지역사회 건강증진 협력 개발 연구의 지향 과제 (Health Promotion Research on Community Collaboration and Partnership Building: Current Emphases and Directions)

  • Objectives: As collaboration for community health promotion is much emphasized, the concept and process of community collaboration for health needs to be discussed. This paper discusses varying types of collaboration and collaboration building processes and suggests directions for enhancing community collaboration research and practice. Methods: Leading literature on community partnership building and community health development and current community partnership research program information were reviewed. Results: Although the term collaboration is used interchangeably with cooperation, partnership, network, or coalition, conceptual differences need to be acknowledged in order to develop and reinforce the processes of collaboration. Collaboration building goes in hand with community-based participatory research and systems thinking, which should be supported by long-term, systematic planning and evaluation research. Conclusion: Collaboration for community health promotion needs to be defined and agreed conceptually, thus collaboration process can be developed. Effective collaboration building will be facilitated by systematic thinking and participatory research. Research support system should appreciate the time-intensive, process-oriented nature of collaboration building by providing long-term research funding and emphasizing process and long-term evaluation.

건강증진을 위한 지역사회 기반 참여연구의 적용 방안 (Using Community-Based Participatory Research(CBPR) for Health Promotion)

  • Community-Based Participatory Research(CBPR) has gained attention as a public health approach to develop community health interventions to address health disparities in recognition of the community relevance of specific health issues associated with social determinants of health. It emphasizes community involvement in equal partnership with researchers and public health professionals to address community-identified needs. The characteristics and principles of CBPR discussed in this paper highlight participatory nature, capacity development, partnership building, and process-orientation of CBPR. A 6-step process model for community empowerment is then introduced as a CBPR operationalization strategy. Mixed methods research approaches are valuable in CBPR as well as process evaluation. For the application of CBPR in Korean contexts, the Diffusion of Innovation theory is suggested as a theoretical framework for implementation. Building public health partnerships between public and private sectors to create partnership synergy is a necessary condition for successful CBPR for health promotion in Korea. Accompanying critical factors for the CBPR application include: common understanding of CBPR and its values, establishment of the definition of 'community,' 'community-based' and 'participation' in community health, development of accommodating research infrastructure for CBPR, recognition of the importance of program evaluation (particularly process evaluation), and training CBPR specialists.

학교기반 손상예방사업을 위한 국제안전학교모델 적용 방안 (Using International Safe School Model for School Based Injury Prevention Program)

  • International Safe School(ISS) model has focused as a public health approach to develop safety intervention to address injury problems in school setting. It needs school members involvement in partnership with community resources to address the needs for school based injury prevention and safety promotion. The characteristics and principles of ISS model discussed in this paper emphasizes participation, capacity and partnership building, evidence based process, and so on. A 7 criteria is introduced as ISS implementation strategy. Multilevel and multi-facet approaches are valuable on ISS as well as process evaluation. For the application of ISS model in Korea, finding evidence, building public health partnership between school and other public or private resources in community are necessary conditions for succesful ISS for health promotion in school setting.

학교보건사업 발전을 위한 부문간 협력 방안 (A Review of Intersectoral Partnership Strategies for Enhancement of School Health Programs)

  • Objectives: This article reviewed researches on intersectoral partnership of school health programs to suggest importance, current status and development plan of those. Methods: Domestic research papers were screened though Research Information Sharing Service (RISS), Koreanstudies Information Service System (KISS), Medical Library Information System (MEDLIS), Korean Medical Database (KMbase), and digital national assembly library. International papers were searched mainly via Pubmed. Results: Since intersectoral partnership is effective, comprehensive and universal approach for school health programs, many collaborative programs are universally progressing in various domain including smoking, alcohol, mental health and sexual behavior. On the other hand, intersectoral partnership of school health programs in Korea is still in the beginning stage, and there are few intersectoral partnerships. Moreover, there are several limitations including top-down approach, passive participation and lack of studies on the effect of intersectoral partnership. However, intersectoral partnerships in school health program including tuberculosis control system in school or WEE project are in progress, so it is worth looking forward in the future. Conclusions: To achieve successful intersectoral partnership in school health programs, appropriate partnership guideline for Korean society, policy support, active participation and improvement of consciousness in community stakeholders are needed.

도시텃밭 운영주체별 운영방식의 차이에 따른 공동체 형성 효과 (The Study on Community Formation Effect from Urban Garden Management by Different Operators)

  • The purpose of this study is to identify effect in how urban garden is run by different operators in Korea, and consequently how it determines the level of community formation among urban garden users. Based on this analysis, the study is intended to present some points as to how to better manage urban garden. The operators are divided into three types: public, public-private partnership and private. The study interviewed each operating entity and surveyed garden users to gauge the extent to which communities are developed. After the ANOVA analysis and Scheffe post-hoc analysis, it was found that the levels of community formation among users of public and public-private partnership urban gardens were similar (so can be grouped together), whereas that of private urban garden users was higher (separated as another group). However, this study found no meaningful differences in the level of community formation among all types of urban garden in a local community. Some key suggestions are made as a result. First, as for the public and public-private partnership types of urban garden, it is necessary to foster leaders to build a community. Next, it is worth noting the potential of public-private partnership in realizing community revival through urban garden. The last suggestion is that, generally, the urban garden has only little influence on community formation in a local area so far, thus more practical consideration needs to be given to enhance the role of urban garden in a local community.

환경교육에서 지역사회단체와 학교의 협력 사례 연구 (Case Study of Informal Institute-Public School Collaboration in Environmental Education)

  • This paper examines procedure of informal institute-public school collaboration in an elementary school and analysis environmental effects of informal institute-public school collaboration that follows up curriculum based environmental education programs. The purpose of this program is to improve environmental knowledge, attitudes of elementary students. Partnership between informal environmental Institute(NGO's) and public elementary school teachers established through program. Teachers are encouraged to be involved in student's activities and program assesment. The program we discuss here is a community collaboration project that combines environmental and outdoor education based on school curriculum and student's regional properties. The aim of the study was to describe environmental educational-based school-community partnerships and to examine the advantages and limitations for such collaborations. Qualitative and Quantitative Data are collected and analysed. Outcomes of this program are very positive. Students who were participated in this program gained more environmental awareness, attitude, knowledge, skills and affection to their region. More this programs were helpful to teachers who were participated. Further study needs to practice an exemplary collaboration and development of local school-community partnerships, which yields a blueprint for more productive collaboration in other communities.

지역사회 건강증진사업의 협력유형 분류 (Identifying the Types of Collaboration in Community Health Promotion)

  • Objectives: This study attempts to identify and categorize the types of collaboration that community health centers in Seoul planned to form in order to conduct health promotion programs. Methods: A content analysis was performed by reviewing the Phase 4 Community Health Plans for 2007-2010 of the 25 districts in Seoul. Results: In total, 614 cases of collaboration were identified which the community health centers in Seoul had planned for 2007-2010. These cases were grouped into 10 categories of collaboration activities: offering direct services through external venues utilizing external facilities; providing health education materials to partner agencies promoting health messages through media; running committees with collaborators inviting external experts; participating in external events; referring clients to external health services; connecting services; and miscellaneous. These types and cases were compared across community health promotion programs. Conclusion: Collaboration and partnership should be clearly defined for community health research and practice. Further research is needed to investigate the potential gap between plans for collaboration and actual collaboration activities, and to develop Korean models for collaboration building for community health promotion.

보건소의 지역사회 건강증진 협력 모색 (Contexts and Directions of the Collaboration between Public Health Centers and Community Partners for Health Promotion)

  • Objectives: This paper discusses the current contexts of the collaboration between public health centers(PHCs) and community partners for health promotion. Then it suggests directions for the development and enhancement of the collaboration. Methods: The discussion in this paper is based on key literature on community health promotion, including literature reviews and case reports. Results: PHCs are mostly engaged in networking and cooperation rather than collaboration with the community. A typical pattern of cooperation is where PHCs provide healthy-setting types of programs to the community in single-partnered relationships. Current cooperation rarely involves co-planning by a multi-partnered partnership, and is greatly influenced by the interest of PHC directors and PHC performance evaluation indicators. Systems change is recommended to foster collaboration for community health promotion. Such change involves: shared understanding of health promotion and collaboration, inclusion of collaboration mechanism in public health governance, leadership development, capacity enhancement of all partners. role definition of PHCs for community collaboration, and development of collaborative system, at the least. Conclusions: At this point where collaboration should be more than rhetoric, multi-faceted, intersectoral, and concurrent approaches are required to create discourses, to develop cases, and to share experience for actual realization of collaboration for community health promotion.

지역사회 기반 조직을 이용한 지역사회역량의 측정과 건강증진 기획 -서울시 S구를 중심으로- (The Measurement of Community Capacity Using Community-based Organizations Network and the Development of Health Promotion Plans)

  • Objectives: The community network is a foundation laid by the local community which has been formed historically and geographically to develop itself. This paper as a Korean way of healthy network survey for the community capacity building is an exploratory research to grasp the character of Korean society and then to organize an resident-governing partnership for that. Methods: Research objectives are CBOs(Community-Based Organizations) in S-district of Seoul. This region is a new town, however the solidarity and volunteerism of this resident is lively. The survey tool is Cho's CBOs Evaluation Questionnaire which was originated to measure the community capacity. The period of survey is from the January 2009 to the March 2009 and the study organizations which were collected by snowball sampling were 80. Results: The result shows two main networks: one is the civil society and craft union cluster, the other is welfare organization cluster. Groups of high centrality were organizations whose members are mainly women and craft organizations which were organized before 1990's. The group of high betweenness was the Association of Women's Organizations(0.188). Bi-components were six and they could be divided by organization's aim. In terms of the determinants of the participation to the health center enterprise, only the number of link(B=-0.60, p<0.04) was statistically significant. It means that when organization variables are controlled a tendency appears: the more the voluntary associations network, the less participation in the health enterprise. Conclusion: CBHOs(Community-Based Health Organizations) enhances residents' spontaneity and cohesion to increase the capability of the local community. If the surveyed healthy network, together the community health project, are used for various community development projects, the existing CBOs including CBHOs will be reorganized and furthered newly. For this it will be needed to construct an effective partnership of healthy network by restructuring the existing networks of voluntary associations.

고혈압·당뇨병 신규 환자 발견 이후 지역사회 협력을 통한 등록관리가 치료순응도 및 혈압 및 혈당 조절에 미치는 영향 (Impact of Registration Program after Hypertensive or Diabetic Patient Detection through Community Partnership on Compliance and Blood Pressure or Blood Sugar Control)

  • = ABSTRACT = Objectives : Incheon metropolitan city has set a model program of community partnership for hypertensive or diabetic patients detection and follow-up since 2005. This study examines the effects of the model on the compliance and the control of blood pressure or blood sugar level Methods : Telephone-surveys were done for 140 persons selected from 408 patients who were detected newly as hypertensive or diabetic patients at Gangwha-Gun and Seo-Gu in Incheon between January 1st and August 31th in 2006, and finally completed in 110 patients(78.6%). Survey questionnaires included socio-demographic(age, gender, and educational level), health behavioral (smoking, drinking, physical activity, and diet), and therapy-related (registration state, compliance, blood pressure or blood sugar control) variables. Odds ratio and 95% CI were derived from logistic regression model. Results : Registered group exhibited high compliance and well managed blood pressure or blood sugar level. The odds ratio of registration were 5.55(95% CI:1.83~16.89) for compliance and 3.78(95% CI:1.43~9.99) for blood pressure or blood sugar control after adjusting for age, gender, disease, and area Conclusions : It is independently related to compliance and blood pressure or blood sugar control whether the patient is registered or not. To control hypertension or diabetes mellitus in terms of compliance and control state, a community-based registration program through community partnership could be a powerful tool.
