Policy literacy plays a critical role in enhancing deliberative communication among the public, policymakers, and experts. It also helps develop a positive view of policy by the public, which facilitates public acceptance. Despite its importance, however, policy literacy has received little attention in energy policy practice. Therefore, this study explores factors affecting the public's understanding and knowledge (i.e., policy literacy) of nuclear and new-renewable energy policies. Accordingly, we analyzed data from an online survey of 790 laypeople in Korea. Specifically, we examined the effects of trust, transparency, and policy public relations (PR) on the policy literacy of the public regarding the two alternative energy sources. The analysis revealed that people showed higher policy literacy about the alternative sources when provided with more transparent information and exposed to more policy PR activities. However, we found that trust in energy plant operators played a negligible role in improving policy literacy for both energy sources. Based on these findings, we developed some policy suggestions to secure the energy policy literacy of the public.

이 연구는 기록정보 리터러시의 대상과 범주를 공문서 리터러시와 연결시키고 리터러시 구성요소 간의 관계를 증명하여 기록의 접근성과 활용성을 공공의 영역으로 확장하는 이론적 근거를 마련하고자 한다. 따라서 문헌연구 및 공문서 리터러시를 가진 공무원과 그렇지 않은 대학생을 대상으로 실증연구를 수행하였다. 결과는 다음과 같다. 첫째, 공문서 리터러시를 가진 집단인 공무원이 그렇지 않은 대학생보다 대부분 인식값(현실 반영 정도) 및 기댓값(중요도)이 높았다. 둘째, 모든 요인에서 인식값(현실 반영 정도)보다 기댓값(중요도)이 높게 나타났다. 셋째, 요인간 상관분석 결과 모든 상관값이 양의 상관관계를 가지는 것으로 나타났다. 공무원 표본에서는 '공무원으로서의 소통'과 '분석적 개념'(0.626) 간의 상관관계가, 대학생 표본에서는 '시민으로서의 소통'과 '분석적 개념'(0.561) 간의 상관관계가, 응답자 전체로는 '시민으로서의 소통'과 '분석적 개념'(0.563) 간의 상관관계가 가장 높게 나타났다. 따라서 공문서 리터러시를 가진 집단일수록 공문서 리터러시와 기록정보 리터러시의 동질성을 보다 명확히 인식하고 있음을 확인하였다.

Objectives: Improving public capability to obtain, understand, and use health information is important for decision-making and communication. This study attempts to measure adults' literacy of the information provided by a public health institution. Factors affecting different health literacy level are also investigated. The relation between public risk perception and health literacy is examined as well. Methods: A total of 800 korean adults were surveyed. To provide the participants health literacy questions, health messages of heavy metals released by KFDA as well as literacy questions developed by NIKL were used. A total of eight questions were developed to measure health literacy. The dimensions of risk perception proposed by Brewer et al.(2008) were modified to measure risk perception. Results: The average percentage of correct answer for all literacy questions was only 65.57%. Individuals at the older age, and with lower education/ income level were more likely to be low literate. In addition, health literacy was strongly associated with risk perception. Conclusions: Public literacy of health information is influenced by socio demographic factors. This study suggested a possibility that low health literacy may affect unrealistically high risk perception. Further studies with sophisticated methodologies to measure health literacy need to be developed.

이 연구의 목적은 국내외에서 지역사회 공공 도서관과 연계하여 학생의 영어 문식성 발달을 지원한 사례를 분석하고 이를 토대로 향후 효율적인 지원 프로그램 개발 방안을 모색하는 것이다. 국내외 공공도서관 및 영어도서관 등에서 학생의 영어 문식성 발달을 지원해주고 있는 다양한 관련 프로그램 및 사례 수집을 통해 그 효용성 및 중요성에 대해 인식할 수 있게 되었다. 특히 국내외 다양한 사례들을 통해 학생들이 공공도서관에서 이뤄지는 영어 프로그램들을 활용하면서 영어 문식성 발달에 큰 도움을 받게 된다는 사실을 알 수 있었다. 그런 연유로 현행 지원 실태를 분석하여 학생들의 영어 문식성 교육의 기회를 지역 사회의 공공도서관과 연계하여 향후 보다 효율적인 지원이 이루어질 수 있도록 해야겠다는 시사점을 제안하고자 한다.

China media environment has drastically changed leading to the an inevitable change of public opinion ecology. Empirical studies have focused less on public opinion guidance, which forms an important component of the government officials' media literacy. This study applied quantitative method in the investigation of media literacy in China. Ideally, media literacy is measured from media cognition, media contact, media usage under the view of public opinion guidance. The findings reveal that the existing problem on 1) incorrect media cognition and public opinion guidance; 2) insufficient contact of personal social media 3) improper tendencies in the use of media to guide the public opinion, especially, on confidential information. Consequently, in order to improve media literacy in China government officials, enhancement of their basic knowledge on news diffusion and public opinion is necessary. Secondly, to effectively deal with "agenda settings", it is important for the government to consider the provision of valuable information and platforms to effectively spread information. So they need to learn how to personally and officially use social media platforms such as Weiboa and Wechat. This ensures they have maximized their potential to acquire valuable information and spread them on valuable platforms. Thirdly, government officials should be able to analyze and understand public opinion trends for official and personal use. Finally, they should understand the development of public opinion and the how online public opinion laws are formed and the target group.

공공도서관에서 초등학교 학생을 대상으로 하는 정보활용교육이 실시되고 있는 현황에 대해 분석하고 공공도서관의 특성을 고려한 정보활용교육의 개선방안을 모색했다. 공공도서관의 교육적인 기능이 강화되면서 정보활용교육에 대한 요구가 증가하고 있기 때문이다. 본 연구에서는 공공도서관의 특성을 고려한 정보활용교육 운영의 개선방안을 시설과 자료, 사서, 학생. 정보활용교육 프로그램으로 나누어 제시하고. 정보활용교육 내용의 개선방안은 교육준비, 교육방법, 교육진행으로 나누어 제시했다.

이 연구의 목적은 공공도서관의 노인 대상 디지털 리터러시 프로그램의 운영 현황을 조사하고 프로그램을 담당하고 있는 사서의 인식을 파악하여 국내 공공도서관의 노인 대상 디지털 리터러시 프로그램의 개선방안을 제시하기 위한 것이다. 이를 위해 첫째 전국 157개 공공도서관의 디지털 리터러시 프로그램 현황을 조사·분석하였고, 둘째 국외 공공도서관의 노인 디지털 리터러시 프로그램 사례를 조사하였고, 셋째 국내 공공도서관 프로그램 담당 사서 92명을 대상으로 온라인 설문조사를 실시하였다. 이 연구에서는 연구 결과를 토대로 공공도서관 노인 디지털 리터러시 프로그램의 개선방안을 운영요소와 내용요소로 나누어 제안하였다. 이 연구는 향후 국내 공공도서관에서 노인 디지털 리터러시 프로그램을 운영하는데 기초자료로 활용될 수 있을 것이다.

본 논문은 문헌정보학계와 실제 공공도서관 서비스에서의 리터러시 개념의 사용 양태를 알아보고, 이를 바탕으로 새로운 리터러시 개념을 제안하고자 하였다. 문헌연구, 계량서지적 분석, 사례연구의 결과에 기초하여 본 논문에서는 '특정 주제나 상황을 이해하고, 해당 주제와 상황에서 직면하는 문제를 해결하기 위해 매체나 정보, 지식을 활용할 수 있는 종합적인 능력'을 '리터러시'의 개념으로, 그리고 이러한 능력을 길러주기 위해 공공도서관에서 이루어지는 서비스나 프로그램을 '리터러시 서비스'로 정의하였다. 더불어 실제 공공도서관 현장에서 적용할 수 있는 리터러시 서비스를 조기 리터러시 서비스, 성인 리터러시 서비스, 디지털 리터러시 서비스, 정보 리터러시 서비스의 4가지로 구분하여 제안하였다.

본 연구의 목적은 공공도서관 사서가 미디어 리터러시 교육 프로그램을 기획하고 운영하는 데 도움이 되는 미디어 리터러시 교육 모형을 개발하는 데 있다. 교육 모형을 개발하기 위하여 문헌연구, 사서 대상 설문조사, 미디어 리터러시 관련 교수와 공공도서관 사서, 강사를 대상으로 인터뷰를 진행하였으며 전문가 자문위원회를 개최하여 개발한 모형에 대해 의견을 얻었다. 설문조사와 인터뷰 결과, 공공도서관과 사서는 시민들의 미디어 리터러시 향상에 대한 책무성이 있으며 공공도서관이 시민들의 미디어 리터러시를 향상시킬 수 있는 최적의 교육기관으로 인식되고 있었다. 문헌분석 결과와 미디어 리터러시 전문가들의 의견을 반영하여 교육 목적, 핵심역량, 교육 대상, 미디어의 종류, 교육 주체별 역할과 기능이 포함된 미디어 리터러시 교육 모형을 개발하였다.

Objectives: The purpose of this study is to develop a Korean Health Literacy Assessment Tool (KHLAT) and to encourage researchers in the public health education field to look at the concept of health literacy as one of the possible strategies to design and develop more effective health education campaigns in Korea. Methods: Data with 117 sample subjects was collected from various classes such as continuing adult classes and undergraduate classes. REALM, well-known and widely used health literacy tool in the US, was translated and modified for cultural considerations. The Korean modified version of the REALM was administrated to the targeted subjects who were asked to fill the survey questionnaires. Results: The findings appear to be consistent with the OCED reading literacy among Koreans. Health literacy among Korean seems to be more serious problem than we have expected before and this could be a major obstacle to effective health public education campaigns. Conclusions: In order to develop better public health education materials as well as health education programs, it may be critical for us as health educators to inform future physicians as well as practicing physicians of the important link between health literacy and the effective health education(or communication). It is now time for us to make sincere efforts in understanding health literacy one of effective strategies toward improving the public health.
