Pilot Age Older than 65, A New Challege (조종사 정년연장에 대한 고찰: 65세 이후)

  • The commercial pilot retirement age has continued to 65 since the International Civil Aviation Organization(ICAO) amended the recommended age limit from 60. The target of this review is to analyse whether aged pilots have an increased age-dependent risk of medical incapacitation. Medical in-flight incapacitation is actually very rare event and the demonstrated annual incapacitation rate provides an acceptable risk within the criteria known as 1% safety rule for a pilot undertaking air transport operations while some controversies exist. There is a possibility that the accident rate has decreased due to the improved skill by increasing pilot's age. At the decision of flight or not for elderly airline pilot the interacting factors of personal health status, piloting experience and new flight environments should be considered to define job limit criteria than mere the age. Results of a survey led by airline pilot association in Korea shows 65% of airline pilots are willing to fly without any age limit and 87% agreed that age limit is worthy to extend beyond current standard on the basis of medical examinations. Only 11% agreed to maintain current age limit.

On a Hierarchical Model for Effectively Managing ILS Requirements of Electronic Warfare Equipments (전자전장비 개발에서 종합군수지원 요구사항의 효과적 관리를 위한 계층적 모델)

  • Requirements management is one of the most essential activities of systems engineering in developing successful weapon systems. Particularly it is very important to consistently manage the traceability among the user requirements, the system requirements, the development specifications and the testing plans throughout the entire life cycle of the weapon system. However, the most part of requirements-related activities has centered around the functional and performance requirements but the integrated logistics support(ILS) requirement has not properly been managed. In this regard, a special attention is needed to develop and manage the ILS requirements. To do so, the ANSI/EIA-632 standard can be referred as a starting point since the ILS requirements of the weapon system under development are specified by the enabling products whereas the functional and performance requirements are covered by the end product requirements. Specifically, we first review and model several cases of previous weapon systems development, which reveals the problem of interest. Then, under the framework of ANSI/EIA-632, we study a hierarchical model for effectively managing ILS requirements by analyzing the features of ILS requirements. Finally, the value of the proposed model is discussed through the case study of electronic warfare equipment.

Review of Diverse IP Mobility Fast Handover Mechanisms and Suggestion of New Fast Handover Proxy Mobile IPv6 Mechanism (다양한 IP 이동성 고속 핸드오버 기법 분석 및 새로운 고속 핸드오버 Proxy Mobile IPv6 기법 제안)

  • This paper reviews diverse IP mobility and fast handover mechanisms for seamless Internet services. Especially, fast handover mechanisms for the Proxy Mobile IPv6( PMIPv6) are categorized according to their approaches. Then, a new fast handover PMIPv6(FH-PMIPv6) mechanism is proposed using only L3 signaling message exchange. In the proposed FH-PMIPv6 mechanism, only local mobility anchor(LMA) exchanges L3 signaling messages with mobility access gateways(MAGs) for the fast handover operation. That is, inter-MAG signalling messages are not required for the fast handover operation. Therefore, unlike existing fast handover mechanisms, two relevant neighbouring MAGs need not set up the security association(SA) to protect fast handover related signaling messages and share SA related information. Moreover, the L3 triggering message is defined newly by standard ICMPv6 to trigger promptly the proposed mechanism. Analysis and comparison of the handover latency are performed for the proposed mechanism and existing mechanisms, which shows that the proposed FH-PMIPv6 mechanism has the favorable performance.

Study on Design Vehicle Loads of South and North Korean Highway Bridges (남북한 도로교 설계트럭하중 분석)

  • PURPOSES: This study is to analyze different vehicle load effects for a bridge design of South and North Korea in order to prepare a common design specification and to secure the safety of transportation when the highway bridges of South and North Korea use together. METHODS: Based on the literature review, this study considers vehicle load effects by comparing different characteristics of the standard vehicle and other differences of the bridge design specification between South and North Korea. And structural modeling of three-span continuous PSC Beam Bridge are analyzed and the bridge capacity according different vehicle loads of South and North Korea is evaluated. RESULTS: The result of this study indicates that the bridge capacity and the design vehicle weight of North Korea are smaller than the bridge capacity and the design vehicle weight of South Korea. Also this study demonstrates that the design vehicle array and other characteristics of North Korea are very different than the design vehicle array and other characteristics of South Korea. CONCLUSIONS: It is expected that the outcomes of this study can be useful in the set-up of South-North Bridge Specification because similar previous studies are rarely found.

The Effect of Integrated Medicine for Polycystic Ovary Syndrome Subfertility Patients; A Systematic Review and Meta-Analysis (다낭성 난소 증후군을 이환하는 난임 환자에서 통합 의학 치료의 효과 : 체계적 문헌 고찰 및 메타분석)

  • Objectives: The purpose of this study is to investigate the effect on both herbal medicine periodic therapy and western medicine for polycystic ovary syndrome subfertility. Methods: We searched 8 electronic databases and search keywords were 'PCOS' and 'periodic therapy' or 'cyclic treatment'. We included randomized controlled clinical trials (RCTs) using the periodic therapy combined western medicine for PCOS patients. Results: We selected 8 studies. In studies, there were three studies in which the menstrual cycle was divided into 2 periods, one study divided into 3 periods, and four study divided into 4 periods. The meta-analysis of the 7 trials indicated that pregnancy rates integrated clomiphene and periodic therapy were higher than clomiphene alone. Conclusions: The periodic therapy combined western medicine for PCOS subfertility patients seems to improve pregnancy rates from this research. However, this result should be taken cautiously by unclear risk of bias. It would be necessary to fulfill further clinical study with herbal medicine periodic therapy on PCOS in Korean medicine to establish standard evidence of them.

Surgical Experience of the Kasabach-Merritt Syndrome (Kasabach-Merritt 증후군의 수술적 치험례)

  • In 1940, Kasabach and Merritt first described the association of a large vascular tumor and thrombocytopenia and termed this Kasabach-Merritt(KM) syndrome. It is characterized by a rapidly enlarging vascular anomaly and consumptive coagulopathy with thrombocytopenia, prolonged prothrombin time and partial thromboplastin time, hypofibrinogenemia, and the presence of D-dimer and fibrin split product, with or without microangiopathic hemolytic anemia. This is a potentially life-threatening condition with mortality rates from 20 to 30% as a result of severe sepsis, coagulopathy, or invasion of vital organs. Treatment modalities are corticosteroids, interferon alfa-2a or 2b, chemotherapy(vincristine, cyclophosphamide, etc.), aspirin, dipyridamole, com- pression, radiation therapy, embolization of feeding vessels and surgical excision. A standard treatment regimen for KM syndrome has not been established and most reports on definitive management of these complex vascular lesions have been anecdotal, involving small numbers of patients. The authors have successfully treated a patient of KM syndrome with actively bleeding huge hemangioma by surgical excision. They present it with the review of articles.

  • Surely fuel economy(F.E.) label is needed to meet consumer's right to know. Korea has developed and adopted F.E. correction equation similar to the feeling, because consumer complain about F.E. label higher than they feel. Recently, through continuous research and development high-efficiency & performance green car like HEV, PHEV and EV are being sold. In this situation, it is needed to know whether the current equation can reflect a part of their improved technic or not. In this paper, to review current equation through test using hybrid vehicles on 5-cycle SOC, correction equation and F.E were discussed. The result show HEV didn't meet the SOC error standard on US06. Also, HEV has bigger F.E. difference between FTP-75 and 5-cycle than conventional vehicles. However, the correction equation that include HEV almost same with current one.

  • Any organization's Six Sigma program may be at high risk without heeding the lessons learned from the past and that tries to operate without a robust business foundation. A foundation that preferably should consist of stepping-stones such as a 5-S house-keeping program, an effective Integrated Management System (IMS), which includes a strong focus on planning for quality to fully capture the Voice of the Customer (VOC), and an organization-wide training scheme, as well as a reliable Cost of Poor Quality (COPQ) system. That's the best advise I can give to any organization that wishes to embark on a Six Sigma improvement program and hope to be successful. The paper will elaborate on the above issues and provide suggested solutions based on the review of published historical information and the experiences encountered over the last four decades by the author, as a quality practitioner and consultant, in industries that produced safety-critical product. This author maintains that few fundamentally new or useful things have been created in the field of Quality during the last couple of decades. Nevertheless, this paper deliberates on a number of relatively “newer” issues including the concept of “three types of customers”, the CTC, “Critical To Customer” term, the eight Quality Management Principles of the new ISO 9000 family, the growth of industry-specific standards, the adoption of Integrated Management Systems, the rebirth of AS2561 COQ standard, the spread of Six Sigma as well as related ASQ certification and the need for a robust business foundation to ensure Six Sigma survival.

  • Due to improved life spans, cancer incidence has increased with more aged patients presenting with cancer. Elderly cancer patients could have compromised organ function and/or comorbidities. Due to poor social support or lack of early diagnosis, treatment outcomes for elderly cancer patients are poor in general. However, with aggressive support during cancer management as well as careful selection, most elderly cancer patients can tolerate standard radiation therapy with good results based on published articles. Here, we reviewed existing articles regarding compliance and treatment results in elderly cancer patients based on tumor site.

A Study on the Development of the Photo-electric Single Station Smoke Alarm of Low Power Consumption for Residential Fire Prevention (주택화재 예방을 위한 저소비 전력의 광전식 단독경보형감지기 개발에 관한 연구)

  • This is a case report of a photo-electric single station alarm for residential fire prevention. The detector was developed for the certification in Japanese market which is more than 100 times bigger than Korean market. A comparison and review for test standard owned by KFI (Korea Institute of Fire Industry & Technology) and JFEII (Japan Fire Equipment Inspection Institute) respectively is also conducted. The detector alarms with a buzzer and an indicating LED. Operating period and time in alarm, low battery and fire situation is stated. The electronics circuit part to reduce its current and the detector's characteristics are described. It is explained that the measured current and experimental result of the battery discharge can meet the 10 years operation.
