군사용으로 개발되었던 드론은 취미, 레저뿐만 아니라 방송촬영, 공공분야까지 사용분야가 급속도로 확대되고 있으며, 네팔로 봉사활동을 갔다가 눈사태로 실종된 한국인 교사 4명을 찾기 위해 수색용 드론이 투입되기도 하였다. 정부는 드론 산업을 육성하기 위하여 정책적으로 공공분야에서의 드론의 활용을 장려하고 있으며, 향후 시장도 확대될 것으로 예상된다. 본 연구에서는 공공부문에서 드론의 활용이 확대되고 있는 시점에서 공공기관의 드론 활용에 대한 개선방안과 구체적 이용방향을 제시하고자 하였으며, 이를 위하여 관련 전문가에 대한 인터뷰, 공공기관의 드론 운용규정 분석 및 경찰의 실종자 수색용 드론 운용사례를 검토하였다. 우선 드론의 도입 이전에 전문성을 갖춘 인력을 확보하고 충분한 검토를 통해 드론의 사양 등을 결정하고, 드론의 도입에 있어서도 면밀한 검사가 이루어진 후에 임무에 투입이 되어야 할 것이다. 다음으로 드론 운용에 대한 근거규정을 마련하고 이에 따른 매뉴얼을 작성할 필요가 있다. 마지막으로 드론 비행은 추락의 위험성이 있으며, 특히 공공부문에서의 드론은 목적 달성을 위하여 취미용 드론에 비하여 대형화 전문화되어 있기 때문에 드론 운영의 전담인력 확보가 필수적이다. 본 연구는 경찰청의 실종자 수색용 드론에 대해서만 구체적인 분석을 실시하였으며, 인터뷰 대상자도 적다는 한계가 있다. 후속 연구에서는 여러 공공기관을 대상으로 분석을 실시할 필요가 있으며, 인터뷰 외에도 설문조사가 각종 자료나 통계 등의 분석이 이루어져야 할 것이다.

This research tests the effects of institutional pressures, the use of performance measurement systems and accountability, and moderation effects of human resource capability between institutional pressures and the use of performance measurement systems in the Local Government institutions in Indonesia. The research aims to provide empirical evidence both quantitatively and qualitatively that isomorphism institutional pressures occurred in the scope of implementation of the performance measurement system and accountability in the public sector organizations and to show the importance of human resource capability enhancement in reducing external pressure impact. In addition, it tries to develop the correlation model of institutional pressures, human resource capability, implementation of the performance measurement system, and accountability of public sector organizations. The research used mixed methods with sequential explanatory design. The data collection used surveys and interviews in 209 regency/Special Region of Yogyakarta and Central Java local governments as samples. The research result indicated that the institutionalization process of the performance measurement is influenced by institutional pressures, especially coercive and mimetic pressures. Human resource capability was unable to weaken institutional pressures effects in the performance measurement system implementation. The research also proved that the use of a performance measurement system was able to improve local government institution accountability.

Indonesia is an agrarian country with the significant development of Shariah banking. This study aimed to estimate the effect of Third Party Funds (TPF), Non-Performing Financing (NPF), Exchange Rates (ER), and Bank Indonesia Shariah Certificates (SBIS) on the Sharia Agriculture Sector Financing in Indonesia during 2014-2020. This study used the Ordinary Least Square (OLS) technique to analyze the data. The coefficient of determination test showed that 99.19% of Sharia financing in the agricultural sector was influenced by TPF, NPF, Exchange Rate, and SBIS variables. The estimation results showed that the variables of TPF and ER significantly affected Sharia Financing for Agricultural Sector (PP). Meanwhile, the NPF and SBIS variables had no significant effect on PP. This research showed the resilience and accuracy of Islamic banking in selecting financing and can support the development of other Islamic financial instruments such as SBIS. Simultaneous test results demonstrated the existence of the estimating model. Because of the character of the Indonesian nation as an agricultural country, this study advised Sharia banking to prioritize the usage of third-party funds from the public for the agricultural industry. Sharia banking also needed to produce Islamic finance products that fit the agriculture business sector's needs.

4차 산업혁명시대에 지능정보기술의 발전에 따라 인공지능의 다양한 역할이 주목을 받고 있다. 구글의 알파고를 계기로 인공지능은 더 이상 공상의 기술이 아닌 실존하는 기술이라는 점에서 사회전역에 파급효과를 가져올 것으로 예상되고 있다. 이에 따라 본 연구에서는 공공부문에서 인공지능을 활용한 정책결정의 가능성과 쟁점에 대한 탐색적 논의를 진행하였다. 이에 따른 연구목적은 세 가지 측면으로 구분되며, 첫째, 공공부문에서 인공지능이 정책결정까지 이어질 수 있는지에 대한 검토이다. 둘째, 인공지능의 정책결정과정이 기존 정책결정과의 어떠한 차이를 가지는가이다. 셋째, 인공지능이 정책결정에 도입될 경우에 나오게 될 쟁점을 다루었다. 이러한 인공지능에 의한 정책결정이 기존의 정채결정과 구별되는 점은 많은 정보와 대안에 기반한 합리적 의사결정, 투명성 및 신뢰성의 제고, 정책이슈에 대한 객관적인 시각, 신속한 의사결정 등이다. 하지만 인공지능의 정책의사결정시 야기되는 쟁점 역시 존재 한다. 첫째는 인공지능의 우월성, 둘째 윤리성 논란, 셋째 책임성, 넷째 기존 민주주의의 변화, 다섯째 공공부문 인력의 대체 논쟁, 여섯째 인공지능에 필요한 데이터 활용의 문제점 등이다. 공공부문 정책의사결정에서 인공지능의 도입은 향후 실현될 것이기 때문에, 사회적 충격을 최소화하기 위해 그에 따른 순기능과 역기능에 대한 융합적인 접근이 필요하다.

성과관리와 관련된 기존 연구는 주로 BSC제도의 성공요인, 시스템 사용의도, 도입 성과 등에 초점이 맞춰져 있는바, 본 연구에서는 BSC의 중요한 요소인 성과지표의 수용도에 미치는 영향요인들을 도출하고 실증 분석하였다. 분석 결과 BSC 교육, 지표의 구체성, 전략과 미션의 연계성, 지표개발 참여 및 지원 등의 순으로 공공부문 구성원의 BSC 성과지표 수용도에 영향을 미치는 것으로 나타났다. 기존 연구에서 CEO의 관심이 중요한 요인으로 거론된 것과는 달리, 본 연구에서는 BSC 성과지표의 수용도에 영향을 미치지 않는 것으로 나타났다. 그 이유는 CEO의 관심이 높은 성과지표는 과도한 목표값 설정, 주기적인 성과보고 등으로 인한 업무 가중으로 해당 성과지표를 수용하지 않으려고 하는 경향이 있기 때문이다.

the purpose of this study was to suggest managemental strategies for one-day use recreational area in public sector under competitive environment with private sector. Data was collected from citizens of Seoul, and 10 recreational areas were determined by a preliminary survey. Theses areas were regarded as "products", then positioning was applied to these products. Perceptual map was produced by multidimensional scaling to identify degree of competition among areas. Properties, which were developed by the Kelly Repertory Grid, were utilized to understand the strong and weak points of each area. Ideal types of recreational areas were analyzed by PREFMAP, then the size and distribution of recreation market of Seoul were found by grouping of individual ideal point by cluster analysis. Several strategies were suggested to enhance the competitive power for public recreation areas, and a few comments were described to improve this method for future research.

The Service sector has increased in importance over the last decade in troops. Military included public sector, but has very different peculiarity from other public institution. So it's necessary that developing an evaluation tool that measuring service quality and customer satisfaction for troops. This study was conducted to identify tile service quality factors which are utilized to measure military vehicle maintenance service quality and customer satisfaction. In this paper, developing a Structural Equation Model at 'three dimensional model of service quality', and it is applied to customers of military vehicle maintenance service.

Many problems making the use and management of patents arduous is caused by the difficulty in knowing the proper value. This study has suggests the methods to evaluate the value of patents by using a quantitative assessment scale as an alternative or complementary measure instead of the existing subjective evaluation tools. This study is to find a method to determine the capability and level of research and establish the scheme of use and management of patents by using the citation index as a quantitative assessment measure. The data used in this paper has been obtained from a public-sector R&D institute, the K-Institute in Korea.

According to the Policy for ' e-Korea construction ' of Korean government, investment of information system during the Past decay are dramatically increasing. More than a half of this investment is cost of hardware infrastructure. So, accurate hardware sizing are essential for higher efficiency of investment. Accurate hardware sizing benefits are generally viewed in toms of the avoidance of excess equipment and lost opportunity costs by not being able to support business needs. Unfortunately, however, little research effort to make the hardware sizing methodology are doing. We propose a sizing method for information system in public sector. This method is determinated empirical study that are gathering and analyzing cases, making method and reviewing expert. Finally we are proposed calculating method for hardware components that is CPU, memory, internal and external disk according to the application system type which is OLTP, Web, WAS. Our study certainly will act as a catalyst for higher investment-efficiency of the future information programs in public sector.
