This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.

This study examines the actual conditions of toddler playwear preference survey for design and function. The study develops proper indoor and outdoor playwear for toddlers based on the analysis. A survey of 200 parents with toddlers between 2 and 6 years old and 120 teachers was conducted to find the conditions and needs for playwear along with the necessary design elements. Second, 6 designs including 3 designs for indoor playwear and 3 designs for outdoor playwear were made. These designs emphasized on soil contamination part, color, pattern, form, material, detail, and fasteners. Art play and cooking play are considered for indoor playwear and ways to decrease contamination on sleeve hem, elbow, chest, and knee were determined through the use of yellow, green, and blue colors. Applying a character and separate top with sleeves were determined. Light with breathable and waterproof fabric was determined. The correct amount of Velcro fasteners or buttons was determined for front fastening in addition a pocket was considered necessary as a detail part. The common design for both boys and girls along with a proper design for diverse play were determined. For outdoor playwear, water play, sand play, movement play, and ecology experience are considered and ways to decease contamination on hip, sleeve hem, and knee should be applied to the design as determined through the use of yellow, green, blue, and red colors. The demands for pattern, form, material, and details were similar to indoor playwear. Zipper and buttons for front fastening were determined. These final 6 playwear designs are presented using CAD WALK DESIGNWARE.

Pasture composed of about 30% botanical composition of white clover (Trijolium repem L.) is desirable in its productivity and quality. To get information on maintaining its productivity in the pasture, the experiment was canied out to determine the effect of infrequent, frequent defoliation or their alternation on change of its harvest yield and growth. Individual plants of Regal, Louisiana S-1, Grasslands Huia and Aberystwyth S184 were grown in 22cm plastic pot containing a 2 : 1 : 1 soil : sand : Peat moss mixture for 27 days after transplanting 50day seedlings raised on 3cm pots, and then all their fully expanded leaves are removed. Defoliation treatments were forced every 1 (CC, frequent), 4 week (RR, infrequent) or their alternations (CR, RC) after 8 weeks from the removal. To analyze the treatment effects, plants were sampled on 0 (the removal day), 4, 8, 12 and 16 weeks after the removal and seperated to leaves, petioles, stolons and roots. Each harvest yield of infrequent defoliation (RR) was higher than that of frequent defoliation (CC). Their alternations (RC, CR), however, forced fluctuation of the yield according to defoliation interval. Fraction weights from their altemations showed intermediate ones of infrequent and Frequent defoliation whose weights did the similar result to their harvest yields. Fraction and total dry weights per plant, shoot/root ratio were changed by relative span of defoliation interval, which resulted from the weights of leaves and petioles, removed parts. Root and total dry weight per plant of Regal were greater than the other cultivm in infrequent defoliation interval regardless of continuous or alternations. Productivity of white clover in pasture, therefore, can be controlled by alternation of infrequent and frequent defoliation or reverse.

In this study, we characterized the bacterial strain KJ2C12 in relation with its biocontrol activity against Phytophthora capsici on pepper, and identified this strain using morphological, physiological, biochemical, fatty acid methyl ester, and 16S rRNA gene sequence analyses. Strain KJ2C12 significantly (P=0.05) reduced both final disease severity and areas under the disease progress curves of 5-week-old pepper plants inoculated with P. capsici compared to buffer-treated controls. As for the production of antibiotics, biofilms, biosurfactant, extracellular enzyme, HCN, and swarming activity, strain KJ2C12 produced an extracellular enzyme with protease activity, but no other productions or swarming activity. However, Escherichia coli produced weak biofilm only. Strain KJ2C12 could colonize pepper roots more effectively in a gnotobiotic system using sterile quartz sand compared to E. coli over 4 weeks after treatments. However, no bacterial populations were detected in 10 mM $MgSO_4$ buffer-treated controls. Strain KJ2C12 produced significantly higher microbial activity than the $MgSO_4$-treated control or E. coli over 4 weeks after treatments. Bacterial strain KJ2C12 was identified as Bacillus luciferensis based on morphological, physiological, and biochemical characteristics as well as FAME and 16S rRNA gene sequence analyses. In addition, these results suggested that B. luciferensis strain KJ2C12 could reduce Phytophthora blight of pepper by protecting infection courts through enhanced effective root colonization with protease production and an increase of soil microbial activity.

Resulties of research on the capacity of ground water of 994 concrete-pipe-wells and 97 infiltration-gallerys in ground-water-developement-works region executed from March to Julyin 1969, in Choong Chung Nam Do, and research on the quality of ground water for 88 wells for home-use around of River Geum Area, are as fellows: (1) Thickness of aquifer is no more than 2.85m averagely even at river-overflowed plain, alluvial plain and valley plain area that are estimated to contain ground water mostly. And so, it is guessed that ground water capacity is not much especially. (2) Soil of aquifer of the above area is sand or gravel and it is estimated to be good for ground water developement and its mean permeability coefficient is bout $2.5{\times}10^{-3}$(m/sec), and its porosity is about 33.9%. (3) The quality of ground water is good for irrigation water exception of delta plain area. Warm water plan is to need for irrigation water when water temperature is less than 19 degrees below zero. (4) Prospect of ground water developement, judging from quality and quantity, expects to lay infiltration gallery under the ground at river bed in order to utilize under-flow-water of river bed, river-overflowed plain, alluvial plain and valley plain that ground level is less than 50m. (5) Collectable water volume of under-flow-water of river bed is about 450 to $750m^3/day$ to be able to irrigate 3ha to 5ha of the cultivated land in case that infiltration gallery length is 50m and its depth is about 5m. (6) Collectable water volume at river-overflowed plain, alluvial plain and valley plain area, is estimated $150m^3/day$ to be able to irrigated 1ha of the cultivated land.
The concept that the electrical properties of subsurface material can be affected by the introduction of contaminants might be applicable fur developing the leakage detection system for petroleum hydrocarbons of underground storage tanks and leachate coming from landfill. Investigations were conducted with diesel, NaCl solution, and leachate by laboratory tests. Simulation test was performed leaking at a certain point in the field. The measured resistance was exponentially decreased as the water content of uncontaminated unsaturated sand was increased. The resistance of soil was increased by diesel but decreased by NaCl solution or leachate. The optimum electrode spacings were found for NaCl solution, leachate and diesel. Electrolytic solutions were better detected by wider spacing than non electrolytic solution.
The purpose of this paper is to examine the geomorphic processes of beach and sanddune development in the Chungcheong-Namdo Province. The sands consist mainly of quartz and feldspar with lesser amounts of mica and other heavy minerals. With the exception of those from the granite, the sands have a very fine texture. Another characteristic of the sand grains is low degrees of roundness and grading indicating that source areas for the material were in the vicinity of the accumulating field. Over the years, the beaches have receded as a response to the decreasing amount of depositional materials. The driving force for the formation and transformation of coastal dunes in the study area is dominant winds from the center of the Siberian High. To some extent, the erosion of coastal dunes has been a global phenomenon. The degradation process occurred most actively when spring tides attacked beaches, berms, and foredunes. The relief and shape of present-day coastal dunes is determined initially by the Pleistocene strata underneath. From the fact that the strata contained traces of frozen structure, it can be inferred that sediment once experienced the process of soil formation.

The bender element method is an experimental technique to determine very small strain ($<10^{-3}\%$), elastic shear modulus of a soil, $G_{max}$ by measuring the velocity of shear wave propagation through a sample. Bender elements have been applied as versatile transducers to measure small strain modulus of wet or dry soils in various laboratory apparatus. In this paper, bender element (BE), resonant column (RC) and torsional shear (TS) tests were performed on Toyoura sand at various testing conditions using the modified Stokoe type RC/TS testing equipment capable of performing BE test. Based on the results, applicabilities of the testing method using bender element were evaluated by comparing the values of $G_{max}$ obtained from RC/TS and BE testing methods. For more dependable evaluation, the loading frequency of each testing method was considered for the results obtained for samples in saturated condition by adapting Biot's theory.

Finite element analyses were conducted to investigate the size effect on the bearing capacity and settlement of shallow foundations, and the results were compared with those of theoretical equations. The calculated bearing capacity of the plate by numerical analysis and the theoretical equation was similar. Numerical analyses showed that the ultimate bearing capacity of strip footing on sand was affected by the size effect, whereas the ultimate bearing capacity of strip footing on clay was not affected by the size effect. Numerical analyses showed that the square footing was unaffected by the size effect regardless of the type of foundation soil. In contrast to theoretical equations, settlement of the footing was affected by the size effect and was proportional to the footing width.
A study was carried out to investigate the possibility of acclimation of Coptis japonica Makino in Korea. Coptis japonica could be grown within 4 years as a medicinal crude drug if it is cultivated in the area of mountain facing north(300m above sea level) with 70% light interception and appropriate soil texture. It is to be noted that the propagation of the plant is more important than the yield of berberine because the berberine contents do not change in different conditions. The results were as follows; 1. The germination rates of the seeds by covering with the pine tree leaves were the highest and averaged 63%. 2. The germination rates of dry seeds were not affected in spite of low temperature and $GA_3$ treatment. 3. The germination rates of the seeds stored in moistured sand were averaged 85%, but in dry state, they were not germinated. 4. The number of leaves and fresh weight of Coptis japonica from the area of mountain facing north were increased significantly. 5. The growth and fresh weight of Coptis japonica were reduced in clay. 6. The best growth was obtained under 70% light interception. It is possible to intercrop between evergreen trees. 7. The foliage dressing did not affect the growth. 8. The number of leaves and fresh weight were increased from the 3rd year, and the average weight of rhizomes was 5.7g in 4th year. 9. The berberine contents of the rhizomes of Coptis japonica under various treatment conditions ranged from 9 to 10%. Coptidis Rhizoma from this study and from Korean market showed much higher berberine contents than those from Japanese market.
