With regard to the new town developments which have supplied lots of houses in a short period of time in Korea this study aims to evaluation and finding out problems of the developments finally to suggest the direction. A new town's competitiveness model set in the previous paper takes a role of research frame to recognize the problems and to show the direction. The model explains that new town's competitiveness is composed of 4 factors; Self-sufficiency, Innovativenss, Identity and Sustainability. Problems of the developments are as follows; incongruity of spatial structure especially in the capital region, deficiency of self-sufficiency resulted from single-use development, restriction on mixed development by a number of regulations in capital region, low business value, grand scale of land compensation, house oriented planning guidance, unfair share of infrastructure fee, and physical structure depending mainly on fossil energy. Based on this recognition this study conclusively suggests corresponding direction such as role performance as a means of urban growth management, promotion of quality of life by accumulating social capital, introduction of socially sustainable management program for the new towns, discovery and creation of town's value, reexamination of self-sufficiency's meaning or target, selective deregulation of metropolitan development, institutional strategy for cost reduction, changeover from house index to urban function oriented index, and pursuit of low-carbon green town.

As information system is getting higher and amount of information assets is increasing, skills of threatening subjects are more advanced, so that it threatens precious information assets of ours. The purpose of this study is to present a strategic direction for the types of companies seeking access to information security. The framework classifies companies into eight types so company can receive help in making decisions for the development of information security strategy depending on the type of company it belongs to. Paired comparison method survey conducted by a group of information security experts to determine the priority and the relative importance of information security management elements. The factors used in the security response strategy are the combination of the information security international certification standard ISO 27001, domestic information protection management system certification K-ISMS, and personal information security management system certification PIMS. Paired comparison method was then used to determine strategy alternative priorities for each type. Paired comparisons were conducted to select the most applicable factors among the 12 strategic factors. Paired comparison method questionnaire was conducted through e-mail and direct questionnaire survey of 18 experts who were engaged in security related tasks such as security control, architect, security consulting. This study is based on the idea that it is important not to use a consistent approach for effective implementation of information security but to change security strategy alternatives according to the type of company. The results of this study are expected to help the decision makers to produce results that will serve as the basis for companies seeking access to information security first or companies seeking to establish new information security strategies.

This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

Most of a courseware evaluated negatively by short of instructional strategy to improve learning effects. Designing a courseware is a time-taking and challenging task. Therefore, a method is required that helps to easily design courseware that is effective to learning. This study proposed a method for designing and management courseware by utilizing a metacognitive strategy. We made a design the coursewase efficiently using concrete instructional model frameworks as metacognitive stragety and tried to improve the quality of courseware for learning effects. We applied our proposed method to teacher's college students in Korea who were taking the "Courseware Development" course. After analyzing it's effects, the responds can design courseware easily and monitor the design direction while their designing. Also, they can design the courseware systematically and implement detail instructional strategy by using concrete instruction model frameworks as metacognitive strategy. However, they were not easy to develop concrete instructional model frameworks at first and we need sharing it among the designers.

This study aims to understand main contents of the National Mental Health Strategy and changes after mental health reform through the National Mental Health Strategy in Australia, and to find some convergence policy implications on mental health policy in South Korea. The direction of reform has changed considerably over the 20 years that the National Mental Health Strategy has been in place including the National Mental Health Policy(1992, 2008), the National Mental Health Plan(1993~2014), COAG National Action Plan on Mental Health(2006~2011), the Roadmap for National Mental Health Reform 2012-2022. The National Mental Health Strategy has advocated fundamental change in the national spending on mental health, mental health service provision, the expansion of community-based mental health services and care system, NGO, consumer and carer participation in mental health care.

Power loss reduction and total harmonic distortion(THD) minimization are two important goals of improving three-level inverters. In this paper, an optimized pulse width modulation (PWM) strategy that can reduce switching losses and balance the neutral point with an optional THD of three-level neutral-point-clamped inverters is proposed. An analysis of the two-level discontinuous PWM (DPWM) strategy indicates that the optimal goal of the proposed PWM strategy is to reduce switching losses to a minimum without increasing the THD compared to that of traditional SVPWMs. Thus, the analysis of the two-level DPWM strategy is introduced. Through the rational allocation of the zero vector, only two-phase switching devices are active in each sector, and their switching losses can be reduced by one-third compared with those of traditional PWM strategies. A detailed analysis of the impact of small vectors, which correspond to different zero vectors, on the neutral-point potential is conducted, and a hysteresis control method is proposed to balance the neutral point. This method is simple, does not judge the direction of midpoint currents, and can adjust the switching times of devices and the fluctuation of the neutral-point potential by changing the hysteresis loop width. Simulation and experimental results prove the effectiveness and feasibility of the proposed strategy.

The contemporary incidents, in which hatred toward the socially disadvantaged is the cause, are constantly evoking archivists' social role and responsibility. This study notes the documentation strategy as a way to document contemporary incidents involving the socially disadvantaged as the main actors. The purpose of this study is to propose the documentation strategy for documenting contemporary incidents around the L Comics issue. As a theoretical study, it examines the concept and significance of contemporary incidents documenting and documentation strategies. Through an analysis of the issue's overview, features, key events, and focus groups, the context of the issue was identified, and relevant online records were investigated. In addition, through interviews with stakeholders and experts, opinions on the documentation strategy of the L Comics issue were collected. In conclusion, the study discusses the objectives, direction, principle, category, subject and considerations for documenting the issue, and proposes the documentation strategy for it.

This study measured the downward stepping movement relative to weight change (no load, and 10%, 20%, 30% of body weight respectively of adult male (n=10) from standardized stair (rise of 0.3 m, tread of 0.29 m, width of 1 m). The 3-dimensional cinematography and ground reaction force were also utilized for analysis of leg stiffness: Peak vertical force, change in stance phase leg length, Torque of whole body, kinematic variables. The strategy heightened the leg stiffness and standardized vertical ground reaction force relative to the added weights (p<.01). Torque showed rather larger rotational force in case of no load, but less in 10% of body weight (p<.05). Similarly angle of hip joint showed most extended in no-load, but most flexed in 10% of body weight (p<.05). Inclined angle of body trunk showed largest range in posterior direction in no-load, but in vertical line nearly relative to added weights (p<.001). Thus the result of the study proved that downward stepping strategy altered from height of 30 cm, regardless of added weight, did not affect velocity and length of lower leg. But added weight contributed to more vertical impulse force and increase of rigidity of whole body than forward rotational torque under condition of altered stepping strategy. In future study, the experimental on effect of weight change and alteration of downward stepping strategy using ankle joint may provide helpful information for development of enhanced program of prevention and rehabilitation on motor performance and injury.

The digital environment, which has been rapidly developing since the beginning of the 21^st century, has become more specific due to COVID-19, and marketing strategies are rapidly changing to suit purchasing activities of Generation MZ, whose online purchases are becoming the center of their lives. A public relations agency is generally responsible for all aspects of making a client's product or service visible to the public through various forms of media. Among them, a company that performs only fashion-related tasks is called a "fashion PR agency". Now, the fashion industry is also centered on the e-commerce environment, and various digital marketing strategies have been developed and directly related to sales. This study examined the current status of online media and digital marketing, analyzes the aspects of fashion brand promotion strategies and methods in the e-commerce era, focusing on the work of fashion PR agencies, and suggests the direction of new online and offline promotion methods based on marketing and technological aspects. As a result of the study, first, theories on strategies for online media and digital marketing were examined, and found that the amount of online promotion has recently increased and become more specialized. Second, this study examines the concept of fashion PR agencies and analyzed their main tasks through interviews with fashion PR professionals. Third, based on successful online fashion promotion cases, the study analyzed fashion promotion strategies and methods that are being integrated online and offline in the e-commerce era. The main methods included SNS strategy, content strategy, performance strategy, influencer strategy, and event strategy, and it is suggested that integrated management is necessary for consistent brand image management, and an IMC (Integrated Marketing Communication) strategy, which intensively manages all strategies, should be employed.

This paper addressed the analysis of the trend and direction of the US defense strategy based on their third offset strategy and presented the practical policy implication of ensuring the security of South Korea appropriately in the future national defense environment. The countermeasures for the development ability of advanced weapon systems and secure core technologies for Korea were presented in consideration of the US third offset strategy for the future national defense environment. First, to carry out the innovation of national defense in Korea based on artificial intelligence(AI), the long-term basis strategy for the operation of the unmanned robot and autonomous weapon system should be suggested. Second, the platform for AI has to be developed to obtain the development of algorithms and computing abilities for securing the collection/storage/management of national defense data. Lastly, advanced components and core technologies are identified, which the Korean government can join to develop with the US on a basis of the Korea-US alliance, and the technical cooperation with the US should be stronger.
