Although the bottom-up rural area development project was conceived with great expectations, the general evaluation of the project so far reveals that it does not significantly differ from projects carried out in a top-down manner. This paper examines the nature of the bottom-up rural area development project with a focus on its background, including the roles of authority and project participants. Results revealed that the project was designed to be implemented in line with the state affairs ideology of the leader in a negative position of bureaucratic society. Though the form of implementation for the project seemed bottom-up as seen in the process of the roles and authorities in supporting organizations the top-down method of implementation can be seen in the authorities and roles of the central government. It was also noticed that the private sector, designed to elicit participation of various experts, looked to be managed and controlled by public organizations. The abovementioned signifies that the Korea rural area development project has been implemented not in a bottom-up manner but rather in an ever-strong top-down manner, which means that the central government holds more responsibility for the project's results, evaluation, and discussions. Furthermore, as seen in the background of the project, policies have been implemented in a top-down manner without the confidence of the bureaucratic society. Therefore, in order to implement a proper bottom-up rural area development project, there is a need for the bureaucratic society to have confidence in the rural societies.

Recently, it has been important not only to evaluate environmental effects but also to assess cumulative and comprehensive effects by the development projects. This paper concentrates on temporal and spatial cumulative impacts on Suji district in Yongin, Gyunggi-do. This paper adopted two methods to assess the cumulative impacts. First, it assesses the temporal change of forest patch size and land cover according to the patch size. Second, it compares housing development zones with the neighborhood. The result of the research appears that the damage is very serious, especially in small forest. The Forest area is changed to farm land, most of them become to built-up area later. In addition, it is assessed that the secondary housing development projects did more harm than the initial one. By assessing the cumulative impacts on Suji district, this research suggests to minimize two kinds of solutions : comprehensive environmental assessments in regional unit and regulation on total forest quantity.

Most of the rural development projects for the welfare of residents are mainly new construction and remodeling projects for community buildings such as village halls and senior citizens. However, in the case of the construction industry, it has been studied that 23% of the total carbon dioxide emissions generated in Korea are generated in the building-related sector. (GGIC, 2015) In order to reduce the emission of environmental pollutants resulting from construction of rural community buildings, there is a need to establish a system for rural buildings by predicting the environmental impact. As a result of this study, the emissions of air pollutants from buildings in rural communities were analyzed by dividing into seven stages: material production, construction, operation, maintenance, demolition, recycling, and transportation activities related to disposal. As a result, 12 kg of carbon dioxide (CO), 0.06 kg of carbon monoxide (CO), 0.02 kg of methane (CH), 0.04 kg of nitrogen oxides (NO), 0.02 kg of sulfurous acid gas (SO), and non-methane volatile organics per 1m of buildings in rural communities It was analyzed that 0.02 kg of compound (NMVOC) and 0.00011 kg of nitrous oxide (NO) were released. This study proved that environmentally friendly design is possible with a quantitative methodology for the comparison of operating energy and air pollutant emissions through the design specification change based on the statement of the rural community building. It is considered that it can function as basic data for further research by collecting major structural changes and materials of rural community buildings.
The purpose of this study is to suggest the model of rural villages for 21th century guidance-style based on regional Indigenous resources. As a development model on premise environmental sustainability, economic sustainability, social-cultural sustainability, this paper aims to established that accommodate actively change element of village environment that stabilizes local environment and ecosystem on the basis of development model's principle and contents and information area. Objective:This study introduced the status of studies and the projects related with agricultural accident prevention carried out by the Rural Development Administration. This study was conducted to promote Korean farmers' agricultural safety activation by analyzing study trends on farmers' agricultural work safety. Background: Agriculture is one of the dangerous industries, and the agricultural accident rate is on the rise, due to recent serious aging and increased female work force. Such a phenomenon emerges as a serious problem from the social perspective, and therefore measures for farmers' healthy and safe agricultural activities and accident prevention are required. Method: This study conducted literature review related with domestic and international agricultural safety and health. This study also examined the hazard factors of agricultural labor and injuries, agricultural safety and health system and policy, support and education for farmers' safety practice, and the status of convenience tools and protection equipment, based on major study activities performed by the Rural Development Administration for recent four to five years. Results: Through the study results, the status of Korea's agricultural safety system, compensation support policy, safety education of farmers for actual practice, and diverse channels including media were confirmed. This study also presented the R&D implementation status on convenience equipment and protective gear to prevent agricultural diseases and safety accidents. Conclusion: This study found out that continuous monitoring and efforts are required to prevent accidents for the Korea's agricultural labor environment and agricultural safety, and that social bond of sympathy formation is demanded through effect analysis on the implemented projects including education and support projects. Furthermore, it can be understood that agricultural accident prevention should be carried out through shift from current government-led top down approach to bottom-up approach from itself. Application: The results of this study can be utilized as useful data for farmers' safety and health.
Recently many administrative institutes try to improve the viability of rural villages. For increasing the viability, not only infrastructures but internal vitality is necessary in rural villages. Nonetheless, most of governmental projects have been focused on infrastructures. For this reason, RDA(Rural Development Administration) designed and performed the RHL(Rural Healthy and Longevity village) project. This RHL project is not easy to evaluate the outcome because it consists of very intangible project items. In this paper, we developed a scoring model to evaluate the result of the RHL project. The scoring model based on DEA(Data Envelopment Analysis) was suggested to evaluate the quantity of personal activities in each village. Personal activities are classified into five categories: regional life, social life, productive life, outdoor life and indoor life. Evaluating indices of each category are developed and weighting values are evaluated by AHP(Analytic Hierarchy Process). The developed model was applied to Kumsan village and examined its applicability.
In this study, We developed an evaluation system for the interim check of Integrated Rural Village Development Project and analyzed its applicability to an actual evaluation process through a pilot evaluation on regions selected. The evaluation system consists of documentary assessments(30%) and field inspections(70%). The documentary assessments are quantitative assessments on check-lists reports by self-evaluation prepared by local governments. The field inspections are qualitative assessments by evaluation teams. Sixteen evaluation indices were developed for documentary assessments and seven criteria were designed for field inspections. For a pilot evaluation, one region in each province excluding Jeju Do, eight regions was selected and the field inspections due to circumstances was proceeded in two regions. The results of documentary assessments indicate that most of regions are evaluated low in project performance attributable to the delay in security for sites. In the field inspections, it appears that most of the regions evaluated high at the documentary assessments got a high point from them. They also show that coordination of action plans, rather than quantitative achievements, is a base determining success of the projects.

The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.
In spite of the government policies and incentives to revitalize rural areas, we still have a lot of problems such as the environmental degradation in rural areas, widening gap in living conditions between urban and rural areas, and decreasing rural populations. This paper aims to suggest a new planning model for ecotourism based rural villages and develop a village revitalization plan for Jangwha-ri in Gangwha Island. The new model emphasizes sustainable development based on local indigenous resources and resident initiatives.
Although there have been carrying out various rural development projects related with village road improvement, most of village roads in Korea are under much poor condition. However, until now, their actual conditions have not been surveyed at all. So, this study aimed at analysing the actual conditions and characteristics of rural village roads in the general terms to provide the basic information for the proper improvement policy-making. Case study villages were chosen in flat/mountainous/seashore/suburban areas, which be then classified as improved and not. In terms of road length per household, mountainous villages are highly dispersed and suburban ones moderately dispersed, while flat ones aggregated. Road widths in seashore/suburban/structure improved villages are narrower than flat/mountainous ones. Because about a quarter of road sites are registered as non-road, more positive scheme for transferring non-road sites into road ones.
