The debate on the treatment of animals has accelerated as a social issue in the West since the 1970s. In 1975, Peter Singers argued in his book, Animal Liberation, that speciesism should be banned. This led to an explosion in research on animal welfare in the philosophical and social sciences. Following Singer, Tom Regan suggested considering the animal rights as being on the same level as human rights. Their arguments were that animals should be imbued with some intrinsic weight sufficient enough to remind humans of their social responsibility to animals at least to a certain degree. In this regard, social responsibility for animal welfare as well as animal rights has formed an axis that organizes human morality in modern society. Such arguments regarding animal welfare can be perceived as an active and creative effort which accords with the free will of human beings who in Daesoon Thought are understood as facing the era of human nobility. This argumentation also aligns with the doctrine of grievance-resolution for mutual beneficence as a practical creed due to the way in which modern bioethics implies that animal welfare could become a practical communal morality integrated into legal systems prior to adoption as a system of individual morality. From within this context, this study discusses the nature and limits of modern animal welfare and animal rights from the perspective of the grievance-resolution which Kang Jeungsan promised to animals.
Profiling is recognized as a representative application area of domestic criminal psychology, and the National Police Agency profiler is firmly established as a profession. However, compared to the social awareness, the recognition and utilization within the police is not high. In this study, we tried to identify factors affecting the intention to use profiling by identifying the perception of investigators who request and use profiling from a profiler when a violent incident occurs. To this end, the relationship between the perception of the importance of factors considered by investigators in the criminal investigation process and the attitude toward profiling on the intention to use profiling was verified through the path model. As a result of a survey of 340 police investigators, the investigator's perception of the importance of investigation elements was divided into two factors: the importance of normative investigative elements (evidence collection and legal judgment, etc.) and factual investigative elements (criminal analysis, criminal information system analysis, etc.). Among them, the importance of factual investigative elements were found to have a positive effect on the intention to use it by mediating the attitude toward profiling. On the other hand, in the case of the importance of normative investigative elements, it was found to have a negative effect on the attitude toward profiling. These results suggest that the perception that investigators have about investigation, which is their main work area, plays a role in determining whether to request profiling as well as attitude towards profiling. Based on the research results, strategies necessary to activate the use of profiling were discussed.
Purpose - The UCP is recognized as the governing law for L/C transactions, but it covers only the general details of the transaction and does not cover all complex practices. In view of this limitation, this paper examines a negotiation transaction which is most actively utilized in L/C transactions via a thorough review of the UCP provisions, analyzes the problems of the negotiation clause in the UCP, and suggests appropriate countermeasures to deal with unnecessary litigation costs. By doing so, the parties involved in the negotiation transaction would be able to avoid financial costs such as having to pay for lawsuits. Design/methodology - The present study first differentiates the general types of L/Cs (e.g., sight payment L/C, deferred payment L/C, acceptance L/C, and negotiation L/C), explains and the Article 2 and Article 12(b) of the UCP 600 where the term 'negotiation' is used, digs into the drawbacks of 'negotiation' occurring under the UCP 600, and discusses solutions to the problems found by analyzing the drawbacks descriptively. Findings - After a review of the UCP provisions on negotiation in detail, several possible problems which may occur in practice were discovered. First, as the UCP stipulates, the negotiating bank will want to delay payment to the maximum extent possible and make payment on the banking day on which the issuing bank reimburses the amount. This may lead the beneficiary towards bankruptcy or put it in financial crisis. Second, when a fraudulent transaction occurs, the negotiating bank can neither request the issuing bank to reimburse nor can it exercise its recourse right against the beneficiary because it has obtained all the rights of the beneficiary by purchasing the documents. Third, there is a practice in which the beneficiary sells the documents to its transaction bank which is not the nominated bank if the nominated bank specified in the credit is located in a third country or the exporter has no relationship with the nominated bank in the credit. In this case, whether to accept this and reimburse the non-nominated negotiating bank entirely depends on the issuing bank's decision even though such practice frequently occurs in Korea. Originality/value - There has been little research effort pertaining to negotiation transactions in detail even though negotiation L/C transactions account for around 70% in world trade notwithstanding deferred payment L/Cs and acceptance L/Cs that are also negotiated in practice. Thus, if the negotiations clause under the UCP 600 provisions were reviewed and the drawbacks of the negotiation transactions most actively used in L/C transactions were identified and examined, specific countermeasures could ultimately help smoothen the operation of L/C transactions and prevent financial losses.
Supply chain attacks target critical infrastructure, causing large amounts of damage and evolving into a threat to public safety and national security. Accordingly, when establishing cybersecurity strategies and policies, supply chain risk management is specified to enhance security, and the US Biden administration recently issued the Executive Order on Improving the Nation's Cybersecurity, SBOM was mentioned as part of the guidelines for strengthening software supply chain security. If the government mandates SBOM and uses it as a security verification tool for supply chains, it can be affected by the domestic procurement system in the future and can be referenced when establishing a security system for domestic supply chains according to the progress of policy implementation. Accordingly, in this paper, countries that are promoting the SBOM policy as a way to strengthen the security of the software supply chain were selected and analyzed with a focus on related cases. In addition, through comparison and analysis of foreign SBOM policy trends, methods for using domestic SBOM in terms of technology, policy, and law were considered. As the value of using SBOM as a supply chain integrity/transparency verification tool is expected in the future, it is necessary to continuously identify trends in the establishment of international standardization and policy development for SBOM and study the standard format.
The Literature Museum Network aims to realize the legislative purpose of the Literature Promotion Act and achieve balanced development of local literature centers across the country. In the Literature Museum Network, the literature museum network support center will be established by region to take charge of cooperation projects between local literature centers, which will be the culmination of the National Literature Museum of Korea. It is intended to test-run various projects planned by the Munhakwan Network Support Center to create derivative contents, or to establish a regional hub literature center in charge of education and other affairs of the literature museum's workforce. If the existing metropolitan administrative districts are used to form zones, the entire country can be organized into four zones. They include the Seoul-Gyeonggi Literature Museum Network (23 local literature centers), the Gangwon Chungcheong Literature Museum Network (32 local literature centers), the Yeongnam Literature Museum Network (30 local literature centers), and the Honam Jeju Literature Museum Network (22 local literature centers). One literature museum network support center will be established for each region and one local literature center will be selected as the hub literature center. The Literature Hall Network Support Center is in charge of collecting and managing literary materials, developing contents and programs, promoting and foreign cooperation, etc. The hub literature museum will be in charge of pilot operation of content and programs, training and education of experts in the literature museum, and running joint storage facilities. This structural system and efficient operation of the literature museum network will ultimately provide an opportunity for the formation of cultural governance in which the power and public nature of the establishment of literary promotion infrastructure are secured.
This study was conducted to find out the difference in judgment of murder cases by participants' generation according to the type of murder. 196 adults in their 20s and older were randomly assigned to one of the scenarios of parricide, filicide, and murder, then responded to the judgment(ex. judgment of the perpetrator, degree of deviation from social norms, and judgment of victim responsibility). Finally, 128 responses were used in the analysis. As a result, it was found that the main effect of the murder type and the interaction effect of the generation and the murder type were not shown in all dependent variables. However, the difference between generations was statistically significant in the judgment of the perpetrator (e.g., perpetrator blame, perpetrator responsibility, intentional crime, etc.), indicating that millennials made unfavorable judgments to the perpetrator. Especially, in the case of parricide, it was found that millennials made unfavorable judgments to perpetrators than older generations. Also, it was found that the participants of the older generation tended to make unfavorable judgments toward the perpetrator of murder rather than the perpetrator of parricide. Finally, based on these results, this study proposed the need to reconsider the 'victim of survivors' factor, which is considered as a weighing of an offense for special sentencing factors.

Whether Dokdo can sustain human habitation or economic life of their own plays an important role to the legal status of the island in the international maritime law. This study reports the hydrological survey results regarding the water resource of the island occurred at Moolgol in Seodo. The amount of underground discharge at Moolgol was estimated at least 1.1 m3/d, conforming the results of previous studies. Based on the oxygen and hydrogen isotope ratios of water, the discharge appeared to originate from precipitation, and about 36% of the daily precipitation moves fast to the Moolgol through the joints developed in the volcanic bedrocks. Quality of the discharged water shows relatively higher concentrations in Cl and NO3 to be used for drinking and domestic purposes, probably affected by the sea spray and waves from surrounding sea and the birds' excretion such as black-tailed gulls.

Coastal compound disasters are becoming more extreme and more frequent due to climate change. Thus, appropriate and systematic disaster management is necessary to reduce potential losses. One solution to this is the creation of a coastal compound disaster management area. However, Korea's "Countermeasures against Natural Disasters Act" needs to be reformed to introduce this coastal compound disaster management area. In this study, we tried to find the appropriate direction for reforming the Act in order to establish a basis for implementing regulations on the Coastal Compound Disaster Management Area with regard to three aspects: science-based management, cooperative management, and adaptive management. The study was on the premise that the system would be operated based on the provisions of the "Countermeasures against Natural Disasters Act". Consequently for effective science-based management, it is necessary to introduce a disaster risk assessment framework. Based on the results obtained through the implementation of this framework, the management areas should be set with differential measures. Next, cooperation among the various ministries is essential to successfully respond to disasters. This study recommends the establishment of an advisory council composed of the related government departments as a pragmatic solution. Finally, in terms of adaptive management, we found that parallelly utilizing non-structural measures could compensate for the limitations of structural measures.

Relevance. Innovative activities in education should be aimed at ensuring the comprehensive development of the individual and professional development of students. The main idea of modular technology is that the student should learn by himself, and the teacher manages his learning activities. The advantage of modular technology is the ability of the teacher to design the study of the material in the most interesting and accessible forms for this part of the study group and at the same time achieve the best learning results. Innovative Moodle technology. it is gaining popularity every day, significantly expanding the space of teaching and learning, allowing students to study inter-faculty university programs in depth. The purpose of this study is to assess the quality of implementation of the e-learning system Moodle. The study was conducted at the South Ukrainian National Pedagogical University named after K. D. Ushinsky in order to identify barriers to the effective implementation of innovative distance learning technologies Moodle and introduce a new model that will have a positive impact on the development of e-learning. Methodology. The paper used a combination of theoretical and empirical research methods. These include: scientific analysis of sources on this issue, which allowed us to formulate the initial provisions of the study; analysis of the results of students 'educational activities; pedagogical experiment; questionnaires; monitoring of students' activities in practical classes. Results. This article evaluates the implementation of the principles of distance learning in the process of teaching and learning at the University in terms of quality. The experiment involved 1,250 students studying at the South Ukrainian National Pedagogical University named after K. D. Ushinsky. The survey helped to identify the main barriers to the effective implementation of modern distance learning technologies in the educational process of the University: the lack of readiness of teachers and parents, the lack of necessary skills in applying computer systems of online learning, the inability to interact with the teaching staff and teachers, the lack of a sufficient number of academic consultants online. In addition, internal problems are investigated: limited resources, unevenly distributed marketing advantages, inappropriate administrative structure, and lack of innovative physical capabilities. The article allows us to solve these problems by gradually implementing a distance learning model that is suitable for any university, regardless of its specialization. The Moodle-based e-learning system proposed in this paper was designed to eliminate the identified barriers. Models for implementing distance learning in the learning process were built according to the CAPDM methodology, which helps universities and other educational service providers develop and manage world-class online distance learning programs. Prospects for further research focus on evaluating students' knowledge and abilities over the next six months after the introduction of the proposed Moodle-based program.

For everyone, books are not only a passage to break down temporal and spatial barriers, but also a passport to the world. However, books are neither a passage nor a passport for persons with print disabilities. They are suffering from a severe book famine, with only 1-7% of alternative materials in accessible formats. The Marrakesh Treaty is an international agreement promoted by the WBU and WIPO to reduce such access gaps and inequalities. Accordingly, this study intensively analyzed and linked the global book famine and the Marrakesh Treaty for the persons with print disabilities including the blind and visually impaired, and suggested strategic tasks and implementation plans to strengthen the services of the disabled in domestic libraries. The government and libraries should concentrate all their competencies on improving awareness, inducing standardization of alternative materials in the publishing industry, amending and supplementing the copyright act and related laws, strengthening the digital file collection and service of the National Library for the disabled, and developing and applying library guidelines to implement the Marrakesh Treaty. This is because if food supports the body of the disabled, reading fosters their spirit. In order to solve the global book famine for persons with print disabilities, it is necessary to improve the publishing industry's cartels, copyright holders' barricades, and the weak platform of the library industry. All copyright holders, publishers, and libraries should participate in reducing the 95% gap in access between non-disabled and disabled people. That is the mantra of the book famine.
