volumes, and signal timing (1). At the present time, however, performance is only measured in terms of delay per vehicle. This is a parameter which is widely accepted as a meaningful and useful indicator of the efficiency with which an intersection is serving traffic needs. What is lacking in the current methodology is a comparable quantitative procedure for assessing the safety-based level of service provided to motorists. For example, it is well¬known that the change from permissive to protected left-turn phasing can reduce left-turn accident frequency. However, the HCM only permits a quantitative assessment of the impact of this alternative phasing arrangement on vehicle delay. It is left to the engineer or planner to subjectively judge the level of safety benefits, and to evaluate the trade-off between the efficiency and safety consequences of the alternative phasing plans. Numerous examples of other geometric design and signal timing improvements could also be given. At present, the principal methods available to the practitioner for evaluating the relative safety at signalized intersections are: a) the application of engineering judgement, b) accident analyses, and c) traffic conflicts analysis. Reliance on engineering judgement has obvious limitations, especially when placed in the context of the elaborate HCM procedures for calculating delay. Accident analyses generally require some type of before-after comparison, either for the case study intersection or for a large set of similar intersections. In e.ither situation, there are problems associated with compensating for regression-to-the-mean phenomena (2), as well as obtaining an adequate sample size. Research has also pointed to potential bias caused by the way in which exposure to accidents is measured (3, 4). Because of the problems associated with traditional accident analyses, some have promoted the use of tqe traffic conflicts technique (5). However, this procedure also has shortcomings in that it.requires extensive field data collection and trained observers to identify the different types of conflicts occurring in the field. The objective of the research described herein was to develop a computational procedure for evaluating the safety-based level of service of signalized intersections that would be compatible and consistent with that presently found in the HCM for evaluating efficiency-based level of service as measured by delay per vehicle (6). The intent was not to develop a new set of accident prediction models, but to design a methodology to quantitatively predict the relative hazard of alternative intersection designs and signal timing plans.

  • Asphalt overlay resurfacing techniques have been widely utilized in maintaining asphalt concrete in Korea, causing severe traffic congestions while being in construction and difference in level due to the repeated overlay. Besides on these technical difficulties, there have been financial disadvantages associated with technique, mainly because overlay method has been executed for pavements with intact foundations, which is contrary to the norm. This study is aiming to increase the expected life length of the asphalt pavement up to the endurance period, to raise the efficiency of the pavement by maximizing the social benefit and to enhance public character of the street through combining ceramics with epoxy resins, which has advantages in compatibility with the existing pavement materials, durability to abrasion and endurance. It has been expected that the adoption of new method and pavement materials to the actual work sites will develop the performance of the pavements, and to lengthen the durability of the existing materials. The other advantages of the 'thin surfacing' method could be the improved adhesiveness, waterproof, corrosion-proof and bending strength.

  • This case was successfully constructed as a leakage prevention case of primary 2-arch tunnel located in Anyang, Gyungkido. The leakage of primary 2-arch tunnel was observed at middle wall of tunnel and girder of tunnel. Such a leakage of primary 2-arch tunnel generally occurred due to the damage of the waterproof membrane constructed on the middle wall during the blasting works of right and left tunnel after construction of the middle wall. As the leakage, icicles hanged from girder of tunnel in the winter. In such phenomenon, the risk of the traffic accident in the tunnel was high. In this case, leakage prevention works were successfully constructed using the heat insulated drainage.

  • There is no overall understanding about the road marking situation in Korean national highway nowadays. In addition road marking increases risk in traffic accidents especially while it's raining at night because of diffused reflection. So administrator has a lot of problems to maintain and make a decision about the road marking. In this paper, literature review and field investigation about the road marking are carried out from the viewpoint of road safe and the propriety in retroreflective performance of the road marking is grasped. Also, improvement methods about retroreflective performance of the road marking are proposed on the basis of the result in field investigation.

  • The purpose of this study was to confirm the reasons why the medical institutes avoid the traffic accident victims covered by the automobile insurance. For this purpose, a university hospital was sampled to comparatively analyze days of hospitalization, average medical cost per day, ratio of optional medical cost, average cost by injury/age group/department, distribution of MRI photographing, etc., between health insurance and automobile insurance patients. Accordingly, in order to assure automobile patients of a reasonable rights of medical services, it is deemed necessary to arrange a fair system encouraging them reduce the days of their hospitalization as well as a complementary mechanism preventing unnecessary expensive medical services due to the hazard.
