A sudden change of social structure makes the nations have experienced terrorism to establish an anti-terrorism law and associate with international agreements to protect themselves from terrorism. Korea is exposed to terrorism as it has grown in stature by holding the international occasions and has been easy to travel abroad since 1980. Korea regulates the terrorist by a guideline which was established in 1982 by the presidential instruction and other criminal law. However, the majority of people doubt the propriety of overinterpretation of the law and punishment for terrorism. To cope with the situation strongly, it is better to establish an anti-terrorism law to block terrorism and apprehend the terrorist beforehand. Also we should realign an anti-terrorism organization that should be organized by the type of terrorism. In addition, we can expect to avoid waste of a budget and human efforts if we introduce terrorism warning system and face with each stage of situation. Lastly it is possible to prevent terrorism if we build up preventive actions along with the local residents.
Recent aspects of terrorism varies in various ways according to means, targets, and regions. In particular, the 9/11 terrorist attacks in the United States in 2001 changed the paradigm of each country's terrorism, and the South Korea also participated in the enactment and enforcement of the Anti-Terrorism Act in 2016. Based on this, CBRN terrorism is included in general terrorism, and the National Police Agency plays the role of a control tower, and a system supported by related organizations such as the Ministry of Environment is being built and operated. However, restrictions were confirmed in the organizational system, manpower composition, and equipment and materials in operation in preparation for CBRN within the police. Based on the identified limitations, we proposed improvement plans to strengthen the capacity for CBRN terrorism: establishing a dedicated CBRN organization; creating research organization; and securing additional dedicated personnel. Based on this, as an improvement plan to strengthen the capability of CBRN, the establishment of an organization dedicated to CBRN and a research organization within the National Police Agency, and expansion of electronic equipment suitable for the characteristics of CBRN were proposed. It is expected that the police's on-site response capability system for CBRN terrorism will be strengthened via the proposed improvement measures to recover the various restrictions on the response to CBRN terrorism.

In addition, high-performance unmanned aerial vehicles in the United States 'sentinel' of the technology being leaked to Iran in late 2011 was an accident. Terrorist attacks on the forces used unmanned aircraft will be the day the not too distant. The purpose of this research is to provide response plans against acts of terrorism utilizing unmanned aircrafts to prevent large losses of lives such as the terrorist attacks of September 11. Discussing in detail, this research suggests revising and newly implementing the definition and categorization of unmanned aircrafts as well as relevant punishment in current aeronautics regulations as an initial response against acts of terrorism utilizing unmanned aircrafts. This is in order to newly implement and revise current relevant regulations that inadequately address the rapidly developing and changing unmanned aircrafts which will lead to increased sense of alarm for the potential terrorists, and also to introduce a systematic tool to punish those who commit such acts by clearly establishing the grounds for punishment. Also, under the binary operating system over airspace currently implemented globally, it is impossible to identify and control the infiltration of airspace by unmanned aircrafts. Recognizing such limitations, this research suggests a combined operation of airspace for unmanned and manned aircrafts as a second way of response for acts of terrorism utilizing unmanned aircrafts. A systematic integrated operation of airspace will appropriately control unmanned/ manned aircrafts that were not previously reported or otherwise have deviated from navigation routes, and will be able to prevent terrorism attempts utilizing aircrafts beforehand.
While evolving information-oriented society provides a lot of benefits to the human life, new types of threats have been increasing. Particularly, cyber terrorism, happen on the network that is composed of a computer system and information communication network, and the mean and scale of damage has reached a serious level. In other words, it is hard to locate cyber terror since it occurs in the virtual space, not in the real world, so identifying "Who is attacking?" (Non-visibility, non-formulas), or "Where the attack takes place?" (trans-nation) are hard. Hackers, individuals or even a small group of people, who carried out the cyber terror are posing new threats that could intimidate national security and the pace and magnitude of threats keep evolving. Scale and capability of North Korea's cyber terrorism are assessed as world-class level. Recently, North Korea is focusing on strengthen their cyber terrorism force. So improving a response system for cyber terror is a key necessity as North Korea's has emerged as a direct threat to South Korean security. Therefore, Korea has to redeem both legal and institutional systems immediately to perform as a unified control tower for preemptive response to cyber terrors arise from North Korea and neighboring countries.
This study aims to examine terrorism by biological agents. These days terrorism evolved so rapidly that more than one terror occurs a day in global society as we are on the edge of so-called New-terrorism. One of new examples of new terrorism is Bioterrorism by biological agents. In order to address Bioterrorism we should conduct a study to examine things to be prepared at ordinary times and future plans. As an effort to develop countermeasures against Bioterrorism, anti-terrorism laws should be made on Prevention phases anti-terrorism funding laws as well. Other Bioterrorism laws need to be made. On Response phases initial reaction task force should be ready for making positive initial reaction. A special hospital for CBR(Chemical, Biologlcal, and Radiological) warfare needs to be designated to practice medicine. Biological~safety-Levels should be constructed by IV levels. Effective public promotion network should be built. On Recovery phases evaluation system needs to be suggested and international cooperative network should be established.
Various terrorism in modern society against nation's dignitaries are constantly existing. They damage severely to the society and the nation's security, and they cause disorganizations of social and national rule orders. In order to provide the key figures' perfect protection, the threatening terroizing environment for primary leaders and the route of terrorism should be intercepted. Effective methods of these are summarized as follow. First, recent terrorism against the primary leaders are mostly assassinations, bomb attacks, and suicide bomb attacks, which terminate in a moment. Therefore, security service agents should keep in mind that protection is the best, and government's anti-terrorism agencies should develop policies and set the directions within a new paradigm to the advance anti-terrorism. Second, advance prevention activities against nation's VIP terrorism should be strengthened, such as strengthening security informational activities, constructing cooperative systems of domestic and international facilities, considering continuous system to prevent terrorism, and intensifying safety counterplans of human and material weak points. Third, international cooperative system should be set to apply economical and political sanctions to nations which support terror organizations in direct or indirect ways, and this system needs to strengthen the punishment against terrorists. Fourth, security systems to protect nation's primary leaders should complement, and developing programs for coping with the terrorism and establishing laws for anti-terrorism should be made. Also, educational training of agents who perform anti-terrorism duties should be strengthened, and scientific techniques and equipment for security should be made to protect primary leaders from terrorism.
This study presents aspects of the financing of terrorism using virtual-currencies. Fisrt of all, this introduces the conventional threat of the financing of terrorism and the analysis of current legal system regarding virtual-currency in South Korea. Next, the financing of terrorism cases are analyzed. With given analysis, the paper deals with its response and future extensions by technical and institutional aspects. The threats of the financing of terrorism are going higher after the appearance of virtual-currencies such as Bitcoin. There are two typical ways to use virtual-currencies by terrorist groups. One is to conduct public fund-raising in the social network system and the dark web. The other is to hack into virtual-currency exchange network in order to steal virtual currencies for developing the weapon of mass destruction. Specifically South Korea is top three country of trading virtual currencies and has been subject to virtual-currency hacking more than 10 cases. However, many countries including South Korea deal with virtual currencies as only innovative technology and means of investment, not the threats of the financing of terrorism. Under these circumstances, there a the legal contradiction. This article points this limit and absurdity. Also, it shows reasonable alternatives. All in all, given these aspects, the article proposes detailed policy directions.

Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.
This study was to develope a structural model for risk perception and individual response against terrorism, including several psychological factors - cognitive, social and emotional factors. In this model we measured perceived probability of terrorism, perceived seriousness of the aftermath, and perceived coping(cognitive factors), trust in authorities, in expert group and in preparedness of institutions(social factors), fear and worry(emotional factors), individual preparedness, information seeking, information analysis, and checking relational network(individual behavior responses). Major finding was that cognitive and social factors influenced on emotional factors and then emotional factors influenced on the individual responses. The perceived coping, which one of cognitive factors was linked with individual responses directly and indirectly via emotion factors. We discussed the importance of perceived coping in preparing for terrorism.
