Ship's Bunkering Business is one of the essential businesses creating added values of the port as a hub for a stream of the international logistics. Regulatory considerations of ship's bunkering business should be made to create a more relevant system and stabilize the bunkering industry so that the ports may produce more substantial added values. This paper suggests revisions the Harbor Transport Business Act, the Marine Transport Act, putting forward an idea of unifying safety management systems, establishing a guideline for bunker quality managements, and changing the laws regarding any wrongdoings of bunker suppliers. In conclusion, in order to increase the managerial integrity of the bunkering operators, reasonable burdens should be distributed across the government, refinery companies and ship-owners to achieve a more balanced state and enable long-term development to advance the business at issue, following a step-by-step approach to amend the contract practice, the laws and the systems.

We report mass concentration and size fraction of TPM, $PM_{10}$ and $PM_{2.5}$ according to Korea standard test method (ES 01301.1 and ES 01317.1) and ISO 23210 methods. Particulate matters were sampled in large stationary emission sources such as a coal power plant and B-C oil refinery. The Korea standard test method PM mass concentrations showed 3~3.5 times larger than the cascade impactor method. On the other hand, the size fraction results showed less than 5% difference (i.e. $PM_{2.5}/PM_{10}$) between two methods. Moreover, the correlation coefficient ($r^2$) is 0.84 between TPM results of the Korea standard test method and CleanSYS. These results suggested not only improvement of current test criteria in terms of technical and theoretical aspects. Further, additional measurements are required in various large stationary sources to compare current field data.
Major components of refinery plants are exposed to various damage mechanisms depending on the operation condition, material selection and kinds of internal fluid. Inspection techniques and damage monitoring methods should be selected considering the damage mechanisms of the components. Hence, it is quite necessary to have an information system with a standardized database on the various damage mechanisms. In this study a damage information system with contents on the damage mechanisms included in API 571 code was developed. Concept of the screening table employed in USA and Japan was also adopted to identify the probable damage mechanisms from the information on operating temperature, internal fluid, metal used for the component and stress condition. This system can be used before the risk based inspection planning to identify key damage mechanisms involved.

Recently a novel bio refinery process with using nonedible biomass, especially microalgae, has been developed in order to directly reduce $CO_2$ concentration from flue gas and simultaneously produce renewable bio fuel. Micro algae-to-biofuel processes are composed of microalgae cultivation, harvesting, lipid extraction, and bio fuel conversion. So, there are concerns about the energy efficiencies of bio refinery processes. In this study, the net energy ratio of microalgae processes were calculated for the microalgae produced from a pilot photobioreacto using $CO_2$ released from coal combustion. In this study, trans-esterification and pyrolysis processes were used to analyze the net energy efficiencies. Micro algae-to-biofuel processes might produce bio fuels with the higher energy than that of the total consumed energy for cultivation, harvesting, extraction and conversion. If the lipid content of microalgae was higher, the trans-esterification conversion process was more effective than that of pyrolysis process.
This study aimed to inventory the water pollutant discharge of wastewater from two facilities, one primary steel manufacturing facility and one petroleum refinery, both of which are located in Korea, and to identify ways to improve the wastewater treatment process through field investigation. Probability evaluation was used to inventory the substances in polluted water. The samples collected in this study included original wastewater, on processing wastewater, and treated water. The general description of wastewater occurrence, major sources, and treatment facilities were also investigated to obtain an integrated database of the pollutants created by different industrial categories. Based on our analysis of raw wastewater and final effluent, the detected pollutants were confirmed by analyzing their presence in the raw or supplemental materials, the potential of formation as byproducts, and the possibility of inclusion as impurities. The compounds detected for each category were screened via investigation of their possible sources and confirmed as the final water pollutant inventories. Thirty kinds of water pollutants were emitted by the primary steel manufacturing facility (reference in case A), including 14 specified hazardous water pollutants. The petroleum refinery (reference in case B) emitted 36 water pollutants, including 16 specified hazardous water pollutants.

Background: The purpose of this study was to examine the cohesions status of the coordination within response teams in the emergency response team (ERT) in a refinery. Methods: For this study, cohesion indicators of social network analysis (SNA; density, degree centrality, reciprocity, and transitivity) were utilized to examine the coordination of the response teams as a whole network. The ERT of this research, which was a case study, included seven teams consisting of 152 members. The required data were collected through structured interviews and were analyzed using the UCINET 6.0 Social Network Analysis Program. Results: The results reported a relatively low number of triple connections, poor coordination with key members, and a high level of mutual relations in the network with low density, all implying that there were low cohesions of coordination in the ERT. Conclusion: The results showed that SNA provided a quantitative and logical approach for the examination of the coordination status among response teams and it also provided a main opportunity for managers and planners to have a clear understanding of the presented status. The research concluded that fundamental efforts were needed to improve the presented situations.
Petcokes is the final product obtained from a refinery process. This petcokes includes high percentage of inorganic and sulfur compounds. Currently, the petcokes produced from domestic refinery plants include more than 6% of sulfur. To use petcokes as valuable raw materials, the weight percentage of sulfur must be lower than 2% of sulfur. Solvent extraction, thermal desulfurization, and hydro-desulfurization have been used to remove the sulfur. In this study, we attempted new approach to remove the sulfur introducing microwave energy. Microwave increase the reaction rates by providing the fast heating and disconnecting the bonding structure of the molecules. The experiments of microwave thermal desulfurization and microwave plus hydrogen gas were carried out to remove the sulfur. We obtained 68.3% of sulfur removal rate with the 2 hours of reaction time and 1835 W of microwave powder. In the experiment of microwave with hydrogen gas, we obtained 86.4% of sulfur removal rate with the 1.5 hours of reaction time and 1835 W of microwave power. If we increase reaction time or decrease the particle size of petcokes, we expect more than 90% of sulfur removal.
The diversity and distribution of methanogenic archaea in a four-compartment anaerobic baffled reactor (ABR) treating sugar refinery wastewater were investigated by polymerase chain reaction-denaturing gradient gel electrophoresis (PCR-DGGE). At an organic loading rate of 5.33 kg $COD/m^3{\cdot}day$, the ABR could perform steadily with the mean chemical oxygen demand (COD) removal of 94.8% and the specific $CH_4$ yield of 0.21 l/g $COD_{removed}$. The $CH_4$ content in the biogas was increased along the compartments, whereas the percentage of $H_2$ was decreased, indicating the distribution characteristics of the methanogens occurred longitudinally down the ABR. A high phylogenetic and ecological diversity of methanogens was found in the ABR, and all the detected methanogens were classified into six groups, including Methanomicrobiales, Methanosarcinales, Methanobacteriales, Crenarchaeota, Arc I, and Unidentified. Among the methanogenic population, the acid-tolerant hydrogenotrophic methanogens including Methanoregula and Methanosphaerula dominated the first two compartments. In the last two compartments, the dominant methanogenic population was Methanosaeta, which was the major acetate oxidizer under methanogenic conditions and could promote the formation of granular sludge. The distribution of the hydrogenotrophic (acid-tolerant) and acetotrophic methanogens in sequence along the compartments allowed the ABR to perform more efficiently and steadily.
Reverse osmosis(R/O) pilot system, which consists of pretreatments and R/O membranes, was demonstrated to regenerate the petroleum refinery wastewater for the process feedwater supply. Despite of the unsteady quality of the wastewater effluent from the process facilities, relatively high salt rejection of 96~99% was obtained and the product water showed a feasible quality for the use of cooling tower feed water. The results of R/O membrane module cleaning with NaOH solution represented that there was some fouling effects on the membrane performance during the period of test due to the ineffective treatment processes proposed and used in this study.

Process gas piping is one of the most basic components frequently used in the refinery and petrochemical plants. Many kinds of by-product gas have been used as fuel in the process plants. In some plants, natural gas is additionally introduced and mixed with the byproduct gas for upgrading the fuel. In this case, safety or design margin of the changed piping system of the plant should be re-evaluated based on a proper design code such as ASME or API codes since internal pressure, temperature and gas compositions are different from the original plant design conditions. In this study, series of piping stress analysis were conducted for a process piping used for transporting the mixed gas of the by-product gas and the natural gas from a mixing drum to a knock-out drum in a refinery plant. The analysed piping section had been actually installed in a domestic industry and needed safety audit since the design condition was changed. Pipe locations of the maximum system stress and displacement were determined, which can be candidate inspection and safety monitoring points during the upcoming operation period. For studying the effects of outside air temperature to safety the additional stress analysis were conducted for various temperatures in $0{\sim}30^{\circ}C$. Effects of the friction coefficient between the pipe and support were also investigated showing a proper choice if the friction coefficient is important. The maximum system stresses were occurred mainly at elbow, tee and support locations, which shows the thermal load contributes considerably to the system stress rather than the internal pressure or the gravity loads.
