공공서비스 역량 강화를 위한 공공서비스디자인 교육 프로그램 설계 -정책공급자 대상 워크숍 사례를 중심으로- (Designing public service design education program to strengthen public service competencies -Focused on the case of workshop for policy providers-)

  • 본 연구의 목적은 변화하는 서비스 행정 시대에 필요한 정책공급자의 공공서비스 역량을 강화하기 위한 공공서비스디자인 교육을 설계하고 실증 사례를 통해 효과성을 확인하는 것이다. 공공서비스와 공공서비스디자인에 대한 이론적 고찰을 바탕으로 공공서비스 역량 요소와 공공서비스디자인 방법론을 연계한 교육 프로그램을 설계하고 워크숍을 통해 실증한 사례 조사와 설문을 통한 효과를 확인하였다. 공공서비스디자인 프로젝트 내용을 기반으로 한 팀 활동과 실습 위주의 방법과 도구는 협업과 소통 역량 강화에 특히 효과가 있으며 전반적인 만족도를 확인하였다. 본 연구의 교육 프로그램 모델은 정책공급자 대상의 공공서비스 역량을 연계한 실습형 교육을 제시하고 실증하여 연구의 의의가 있으며, 향후 연구에서는 역량 중심의 교육 모델 설계로 역량 강화 효과성을 세분하여 검증하고자 한다.

수산업·어촌의 공익적 기능 설정에 관한 연구 (A Study on Setting Public Interest Functions of Fisheries and Fishing Villages in Korea)

  • This study aimed to establish the public interest functions of fisheries and fishing villages, which is intended to help introduce and expand the public-purpose direct payment system in the fisheries sector. Firstly, this study looked at trends related to the public interest functions of domestic and foreign cases in similar fields in order to get implications for establishing public service functions in fisheries and fishing villages. Secondly, three criteria were defined for establishing the public interest functions of fisheries and fishing villages. Thirdly, the public interest functions of fisheries and fishing villages were defined through prior research, analysis of overseas cases, and consultation with experts in the fields of fisheries and fishing villages. As a result, the six public interest functions and the 14 detailed functions were defined. Finally, this study established a direction for preserving and improving the public interest functions of fisheries and fishing villages, and presented strategies for achieving them.

From Knowledge Arbitrager to Policy Entrepreneur? Exploring the Role of Think Tank in the Open Innovation System

  • This study explores the role of the think tank as an intermediary organization in the open innovation system. Think tank has contributed to the policy process as a mediator between government and public and as a symbolic entity of intellectual innovation to produce knowledge to the public. As the innovation system matures, one of the major challenges in research and practice is the openness and collaboration in the science, technology, and innovation system. While previous literature highlighted the think tank as the knowledge arbitrager transforming ideas into policy issues, few studies address the research questions: Is the conventional role of the think tank still persistent in the open innovation system? What are the demanding roles? This paper tackles these questions by reviewing the current role of the South Korean think tank in the science & technology sector. Based on the open innovation framework, we suggest that think tanks need to play a bigger role as policy entrepreneurs, crossing policy borders and interacting with other partners.

Factors Affecting Public Prejudice and Social Distance on Mental Illness: Analysis of Contextual Effect by Multi-level Analysis

  • Objectives: While there have been many quantitative studies on the public's attitude towards mental illnesses, it is hard to find quantitative study which focused on the contextual effect on the public's attitude. The purpose of this study was to identify factors that affect the public's beliefs and attitudes including contextual effects. Methods: We analyzed survey on the public's beliefs and attitudes towards mental illness in Korea with multi-level analysis. We analyzed the public's beliefs and attitudes in terms of prejudice as an intermediate outcome and social distance as a final outcome. Then, we focused on the associations of factors, which were individual and regional socioeconomic factors, familiarity, and knowledge based on the comparison of the intermediate and final outcomes. Results: Prejudice was not explained by regional variables but was only correlated with individual factors. Prejudice increased with age and decreased by high education level. However, social distance controlling for prejudice increased in females, in people with a high education level, and in regions with a high education level and a high proportion of the old. Therefore, social distance without controlling for prejudice increased in females, in the elderly, in highly educated people, and in regions with a high education and aged community. Conclusions: The result of the multi-level analysis for the regional variables suggests that social distance for mental illness are not only determined by individual factors but also influenced by the surroundings so that it could be tackled sufficiently with appropriate considering of the relevant regional context with individual characteristics.

  • 디지털 무역의 핵심 주제인 정보의 국경 간 이동은 주요 통상국의 시장지배력을 강화하고, 개인정보 보호 등을 위해 정당한 공공정책 목표 달성이 필요한 경우 예외적으로 인정되고 있다. 본 연구는 WTO 주요 협정의 공공정책과 분쟁사례를 분석하고, 디지털 무역협정의 정당한 공공정책 목표의 개요 및 쟁점 분석을 통하여 WTO 다자간 규범을 중심으로 국제통상환경에 적합한 무역 규범화의 올바른 방향 및 시사점에 관하여 살펴보고자 한다.

  • This paper examines whether there exists discrimination of the information usage pattern between tenants of permanent and temporary public rental housing in Korea. Moreover, we focus to examine on that matters between two groups, $7{\sim}12$ pyeongs and $11{\sim}24$ pyeongs that indicate permanent and temporary public rental housing respectively. The results derived in this paper can be summarized as follows: there exists statistical significance in using computer, internet, communication and broadcasting, on the other hand, insignificance in using satellite communication and telephone between them. The implication of this results shows that as widen income gap, also widen gaps in using computer and internet between them. Thus government public rental housing policy should focus to make narrow income gap to diminish information gap between those groups.

Adapting Public Research Institutes to New Dynamics of Innovation

  • Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.

  • Major approaches of Social epidemiology; 1)holistic, ecological approach, 2)population based approach, 3)development and life-course approach, 4)contextual multi-level approach, have stressed the importance of not only social context of health and illness, but also the population based strategy in the health interventions. Ultimately, it provides the conceptual guidelines and methodological tools to lead toward the healthy public policies; integrated efforts to improve condition which people live: secure, safe, adequate, and sustainable livelihoods, lifestyles, and environments, including housing, education, nutrition, information exchange, child care, transportation, and necessary community and personal social and health services.

코로나바이러스감염증-19 전후 강원도민의 공공의료 인식 비교 : 2019-2020 강원도민 보건의료패널조사 결과를 중심으로 (Changes in Public Health Perceptios after the Outbreak of Coronavirus Disease-19 among the Gangwon Province Residents Focusing on the Results of the Gangwon Province Residents' Panel Survey 2019-2020)

  • Objectives: The purpose of this study is to investigate changes in public health-related perceptions of residents of Gangwon province after the outbreak of Coronavirus disease-19(COVID-19) of the public. Methods: We performed paired T-test analysis to measure the change in public health-related perceptions before and after COVID-19. We also utilized generalized estimating equations to identify demographic factors correlated with public health-related perceptions. Results: The public perceived public health as 'All citizens can use medical care and protect/promote health.' The concept was the most popular, from 94.3% in 2019 to 95.5% in 2020. In addition, after COVID-19, residents of Gangwon province's satisfaction with medical services increased, but the overall level was not high. Among the eight essential healthcare needs after COVID-19, cardiovascular disease and injury services have emerged as preferred services. However, by sociodemographic factors, distinctive responses were detected. Conclusions: Through COVID-19, Gangwon residents' awareness of the public's health rights has increased. Those living in vulnerable areas or with unmet medical care, supported strengthening public health care. In addition, although medical satisfaction has increased, it is not satisfied, so listening to the voices of the population group with low satisfaction is essential. Lastly, since the necessity of essential health care may change due to specific events, the local government needs to plan health projects reflecting the needs of residents. Therefore, when designing the public health care strategy in Gangwon province, the local government should consider not only political factors but also environmental factors, demographic and conceptual factors.

영국, 미국, 한국의 줄기세포연구에 관한 정책변동 비교 분석: Advocacy Coalition Framework 모형의 적용 (Comparative Analysis of Stem Cell Research Policy Changes in UK, US, and South Korea: Application of Advocacy Coalition Framework Model)

  • Background: Stem cell research competition is accelerating globally since President Obama signed an executive order, repealing Bush-era policy that limited use of federal tax dollars for embryonic stem cell research. Methods: In this paper, we conducted a comparative analysis of stem cell research policy changes in three countries, including the Human Fertilisation Embryology Act (HFEA) of UK, executive order 13,505 (removing barriers to responsible scientific research involving human stem cells) of USA, and Bioethics and Safety Act of South Korea. Debates on stem cell research are based on conflicts of fundamental beliefs that exist in the supporting and opposing coalitions. We compared regional characteristics of the advocacy coalitions in three countries and presented various factors that might be related to the policy changes. Results: The UK government, parliament, and the HFEA have sought expert consultations and public opinions to establish guidelines. UK has made social consensus through continued discussion for a long time. US President's veto power was one strongest factors influencing policy. South Korean policy was influenced by public opinion and policy brokers. Also, South Korea has not made social consensus. UK had a strong leadership and strong adjustment of coalitions but US and South Korea had not. Dr. Hwang's scandal has had one of the greatest impacts on policy decision in South Korea. Conclusion: The power of public opinion was critical in all three countries. In particular, the influence of public opinion was noticeable in South Korea. Also it turned out that in US and South Korea, the presence of a policy broker who could pursue his or her goals was the most powerful factor among the advocacy coalition factors.
