IDENTIFYING CRITICAL RISKS IN PUBLIC PRIVATE PARTNERSHIP PROJECTS IN SINGAPORE

  • Public private partnership (PPP) procurement was introduced into Singapore in 2003, and 10 PPP projects was successfully completed and have been in operation. The objective of this study is to identify the critical risk factors and risk allocation preferences for PPP projects in Singapore. To achieve this objective, a comprehensive literature review was carried out and 42 risks were identified and grouped into three meta levels, i.e. macro, meso and micro levels. The questionnaire survey produced 48 completed questionnaires from 48 different contractors. The survey results indicated that 23 risk factors had significantly high criticalities and that four macro-level risks, four meso-level risks and two micro-level risks were among the top 10 risk ranking. "Lack of support from government", "availability of finance" and "construction time delay" were perceived as the top three critical risks. Also, the result implied that micro-level risks had a higher criticality mean score than macro-level and meso-level risks. The findings of this study help both public and private sectors to better understand the risks and their allocation in PPP projects, providing valuable information for organizations that intend to participate in PPP projects in Singapore.

  • The limited public funds available for infrastructure projects have led governments to consider private entities' participation in long-term contracts for finance, construction, and operation of these projects to share risks and rewards between the public and the private. Because these projects have complicated risk evolutions, diverse contractual forms for each project member to hedge risks involved in a project are necessary. In light of this, Build-Operate-Transfer(BOT) model is considered as effective to accomplish Public Private Partnerships(PPPs) with a characteristic of an ownership-reversion. In BOT projects, the government has used such an incentive system as minimum revenue guarantee(MRG) agreement to attract the private's participation. Although this agreement turns out critical in success of BOT project, there still exist problematic issues in a financial feasibility analysis since the traditional capital budgeting theory, Net Present Value(NPV) analysis, has failed to evaluate the contingent characteristic of MRG agreement. The purpose of this research is to develop real option model based on option pricing theory so as to provide a theoretical framework in valuing MRG agreement in BOT projects. To understand the applicability of the model, the model is applied to the example of the BOT toll road project and the results are compared with that by NPV analysis. Finally, we found that the impact of the MRG agreement is significant on the project value. Hence, the real option model can help the government establish better BOT policies and the developer make appropriate bidding strategies.

Identification of Critical Success Factors (CSFs) for Public-Private Partnerships Across Infrastructure Sectors

  • Public-private partnerships (PPP) projects are becoming popular in both developed and developing countries due to their ability to access new financing sources and transfer certain project risks to the private sector. PPP has been an active research area where the concept of Critical Success Factors (CSF) is often discussed by researchers. This study aims to identify the CSFs for various PPP infrastructure projects that have been explored in previous CSF studies. This article reviewed the literature about CSF in PPP projects from the years 2002 to 2021, compared the findings of studies regarding the identified CSFs, and consolidated the CSFs that can be applied to various PPP infrastructure projects. The results showed that dominant research focused on general infrastructure, where CSFs can be applied to all infrastructure sectors rather than any specific sector. The most identified CSFs from the study are favorable and efficient legal frameworks, appropriate risk allocation and sharing, a robust and reliable private consortium, a competitive and transparent procurement process, and political support and stability. The findings from the study can provide an overview of CSFs that are relevant to specific PPP infrastructure sectors like building infrastructure, transportation, water, etc. as well as for general infrastructure. In addition, the results can also be used for further empirical analysis.

공공사업 예정공사비에 대한 실증적 접근 (An Empirical Approach Study on Construction Cost Estimation in Public Work Projects)

  • Looking at current construction costs estimations of publicly declared public works, there are many instances where estimation criteria are ambiguous and doesn't imply the reality. Up to date, estimation criteria for calculating construction cost estimations are simply by unit area multiplication and stochastic construction cost estimation. However, possibility of making errors are high due to using uniform data that excludes each public work's specifications and environmental conditions. Further, on the aspect of cost management, there is certain limitation in the efficiency of cost management in order-placing stage and commencing-work stage; while efficient cost management and reduction of expenses are highly possible during initial stages of the project. In this respect, the paper adopts positive approach with regards to construction cost estimations of public works and draws common elements from calculation tables of the construction cost estimations from 3 completed domestic construction works; after which, the paper analyzes whether business exposition, construction guide and publicly-declared estimated construction costs that the orderer issued are calculated economically and properly; deducing problems in the process, the paper seeks to recommend rational calculation method on this.

  • 재해율은 건설산업의 재해를 예방하고 기업의 안전관리 활동을 촉진하기 위해 공공부문 건설공사의 PQ심사에 반영되고 있다. 그러나 건설산업의 재해율은 최근 다시 증가하고 있는 추세를 보이고 있으며, 이는 현재 재해율에 대한 평가가 재해예방에 큰 영향을 미치지 못했거나 한계에 달했음을 의미한다. 이에 본 연구는 입찰과정에서 안전관련 평가에 대한 강화의 필요성을 인식하고 싱가포르와 일본을 대상으로 낙찰자 선정 시 안전관련 평가항목 및 기준, 평가방법 등의 현황을 조사 분석하여 국내 공공부문 건설공사의 낙찰자 선정평가에 벤치마킹 할 수 있는 기초자료를 제공하기 위한 목적으로 수행되었다. 싱가포르와 일본은 법 제도적 측면의 평가, 안전성과 및 실적에 대한 평가, 해당 공사의 안전관리계획에 대한 평가 등 낙찰자 선정 시 다양한 측면에서 안전관련 내용을 평가하고 있다. 따라서, 국내 공공부문 건설공사에서도 낙찰자 선정 시 기업의 안전성과 및 실적, 당해 사업의 안전관리계획 등 종합적인 안전관련 내용을 평가함으로써 기업의 안전관리 활동을 촉진시킬 필요가 있다. 이를 통해 건설산업의 재해율을 감소시키고 안전의식수준을 향상시키며 나아가 건설산업 전체의 안전관리수준에 대한 발전을 유도할 수 있을 것으로 기대된다.

공공아파트 프로젝트 기획단계 공사비 산정시스템 개발 (Conceptual Cost Estimating System Development for Public Apartment Projects)

  • 건설 프로젝트의 초기 단계인 기획단계에서 산정된 공사비는 발주자의 의사결정에 큰 영향을 미치며, 프로젝트의 성공에 있어 중요한 요소로 작용한다. 그러나 국내 공공아파트 건설프로젝트의 경우, 공사비 예측은 실적데이터를 활용한 면적당 단가 방식에 머물러 있으며, 몇몇의 발주기관을 제외하고는 체계적인 건축공사비 산정 시스템을 구축하고 있지 않기 때문에 사업 초기단계에서 적정한 공사비를 예측할 수 없는 어려움이 따른다. 이에 본 연구는 선행연구에서 제시한 사례기반추론을 이용하는 공사비 예측방법을 사용하여 공공아파트 기획단계 적정 공사비 산정 시스템을 개발하였으며, 시스템 데이터베이스에 포함되지 않은 10개의 공공아파트 프로젝트 사례와 19명의 공공발주기관 실무담당자를 대상으로 시스템의 효용성과 적용된 방법론의 타당성을 검증하였다. 검증결과 평균 6.15%, 표준편차 4.39%의 총 공사비 예측 오차율을 나타내었으며, 공공발주기관의 실무자들은 본 연구에서 개발한 시스템이 현행 공사비 산정업무를 크게 개선할 수 있을 것이라고 평가하였다. 본 연구는 국내 공사비 예측 기술 및 사업비 관리 기술 발전의 토대를 제공하고 공사비 산정결과의 정밀성 및 일관성을 향상시킬 수 있을 것으로 기대한다.

선보상-후시공 제도의 공공건설사업 파급효과 분석 (Assessment of the Impacts of "pre-Compensation and Post-Construction Policy" on Public Construction Projects)

  • '선보상-후시공 제도화' 대책은 1999년 「공공건설사업 효율화 종합대책」의 세부 대책으로서 공공건설 사업비용 $90\%$ 절감을 목표로 수행되었다. 이에 본 연구에서는 대책의 성과를 측정하고 분석하여 향후의 개선 사항 및 제안을 위해, 종합대책 이전과 이후로 구분하여 관련 자료를 분석함으로써 대책에 대한 성과 분석 연구를 수행하였다. 이러한 성과의 분석은 사업비와 사업기간의 관점에서 정량적인 성과 측정을 중심으로 이루어 졌으며, 선보상-후시공 제도화 대책의 성과로 인한 종합대책의 전체성과에 대한 기여도와 향후 제안 사항 등을 기술하였다. 연구 결과 본 대책은 약 $4.83\%$의 공공건설 예산 절감효과가 있는 것으로 분석되었으며, 공기 절감 면에서도 긍정적 파급효과가 있는 것으로 나타났다.

  • It is an important issue in cost management to contract with the standard of cost estimate by the reasonable way in public construction projects. For the standard of cost estimate based on the Standard Estimating System, there is a difference of labor inputs between Standard Estimating System and actual quantities in construction projects. The duration of form work in multi-family housing depends on the manpower compared with other work, which is the critical path on the schedule management to be decided quality, and is the important to the cost management of construction projects. This study presented a simulation model of the productivity analysis for selecting the standard work type of form work in Multi-family housing construction projects.

Competency Development in Urban Local Bodies for Implementing Public Private Partnership Projects in India

  • Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

Government's Roles in Public Private Partnership Toll Road Projects

  • This research aims to investigate critical factors of the government's role in achieving success in Public Private Partnership (PPP) toll road projects in Indonesia according to government and private sectors' perceptions. A preliminary interview Subsequently a questionnaire survey was also conducted involving 143 respondents across the two sectors from eight operating toll were five critical factors of the government's roles in achieving success in PPP toll road projects, namely; "Active involvement in overall project stage activities", "Establishment of good bureaucracy", "Provision of conducive environment", "Appropriate project planning and competitive tendering" and "Provision of appropriate government support and supervision". This research finding is expected to assist the government in defining clear roles and underlying responsibilities in development of PPP toll roads in Indonesia.
