  • Eventually so as to realize the construction safety, 1 found out the cause of accident and specificities of the construction industry. This study presented to several situations and problems on construction safety. As a result of this study, the below matters must be improved for more effective the construction safety management system. 1. It need to introduce the total construction safety management system. Because there is not effectiveness in the current safety management to the first on the construction field. a. We must consider the safety in the whole parts of the process of the construction and constructors of each part must devide responsibility of the construction safety as a CDM(The Construction Designed Management) used in UK. b. It is desirable to proceed control of safety in the whole parts of the construction to introduce the total safety coordinator that can consult the matters of safety as a law accepted in EU. c. Like management of the construction safety in USA, direction of the construction safety must be made to work exactly by code or manual. d. To improve the organization of the construction safety on the construction field unefficient, it must be introduced safety supervisor, safety coordinator or institutionalization of safety consultant. 2. The law of the construction safety not only have wasteful element but also decrease efficiency by overlapping of regulation, The Ministry of Labour and The Ministry of Construction & Transportation, So laws related with safety must be instituted. a. To realize total safety management, The Ministry of Labour must legislate the basic law about safety management in whole field. b. To legislate the construction safety under one law, and improve efficiency of the overlapping of regulation and the similar law by The Ministry of Construction & Transportation. c. It must be made the law of construction safety that can proper to change of situation in construction. d. The standard of safety must be instituted belong to international level and improved by year. e. • As interest in functional safety has recently increased, application of functional safety standards has been required in various industrial fields. A functional safety standard is a document that defines functional safety-related activities required to prevent system malfunctions. All activities defined in this standard are required differentially according to the classification results calculated through the risk analysis and assessment of the system. In the field of domestic weapon systems, there is a manual for the development and management of weapon system software issued by the Defense Acquisition Program Administration (DAPA ). This manual requires static and dynamic analysis of software for functional safety related activities. However, the manual does not specifically address the classification activity through risk analysis and assessment as required for the preceding activities. Therefore, in this study, we analyze the problems of the manual based on the representative functional safety standards, and propose improvement plans.

  • As domestic buildings have been large-scaled, diversified and high-rise, there have been a consistent demand for design, development of construction technology and accident prevention activity as well as quality enhancement. In spite of governmental and related institutions' efforts for reducing national losses which come from numerous accidents, there have been endless small and large accidents on the construction site and thus, it is urgent to conduct empirical researches in this area. Currently safety supervision system in construction industry has enforced harm and danger prevention planning system, however it merely stick to other existing materials. In addition, it is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSM evaluation method in the construction. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges. Boost of safety control system by PSM method could make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.

  • Coastal safety accidents are characterized by a high proportion of human negligence and repeated occurrences of accidents caused by the same factors. The Korea Coast Guard prepares and implements various countermeasures to prevent accidents at coastal safety accident sites. However, there is a shortage of safety facilities and safety management personnel according to the limited budget. In addition, the ability to be proactively and proactively respond is low due to the limitations of the coastal safety accident risk forecasting system, which relies on the meteorological warning of the Korea Meteorological Administration. In this study, as part of preparing the foundation for establishing a preemptive and active coastal safety management system that can manage accident-causing factors, predict and evaluate risk, and implement response and mitigation measures after an accident occurs before coastal safety accidents occur. The establishment of a risk assessment system was proposed. The main evaluation factors and indicators for risk assessment were established through the analysis of the status of coastal safety accidents. The risk assessment methodology was applied to 40 major hazardous areas designated and managed by the Korea Coast Guard.

  • In accordance with the increased demand for ocean use, the Marine Spatial Planning system was introduced to rationally allocate ocean space, under which fishing activity protection zones have been designated to protect fishery activities and promote fishery resource protection. However, fishing vessels that mainly sail in fishing activity protection zones are exposed to risk, such that they account for about 70% of marine accidents that occur in Korea, Proper risk management is thus required. This study aims to analyze marine accidents in fishing activities protection zones and port and navigation zones to secure the safety of fishing vessels passing within fishing activity protection zones. To this end, the traffic volume in marine use zones was investigated, and marine accidents were investigated by ship type, accident type, tonnage, accident cause, and loss of life. Analysis determined that most of the marine accidents per unit area of each type occurred in port and navigation zones, but overall most marine accidents occurred in fishing activity protection zones. In particular, it was found that traffic safety management was necessary because many human accidents occurred.

  • Recent technological advances provide the opportunity to use large amounts of multimedia data from a multitude of sensors with different modalities (e.g., video, text) for the detection and characterization of criminal activity. Their integration can compensate for sensor and modality deficiencies by using data from other available sensors and modalities. However, building such an integrated system at the scale of neighborhood and cities is challenging due to the large amount of data to be considered and the need to ensure a short response time to potential criminal activity. In this paper, we present a system that enables multi-modal data collection at scale and automates the detection of events of interest for the surveillance and reconnaissance of criminal activity. The proposed system showcases novel analytical tools that fuse multimedia data streams to automatically detect and identify specific criminal events and activities. More specifically, the system detects and analyzes series of incidents (an incident is an occurrence or artifact relevant to a criminal activity extracted from a single media stream) in the spatiotemporal domain to extract events (actual instances of criminal events) while cross-referencing multimodal media streams and incidents in time and space to provide a comprehensive view to a human operator while avoiding information overload. We present several case studies that demonstrate how the proposed system can provide law enforcement personnel with forensic and real time tools to identify and track potential criminal activity.

  • Recent trends of global food production, processing, distribution and preparation under free trade circumstance are creating an increase in common' concerns about food safety. It is important that farmers improve agricultural products/food safety for satisfying consumer needs and health. Cognizant to the situation, this study was conducted to analyze how the Producers gather information, and determine their awareness about agricultural Products safety using a safety Questionnaire. The Questionnaire was given to 500 farmers who cultivate rice, fruit trees, vegetables, and other crops from September through October 2005. More than half of the producers felt concerns about the agricultural products/foods safety. Uneasiness of the producers was higher amongst those who were younger and earned a higher income. Pesticides and zoonosis (BSE AI, etc.) emerged as the main risk factors causing concerns among the greatest number of producers. Producers had a positive opinion of the effects and perception of food safety, but no opinion of the activity of government. The producers showed a high level of understanding of the Country of Origin Labeling System (88.2%), the quality certification system of agricultural and livestock products (71.9%), and the raising system of environment-friendly agriculture (72.7%). However, their level of understanding of the GAP (59.3%) and the Traceability System (22.8%) was still low. To effectively implement these policies, awareness of producers who are the beneficiaries of the above policies has to be enhanced. Therefore, the safety information should be provided at a more appropriate time and should be easier to understand.

  • Continuous airworthiness system is comprised of regulations and procedures to assure the safety and reliability through the total stage of development, certification and operation of aircraft. The purpose of this system is not only to provide the guidelines that should be kept by manufacturers and operators, but also to evaluate the maintenance capability in every activity of safety related procedures. During the development process of the mid and large size aircraft, operational experience should be reflected systematically for a safer and more reliable product by using the meaningful data base from operation. The relationship of safety roles between manufacturer and operator is mutually complementary, and the roles of each function have an influence to the next step. Overall structure of the procedure contains the concept of continuous analysis and feedback to achieve highest degree of safety and reliability during the entire life of aircraft. Finally, this paper describes how the feedback is made and used for aircraft design from operational experience under the continuous analysis and surveillance system.
