연구목적: 소규모 사업장에서 중대재해처벌법의 안전보건 확보의무를 준수하는 효율적이고 실무적인 방안을 제시하고자 한다. 연구방법: 문헌연구와 선행연구를 바탕으로 안전보건경영시스템과의 연계, 프로세스 접근방법 등을 활용한 중대재해처벌법 준수방안을 검토하였다. 연구결과: 안전보건경영시스템을 충실히 이행하면 중대재해처벌법의 안전보건 확보의무를 준수할 수 있음을 확인하였다. 그리고 안전보건 확보의무를 이행하고 점검하는 방법론을 제시하였다. 결론: 프로세스 접근방법과 이행점검 체크리스트를 적극 활용하여 안전보건경영시스템을 운영하면 중대재해처벌법 준수는 물론 안전보건경영시스템의 지속적 개선이 가능할 것으로 판단된다.

The scale of construction industry recently tends to become bigger and larger in line with development of construction technologies and methods. Although increasing usage of construction machinery has led to improving productivity, reducing schedule and cost, constructions workers have been exposed to unstable work environment, causing more and more accidents. Construction machinery-related laws and regulations has not been enacted and reflected the conditions and circumstances of the construction industry in a timely manner. A various construction machinery and equipments produced and changed in structure randomly are so widely used that related-accidents may occure gradually. Propose a plan for accidents prevention through the analysis of characteristics and cases on construction machinery-related accidents over the past five years from 2009 to 2013.

Statistical analysis of occupational accidents plays an important role in establishing measures against accidents and for evaluating safety performance in work places. This research work, numerous numbers of research work have been conducted, which attemped to verify the existence of !he concept of "accident proneness" Also researches have been developed in the fields of systems safety analysis and risk analysis to analyze the characteristics of occupational accidents. This paper presents a brief historical review of these research activities with particular emphasis on the statistical analysis of occupational accidents. Based on this review, further development needs in relation to the statistical research on the occupational accidents in the near future are discussed.discussed.

Purpose: This study is to examine the relationship between safety awareness and safety accident occurrence with elementary school students. Materials and methods: It selected 10 elementary schools under the supervision of Jeonnam Board of Education and sampled 700 students randomly from 2-3 classes in the 5th and the 6th grade. One preliminary survey was conducted to revise and complement the contents and forms of questionnaire with 70 students of a school from Apr. 1 to 6, 2004 and this study was conducted from Apr. 10 to 30, 2004. Total 700 questionnaires were distributed and 681 were collected (97%) and 602 were used for final analysis except 79 lacking responses. Data collected were analyzed with SPSS statistical program. Results: The average score of safety awareness of subjects by area was high as 2.72 points out of a possible 3. Area showing the highest safety awareness was safety from fire. Girl students had higher safety awareness than boy students. The fifth graders had higher safety awareness than the sixth graders. In safety awareness by the number of siblings, single son or single daughter showed the highest safety awareness. 53.2% of the subjects experienced accident for one year, the frequency of accident was mostly once and most of accidents were occurred at school. Accidents for the last year were higher in boy students, the sixth graders. According to relationship between safety awareness and safety accident, group with lower safety awareness in school safety(P < .022), traffic safety(P < .016), fire safety(P < .019), home safety(P < .007) and accident treatment and first aid(P < .003) had higher safety accidents than that with higher safety awareness. Conclusion: Development of safety education program by grade, that of parents safety education program, field experience and practice with students, teachers and parents and various safety education programs should be substantially and repeatedly accomplished for prevention education of safety accidents. In addition, to prevent and cope with safety accidents, safety education should be reflected on normal education, safety education textbook be developed, special safety education teachers be employed for safety education.

Industrial disaster caused the deaths of 2,114, construction workers among them was the highest of 621 deaths. In the construction industry, has established a number of safety alternatives to prevent accidents. But until now, the cause of the accident has stopped being superficial analysis, awareness on the root cause of the acciden did not reflect. In this study, we analyze the characteristics and causes in G contractors' safety accidents. And innovation strategy, organization-wide safety management system and detailed tasks to derive essentially was to prevent the occurrence of large construction companies. A lot of business for accident prevention effect was transient and formal, to reflect a management style and organizational culture, and try to prevent construction accidents. we will strive to prevent the disaster from the construction site through the improvement of these.

Construction accidents occur reiteratively in similar fashions. There have been several attempts to develop a safety program for preventing construction accidents on sites. It will be very effective to use previous accident cases for establishing proper safety plan and managing safety process. This research develops a case-based construction safety management system which enables construction managers or safety managers to prevent potential accidents during the construction process. The case-oriented approach is performed through the representation of previous accident cases in accordant with the similarity to the conditions of current site. It uses a case-based reasoning which is one of the reasoning methods of an expert system. A prototype system for the reasoning model was implemented using one of the case based system development tools. The system was applied to a real construction site to verify its capability and validity. It was founded that the causes of accidents were successfully removed, so the proposed model proved to be reasonable. Additional research is needed to resolve the technical problem how to adapt the countermeasures for accident prevention provided by the reasoning model.

The domestic construction industry is becoming larger, high-rise and specialized. However, safety consciousness is still staying in low levels and falling accidents are apt to rise compared to other industries. So, the new way of safety management is required for reducing of the construction falling accidents. In this paper, we evaluate appropriateness of safety management on construction sites utilizing USN using smart safery equipment. Thus, we calculate loss costs of falling accidents considering accident rates and costs of the USN using smart safery equipment installation then compare both calculated costs. This research aims to propose the method for reduction of construction accidents in addition to conventional safety control methods by analyzing the propriety of applying USN using smart safery equipment on construction sites.

Notorious press machine bothers employers by causing so many industrial accidents which are mostly of caught-in or between type. In 2008, press machines caused 1665 cases of such type of accidents, which reached about 11% of all those. Even though various approaches has been adopted to prevent those press machine accidents, up to now, no one was found to be satisfactory. In this study, two kinds of companies, accident-occurred and accident-free by press machine, were surveyed to find out positive and negative factors for accidents prevention. 400 companies which experienced accidents in 2008 and 200 companies which did not experience accident at all during the same period were selected for this survey. Most of these companies are small companies that employ less than 50 employees. Even though small companies are exempted from legal obligations to have a safety management system for accident prevention, we surveyed about safety management systems of those companies because of its crucial importance for accident prevention including whether they appointed safety managers and various supervisors. Awareness and efforts for safety of employers and employees were also measured. Results were analysed by the method of cross tabulation analysis. Main findings of this study are as follows. Most accident-occurred companies did not appoint any safety manager or supervisor. While it is recommended that the workplace of high accident rate have a safety manager. In addition, as less employers' effort for safety was made in accident-occurred companies in order to prevent accidents during press processing, the author proposes an amendment to the relevant law. Finally, the most referred reason for the negligence of hazard is the cumbersomeness in installing safeguards.

Many industrial disasters and safety-accidents are occurred constantly in current industrial society of domestic country. Although there are many attempts to reduce the occurrence of various industrial disasters and safety-accidents through exhaustive safety trainings and strict rules applied to fieldwork in electrical construction, still those accidents are not eradicated completely. The purpose of this study is to take counter measures against similar or same safety-accidents by analyzing the types of accidents and reasons among critical accident cases, which are occurred in electrical construction field.

With increasing the quality of life in proportion to the national income, we have had cars as more convenient and safe means of transportation for a long time. The more we have the benefits from cars, the more seriously we should consider problems such as the destruction of the environment by air pollution, traffic accidents, parking problems, traffic congestion, etc. as social cost caused by the increase of cars. Among them, the traffic accidents are very serious, especially the accidents of the business cars occurs five times more than those of the private cars. Therefore if we analyze the cases of the various kinds of syst.em, test the results and apply them to business cars, we will reduce the traffic accidents of business cars.
