Development of an Analytic Hierarchy Process Model for the Bidder Selection of a Large Construction Project (대형공사의 최적입찰자 선정을 위한 계층분석과정(AHP) 모형의 개발)

  • In recent, an unfaithful construction bring about many social problems. The bidding process considering bidding price firstly is one of the reasons raising an unfaithfull construction work. Thus, we should consider many other criteria including bidding price in the bidder selection process. This paper suggests an analytic hierarchy process(AHP) model for selecting the best bidder of a large construction project. A questionnaire was used to obtain domain experts' opinion about criteria to be considered in the bidding process. A hierarchical structure of the AHP model is formed using criteria obtained in the survey. The model consists of bidding price, construction capability, financial status, faith, and their 17 sub-attributes. The relative importance of bidders are judged by pairwise comparison or absolute measurement. An illustrative example is given to show the process selecting the best bidder using the suggested AHP model.

  • Efficiency and objectiveness are the most critical issues in the evaluation of software projects. It is beneficial not only to software companies participated in bids, but to administrators of projects. This study attempts to find an improvement in the evaluation process by connecting the historical data of bidding companies in the software company report system with the governmental procurement system. The proposed means will eliminate unnecessary and repetitive submission step of bidding companies and provide the administrator with objective evaluation process. Also, this paper proposes an automated process for quantifying the business experience of bidding companies.

  • Traditional bidding process and activities in public construction area has many problems in terms of the clearness and fairness of administration. And, it causes many cost consumption to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, case study and process mapping methodology, to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. As results of this study, key processes and classified contract types about public construction bidding were identified. These can be applied by means of guidelines when public institutions are planning new electronic bidding systems. The composition of unified driving organization, the database development for information share and the standardization of national level for the new electronic bidding systems were also suggested.

  • The government intensifies screening criteria for the guarantee of reasonable bidding price and the prevention of low bidding price, however, the low tender rate still becomes an issue. This study analyzed the problems of screening criteria for the guarantee of reasonable bidding price, and then derived some major issues such as the restriction of decisive factors for initial construction cost, the rate of activities over five percent of surveyed price and the restrictive review criteria of inadequate activities. To solve thess problems, this study suggests an improved process model for estimating optimal bidding rate that can select a contractor with the guarantee of reasonable bidding price.

  • In a dynamic game where the players move in a periodical sequence, each player observes the strategy of the others. So the players who move later in a game get to know the moves of others having made before them. Those who move earlier must take this into account in devising their optimal strategy. In the Poolco model, the bidding game is executed periodically. The player participating in the bidding game accumulates the information of its own and others'strategies, and payoffs through the repeated bidding process. Thereby, the players in this game would be able to map out how get the maximum profit, and get closer to the optimal strategy. This paper presents a mathematical modeling for a player to determine his or her optimal strategy at period T, based on the information acquired from the previous rounds for the periods, T-1, T-2, and so on. The proposed modeling is demonstrated with a dynamic fame theory.

Therefore, the purpose of this study is to analyze current bidding systems through literature survey, Questionnaire, contentment estimation and IDEF method to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. According to the survey, under present bidding system big problem is inconvenience of conducting process. Nearly all users of current electronic bidding systems were contented. When public institutions are planning new electronic bidding systems, standardization, security, law and bidding system consolidation must be applied. This study proposes an improved bidding system and described the effects through the improvements.

  • Existing internet auction systems have adopted the form which gives a win to the auction bidder who proposes the top bid price for the goods posted on the auction board. But they haven't been satisfying the automatical one-step processing for user's convenience because they must require continuous care of user for bidding and checking as well as neglecting the convenience of user interface while participating in the electronic bidding system. The AuctionBot system of Michigan Univ. is known as the representative internet auction system. It has merit allowing the various kids of bidding. But it does not support automatic a process which can replaces what user has to do using an agent. To improve this kind of user interface, we propose an automatic bidding price strategy algorithm which composes the auction system using agent and design for auto-bidding system using agent so that I can replace user's bidding activity. This mechanism gives an auction system the efficient bidding price strategy.

  • In our modern information society, many subjects related to computer networks are studies. The electronic bidding system based on cryptology is one of such subjects. In this study, we focus upon the bidding system used in the internet electronically. The electronic bidding system compared to the older version is time consuming and cost efficient in the process of bidding. However, there are many issues, that connected with the safety and the equality, to be resolved before the system can be applied in practice. Therefore, in this paper, we consider with the problems and requirements of the electronic bidding system and analyze the conventional electronic bidding systems based on the requirements. Also we propose the new secure efficient electronic bidding system that satisfies all requirments.

  • Competitive bidding in construction is concerned with contractors making strategic decisions in respect of determination of bid price if contractors opt to bid. This study presents a strategy model for deciding optimum tender price with reflecting appropriate profit in competitive bidding using Bayesian regression analysis (BRA). The purpose of the developed model is to help contractors to secure suitable profitability by predicting the actual profit based on key variables. They may affect construction cost at bidding phase, ultimately which help contractors to secure high quality output. The model was tested empirically by application to a bidding dataset collected from a large South Korea contractor. BRA allows contractors to estimate more accurate actual profit by reflecting not only objective information but also subjective experiences and judgments. Consequently, the model can contribute to improvement of decision-making process for setting an optimum tender price.
