A Study on the Improvement of GHG Inventory in Agriculture and Forestry Categories of Energy Sector (에너지분야 농림업부문 온실가스 인벤토리 고도화 방안 연구)

  • Abstract Greenhouse Gas (GHG) emissions from agriculture and forestry sources in the energy sector have been estimated based on a top-down approach, which is an efficient way to estimate GHG emissions with the limited number of emission factors and activity data. On the other hand, for GHG abatement policies, more detailed information and data on GHG emissions are required. This study discusses how to improve the estimates of GHG emissions from the agricultural and forestry sources in the energy sector. To this end, this paper reviews the current estimation method of GHG emissions and presents three suggestions to enhance the current method. First, the development of country specific emission factors and corresponding activity data is proposed based on the 2006 IPCC Guidelines, National Greenhouse Gas Inventory Reports from other countries, and Domestic Statistics. Second, the uncertainty in CO2 emissions from agriculture in energy sector based on 2006 IPCC Guidelines is estimated, and ways of reducing the uncertainty in CO2 emissions are suggested. Finally, a potential way to reflect the GHG emissions from the use of renewable energy is suggested.

  • This case study reviews procedures of the implementation of a strategic performance management system for the KITECH(Korea Institute of Industrial Technology). The purpose of the study is to provide government funding research institutions with cautious considerations when the institutions want to setup performance systems.. KITHCH's strategic performance management system is based on BSC and has following characteristics: 1. KITHCH has spent more than a year in order to obtain the personnel's agreements on mission, strategies and goals. 2. They have focused a mission and strategy focused performance system so that KPIs are as much aligned as possible with strategies. 3. They have developed the system using both top-down and bottom-up frames. The weights for KPIs were formulated with the bottom-up procedure. This study results possible effective factors for successful implementation of a strategic performance management system for research institutions.

Development of the Forest Carbon Sink Index on Afforestation and Reforestation Activities (신규조림·재조림 활동의 산림탄소흡수원 지수 개발)

  • We have developed the Forest Carbon Sink Index on afforestation and reforestation activities, a regulation stated in article 26 of the 'Law on the maintenance and enhancement of carbon sink (Carbon Sink Law)', which took effect on March, 2013. According to the legal purpose to evaluate the performance of individual forest carbon offset projects and to compare each other at a certain point, values of the forest carbon sink index were calculated by the scoring method. Three criteria were established based on the Carbon Sink Law: 'Carbon' (real greenhouse gas reduction), 'Human' (socio-economic effect) and 'Nature' (environmental effect). Continuously, 9 indicators from the three criteria were selected by top-down approach; the adequacy of each criteria and indicators were reviewed through on-line Delphi survey; and finally weighted value of each criteria and indicators were assigned. To reflect the characteristics of the domestic forest carbon offset projects, which focus on corporate social responsibility-typed projects, we applied the score weighting method to minimize gaps among criteria and ones among indicators. After applying our newly developed forest carbon sink index to five domestic forest carbon offset projects, we could confirm that the criteria of 'Human' and 'Nature', which criteria are in relatively low weight, can play a role as an actual incentive to reduce negative socio-economic and environmental impacts. Based on performance evaluation of the five forest carbon offset project by the forest carbon sink index, the best or good performance project developers could be rewarded, and further the performance evaluation would work as an incentive to stimulate the involvement of domestic project developers in the field of forest carbon offset project.

The Economic Benefit of the R&D Performance from Government-funded Research Institute for Science and Technology: Evidence from K Research Institute (과학기술계 정부출연연구기관 연구개발 성과의 경제적 편익 추정에 관한 연구 : K연구원의 사례를 중심으로)

  • Government-funded research institutes in the field of science and technology of Korea have contributed to the growth of the national economy and industrial development since the 1960s. However, those institutes recently have faced with criticism over the R&D performance on investment. Accordingly, we suggest two analytical approaches that estimate the economic benefit of the R&D performance of those institutes, (1) 'bottom-up' approach that aggregates the economic benefits of individual performances, e.g., technology transfer, technology support for small and medium enterprises, and the supply of researcher manpower and (2) 'top-down' one that estimates the contribution of those institutes on the economic growth of the industries that the R&D performance of those institutes is mainly utilized. In addition, by applying two approaches, we computed the economic benefit of the performance of the K institute in the 1996-2014 periods at 12.3 trillion won and 29.5 trillion won, respectively. Lastly, we suggest the feasibility of two approaches from the perspective of complementarity. Our study provides analytical approaches that estimate the economic benefit of the R&D performance from government funded research institutes in Korea. Lastly, our study contributes to the understanding of public on science and technology as well as the enhancement of legitimacy on those institutes among the public.

A Study on The Factors of Policy Change in Latecomer Nations : Through the case of Korea's renewable energy policy change (후발국의 제도 변화 요인 연구 : 한국의 신재생에너지 정책 변동 사례를 통해)

  • In line with the international community's movement to reduce greenhouse gas emission, Korea implemented FIT(Feed in Tariff) in 2002 as part of its renewable energy development project. Although the policy had shifted to full-scale RPS(Renewable Portfolio Standards) in 2012, policymakers are still seeking changes due to policy ineffectiveness. While previous studies explain sudden policy changes through external factors, recent research sheds light on internal factors in the process of policy transition. The purpose of this study is to investigate the factors that are responsible for rapidly changing policies in latecomer nations. In order to find this, we look at the case of transition from the FIT to the RPS in Korea's expansion of renewable energy policy. As a result of the research, it is confirmed that the Top-Down decision making system of Korea and the external regulatory change cause rapid policy transition. By looking at these variables, we propose useful implications for policymakers to minimize the policy failure in future policy design and evolution.

A Study on the Pollutant Dispersion over a Mountain Valley Region (I) : Wind Tunnel Experiments (산악 계곡지형에서의 오염확산에 관한 연구(I) :풍동실험)

  • Heat and $SF_6$ gas dispersions over a complex terrain were investigated using wind tunnel. The wind speed, temperature and concentration profiles were measured for the 1/1000 scale complicated terrain model in an Eiffel type boundary layer wind tunnel with test section of 2.5m in height and 4.5m in width. The scale model was mounted on the top of a plate which can rotate with respect to the approaching wind. Dispersion processes from a continuous emission source driven by various wind direction were investigated, including plume climbing over the steep up-slope of the mountain and down-spreading toward the lower level of the valley. Extensive dispersion experiment data (wind speeds and concentration profiles) were provided for verification and validation of dispersion models. Under the identical flow and emission conditions, the independently measured profiles of the temperature and $SF_6$ concentration showed an excellent agreement which ensured the credibility of the results.

  • Globally, the various machine components, as in electronics and communications, are demanded to being high-performance and micro-scale with abrupt development of the fields of computers, mobile communications. As this current tendency, production of the parts that must have high accuracy, so called milli-structure, are accomplished by the method of top-down, differently as in the techniques of MEMS, NANO. But, in the case of milli-structure, production procedure is highly costs, difficult and demands more accurate dimension than the conservative forming, processing technique. In this paper, forming analysis of the micro-former as the milli-structure are performed and then calculate the punch force etc. This information calculated is applied to decide the forming capacity of micro-former and design the process of forming stage, dimension of dies in another forming bodies. And, for the better precise forming analysis, elasto-plastic analysis is to be performed, then the consideration about effect of elastic recovery when punch and die are unloaded, have to be discussed in change of dimensions.

  • Recently, cryogenic butterfly valves for LNG carriers are actively developed by ship equipment companies. The dual core structure unlike usual butterfly valve has both translation and gyration motions of the disk of the valve assembly. Especially, the ship equipment companies can not have overcome 2D design method; in addition, even though 2 years of development has passed, the drawing cannot be secured. In this research, for the cryogenic butterfly valves and the product design, 3D design method was introduced and DMU(Digital Mockup) was applied to complement the problems in 2D design and investigate application possibility of 3D design method.

Waste coffee grounds-derived nanoporous carbon nanosheets for supercapacitors

  • The development of nanostructured functional materials derived from biomass and/or waste is of growing importance for creating sustainable energy-storage systems. In this study, nanoporous carbonaceous materials containing numerous heteroatoms were fabricated from waste coffee grounds using a top-down process via simple heating with KOH. The nanoporous carbon nanosheets exhibited notable material properties such as high specific surface area (1960.1 m2 g−1), numerous redox-active heteroatoms (16.1 at% oxygen, 2.7 at% nitrogen, and 1.6 at% sulfur), and high aspect ratios (>100). These unique properties led to good electrochemical performance as supercapacitor electrodes. A specific capacitance of ~438.5 F g−1 was achieved at a scan rate of 2 mV s−1, and a capacitance of 176 F g−1 was maintained at a fast scan rate of 100 mV s−1. Furthermore, cyclic stability was achieved for over 2000 cycles.

  • This paper's objective is the analysis of eye-movement recording with visual perception process, the inference of heuristic guidelines with human information processing, and the generation of design principles for practical works. For this objective, it was experimented on that the user's eye-movement recording of interactive media with the Eyegaze Interface System, and analyzed the visual perception process of top-down & bottom-up processing, and inferred the design principles from human information process. Our results provide the implications of design through the analysis of the user's eye-movement recording that were changed according to each menu depth of the interactive media. And, it is proposed that the new concept of heuristic guidelines based on each stage of action that is related to human factors.
