In order to present the enhancement direction for the military administrative facilities, that can satisfy the user demands and achieve cost-effectiveness the goal of public projects, this research analyzes the features of functional spaces using Analytical Hierarchy Process(AHP). Basically, the scope is selected to four facilities commander office, private office, public office, and meeting room, because they have an effect on military administrative facilities. Since the space is established by a combination of their own functions, this research begins with an analysis of functional spaces of military administrative facilities, which is verified through literature review and interview with expert. Thereafter, an AHP survey is conducted to military personnel to analyze the priority of functional spaces and to re-classify the functional spaces of each Military administrative facilities. Resultingly, the difference of functional spaces preference according to ranks and facility type are identified. Even though the same military facilities, it means that user satisfaction is different. Therefore, user satisfaction should be considered for each facility at the construction plan. It can minimize overlapped and unused spaces, which can help ensure cost-effectiveness. Consequently, this research suggested the methodology and the process that can take user satisfaction and can support the enhancement of military facilities standards.

The purpose of this study is to improve the private utilization of military welfare facilities that are aging or underutilized in urban areas. It also aims to develop ways to strengthen cooperative win-win strategies between the military and local communities. The use of military welfare facilities by the private sector refers to activities where the private sector generates additional benefits or added value by allowing the use of these facilities, including both private use and improvements to facilities or development of land through private sector involvement. From the perspective of the city and the locals, military welfare facilities are perceived as resident-friendly and excellent urban resources that can promote reciprocal satisfaction between the military and local communities. From the perspective of the military, military welfare facilities are important for enhancing the welfare of military personnel. However, they often face limitations in providing various welfare services due to the aging of facilities and limited operations with a single purpose. The improvement of private utilization of military welfare facilities will bring diverse reciprocal benefits to the military, the city, and the locals. Above all, improving the private utilization of military welfare facilities can help the military and local communities jointly address diverse urban issues. To establish cooperative governance and find flexible and diverse development strategies that can promote the welfare of the military and enhance the quality of life for the locals, it is important that both the military and local communities make continuous efforts.

The Military made an investment continuously in facilities construction since the Korea War but, a lot of Military-Facilities Construction have overlooked a long terms plan and detailed examination. The deteriorated facilities that becomes more than about 20 years of the military possession facilities is account about $25\%$ and these are real condition that is not achieving the function properly. Early Deterioration of Military-Facilities bring about waste of national defense cost, environmental pollution and so on. These are not very desirable for nations, societies and environment. Now a days, Lots of research about 4th industrial revolution are progressing. Attempt of technologies on construction engineering field, such as construction management by drone, building equipments based on the IoT technology and etc., are continuously tried by government and private enterprises. Meanwhile, the application of advanced technologies on the military facilities should be reviewed cautiously, because of the national defense environment such as military security. Therefore, this study aim to understanding of present status of military facilities for introduction of 4th industrial revolution technology. To achieve the aim of the study, question investigation targeting working groups for military facility management is conducted.

Military facilities with masonry have a great portion in the whole military facilities. But lots of them have been used for more than 20 years, the degree of deterioration of the facilities are serious. Futhermore, as insufficient budget for the facilities maintenance and poor maintenance, the performance of the aged masonry facilities have continually decreased. We suggest a structural performance assessment criteria for the military facility through literature review, interview with experts and questionnaire. The major assessment factors for the structural performance include the inclining and sinking degree of the facilities, durability of materials and resisting force of the structural members.

In this study, the scale of renewable photovoltaic(PV) panels and hydrogen fuel storage facilities required to achieve "net zero carbon emissions" in military facilities were predicted based on actual electricity consumption. It was set up to expect the appropriate installation size of PV panel and hydrogen fuel storage facility for achieving carbon neutrality, limited to the electricity consumption in the public sector, including national defense and social security administration in Yeongcheon. The experimental results of this paper are largely composed of two parts. First, representative meteorological factors were considered to predict solar power generation in the Yeongcheon area, and solar power generation was estimated through a multiple regression model using deep learning techniques. Second, the size of solar power generation facilities and hydrogen storage facilities in military bases was estimated with the amount of solar power generation and electricity consumption. As a result of this analysis, it was calculated that a site of 155.76×104 m² for PV panels was needed and a facility capable of storing 27,657 kg of hydrogen gas was required. Through these results, it is meaningful to demonstrated the prospect that military units can lead the achievement of "carbon net zero 2050" by using PV panels and hydrogen fuel storage facilities on idle sites of military bases.

The M&R(Maintenance & Repair) budgeting system for domestic military facilities based incremental budgeting model has caused many problems due to the difference between M&R requirement and budget, so military facility become early deterioration. this study proposes the application method of foreign M&R budgeting model for domestic military facility to improve current M&R budgeting system. In order to investigate the current status and problem of M&R budgeting system, this study reviewed various literature related characteristics and types of the foreign M&R budgeting model. The interview was performed for domestic military facility official. The model would greatly improve the current M&R budgeting process for the domestic military facilities.
